Trends in Public Safety Technology and Public Policy for 2016
NG9-1-1 Implementation
National Implementation Support—US and
Canada
In August, FCC Chairman Tom Wheeler publicly
stated his commitment to advancing the pace of
NG9-1-1 deployment nationwide, and acknowledged
the role of an improved funding model in making that possible. He further
raised the level of awareness, as well as the urgency of NG9-1-1 deployment in
November, with an article in the New York Times highlighting the deficiencies in
the current legacy technology and promoting the benefits of an IP-based 911
network. In Canada, the rollout of Province-wide ESINets has started by the
carriers.
NG9-1-1 Planning and Implementation Activities
During 2015, many states took steps toward NG9-1-1 implementation, such as
Connecticut; Kentucky; and Washington, DC. In addition, planning began for
state-wide implementation in North Carolina. Recent RFPs for NG9-1-1 in
Washington State and Oregon indicate that more states will be planning for
NG9-1-1 deployment in the near future. Regional initiatives among PSAPs are
also pressing ahead, with planning and implementation going on in Michigan,
Illinois, Nebraska, and Nevada. NG9-1-1 implementation studies occurred in a
number of states to include: Virginia, California, and the National Capital Region
(NCR). US DOT’s NG9-1-1 office also started a NG9-1-1 cost analysis project.
Security and Reliability of NG9-1-1
As a result of numerous “sunny day” outages of vital 911 networks, the FCC
instituted a “911 Reliability Certification System” process to ensure that 911
Service Providers are capable of providing reliable 911 services. This process
addresses the need for redundant and diverse 911 circuits, alternate power
sources for the central offices, and effective and diverse network monitoring
systems. Cybersecurity in a NG9-1-1 environment is also being addressed.
During 2015, the public safety community continued to prevent and mitigate
the impact of cybersecurity breaches, such as Denial of Service. The FCC’s
Task Force on Optimal PSAP Architecture is making progress on developing
cyber risk management strategies for PSAPs and the interconnected, evolving
IP 911 environment.
Industry Focus
iCERT Committee: the Industry Council for Emergency Response Technology
(iCERT) inaugurated a new working group of industry partners to focus efforts
on accelerating NG9-1-1 implementation across the country. Lisa Madden of
Winbourne Consulting is leading this team.

momentum, especially as vendors bring Text solutions integrated with CPE to
the market. In 2015, Canada started the implementation of Text-with-911.
The national rollout follows successful pilot projects in Vancouver, Toronto, Peel
Region and Montreal starting in 2012.
Other Continuing Trends
Social Media and Crowdsourcing
It has become commonplace for people to daily
(hourly) check their social media sites. Originally,
social media sites like Twitter and Facebook were
for keeping up with friends, but they are
increasingly being used as a source of news and
updates. Many people no longer think to flip on the
television if there is an emergency, but instead look
to their phones for instant updates on social media
sites. In the event of public emergencies and extreme weather, emergency
service providers can quickly get instructions and warnings to the general public
through social media outlets.
The Statistoca Portal states that in February 2015, “It was found that almost
half of the population in the United States had access to Facebook”. Also, in
February 2015 the Smart Phone penetration rate in the US was 75% and
climbing. The use of social media to disseminate information to the general
public will continue to expand increase in 2016.
Body Worn Cameras
Body Worn Camera (BWC) systems have many benefits including providing
compelling evidence and promoting accountability and transparency about law
enforcement agencies and the work of their officers. The use of BWCs can
contribute to enhancing community relations. As BWCs have been deployed by
law enforcement agencies, we have seen data of that indicates that there is
improved behavior by both citizens and officers when they know their conduct is
being recorded – thereby increasing safety and reducing "use of force"
incidents.
Over 30 per cent of the police departments in the US purchased and deployed
BWC systems. This trend will only expand through 2016. Over 30 state
legislatures are debating or have recently enacted legislation to guide the use of
the cameras, the use and access to the video.
In 2015, our firm started a Body Work Camera consulting practice area to
support existing and new clients focusing on three aspects: developing policy
and procedures for managing camera usage, determining the Total Cost of
Ownership (TCO), and assisting clients to define the technical support required
to manage this new requirement for law enforcement.
BWCs will remain a key topic of discussion in our industry over the next year,
as major public policy questions are debated to include ownership of the video
data, cost for storing and analyzing the data, and others.
Digital Evidence
Data analytics associated with public safety evidence will continue to grow as a
requirement. The growth of digital evidence will continue to explode, including
video firm multiple sources, social media, CAD/RMS and other sources of data.
With new product offerings coming to the market, some experts predict
analytics and the essential guiding policies will come to the fore as a major
public policy discussion and the resultant budgetary concerns. Solutions to
include regional forensics centers supporting multiple jurisdictions and agencies
are under discussion as a means to mitigate the cost.
Cloud Computing
Public Safety Agencies are giving hosted and cloud-based solutions a serious
look. Cloud solutions promise richer functionality, more flexibility, and greater

resiliency, plus a more flexible payment structure without a large up-front
capital expense. A further trend is that a number of experts are predicting the
future for public safety systems will be Software as a Service (SaaS) services
offered as pre-integrated bundle as is often being implemented in the private
sector.
FirstNet
On December 9, 2015 the First Responder Network Authority (FirstNet) Board
approved the Request for Proposal (RFP) to deploy the nationwide public safety
broadband network (NPSBN). The RFP is scheduled to be released in mid-
January 2016. The Board’s approval advances FirstNet's Strategic Program
Roadmap and moves FirstNet a step closer to establishing a public-private
partnership to build, operate, and maintain the NPSBN.
Yet, First Net is experiencing growing pains. The Los Angeles City Council
members voted unanimously to opt out of its membership to the Los Angeles
Regional Interoperable Communications System (LA-RICS). Also, New
Hampshire has issued a request for proposal (RFP) for a public-safety LTE
network to be built throughout the state, although they have not fully decided
to “opt out” of the national FirstNet network.

Winbourne Happenings
City of Bossier, Louisiana has engaged Winbourne
Consulting to assist them in the acquisition of the
new Public Safety system that includes CAD, RMS,
Mobile and JMS applications. Winbourne Consulting will
perform the following tasks as part of the contract.
Objective gap analysis report comparing the current
state system to future state expectations
Findings and recommendations concerning the implementation of a

Southern Michigan PSAP Alliance (SMPA)
Winbourne Consulting has received a follow-on project with the Southern
Michigan PSAP Alliance to continue assisting this regional group of Counties by
developing the requirements and specifications for a NG9-1-1 telephony
system. This new contract follows the Phase One Report that Winbourne
provided the Alliance in November which detailed the issues that the the
participating counties were facing in their current telephony environments. We
are excited to stay involved in this important project that will improve the 911
call capabilities for the participating counties.
The Annual Atlantic Partners EMS Seminar goal is
to provide additional education to the most dedicated
emergency medical service personnel, hospital staff
and firefighters from Maine and New England. This
annual event was held from November 11th
-16th
at
the luxurious Samoset Resort in Rockport. The
Seminar provided pre-conference courses, over 100
continuing education classes and co-sponsored several
one day conferences including ones from the Maine
Ambulance Association, the Maine Committee on
Trauma, and the Maine Cardiovascular Health Council. It also sponsored an
exhibition area featuring over 25 vendors; provided enjoyable evening events
and offered a unique opportunity to network with colleagues from the New
England area.
Attendees of the 35th annual Atlantic Partners Emergency Management
Services (APEMS) Conference were treated to a meet-and-great appearance
and keynote presentation by Randolph Mantooth from the 1970’s TV show
Emergency! Back in the heyday of Emergency!, the idea of a firefighter also
being trained to provide emergency medical care to victims was revolutionary.
Mr. Mantooth was never a fully trained paramedic, but he participated in
enough informal training during his preparation for Emergency! that he
developed a healthy respect for the work of the real EMS professionals. Mr.
Mantooth tours the country in support of the “Pioneers of Paramedicine”

A new study that polled Americans on their attitudes toward body cameras and
policing found over half of Americans think the technology would help ease

Rep. Louie Gohmert introduced ‘The Kari’s Law Act of 2015’ in the U.S. House of
Representatives. The legislation ensures that anyone who dials 9-1-1 will reach

to get an outside line.

The Practice of Federal
Spectrum Sharing in Today’s
Public Safety System
Implementation Environment
The determination of which public safety spectrum to use when building a public
safety radio system is influenced by a number of factors including spectrum
availability, the cost of implementation, agency coverage requirements and the
need to ensure implementation will promote continued or new interoperability
to system users and their neighboring agencies. More and more systems today
are selecting federal spectrum sharing to ensure that their implementation
includes sufficient spectrum while establishing/retaining interoperability with
local, state and federal responders.

Multilingual Emergency Alert System Test
Monroe Electronics announced the successful completion of the first ever
7. multilingual Emergency Alert System test, conducted in coordination with the
Federal Emergency Management Agency and broadcasters. This successful test
represents a number of firsts for the U.S. Emergency Alert System, including
the first transmission of a multilingual alert message by FEMA and the first use
of multilingual alerting as part of a live regional test.
