This document summarizes discussions from two events in the Algarve region of Portugal about innovation, sustainable development, and the economy. At the events, various public officials and business leaders discussed challenges facing the Portuguese economy since the financial crisis and Troika intervention. They highlighted the importance of tourism to the local and national economy but also noted issues like seasonality and high debt levels. The speakers proposed strategies like promoting other regions to attract more year-round tourism and repairing historical buildings to create jobs.

Scientists & pharmaceutical industry tell us that future drugs
consist of proteins produced in living cells or bacteria. A
number of effective &extremely profitabledrugs are already
on the market. Sales are topped by Humira, a drug for
rheumatoid arthritis, at just over 130M€ a year. As the patents
on the coveted and expensive medication start to go out,
copies pop up. Called biosimilar they give room for new players,
while the possibility of reducing the cost of treatment with the
drugs increases. Xbrane,a research company in Stockholm
is one of several companies that are now getting into the
industry. It has just been listed on the Nasdaq exchange.
With the intestinal bacterium E-coli as a base, Xbrane has an
efficient way to produce complex manufactured and desirable
proteins. Suffice 0.5 liters E-coli to make the same amount of
proteins that normally requires 30 liters. The trick is a genome
that regulate cell factory's production fox max output. Proteins
for drugs are 85% cheaper than current technologies.
F.ex, to cure age-related macular degeneration - or macular
disease, each treatment with a Lucentis-drug costs 15,000€.
There are large populations that can not afford this drug today.
Our goal is to make medicine accessible to more people.
Researchers have developed “tunable windows”, to make windows turn cloudy that
is easier andcheaper tomake.Theytell their design inthe journalOptics Letters, from
The Optical Society (OSA). Most tunable windows have a thin coating of materials
such as tungsten oxide, which is vacuum deposited on glass. When electricity is
applied, it triggers an electro-chem reaction that turns the material opaque.
A new method uses physics rather than chems. The window is made from a stiff
sheet of thin plastic or glass, which is inserted between two layers of a transparent
rubbery material called an elastomer. They then cover both sides with a network
of silver nanowires, each a few microns long and 90 nanom. across. They are
scattered randomly, similar to a game of pick-up sticks. The nanowires don't scatter
light and sparsely cover the surface, leaving the window transparent. But things
change when you apply an electric voltage. The 2 nanowire layers act as electro-
des, and the voltage causes themtobe attractedtoeachother. The nanowirelayers
squeezethesoft elastomer between them; but only where there are nanowires,
creating an uneven surface where bulges form in the gaps between the wires.
Thisunevensurface scatters lightjustlikehow wavesonapool's surfacepreventyou
from seeing intothewater. Yougofrom aflatsurfacetoa roughone, which causes
themajority of thescatteringthat changesitfrom a transparent to an opaque material.
The change happens quickly, changing the color of the material in a second,
onto gray, whereas the chemical-based windows have a bluish tinge.
One of themajoradvantagesoftiny nanowiresis acheaper& simpler manufacturing.
F.ex, the nanowire layers could be sprayed on which means to scale the technology
to any size. The elastomer sheets are manufactured in giant rolls. The chemical-
based windows, on the other hand, require expensive high-vacuum technology.

Excerpts from the forewords:
Everything that is said, serves to affirm that in the XXI century
we face a blank in finding a solution to the crisis - which
requires to consider the issues of population, peace, science
and the relationship between employment and wealth
accumulation with the level of consumption.(...) The authors
of this book bring important insights to this debate.

This is a sample of the 6th edition of HELM-PwC Economy
of the Sea Barometer that, this year, is about safety (saving
lives at sea). The seas are a vast natural resource that needs
to be valued economically, socially and environmentally. Many
of the challenges brought by population growth, including food,
energy, employment, health and leisure, have options in the
economy of the seas. It is worth to read!
In Portugal, despite the macroeconomic constraints, there
are a number of maritimeindustries that,in recent years, have
experienced major levels of growth. The increase in the
volume of cargo passing our ports, together with the increase
in the number of cruises and the export of raw fish and fish
products, are the three main pillars for a growth in Portugal.
It shows, a.o, that maintenance of ships dropped to half,
construction vanished while moving containers on harbours
increased with 20%.

A companhia dinamarquesa
limitados. Hoje a maioria deles virou sucata.
A digi-
outras drogasos pacientes tomam.A legislação nacional vai
mudar, para facilitar as PMEs e startups fabricar medica-
mentos e assim contornar os carteis. O desafio, diz ele, é os
players aceitarem a nova legislação.
António Saraiva alia a experiên-
AAA a Portugal. Havia elevada dívida pública e privada; a privada
dentro do FMI.
“As
tesourarias estão exauridas”. É LER PARA RETER!

and PORTUGAL RURAL, two sessions of debates with
economists, doctors, bizmen and top managers of both foreign
and local corporations and banks took place in the Algarve.
Rogério Bacalhau, Mayor of Faro, opened the event citing a
huge debt his predecessors left. He mentioned the importance
to repair and recover old buildings which gives a lot of jobs.
Mendo Henriques, >>>
pres. of the Port. Democracy
Institute said the EU must
change its attitude towards
debt. It must lighten the debt
of house-holds & firms, not
banks. He mentioned the
huge private&public debt
totalling €840 bi.
João Fernandes, vice pres.of Algarve Tourism Board
brought recent data on the growth of this vital activity for
the region+country,forecasting growth for 2016+2017.In
’15 it brought 6,4% of the GNP and 7,9% of the jobs.
Elidérico Viegas,pres.of the Associationof Hotels&Tourist
Enterprises of the Algarve warned of exaggerated optimism.
The 12 million tourists who we already had were not
overcome by estabested in 2015. He also mentioned the
seasonality and the need for more promotion +attracting not
only those now fleeing the problems of our competitors. He
said the official data is optimistic, whereas our competitors
besides the conflictingcountries are struggling toovercomeus.
Jack Soifer listed many niches to generate employment in
the country. We all should work to correct small deviations
and develop what we can still explore further. He spoke of
the effects of exit from the Euro by Finland+Austria+Greece,
and if not allowed, the exit from the EU, after the BREXIT.

tes no Mediterrâneo devem continuar. Em ‘15 o turismo trouxe
6,4% do PIB e 7,9% do emprego; pode cres-cer 3,6% em 2016.
No mundo ele representa 9,8% do PIB. Disse que temos que
desenvolver mais as outras modalidades alem do sol-praia e
golfe.
Destacou a enorme dívida
parcerias pública-privadas o total chega a 700+140 MM€, impa-

F.ex, the state wants us to buy a car in Portugal and pay all taxes
and fees here. There are moreout-migrants than immigrants who
could take a foreign car, bought in Portugal by newcomers. The
State makes it difficult for us to exploit the freedoms the EU brings
us.States try tocircumvent them.Bigcorporations bring them free.
This is an ex. of how individual bureaucrats stop EU freedoms.
They do it because we as citizens of the EU do not get involved
in how our states act in terms of benefits EU rights&freedoms.
We do not act as a European "demos", as Europeans that sets
our requirements in terms of rights and freedoms. As long as we
do not, it can always individual states act contrary to our rights
