Eg. Out of 10 people from a village ‘X’, 1 gets admitted to IIT in reservation
quota, 2 get into NIT and 7 in regional institutions.
o Again the available facilities to each type of enrolled candidates is different

o So there will again be greater benefits to the people with better
environment than the less privileged ones in the reservation quota.

3. Proposed Policy
In our proposed policy, the gap between the upper and lower strata
of society is expected to shrink considerably.
The benefits of the reservation quota are expected to affect and
supplement all the deserving people and simultaneously attempts at
reducing the unbalanced benefits of the respective quota.
In this prospect, the probability and possibility of ‘Equal
Opportunities’ for the masses increases manifold.

4. No Substantial Changes in the
Current System
In the one-shot reservation policy, there won’t be any drastic
changes in the administration of the reservation policy.
The system curriculum will experience some modifications in the
use of reservation quota, but not in the issuance of caste
certificates.
This prospect, guides a significant policy to lead to better
employability of the larger chunk of society, without burdening
the Centre or the State with Major changes in the
Administration.

The benefits of the Reservation Quota can be derived by the

The caste certificate can be used for the quota by the candidate
only once, and then the validity for the reservation benefits expire.

6. Differentiating Factors:
Once the reservation quota benefit by a candidate is taken, he gets
ample top-notch facilities far better than the one’s who could not.
Then that candidate does not need to get reservation as he got
much favorable environment unlike the one’s who could not.
At the next level, the ones deprived of better amenities will not be
competing with the more privileged ones as their validity in the
reservation quota has been expired. Just one ladder can be used.
Thus the chances of opportunities for the needy shoots up
considerably and the unbalanced benefits of reservation quota
shoots down significantly.
7. Scalability and Sustainability
This unique policy perspective can be scaled to other
dimensions of the society apart from Education System.
The effects, results, growth potential and possibility of

on any standard time scale; which has a higher

The alteration in the process can begin at the lowest level
and subsequently move towards the higher levels for

The cost to the Centre or the State won’t be significantly
huge; just some aspects to be considered including
maintaining a database for all the certificate holders and the
validity of their one-time use policy.
This would impact the lower, middle as well as the higher
strata of society and give equal opportunities to all; no extra
privileges entertained.

9. Other Solutions and Challenges
Reservation on Economic Basis rather than caste basis.
Due to high corruption and loop holes, it is very easy to
issue a fake BPL (Below Poverty Line) Certificate, while
issuing the same in case of caste certificate is relatively
difficult.
Also the Economic Condition of anyone can fluctuate at any
time (Eg. Lottery). So deeming it as a criteria may not be
efficient.
