Conceptualize, Develop, Implement and Monitor Programs, Principles, Practices, Procedures and Protocols
Responsible for Standard Operating Procedures, written work processes and Job Hazard Analysis (JHA’s) for
work under contract; Ensure adequate Risk Assessment and Hazard Analysis (RAHA); To include RCRA
Eight, TCLP; To include inspection discrepancies and employee disciplinary actions; mishap/incident
investigation; reporting and recordkeeping; inspections and audits; deficiency and hazard abatement;
unsafe/unhealthful reporting (I was the company 24 hour emergency contact person); training; hazardous
materials; occupational health; blood borne pathogens; respiratory protection; occupational; medical
surveillance; etc. Review/investigate industrial, construction and maritime site mishaps, accidents and near-
misses to identify contributing factors and root causes and to make, initiate and monitor recommendations to
initiate for effective corrective measures.

18 years Safety Manager (Corporate) AND 18.5 years of US Navy experience that included Safety Specialist
and CPR Instructor.

tasks because of my expertise: During frequent inspections and audits; Recommend corrective measures to
reduce hazardous environmental conditions; Recommend, Implement and Monitor compliance to; Implement
new health hazard safety process to ensure workers health and safety; Ensure Industrial Hygiene practices
comply with Company, Shipyard, Customer, State and Federal regulations; At the beginning of every new job;

to determine corrective actions needed; to include utilizing established programs required by OSHA that I
developed; Establish the program for physical screening; to include utilizing established programs required by
OSHA that I developed; of employees exposed to identified hazards; to ensure no overexposures ever
occurred; Collect samples to perform studies; to include paint chip sampling on every space prior to work start
to average approximately 100 per year; on potential environmental hazards; to ensure no overexposures ever
occurred; Maintain Industrial Hygiene records; to include hearing, Lead and Chromium IV; in accordance with
regulations and guidelines; OSHA 29 Code of Federal Regulations, Company, Customer and Shipyards
Procedures and Guidelines; Prepare comprehensive Industrial Hygiene written reports on findings; to include
requesting additional funds from the customer due to contractual agreements; Develop, Write, Implement,
Monitor to include personally Conduct training programs; to include multiple times per job due to high rotation
of workers; to promote the elimination of health hazards;
PRIOR DUTIES/ ACCOMPLISHMENTS:
Prepared supplements to regulations and manuals and developed specialized local requirements defining
mishap prevention, handling, and storage procedures based on interpretation and/or adaptation of higher
command instructions and policies formulated by other Federal government agencies including the DOL.
OSHA, DOD, NAVSEA, DOT, DMV and EPA.
Reviewed plans and specifications for new construction (NNS Double Eagle Program); major building
alterations (Main Industries new office building converted from DOT vehicle repair building); and/or changes in
installation equipment (new blast booth, new storage (including hazardous waste and storage); and monitored
projects through completion to ensure compliance with IH & OSHE codes and standards including OSHA and
Virginia Department of Environmental Quality (VA DEQ).
Developed and provided technical training/instruction to upper and mid management, supervisors, employees
and/or unit representatives. Example: Virginia Ship Repair Assn. 12th
Annual (8 hour, including IH) Safety
Seminar Chairperson, Performed training in group setting of up to just under 200 attendees at VSRA Safety &
Health Seminar as Chairperson for 8 hour training; Developed & performed training sessions for AMMA Safety

Specialized experience for this position has included planning, implementing, and maintaining a IH&OSHE,
safety, health, environmental and occupational program to include radiation safety awareness program,
conducting surveys, inspections and assessments of office spaces, construction projects and all work areas
under contract, I have purchased, maintained, trained others, repaired, kept inventory of, calibration of 4 gas
meters, grade “D” breathing air filter boxes, industrial hygiene air pumps, photo-ionizing detectors, multi-meters
and electrical testers. I am experienced in making recommendations to prevent potential work hazards or
safety risks for a program; and providing advice and Guidance to employees and managers on safety program
issues.

Seven OSHA Inspections with ZERO Serious Discrepancies (Lyons (1), Detyens SC (3), VA (3)
No company fatalities over heavy metal exposures in eighteen year tour
Continuous Experience Modification Rate (EMR) of less than 1.0
ZERO lost time accidents during three of eighteen years
OSHA 10 and Company Orientation (2-4 hours) instructed almost all employees in a high turnover work
environment
Improved company safety culture through continuous reminders to all employees

OSHA, DOD, NAVSEA, DOT, DMV and EPA. Reviewed plans and specifications for new construction (NNS Double Eagle Program); major building alterations (Main Industries new office building converted from DOT vehicle repair building); and/or changes in installation equipment (new blast booth, new storage (including hazardous waste and storage); and monitored projects through completion to ensure compliance with IH & OSHE codes and standards including OSHA and Virginia Department of Environmental Quality (VA DEQ). Developed and provided technical training/instruction to upper and mid management, supervisors, employees and/or unit representatives.
