Managed daily analytic and electronic intelligence operations, including digital network intelligence
operations, for one of the three tactical SIGINT battalions in the United States Marine Corps. Developed
training strategies and administered training for over 40 analysts in evaluating multiple sources of raw
data to identify relevant information on foreign targets,analyzing and interpreting the data to form links
and patterns of intelligence, preparing and disseminating reports. Conducted intelligence research to
provide junior analysts with targets of interest and performed intelligence oversight to ensure legal
compliance. Effectively communicated with higher authority and customers through written
correspondence,and orally, often through preparing and delivering capabilities and operations briefs.
Selected accomplishments:
 Supervised the design and implementation of an Analyst Training Program through mentoring,
facilitating work groups, and establishing guidelines. Result: Increased pool ofqualified
analysts by over 400%, exceeded organization staffing goals.
 Supervised 24/7 SIGINT remote operations, including collection and analysis covering foreign
target intelligence in support of Operation Enduring Freedom. Result: Provided multiple
intelligence products to the Intelligence Community, including counter narcotics products
aiding DEA efforts to stop narcotics trafficking from Afghanistan.
 Spearheaded organization efforts to obtain NSA analyst support for digital network intelligence
and computer network operations against foreign adversaries by authoring organization
requirements, coordinating meetings with agency leadership, and developing a long-term strategy
for continued support. Result: One NSA analyst specializing in computer network
intelligence and operations was detailed to Radio Battalion for a two-year period, with

ongoing talks to make the position permanent and allowRadio Battalion to gain SIGINT
missions formerly operated by NSA.
 Deployed in support of Operation Enduring Freedom. Supervised SIGINT tasking and SIGINT
support to tactical operations. Coordinated with other members of the Intelligence Community,
including members of the law enforcement community supporting U.S. policy in Afghanistan.
Result: Better protection for front-line operators and better cooperation between U.S.
agencies, as well as the detention ofmultiple criminals supporting anti-U.S. organizations.

Supervised SIGINT training for nearly 500 personnel. Ensured compliance of policies and procedures for
conducting and tracking training on tactical SIGINT collection, foreign language processing, intelligence
analysis, electronic intelligence, digital network intelligence, and SIGINT reporting. Developed training
strategies for multiple SIGINT occupational specialties. Effectively communicated with supervisors and
area managers by holding weekly training meetings. Selected accomplishments:
 Implemented new training program for a specific job field through creation of new qualification
standards and development of methods for sustaining skills and performance evaluation. Result:
75% increase in qualified employees available to support various national interests.
 Reorganized SIGINT tactical training division to better support collection team requirements to
learn advanced SIGINT collection capabilities and equipment. Result: More efficient training
evolutions which allowed teams to better focus on areas ofdeficiency. Produced more

 Procured advanced equipment for training SIGINT teams to better collect advanced signals to

SENIOR SIGINT ADVISOR / OPERATIONS MANAGER Dec 2004 – Dec 2009
National Security Agency (NSA)/ Marine Cryptologic Support Battalion Augusta, GA
Managed SIGINT tasking, target prosecution, analysis, reporting, and dissemination for multiple
divisions, including one responsible for counter narcotics efforts in a foreign land. Deployed twice in
support of NSA operations abroad. Led SIGINT team in collection, tasking, evaluating raw intelligence,
analyzing data,and preparing reports in support of counter narcotics missions in a foreign country vital to
United States foreign policy and the Global War on Terrorism. Served as SIGINT Watch Officer for
Cryptologic Support Group-Baghdad responsible for SIGINT reporting throughout Iraq, geospatial
metadata,and preparing target packages. Selected accomplishments:
 Supervised collection tasking, analyzed raw data,conducted link and pattern analysis, prepared
reports, and disseminated intelligence to U.S. customers and foreign partners. Result: Detention
of multiple narcotics smugglers and less available funds for known terrorist organizations.
 Supervised the start-up of 5 new projects involving a multi-national team of specialists;
Established policies, procedures, and guidelines, and trained inexperienced workers. Result:
Allowed National Agency to better collect foreign intelligence. Received personal
recognition from Agency Director.

 Trained 2 foreign military analysts on U.S. government procedures and analytic methods by
coaching, mentoring, improving English language skills, and using cross-cultural understanding.
Result: Increased analytic reporting by 300% and accuracy by 150%.
 Developed processes for quicker response to customer requests for SIGINT information during
deployment in support of Operation Iraqi Freedom; established improved tracking system and
adherence to firmer timelines. Result: 200% faster response to customer requests, 100%
satisfaction, established trust with customers, and improved customer understanding of
support capabilities.
 Developed daily SIGINT report for senior SIGINT official in Iraq during deployment in support
of Operation Iraqi Freedom. Report covered all SIGINT reporting from every Intelligence
Community entity involved in Iraq. Result: Personal accolades from National Cryptologic
Representative – Iraq, and better situational awareness ofSIGINT coverage for cryptologic
policy decisions.
 Directed first-responder SIGINT efforts covering a situation of national interest involving
detention of U.S. persons by a foreign power. Coordinated initial SIGINT products and
subsequent mission hand-over to higher authority. Result: SIGINT product used by national
authority in initial negotiations with foreign power. Garner personal and organizational

Senior tactical SIGINT analyst responsible for intelligence research and preparation for potential
operations in a specific area of the world, including over 40 nations. Prepared and delivered weekly
briefs to senior leaders for use in strategic planning for contingency operations. Directly supervised five
analysts in preparing country specific intelligence products; performed editing on hundreds of pages of
intelligence data in order to ensure compliance with regulations and applicable laws. Deployed as Watch
Chief and Senior Analyst during the U.S. and Coalition invasion of Iraq. Selected accomplishments:
 Developed SIGINT reporting format to facilitate better flow of time-sensitive information during

stability and sustainment operations, and the subsequent expanded war on terrorism by
developing new targets of interest through evaluating and analyzing raw data and preparing
reports. Coordinated with intelligence officials to establish new product lines and begin
developing a counter-terrorism mission centering on the aftermath of deposing the Iraqi regime.
Result: Allowed tactical SIGINT organizations to garner more attention from national
intelligence agencies,enabling faster procurement ofadvanced equipment capable of
