On January 23, 2017, in one of his first actions as President, Donald Trump reinstated and expanded the Global Gag Rule—a policy that forces foreign NGOs to choose between receiving U.S. global health assistance and providing comprehensive sexual and reproductive health care. Providers must agree not to provide information, referrals or services for legal abortion or to advocate for the legalization of abortion in their country with their own non-U.S. funds. - 5. EXPANSION TO ALL U.S. GLOBAL HEALTH ASSISTANCE Global Health Assistance The policy now applies to nearly half of all U.S. bilateral economic assistance Family Planning Assistance President Trump expanded the policy from international family planning assistance to all global health assistance
- 6. EXPANSION TO ALL U.S. GLOBAL HEALTH ASSISTANCE Previous Global Gag Rule Expanded Global Gag Rule …and other public health threats, including neglected tropical diseases and other infectious diseases, non-communicable diseases, and health system strengthening
- 9. The policy does not prevent the use of U.S. funds for abortion; existing U.S. law—the Helms Amendment— already restricts U.S. foreign assistance dollars from paying for abortions as a method of family planning. It puts strings on all the funding that doesn’t come from the U.S. ABORTION
- 10. FUNDING The Global Gag Rule itself does not affect funding levels or create a funding gap in U.S. foreign assistance. The policy denies funding to highly qualified service providers who are providing comprehensive sexual and reproductive health information, services and supplies when they decide not to comply.
