The Central Ground Water Authority (CGWA) has issued new guidelines mandating the installation of digital water flow meters with telemetry on all groundwater extraction structures. All project proponents seeking or having a No Objection Certificate from CGWA must install tamper-proof digital water flow meters. This includes micro and small enterprises extracting less than 10 cubic meters per day. Non-compliance will be considered illegal groundwater extraction and will result in penalties or cancellation of the No Objection Certificate. The new rules aim to regulate and control groundwater development across India in accordance with CGWA's powers and previous notifications.

From indirect tax perspective, Budget 2017-18 came with no major changes in Excise and Service tax as stated by FM Arun Jaitley in his budget speech. The changes made in Customs were of significant importance as Customs duties other than BCD (CVD, SAD etc.) shall not subsume in GST law and will continue to be levied even after GST which is now expected to come from 1 July, 2017.

Please like the presentation before download .The massive digital survey as part of the ‘Ente Bhoomi’ programme will begin in the state on November 1. The first phase will cover 200 revenue villages across all 14 districts. Ahead of the survey, people of these villages have been asked to cross-check details of their land available on the Ente Bhoomi portal www.entebhoomi.kerala.gov.in.
The 200 villages have been listed on the portal. Owners can register with the website and enter their survey number and sub-division number to view details. If details of one’s land are not available on the portal or in case of mistakes, a complaint can be raised through the portal itself. Copies of supporting documents should also be uploaded.
“The government is making a comprehensive database integrating the land-related data with the revenue, registration and survey departments. Before the new survey, people should ensure that their land details on the portal are error-free. They should also cooperate with the surveying officers. When finalised, the new survey map will become the authentic record of one’s land parcel,” said an officer in the survey department.
The survey will be launched by Chief Minister Pinarayi Vijayan on November 1. Survey Sabhas or ward-level meetings to educate people on the new survey are being conducted in the selected villages. The time of the survey will be intimated through various channels, local-level public meetings and notification through different media. Owners have to be present at the spot with the registration deed and Aadhaar card. NRKs or others who cannot be present can assign proxies.
Bushes and shrubs on the land borders should be cleared before the survey officers’ visit. Boundaries should be marked. It will be better to settle petty border disputes before the survey. Or else, the land holdings under dispute will be shown as a single unit on the new map until the issue is settled. The officers will show the draft map on their tab in case of doubts. The draft will later be made available on the Ente Bhoomi portal for corrections.
Public buildings to be marked
The government land will also be surveyed and public buildings will be marked. Topographical details like roads, canals, streams, ponds and backwaters will also be mapped. The final product will be a GIS database which will help in the total digitisation of land transfers and records maintained by survey, registration and revenue departments. It will also help in disaster management activities.
The new survey will cover 1,550 of the total 1,666 villages in Kerala in four years. Excluded are 95 villages where the digital resurvey was completed earlier and 21 where it is going on.
The largest tender by Solar Energy Corporation of India for Floating Solar for 150 MW is up for bidding.

New Delhi, Dated 08.01.2021
Sub: Installation of Digital Water Flow Meter on Ground water abstraction structures
- reg.
Whereas the Central Government constituted the Central Ground Water Authority
(hereinafter referred to as the Authority) vide notification Number S.O. 38(E), dated 14th
January, 1997, followed by notification number S.O. 1124(E) dated 6th November, 2000
and S.O. 1121 (E) dated 13th May, 2010 of the Government of India in the Ministry of
Environment & Forests, for the purposes of regulation and control of ground water
development and management in the whole of India and to issue necessary regulatory
directions.
And whereas the Authority has issued ‘Guidelines to control and regulate ground water
extraction in India’ vide notification number 3289(E) dated 24th September, 2020, wherein
under Section 9 (i) “Installation of digital water flow meter (conforming to BIS/ IS standards)
having telemetry system in the abstraction structure(s) shall be mandatory for all users
seeking No Objection Certificate and intimation regarding their installation shall be
communicated to the CGWA within 30 days of grant of No Objection Certificate through the
web-portal.”
THIS IS TO BRING TO THE NOTICE OF ALL GROUND WATER USERS THAT:
All the project proponents/users drawing ground water and seeking/having NOC
shall have to mandatorily install tamper-proof digital water flow meters with telemetry
on all the ground water abstraction structures within their premises.
All the Micro and Small Enterprises drawing less than 10 cum/day shall also be
mandatorily required to install digital water flow meters on all the ground water
abstraction structures within their premises. Such enterprises shall be subjected to
randomised inspections.
2. The afore-mentioned conditions need to be strictly followed by all the users and any
ground water withdrawal without the installation of tamper-proof digital water
flow meters and telemetry (wherever applicable) shall be construed as illegal.
Non-compliance of these conditions shall invite a Penalty provision and/or
Environmental Compensation against the proponent for illegal withdrawal of ground
water as per the CGWA Guidelines and may result in cancellation/rejection of NOC
and sealing of ground water abstraction structures.
This issues with the approval of Chairman, CGWA.
