UNITED STATES ARMY SPECIAL OPERATIONS – CIVIL AFFAIRS/MAJOR 05/11 to 07/15
Chief Civil Affairs Officer (North Carolina) - 2/82nd Airborne Division, 07/14-07/15
Responsible for all Civil Affair and Civil Military Operations (CAO/CMO) within a Brigade Combat Team with over
7,000 Soldiers, capable of deploying (thru Airborne Assault if required) to anywhere in the world within 18 hours.
Coordinates and synchronizes interagency interoperability between USG and international organizations in
support of Counter Terrorism operations.
Key Contributions
Personally selected by General level officers to represent Special Operation Civil Affairs in an Army Corps
War Fighter, training over 500 senior military leaders on tactical, operational and strategic operations of
Civil Affairs (CA).
Successfully supported largest Joint Readiness Training rotation in history, providing CAO/CMO to over
7,000 Soldiers, directly leading to combined Special Operations and Interagency interdependence.
Executed first ever US Conventional Military and Department of State synchronization to Army Global
Response Force operations, resulting in proactive preparation in lethal and non-lethal mission
effectiveness.
Chief, Battalion Operations Officer (North Carolina) – Army Special Operations, 11/13-07/14
Responsible for all CA Special Operations within Central America, South America and the Caribbean. Charged with
developing, refining, and executing all manners related to training, deploying, and synchronizing tactical,
operational and strategic level support to 5 Special Operation companies consisting of over 250 personnel.
Key Contributions
Coordinated 4 Company deployments for Special Operation Forces (SOF). Operations received praise
from senior US Government leadership resulting 62% increase in unit operational expansion within the
region.
Planned the acceleration of two company training cycles from 270 to 179 days, exceeding Brigade
expectations and becoming the first Battalion to adapt to the new deployment cycle.
Managed unit deployment funding in excess of 50 million dollars; cut surplus spending by 30% while
enhancing operational demand.
Civil Affairs Team Leader (Peru) – Army Special Operations, 06/12-11/13
Accountable for all Army CA Special Operations within Peru, South America. Provide Interagency, conventional
and Special Operations Forces with a rapidly deployable asset capable of planning, coordinating, directing, and
controlling select Civil Information Management and synthesis with other information collection systems.
Directly support strategic international and US Government efforts in counter terrorism and counter narcotic
operations within South America.
Key Contributions
First Army Special Operations team to receive US Ambassador, Department of State, Mission Honor
Award.
Executed over 500 joint operations, directly resulting in 100,000 individuals accepting innovative
Alternate Development and 80 communities ceasing illicitactivities and support to Transnational
Criminal Organizations.

Implemented the first Peruvian CA Training Program, whereby 71 National Police and Military Officers,
35 Civil Sector Employees, 3 Peru Regional Departments and 2 CA Teams were trained on technical/
tactical CA operations.
Created the first ever Interagency Civil Affairs Campaign Plan and 2014/2015 Theater Special Operations
Campaign Strategy providing national level operational and financial support valued over 5 million
dollars.
Company Executive Officer (North Carolina) - Army Special Operations, 06/11-06/12
Responsible for all CA Operations within Special Operations Command South. Synchronized General Officer
objectives through long term economic, political and sociological analysis. Coordinated current and future
projects valued in excess of 20 million dollars. Responsible for the overall administrative, logistical and
operational success of 32 Soldiers, operating in 3 different countries.
Key Contributions
Created and implemented first and only Company Rear-Detachment Operations within the Battalion,
linking over 100 family members to their deployed Soldiers.
Enhanced Company Standard Operating Procedures on: Family Readiness Group, Digital Training
Management, Chemical Biological Radiological and Nuclear/Explosive, and Environmental Compliance,
leading to the Company achievement of the “Unit Safety” Award in 2011.
Planned and executed Company deployment and redeployment training cycle, maximizing operational
efficiency by from 30 to 21 days.
Chief – Current Operations (Iraq), 04/07-06/09/CAPTAIN
Responsible for the overall missionof training, readiness, force flow and transition, and tracking/monitoring
current operations for five battalions consisting of 4,300 Soldiers and 31 companies. Responsible for providing
training and operational status, unit status reports and task organization to the Brigade Commander.
Key Contributions
Developed and executed innovative Brigade training program, focused on combat logistical patrol
operations improvement; 8 training iterations were conducted with 220 Soldiers, resulting in zero
fatalities or injuries on 47 patrols in Iraq.
Managed force modification improvements through the successful approval of 40 Operational Needs
Statements, directly led to 7.2 milliondollars spent on force protection enhancement and Department of
the Army level recognition on positively shaping distribution and sustainment operations in theater.
Coordinated the successful deployment and redeployment of over 60 external Brigade units and 27
internal Brigade elements with no operational degradation.
