3. Implementation
140KM long 17M wide Tunnel from Sydney to Newcastle using 3 Tunnel Boring Machines.
Completion in 3 years after approval.
4. Implementation
Building of the Smart Cities and Infrastructure concurrently is key
to the success of the project.
- The project can be implemented in 4 discrete segments to be constructed by 8 separate
construction companies.
- Each Smart City and HSR segment costing around $13B each.

5. Smart City Infrastructure
Each Smart City integrates 6 key areas to monitor, manage and optimise for efficiency.1
Smart City Infrastructure
Broadband NBN to all dwellings
and all city infrastructure.
City wide WiFi.
Internal City Transport via
driverless vehicles.
Water mains to City nodes
Electricity to City nodes (note
that city waste will be used in
bio-fuel plants to create
electricity).
Sewerage outlet from City nodes.
Educational facilities: Schools,
Universities.

All City infrastructure will be built by the Consortium.2
6. Capacity to Deliver
The consortium has both the Financial and
Engineering capacity to design, construct and
operate the project and has undertaken similar
projects in Asia.
Engineering Partners:
- Hyundai, Samsung and Posco to build
Smart Cities, High-Speed Rail and provide
the tunnel boring machine technology.
- The Korean Government will provide high-
speed rail and smart city technologies.
Spacecon Australia is a special purpose company
set up for this project which is a subsidiary of
Spacecon Group.
7. Risk Mitigation
Active funding through property development
means that the proponent will have the incentive
to build, own and operate a transport network
that delivers benefits for its clients.
Completion guarantees will be provided by each
of the consortium partners. Full project funding
will be available at project commencement.
The real success of this project will be seen after
project completion. It will be evident in the
commercial, economic and consumer benefits it
is able to generate for decades.
