The HSE Business Unit conducts safety audits of downstream facilities, participates in accident investigations and generates reports. It also participates in the Environmental Impact Assessment process. The unit provides HSE services to other technical business units. It faces challenges like a shortage of manpower and other units' unwillingness to collaborate. However, it also has opportunities to generate more revenue and for staff to gain knowledge. The unit carries out various initiatives like safety sensitization campaigns and incorporating HSE into other units' activities. Staff also look to improve their expertise through training

INTERDEPENDENCIES WITH OTHER BUSINESS UNITS
The HSE Business unit is
like a service unit to all
technical Specific Business
Units as HSE activities are
integral parts of their
operations.
However, the HSE BU depends
on services for Staff Welfare,
Manpower Development,
Promotion, Security, Logistics
etc. Also, it is dependent on
FAD for payroll issues.

CHALLENGES AND OPPORTUNITIES
Opportunities
Increased Internally Generated Revenue for
the Department.
Due to the all-inclusiveness of HSE across the oil
and gas value chain, HSE staff has opportunity to
gain more relevant knowledge.
Applications are
being processed
manually.
We do more of EIA,
thereby limiting
knowledge acquisition.
Shortage of
manpower.
Unwillingness of other
technical BUs to
synergize with HSE
Challenges

WORK PROCESS IMPROVEMENT INITIATIVES/INNOVATIONS
The HSE BU in conjunction with ROM
effectively carried out sensitization
of Petroleum Retail Outlets on
dangers of simultaneous operations
We also carried out enlightenment
campaigns in LPG plants on safe
handling of LPG & the importance of
Safety in their day-to-day operations.
Constant dialogue with colleagues in
other SBUs on the need to
incorporate the HSE team in some of
their activities.
Ensure that SOP is not just a required
document for licensing but a safety
tool for use by all employees in a
facility
We introduced a system where
facility owners are directly contacted
on progress or lapses instead of
passing through consultants
Prompt response to issues and
assigned tasks

CLOSING REMARKS
HSE being a horizontal division cuts across all other
divisions.
Everyone applies HSE subconsciously/consciously
from as little as chores at home to as much as
Multi-billion-dollar projects. Which is the reason
we don’t get to buy new utensils daily or go to the
hospital to treat repeated occurrences of cuts,
burns and bruises or other accidents arising from
carelessness at workplace.
In all we do , Safety remains of utmost importance.
So goes the saying “if it’s not safe, do not do it”.
