US Army Corps of Engineers July 2012 – Present
Geospatial/Cartography, Real Estate Division
Hired in the Real Estate Division, Acquisition Section, working with Acquisition, Management & Disposal, and
other District divisions (Planning, Engineering, Operations, Regulatory, etc.) for required cadastral and other base
mapping in both CAD and GIS formats. Detailed work included complete boundary resolution of Federal projects
(monument coordinates, boundary COGO, plat and deed interpretation and plotting via COGO), Digital Terrain
Models (DTM) of projects using LIDAR and other available topography for full pool compilation and flowage
easement descriptions, verification of project tracts GIS creation versus REMIS databases, outgrant plotting and
dissemination to real estate team members, encroachment calculations and resolvement, segment mapping,
scanning and georeferencing of legacy project mapping, and correction and accuracy resolution of existing
District GIS datasets. Driving force behind recreating the Geospatial Data Systems (GD&S) committee, and key
member for District wide communication, collaboration, SDFIE compliance, directory structure standards, training,

the general public, realtors, municipalities, to include MSHA Safety Training for 120 employees per year, to
include trucking companies, construction companies, and surveying firms. Work is completed under my sole

Oil and Gas pipeline projects, to include management of three (3) major clients and various smaller companies
and projects in Pennsylvania, totaling over $6 million in professional geospatial, GIS, reconnaissance reports, and
survey services. All projects to date include pipeline preliminary staking, and as-built survey, and construction
survey, with several projects adding boundary platting, state road crossing permitting, municipal zoning reports
and permits, pipeline classification studies, and subdivision/coal mining analysis of gas facilities. Oversee staff of
22 survey crews in Northeastern Pennsylvania, and up to 6 survey crews and contracted survey crews in
Southwestern Pennsylvania, to include 8 office personnel (survey manager, survey supervisors, drafting,
permitting, etc.). I was the director of hiring new personnel, budgeting, business development, project
management, and office management for Northeast Operations (PA, WV, NY, and OH), to include the
Canonsburg office, Scranton office, and future Ohio office location. Software usage included Microsoft Office,
ESRI ArcGIS 10.0, AutoCAD Map 3d, Bluesky (pipeline mapping/GIS), and Carlson Survey.
Pennoni Associates June 2007 to March 2011
Geospatial Division Manager, Southwest PA
I was charged to set up the Geospatial Division covering western Pennsylvania, West Virginia, and expanding into
eastern Ohio for a multi-technology Engineering/Consulting Company of over 1,000 employees. Oversee staff of
3 full time and 2 part time survey technicians. Work involved geospatial (survey and GIS) operations
management, business development/marketing, and onsite work for oil and gas, ALTA surveys, Federal
government projects (USACE, Pittsburgh District), Geographic Information Systems (GIS), boundary surveys,
support for other Pennoni technologies (Civil/Site, Transportation, Environmental, etc.), subdivisions, and
associated permitting/consulting, and division budgeting, billing, and labor analysis. Active member of the
Pennoni Oil and Gas team, Pennoni Federal Projects team and Leader of the Pennoni GIS Expert team for
applicable business development, project integration, teleconferences and standardization studies, which met
frequently in both face to face meetings and teleconferences. The Pennoni GIS Expert team was reorganized
under my direction as team lead, to include 24 personnel from various Pennoni technologies and regional areas
(Survey/Geospatial, Engineering, Transportation, Environmental, Information Technology, and Planning) for
standardization of GIS software, directory structuring, business development and proposals, accuracy
requirements, training classes, and company hierarchy. Each technology was responsible for their applicable
areas of expertise in each GIS project (i.e. GPS, cadastral, base map georeferencing for Survey/Geospatial, soils,
wildlife and wetland delineations for Environmental, IT for server integration and software installation and
licensure, etc.). Software used included Microsoft Office, ArcGIS 9, AutoCAD Map3d, AutoCAD Land Desktop,
AutoCAD Civil 3d, and Bentley Microstation.
U.S. Air Force Reserves (Retired) Oct 2000 to Sep 2008
MSGT/E-7 Engineering Assistant (3E57)
Work as a Civil Engineer Assistant in the Site Development section of the 911th
Airlift Wing, Pittsburgh. Jobs
include Land Surveying, Computer Aided Drafting/Design (CADD), cartography, and Geographical Information
Systems (GIS). Unit trainer for land navigation courses, rapid runway repair, airbase and runway design/layout,
surveying, mapping, and CAD/GIS to appropriate service members within the Unit. Deployment to Ali-Al Salem
AB, Kuwait in support of Operation Enduring Freedom (OEF) for 3 months in 2002 as the Survey Manager of the
expeditionary forces air base, setting geodetic control, report of survey control, base planning/expansion, and
location and plotting of on-going as-built and construction surveys. Other training included Silver Flag exercises;
Pittsburgh IAP base surveys (geodetic control, property surveys, construction and layout surveys); Morgantown
base construction survey, design and layout; construction surveying for displaced Native Americans from wildfires
near San Pasqual, California; surveying liaison at Aviano Airbase, Italy, reviewing GPS techniques and quality
control/quality assurance issues; and several classified mapping and design missions. Active member in
mentorship and leadership of youth during annual Youth Training Activity camps held on base. Officially retired in

Work as a Professional Land Surveyor (GS-1373) in the Real Estate Technical Section, writing and mapping legal
descriptions for acquisition of real property through the Federal Government. Setting up and maintaining
databases for property management for GIS through linkage of excel files to CAD systems based on deeds,
survey plats, limited field evidence, and other pertinent data. Member of the Geospatial Data and Systems
(GD&S) Technical Committee for collaboration with Engineering, IT, and other divisions for District sharing,
directory structures, file naming and file standardization. I was re-designated as a Realty Specialist (GS-1170) in
both the Pittsburgh District and Gulf Region Division (Baghdad, Iraq) in 2004 completing Acquisition and
Management/Disposal actions. The Gulf Region Division mission was in support of Operation Iraqi Freedom
(OIF), and included setting up complete GIS databases for all Forward Operating Bases (FOB’s) and mapping
showing acreage obtained, stand-off distances, deed research, appraisal exhibits, and coordination with FOB
commanders. My last assignment as a Realty Specialist for the remaining two year period in the Pittsburgh
District due to Reduction in Forces (RIF) restructuring and exclusion of in-house surveyors in the District and
included deployment to Louisiana for Hurricane Katrina cleanup in conjunction with FEMA. Secret Clearance
approved for work with sensitive GIS data and maps.
Horneman Surveying and Cartography 1998 to June 2007
Owner
Oversee general operations and business management of a small full time and also part time surveying company
(3 full time and 7 part time employees). Work consisted of over 200 local property/boundary surveys, over 25
subdivisions, GIS projects, FEMA flood elevation certificates, railroad and utility layout and design, land planning
and development, planning documents and reports, professional consulting, cartography and construction
surveying projects throughout Allegheny, Westmoreland, Beaver, Butler, and Armstrong Counties, Southwestern
Pennsylvania. All work was solely and directly overseen by me as the general manager, which also entailed
business development and advertising, payroll, project database management, budgeting, and office
management.
John M. Saban Company 1996 to 1999
Part Owner
Co-managed a small Civil Engineering and Land Survey company with John Saban, PE/PLS, providing land
surveying, subdivisions, planning, GIS, engineering, on lot sewage disposal evaluation and septic design, sanitary
sewer design and layout, and site development in the southwest region of Pennsylvania. Projects included lot
boundary surveys, topography, several railroad layout and design projects, building demolition projects, proposed
development plans and construction survey and layouts. Performed as manager of all digital projects, databases,
software evaluations, installation and training, and worked in conjunction with Mr. Saban on office management
and business development processes.
Borough of Brackenridge 1996 to 1998
Building/Zoning Officer
Hired part time, working in both the field and home office issuing Building and Demolition Permits for both
residential and industrial projects within the Borough limits. Also reviewed zoning information, interpretations,
inquiries, ordinance regulations, and other issues, along with other Code Enforcement actions throughout the
Borough. Regular coordination with the Borough Office, and attendance of regular council meeting for monthly
reports, and to address any additional concerns by Council and borough residents.
Various Coal Companies and Consulting Firms 1987-1996
Assistant Chief Engineer/Project Engineer/Land Manager/Safety Director
Supervised and performed all aspects of calculating coal reserve estimations, subsurface exploration, digital and
hand drafted mapping (to include geology, operations, and reclamation exhibits), surface mine/underground
mine/coal refuse permitting, bonding, typical drawing plates, hydraulics (hydrology), land surveying, completion
reports, reclamation calculations, hydrogeology, and compliance. All work was submitted through all Federal and
State agencies involved with mining and its applications. Also directed engineering firms and had authority for
hiring contractors needed to satisfy all of the above work. Obtained Option and Lease Agreements with
landowners for surface and deep mining, maintained all property files, and worked with the property owners in the
field to satisfy all agreements and follow up for any issues. I also conducted all training of employed miners, mine
site noise certifications, compliance, and violation supplements to include conferences with the various Mine
Safety and Health Administration offices. All work done through W.D. Mohney and Associates (Consulting

Surveyor) for 5 years, and three local coal companies (Adobe/Darmac Coal, B&B Coal, and Canterbury Coal) for
4 years thereafter.
U.S. Army Reserves (Survey Detachment) 1984 to 2000

Work consisted of supervising and performing first through third order survey projects during annual training and
week-end exercises, to include route and construction surveying, monument recovery/re-establishment, level
lines, topography, design, layout, and cross-sections. Annual training at Fort Lewis (geodetic control and
construction survey), Yakima Firing Range (geodetic control), Fort Meade (construction survey and road layouts),
Camp Powderhorn, Honduras (road construction survey), Fort Indiantown Gap (tank trail topography and

card NCO and Weight Control NCO for the unit. After 16 years of service, I voluntarily reassigned from the Army
to the Air Force Reserves due to Base Realignment and Closure (BRAC). Secret clearance issued for work with
military maps and operations.

• Disciplinary Action Case before the State Board – Is It Surveying? (18 October 2013) – Northwest GIS
Conference (Clarion), detailing a current disciplinary action of up to $40,000 in fines against a large
corporation that collected over 100,000 GPS points (utility poles, underground lines, meters, etc.) for a PA
Electric company for a fee of almost $1,000,000. The presentation includes background data on existing PA
State laws, adjoining state laws, NCEES model rules and definitions, and the actual excerpts from the Court
Hearing through recorded exhibits and transcripts. 1 hour.
• Current Geospatial Issues (14 January 2014) – PSLS Conference (Hershey, PA), co-presented with the
Geospatial Committee (Brian Naberezny, Michael Krieger, and James Hartman). Discussions on current
State laws regarding Surveying and GIS, advancement of technology, examples of mis-use by non-
professionals, and the current case before the State Board. 3.5 hours.

March 2011 to July 2012 Regional Manager, Acting Office Principal/Vice-President Oil and Gas pipeline projects, to include management of three (3) major clients and various smaller companies and projects in Pennsylvania, totaling over $6 million in professional geospatial, GIS, reconnaissance reports, and survey services. All projects to date include pipeline preliminary staking, and as-built survey, and construction survey, with several projects adding boundary platting, state road crossing permitting, municipal zoning reports and permits, pipeline classification studies, and subdivision/coal mining analysis of gas facilities. Oversee staff of 22 survey crews in Northeastern Pennsylvania, and up to 6 survey crews and contracted survey crews in Southwestern Pennsylvania, to include 8 office personnel (survey manager, survey supervisors, drafting, permitting, etc.). I was the director of hiring new personnel, budgeting, business development, project management, and office management for Northeast Operations (PA, WV, NY, and OH), to include the Canonsburg office, Scranton office, and future Ohio office location. Software usage included Microsoft Office, ESRI ArcGIS 10.0, AutoCAD Map 3d, Bluesky (pipeline mapping/GIS), and Carlson Survey. Pennoni Associates June 2007 to March 2011 Geospatial Division Manager, Southwest PA I was charged to set up the Geospatial Division covering western Pennsylvania, West Virginia, and expanding into eastern Ohio for a multi-technology Engineering/Consulting Company of over 1,000 employees. Oversee staff of 3 full time and 2 part time survey technicians. Work involved geospatial (survey and GIS) operations management, business development/marketing, and onsite work for oil and gas, ALTA surveys, Federal government projects (USACE, Pittsburgh District), Geographic Information Systems (GIS), boundary surveys, support for other Pennoni technologies (Civil/Site, Transportation, Environmental, etc.), subdivisions, and associated permitting/consulting, and division budgeting, billing, and labor analysis. Active member of the Pennoni Oil and Gas team, Pennoni Federal Projects team and Leader of the Pennoni GIS Expert team for applicable business development, project integration, teleconferences and standardization studies, which met frequently in both face to face meetings and teleconferences. The Pennoni GIS Expert team was reorganized under my direction as team lead, to include 24 personnel from various Pennoni technologies and regional areas (Survey/Geospatial, Engineering, Transportation, Environmental, Information Technology, and Planning) for standardization of GIS software, directory structuring, business development and proposals, accuracy requirements, training classes, and company hierarchy. Each technology was responsible for their applicable areas of expertise in each GIS project (i.e. GPS, cadastral, base map georeferencing for Survey/Geospatial, soils, wildlife and wetland delineations for Environmental, IT for server integration and software installation and licensure, etc.). U.S. Air Force Reserves (Retired) Oct 2000 to Sep 2008 MSGT/E-7 Engineering Assistant (3E57) Work as a Civil Engineer Assistant in the Site Development section of the 911th Airlift Wing, Pittsburgh. Jobs include Land Surveying, Computer Aided Drafting/Design (CADD), cartography, and Geographical Information Systems (GIS). Unit trainer for land navigation courses, rapid runway repair, airbase and runway design/layout, surveying, mapping, and CAD/GIS to appropriate service members within the Unit. Deployment to Ali-Al Salem AB, Kuwait in support of Operation Enduring Freedom (OEF) for 3 months in 2002 as the Survey Manager of the expeditionary forces air base, setting geodetic control, report of survey control, base planning/expansion, and location and plotting of on-going as-built and construction surveys. Other training included Silver Flag exercises; Pittsburgh IAP base surveys (geodetic control, property surveys, construction and layout surveys); Morgantown base construction survey, design and layout; construction surveying for displaced Native Americans from wildfires near San Pasqual, California; surveying liaison at Aviano Airbase, Italy, reviewing GPS techniques and quality control/quality assurance issues; and several classified mapping and design missions. Active member in mentorship and leadership of youth during annual Youth Training Activity camps held on base. Jeffrey Horneman Curriculum Vitale Page 3 of 7 U.S. Army Corps of Engineers 1998 to June 2007 Team Leader/Land Surveyor: GS-12-5 Work as a Professional Land Surveyor (GS-1373) in the Real Estate Technical Section, writing and mapping legal descriptions for acquisition of real property through the Federal Government. Setting up and maintaining databases for property management for GIS through linkage of excel files to CAD systems based on deeds, survey plats, limited field evidence, and other pertinent data. Member of the Geospatial Data and Systems (GD&S) Technical Committee for collaboration with Engineering, IT, and other divisions for District sharing, directory structures, file naming and file standardization. I was re-designated as a Realty Specialist (GS-1170) in both the Pittsburgh District and Gulf Region Division (Baghdad, Iraq) in 2004 completing Acquisition and Management/Disposal actions. The Gulf Region Division mission was in support of Operation Iraqi Freedom (OIF), and included setting up complete GIS databases for all Forward Operating Bases (FOB’s) and mapping showing acreage obtained, stand-off distances, deed research, appraisal exhibits, and coordination with FOB commanders. My last assignment as a Realty Specialist for the remaining two year period in the Pittsburgh District due to Reduction in Forces (RIF) restructuring and exclusion of in-house surveyors in the District and included deployment to Louisiana for Hurricane Katrina cleanup in conjunction with FEMA. Horneman Surveying and Cartography 1998 to June 2007 Owner Oversee general operations and business management of a small full time and also part time surveying company (3 full time and 7 part time employees). Work consisted of over 200 local property/boundary surveys, over 25 subdivisions, GIS projects, FEMA flood elevation certificates, railroad and utility layout and design, land planning and development, planning documents and reports, professional consulting, cartography and construction surveying projects throughout Allegheny, Westmoreland, Beaver, Butler, and Armstrong Counties, Southwestern Pennsylvania. All work was solely and directly overseen by me as the general manager, which also entailed business development and advertising, payroll, project database management, budgeting, and office management. John M. Saban Company 1996 to 1999 Part Owner Co-managed a small Civil Engineering and Land Survey company with John Saban, PE/PLS, providing land surveying, subdivisions, planning, GIS, engineering, on lot sewage disposal evaluation and septic design, sanitary sewer design and layout, and site development in the southwest region of Pennsylvania. Projects included lot boundary surveys, topography, several railroad layout and design projects, building demolition projects, proposed development plans and construction survey and layouts. Performed as manager of all digital projects, databases, software evaluations, installation and training, and worked in conjunction with Mr. Saban on office management and business development processes. Borough of Brackenridge 1996 to 1998 Building/Zoning Officer Hired part time, working in both the field and home office issuing Building and Demolition Permits for both residential and industrial projects within the Borough limits. Also reviewed zoning information, interpretations, inquiries, ordinance regulations, and other issues, along with other Code Enforcement actions throughout the Borough. Regular coordination with the Borough Office, and attendance of regular council meeting for monthly reports, and to address any additional concerns by Council and borough residents. Various Coal Companies and Consulting Firms 1987-1996 Assistant Chief Engineer/Project Engineer/Land Manager/Safety Director Supervised and performed all aspects of calculating coal reserve estimations, subsurface exploration, digital and hand drafted mapping (to include geology, operations, and reclamation exhibits), surface mine/underground mine/coal refuse permitting, bonding, typical drawing plates, hydraulics (hydrology), land surveying, completion reports, reclamation calculations, hydrogeology, and compliance. All work was submitted through all Federal and State agencies involved with mining and its applications. Also directed engineering firms and had authority for hiring contractors needed to satisfy all of the above work. Obtained Option and Lease Agreements with landowners for surface and deep mining, maintained all property files, and worked with the property owners in the field to satisfy all agreements and follow up for any issues. I also conducted all training of employed miners, mine site noise certifications, compliance, and violation supplements to include conferences with the various Mine Safety and Health Administration offices. U.S. Army Reserves (Survey Detachment) 1984 to 2000 Party Chief and Survey Coordinator/Sergeant (E-5) Work consisted of supervising and performing first through third order survey projects during annual training and week-end exercises, to include route and construction surveying, monument recovery/re-establishment, level lines, topography, design, layout, and cross-sections. After 16 years of service, I voluntarily reassigned from the Army to the Air Force Reserves due to Base Realignment and Closure (BRAC).
