1.0 Scope,Purpose & Application
1.1 Scope:
The scope of the Temporary WorkersPlan isto organize employer,employees,andtemps
ina mannerinwhichday to dayoperationscanrun smoothlyandsafelyinameansof a
goodhealthywork environment.
1.2 Purpose:
The main goal for DIMCO and temporaryworkersisto:Firstcomplywiththe OSHA
standardsof;training,hazardcommunication,andrecordkeepingrequirements.Secondis
to workjointlywiththe staffingagencyinwhichatemporary workercomesfromtoensure
the workersoverall safetyandhealth.
1.3 Application:
These procedureswillapplytoDIMCOmanagers,faculty& staff,employees,contractors,
temporaryworkers,staffing/tempagency.
2.0 Definitions
Temporary Worker- Workerhiredon a temporarybasis. Temporaryemployeesare eligible toearn
leave andare coveredbySocial Securityandunemploymentcompensation,butdonotreceive the
otherfringe benefitsprovidedtocareercivil service employees.
Temporary Agency- Agenciesthathelpfulfillmanpowerneedswhilehelpingworkersfind
temporarywork,or insome cases,long-termemployment.
PermanentEmployee- workfora single employerandare paiddirectlybythat employer.In
additiontotheirwages,theyoftenreceive benefits like subsidizedhealthcare,paidvacations,
holidays,sicktime,orcontributionstoa retirementplan.Permanentemployeesare ofteneligible to
switchjobpositionswithintheircompanies.
3.0 ManagementLeadership& Employee Participation
3.1 ManagementLeadership
3.1.1 Occupational Health and SafetyManagement System
Shiftmanagement,temporaryagencies(if needed),employeesshall implement
worksafetyprocessesandadhere toall rulesandregulations forthe purpose of
trainingtemporaryworkers.
3.1.2 Policy
DIMCO is dedicatedcreatingandmaintainingasafe andhealthywork
environmentforall employees.Abidingbythe rulesapplicabletothe
proceduresonthe jobshall create and maintainthatsafe/healthyenvironment
3.1.3 ResponsibilityandAuthority
3.1.3.1 Top Management
Top managementhasthe responsibilityoverseeingemployeestoensure
that the policies,rules,andregulationsare beingfollowed.Top
managementmaybe presentduringtrainingof temporaryworkersin

orderto monitortrainingprocess aswell asget to know the temporary
employee(if attended).Recordshiftmanagerstraininginorderto
understandthe dayto day operationsaswell asgive feedbacktothe
shiftsupervisoronthe trainingprocessif needed.
3.1.3.2 ShiftSupervisor
Shall be the leadtrainerinvolved withthe propertrainingof temporary
workers andkeeprecordlogof training.Shiftsupervisorswill goover
day to dayoperationswithtemporaryworkersaswell asgive tourof
the facility.Shiftsupervisorwill thengive athoroughtrainingof all the
processesthatgo alongwiththe companyto ensure thatthe temporary
workersgoingintothe fieldwill have clearunderstandingastohow
each processworks.
3.1.3.3 PermanentEmployees
PermanentEmployeeswill aideinthe trainingprocessof the temporary
worker(s) byworkingwiththematthe specifictaskthatthe temporary
worker(s) are given.PermanentEmployeesare notallowedtotrain
temporaryworkersinanyform of the specifictaskthat isnot safe for
the workeror the job taskat hand.
3.2 Temporary Worker(s) Participation
Temporaryworker(s) have the dutyandresponsibilityof participatinginthe training
program before startingthe workingprocess.Temporaryworkershave the responsibilityto
notifymanagementof anyunsafe actionsbeingtrainedtothembypermanentemployees
or otherfaculty.Theymustalsohave the responsibilityof adheringto applicablepolicies,
rules,andregulationssetbyDIMCO.
4.0 Planning
4.1 Temporary Agency/ Worker(s) Information
Top managementshall acquire contactinformationforthe temporaryagency(if any) that
the temporaryworker(s) is/are comingfrom.Thisshall be keptinthe mainoffice aswellas
shiftsupervisorarea(s)foreasyaccess. Shiftmanagementshall receive temporaryworker(s)
workhistoryrecords and contact information inorderto betterprepare the training
program to fitwiththe temporaryworkers’knowledge of the processesatDIMCO.
4.2 Temporary Worker Training
Temporaryworker(s) shall receiveinstructions onthe followingprocessesuponhire.
Trainingcoursesshall include:

EAP- (EmergencyActionPlan)
4.3 Training
Trainingshall be conductedonthe date scheduledbythe temporaryworker.Itshall be
conductedbyDIMCO. IF there will be afire/evacuation drill duringthattime,temporary
workerswill attendthatsessionfirstthenproceedwiththe regularscheduledtraining.
Trainingwill take acouple of days,up to a week, toensure thattemporaryworkersactually
getand maintainthe knowledgeaboutDIMCO’sday-to-dayoperationsandare able to
operate safelyand effectively!
4.4 Training Records
The Office Supervisorshall documentall trainingof temporaryworker(s) andshall maintain
recordsin the mainoffice forfuture references.
5.0 Implementation& Operation
5.1 Temporary worker(s) Operations
5.1.1 After Training
Aftertraining,temporaryworkersshallbe placedinthe specifiedareaof work.
Permanentemployeeswill thenworkwiththe temporaryworker(s) inorderto
train,record,and workwiththemas a guide togettemporaryworker(s)
adjustedtothe day-to-dayoperationsandcontrols.
5.1.1.1 Bad Practices/Habits
Temporaryworkersshall notuse advice frompermanentemployeesif
theyfeel thatitis unsafe andcan cause harm to themselves(s) orthe
company.Temporaryworkersshouldalertshiftmanagersbefore
performingtaskandletthe shiftmanagerknow whodeliveredsuch
informationimmediately!
Likewise,PermanentEmployeesshouldwarntemporaryworkersof
unsafe actionsthattheyare taking.If temporaryworker(s) continue
withthe wrongful actions,alertthe shiftmanagerimmediately!
5.1.2 After completionofwork
Aftertemporaryworkerhascompletedhis/hertime withDIMCO,proper
evaluationof theiroverallperformance will be givenandrecordedforfuture
references.A copyof the evaluationwill be providedtothe temporary
worker(s) aswell asthe temporaryagency(if any) asa wayto update theirfiles
on the worker(s).Thiswillalsoprovidebetterknowledgeasto whichworker(s)
can be recommendedforother jobsinthe temporaryagencyas well aslooking
for longtermemploymentwithinDIMCO.
5.2 DIMCO Informationfor temporary worker(s)
For temporaryworkerslookingforajobwithinDIMCO or general information,logontothe
website: http://www.dimcodekalb.com/ .While workingforDIMCOtemporaryworker(s)
can contact the permanentemployee of the specifiedfieldof workthenif the problemis

not solvedbythem.Theywill contactthe shiftmanageroradvisorof any on the jobrelated
issuesthattheyare experiencing.ShiftManagers/advisorswill have properknowledgeto
the problemathand and take care of the situation.
5.3 Communication
Temporaryworker(s) andPermanentEmployeesshouldestablishthe bondof unity within
DIMCO. Thismeansbeingable torelyonone anotherduringday-to-dayoperationstoget
the job done safelyandeffectively.Temporaryworker(s) shouldknow properstrategiesand
callsplacedbypermanentemployeesandwill be readytoact and react accordingly.This
can onlybe achievedbytemporaryworker(s) andpermanentemployeesworkingtogether
withpropercommunication.
6.0 Evaluation & Corrective Action
6.1 Monitoring,Measurementand Assessment
Temporaryworker(s) shall be monitoredinthe same fashionaspermanentemployees.If
there are any changesto the worksite,process,oremergencyplan, temporaryworkerswill
be giventhe properknowledgeandtraininginthe new programsimplementedintoDIMCO
justas a permanentemployee would.
6.2 Audits
As statedpreviously,Inordertoassessthe effectivenessof the workthatwas performedby
the temporaryworker(s),monitoringof the temporaryworker(s)will be conductedjustas
monitoringof permanentworkersshall be monitored.Recordswill be keptof the temporary
worker(s) progressforfeedbacktotopmanagementaswell astemporaryagency(if any) for
future evaluationandpossiblejobopportunities.
6.3 Correctionsand Feedback
Temporaryworker(s) shall have weeklydiscussionswithshiftmanager/advisor overjob
performance whileworkingforDIMCO.What will be discussedare the worker’sstrong
pointsandareas of improvement.Anothertopicthatwill be discussedisworker’sbehavior
duringjobhoursand actionsto maintainor improve workbehavior.If temporaryworkerhas
beenperforminginadequately,possible jobreassignmentorterminationwill be discussed
duringthisconference.
7.0 ManagementReview
7.1 ManagementReviewProcess
Managementmustreviewthe facility’sabilitytofollow all regulationsregardingtemporary
workers.Compliancecanbe verifiedbyhavinganOSHA representativecheckthe facilityas
well assurveythe workerstoget an overall generalizationof how the facilityisdoing.After
an evaluation,if the facilitydoesnotmeetrequirements underthe standardchangesmust
be made immediately!
7.2 ManagementReviewOutcomesand FollowUp
A reviewof the trainingprogramwill be conducted,thiswill highlightareasof improvement
for the program,eitherchange certainaspectsof the program to make trainingrunmore
smoothly,implementnew trainingforthe new processorfacilitylayout.Managementwill
brainstormanddevelopthe rightcorrective methodstoanycompliance issuesthatcan
arise,notjustfrom temporaryworkers,butfromthe communityservedasawhole.Cost-
Analysismustbe takenintoconsiderationincompletingcorrective measures.Afterthat,
