EXECUTIVE SUMMARY
MULTAN DEVELOPMENT AUTHORITY, MULTAN
Established on October 22, 1976 under the Punjab Development of Cities Act,
Multan Development Authority (MDA) is a successor body of Multan Improvement Trust
(MIT), that was established in 1944 under Punjab Town Improvement Act, 1922. The scope of
MIT was limited to residential and commercial schemes located in municipal boundaries which
was then called city area. MDA's area of jurisdiction spreads over 560 km² covering almost all
important establishments like Bahaud din Zakariya University (BZU), Pak Arab Fertilizers and
Industrial Estate, and others. The prime responsibility of MDA is to evolve policies and
programs relating to launch new housing schemes, residential development of the city and
important engineering projects. MDA has been launching a number of developmental projects
especially in housing sector consisting of more than 30,000 plots of various sizes and utility.
Multan Development Authority has staffed many skilled personnel from different
disciplines. The Urban Development Wing of MDA is administratively divided into six
directorates i.e. Directorate of Town Planning; Directorate of Engineering; Directorate of Estate
and Land Management; Directorate of Finance and Administration; Directorate of Urban
Planning; and Directorate of Traffic and Transportation Planning having an overall strength of
635 employees.
VISION
MDA strives to be an accountable and people-friendly principal planning and
development vehicle of the Multan, aiming at providing and continuously improving metropolis-
vide development works, facilities and services of acceptable standards to all. MDA attempts to
turn Multan into an "attainable city" with combined support of people, private sector and
different level of the Government, where overwhelming majority enjoys convenient, healthful
and satisfied living.
It further seeks to enable Multan to position itself to meet the challenges of the
future and to seize opportunities in an effective, efficient, equitable and sustainable manner
making special efforts on challenges triggered by rapidly growing population, ever increasing
demands, needs for institutional adjustments and forces of changes within and without.
MISSION
Mission statement of MDA is outlined below:
 To establish a comprehensive system of planning and development in order to
improve the quality of life in Multan City
 To establish an integrated development approach and a continuing process of
planning and development to ensure optimum utilization of resources and
economical and effective utilization of land
 To evolve policies and programs relating to the improvement of the environment,
housing, industrial development, traffic transportation, water supply, sewerage,
drainage, solid waste disposal and allied matters

CHAPTER 1 INTRODUCTION OF THE AUTHORITY
FUNCTIONS OF AUTHORITY
The Authority performs the following functions:
 Section 2 (a): To establish an Agency to perform one or more of its functions under the
Development of Cities Act, 1976
 Section 3 (3): To acquire, hold and transfer property both moveable and immoveable and
may, by its name sue or be sued subject to provisions of the Act.
 Section 7 (1): To exercise under powers, subject to the provisions of the Act and any
rules framed there under, as may be necessary for carrying out the purposes of the Act.
 Section 7 (2): To initiate and maintain a continuous process of comprehensive
development planning for the area with the objective of preparing a development plan.
 Section 7 (2): To update periodically such a development plan and coordinate its
implementation by the Authority or Government Agencies within the area.
 Section 7 (2): To develop, operate and maintain water supply, sewerage and drainage
system within the area.
 Section 7 (2): To prepare Annual Development Programme for the area, ensure
compliance of the Annual Development Programme with priorities established in the
Development Plan after its preparation and evaluation performance under the Annual
Development Programme at the end of each year
 Section 7 (2): To establish, maintain and periodically revise as necessary planning
controls and building regulations for the area.
o To provide appropriate urban design and protect public safety.
o To ensure compliance with the Development plan after its preparation.
 Section 7 (2): To prepare, implement and enforce schemes for environmental
improvements, housing, urban renewal including improvements and re-development,
solid waste disposal, transportation and traffic, health and education facilities and
preservation of objects or places historical, archaeological, scientific, cultural and
recreational importance.
 Section 7 (2): To take any steps or adopt any measures for the face lifting and
beautification of the area.
 Section 7 (2): To acquire property, both moveable and immovable.
 Section 7 (2): To sell, lease, exchange or otherwise dispose of any property vested in it.
 Section 7 (2): To undertake any works and incur any expenditure.
 Section 7 (2): To procure machinery, instruments or any other material required by it.
 Section 7 (2): Enter into contracts.
 Section 7 (2): Cause studies, surveys, experiments, technical researches or contribute
towards the cost of any such studies, surveys, experiments or technical researches made
by any other Agency.
 Section 7 (2): To issue interim development order for the area for which a scheme is
under preparation and restrict or regulate by general or special order, any change in the
use of land and alteration in building structure and installation.
 Section 7 (2): To seek and obtain advice and assistance for preparation of any scheme
from the Government Agency or person and such Agency or person shall give the advice
and assistance sought by the Authority to the best of its ability, knowledge and judgment
and the additional expenditure, if any involved in giving such advice or assistance shall
be borne by the Authority.
 Section 7 (2): To establish an Agency/Agencies and entrust to it such powers and
function as it may deem fit with the approval of the Government.
 Section 8: To delegate, by general or special order to the Director General or a
Committee constituted under Section 10 or a member or an officer of the Authority any
of its powers, duties or functions under the Act, subject to such conditions as it may think
fit to impose.
 Section 9: To appoint such officers, advisors, experts, consultants and employees, as it
considers necessary for the efficient performance or its functions on such terms and
conditions as it may deem fit.
 Section 10: To constitute such financial, technical and advisory Committees as may be
deemed necessary for carrying out the purposes of the Act and may delegate such powers
and assign such functions to such committees.
 Section 12 (1): To prepare schemes, in such form and in such manner as may be
prescribed, for the area or nay part thereof and execute or have them executed in the
prescribed manner.
 Section 12 (5): To give concurrence to any planning or development scheme prepared by
any person or local council or Government Agency, under the Punjab Local Government
Act, 1975 within its area.
 Section 15 (I): To undertake any works not carried out by a Government Agency to
whom the Authority has given a directive under Section 14 and, in this behalf, to exercise
all the powers of the defaulting Agency for the execution of such works.
 Section 19: To undertake improvements of the area and any part thereof and to check,
replace, eliminate, remove, demolish, conserve, re-settle or re-locate the sources of
environmental pollution such as milk cattle, horses or other animals, vehicles exhaust,
industrial waste, solid waste congestion, blight and slums, etc.
 Section 19: On the provision of alternate accommodation or compensation to be
determined in accordance with the provisions in chapter VI, to any person evicted from
the premises owned by him.
 Section 20: To undertake beautification of the area or part thereof, in any manner, it
deems fit, or prepare schemes and prescribe environmental standards to be adopted by the
Government Agencies or persons or direct any Government Agency or persons to
undertake any improvements or activities for beautification of the area or part thereof.
 Section 21 (1): To exercise powers of a Local Authority for the purpose of borrowing
money with the previous permission of the Government for the schemes and projects of
the Authority.
 Section 21 (2): To borrow money, or raise funds by issuing bonds or debentures or
otherwise, for carrying out the purposes of the Act in consultation with the Finance
Department Government of the Punjab, at such rate of interest, as may be approved by
the Government.
 Section 23 (I) and (II): To assess and levy with previous consent of Government
betterment fee upon the property owners whose property values have increased, or will
increase, because of a scheme executed by the Authority.
 Section 26 (1) and (2): To form a fund to be known as the Authority Fund which shall
rest in the Authority and shall be utilized by the Authority in connection with its
functions under the Act including the payment of salaries and re-numerations to the
members, officers, servants, experts and consultants of the Authority.
 Section 26 (4): To keep such sums, as may prescribed, in current account of any
scheduled Bank, and any amount in excess of the said amount, with the permission of
Federal Government as the case may be, shall be invested in Government securities,
Government sponsored governing schemes etc.
 Section 27: To raise adequate funds from time to time with the previous consent of the
Government to meet the cost of it schemes by imposing rates, fee and other charges.
 Section 28 (1): To use ground water resource within the area.
 Section 28 (2): To permit installation of a tube-well for commercial purposes, at such
within the area, as may be notified in the official gazette by the Authority.
 Section 28 (3): To levy fees on the person who have installed or may install tube-wells,
for commercial purposes, within its jurisdiction.
 Section 30: To approve the Annual Budgets of the Authority and its Agencies prior to the
submission of these budgets to the Government for final approval.
 Section 31: To appoint qualified Auditors with the approval of Government for pre-audit
or concurrent audit of account of the Authority and its Agencies .
 Section 34: To authorize an officer to make complaint, in writing, in respect of any
offence punishable under this Act to the competent Court to take cognizance of that
offence.
 Section 35: To approve the Annual Report on the activities of the Authority prior to its
submission to Government.
 Section 36: To make recovery of any sum due to the Authority from or any sum wrongly
paid by the Authority to any person under the Act.
 Section 38: To eject summarily the authorized occupants from any land or property
vested in the Authority and to use such force for ejectment as may be necessary.
 Section 44: To make regulations, subject to the provisions of the Act and the rules
framed there under, as may be necessary to carry out the purposes of the Act.
 Section 46: To exercise all functions and powers with regard to the formulation, sanction
and execution of schemes and all functions here to performed by the Improvement Trust.
FUNCTIONS AND POWERS OF DIRECTOR GENERAL, MDA
The functions and powers of Director General are detailed as follows:
 To prepare schemes for the area, or any part thereof, in respect of any of the matters,
duties and functions specified in Sections 7, 19 and 20 (Section 12(1) read with Sections
7, 19 and 20).
 To approve schemes for which Government loans or grant is required and whose
provisional estimated cost does not exceed Rs. 20 Lacs and for which no Government
loan or grant is required and whose provisional estimated cost does not exceed Rs. 1
Crore.
 To publish the sanctioning of all approved schemes in the official Gazette and to proceed
with their execution .
 To approve, within the area of the Authority, planning and development schemes of
private persons, local bodies and Government agencies subject to the provision that such
schemes are not in conflict with either.
 To exercise, under section13, the same powers for amendment and modification of
schemes as exercised under Section 12 for their preparation, approval and notification.
 To acquire property in accordance with the provisions of Section 24 and 23 of the Act,
and, where Government agencies or autonomous, semi-autonomous and local bodies are
involved, through negotiations, for the schemes and projects of the Authority .
 To cause removal of any works obstructing the execution of any of the projects or
schemes of the Authority and its agencies.
 To declare any locality within the area of the Authority to be a controlled area and to
issue in respect of such locality all such orders as may be necessary for the prevention of
haphazard growth, encroachments and unauthorized constructions .
 To coordinate the implementation of the Development Plan with the Multan Municipal
Corporation and other Government agencies including autonomous and semi-autonomous
bodies
 To prepare the budget for the approval of the Authority and the Government.
 To prepare the Annual Development Programmer, within the framework of the
Development Plan (as and when prepared) for the approval of the Authority .
 To maintain the funds of the Authority in accordance with the provisions of Section 26
(4).
 To approve exemption of residential plots in accordance with the policy prescribed by the
Government or the Authority for each scheme.
 To approve auction, sales of plots, in favor of the highest bidders, provided the highest
bids are not less than the reserve prices.
 To allot residential plots .
 To hold ballots for allotments of plots in the public quota in cases where the number of
applications exceed the number of available plots.
 To allot the flats and quarters constructed by the Authority as per provisions of the
schemes under which they are constructed and/or in accordance with the orders,
instructions and policy, enforce from time to time.
 To lease the shops, markets, petrol pump sites and other properties of the Authority as per
provisions of the schemes under which such properties are constructed, developed or
acquired, and/or in accordance with the orders, instructions and policy enforce from time
to time.
 To make appointments including transfers and promotions to the posts up to BPS-19, The
constitution of Selection / Promotion Committees for appointment of posts in different
grades as per provisions of Regulations.
 To create and abolish all posts up to BPS-19 and below, subject to the condition that
creation of posts is made against the projects/schemes covered in the approved budget of
MDA according to the yardstick approved by the Government.
 To enforce and collect the rates, fees and charges levied by the Authority with the
approval of the Government.
 To issue manuals of instructions to regulate the activities of the Authority subject to the
conditions that they are not inconsistent with the Act, the Rules and Regulations, and
prior approval of the Government is obtained before issue of any manual of instruction
that differs, in any significant or substantial manner for a comparable manual of
instruction of the Government.
 To coordinate the policies, plans programmers’ budgets, salary structures, staffing levels
and other activities of the Authority and its Agencies and in this behalf to do exercise all
powers to ensure such coordination.
 To grant increments/advance increments, allow crossing of efficiency bars and to
sanction honorarium to the Authority's employees who are in BPS-19 and below.
 To suspend, hold departmental inquiries and impose minor and major penalties under the
Punjab Government Servants Efficiency and Discipline Rules, 1975 as applicable to
Multan Development Authority in respect of its employees in BPS-19 and below.
 To hear appeals against a major penalty as defined the Punjab Government Servants
Efficiency and Discipline Rules, 1975 as applicable to Authority regarding all categories
of employees of the Authority in NPS-16 where the order imposing major penalty has
been passed by an officer of the Authority other than the Director General.
 To hire building for officers/residences as provided for Category-I Officer of delegation
of powers (corrected up to 1975).
 To sign contracts on behalf of the Authority except International Contracts.
 To sanction all kinds of leaves (which, in the absence of a provision for the contrary
includes leave ex-Pakistan) except study leave and special disability leave to all
employees of the Authority up to BPS-19.
 To sanction expenditure on items specifically shown in the budget estimates up to any
limit.
 To invest from time to time in Government Treasury Bills of such moneys as are not
required for immediate expenditure.
 To sanction all types of advances to the Authority's employees subject to the Budget
Allocation.
 To sanction re-appropriation of funds within minor heads.
 Acceptance of tenders, full powers.
 To sanction all auction sales of land belonging to the Authority to the highest bidder
provided the sale proceeds are not less than the reserve price fixed by the Authority.
 To sanction sale of the Authority's property by auction.
 To sanction investigation of claims of Authority's servants for arrears of pay and
allowances etc.
o To initiate, defend or withdraw from legal proceeding under this Act.
o To compound any offence under the Ordinance.
o To admit, compromise or withdraw any claim under the Ordinance.
o To appoint council and to obtain such legal advice and assistance as he may from
time to time deem necessary or expedient to obtain or as may be desired by the
Authority to obtain, for any of the purpose referred to in the fore-going sub item
(i) to (iii) of this item, or for securing the lawful exercise or discharge of any
power or duty vested in or imposed upon the Authority or any officer or servant
of the Authority.
 To cancel the bargains and forfeit the whole or part of the earnest money on account of
breach of conditions of sale, refund excess payment and to revive the bargains subject to
the policy of the Authority.
 To declare surplus or unserviceable any store, vehicle machinery material, furniture or
other moveable property of the Authority
 Full powers to sanction expenditure on Audit Fee.
 To accord technical sanction and accept tenders in case where power to do so has not
been delegated to subordinate officers
 To sanction sale of surplus or unserviceable property, either through auction or by
inviting sealed tenders to the highest bidders, provided the highest process received in the
auction or tender are not less than the reserve price
 To issue notices and pass orders in respect of violations against the provisions of the
Damaged Area Act, 1952.

Branches of Multan Development Authority
1. Public Relations Branch
This branch has to bring public outreach and liaison of MDA in media and other
public forums. Headed by Public Relations Officer, this branch keeps watch on all the newspaper
to collect daily news about MDA and WASA and its functionaries, keeps interaction with
newspapers; disperses advertisements of MDA in different newspapers and flashes media
coverage to MDA's ongoing projects.
2. One Window Cell Operation
Opened in January 2000, this cell provides all the services of MDA to the general
public at one front reception desk vis-à-vis: allotment of plots; payments; delivery of possession;
execution of sale agreement; issuance of Entitlement Performa (EM Performa); issuance of
proprietary rights/sale deeds; sanction of building plans; issuance of NOC for transfer of plots,
issuance of site plan; sanction of private housing scheme; and NOC for private housing schemes.
The public complaints are also received and redressed at this desk.
3. Medical Branch
Headed by a licensed physician as Medical Officer, this branch is dedicated to
diagnose the health problems related to MDA and WASA employees. Referring them to
consultants and or for laboratory tests, if so required and prescribing the medicine. MDA has a
number of medicine stores in different corners of the city which provide medicine to the
employees as per MO’s prescription. This branch totally supports employees and their family.
4. Judicial Court
The judicial court in MDA is working in accordance with the provision of The
Punjab Development of Cities Act, 1976. The court, headed by a judicial magistrate, (on
deputation in MDA) imposes penalty on the individuals/parties involved in violation of building
bylaws; encroachments; illegal commercial use of residential properties; illegal private housing
schemes; and if any developer has not completed development works in an approved private
housing schemes. Town Planning Directorate and Land Control Branch of MDA are the
prosecuting branches that make complaints to judicial courts.
5. Headquarter / Design Cell
This branch conducts engineering surveys for developmental projects. They also
prepare traffic management plans, traffic engineering proposals, geometric designs, road safety
plans, pedestrian safety plans and other engineering related jobs. This branch keeps coordination
between various formations of engineering directorate, checking of contractor’s progress and
review of contractor’s bills on behalf of Director Engineering MDA.
6. Motor Transport Branch
This branch is responsible to maintain MDA’s fleet. They have to acquire POL to
get repair of MDA vehicles. They are responsible to sell the old vehicles on auction and buy new
one when needed. Headed by a Motor Transport Officer (BS-16), this branch is supported by a
number of official drivers and mechanics of different disciplines.

7. Land Acquisition Branch
This branch is headed by Land Acquisition Collector, an official from Revenue
Department on deputation. He is supported by number of patwaris and a girdawar to run the
business of land acquisition. This branch is responsible to acquire land for MDA's developmental
projects. Conduction of surveys to prepare the list of owners and addresses from revenue record,
serving upon them the notices under Land Acquisition Act and announcing payment award are
its main responsibilities.
CHAPTER 2 DIRECTORATES OF MDA, MULTAN
2.1 Finance and Administration
Functions
The functions of Directorate of Finance and Administration performed under
supervision of its Director are enlisted below:
 Preparation of Service Rules and Regulations/office procedure.
 Recruitment of staff.
 Maintenance of personnel record/files/service books.
 Maintaining discipline in the Authority.
 Enforcement of Civil Servant Conduct Rules and Efficiency and Discipline Rules.
 Making arrangement for holding Authority meetings and preparation of agency
and minutes of Authority meetings.
 Inspection of annual stock taking.
 Maintenance of library.
 Planning and implementation of publicity programme/issuance of
ballots/advertisements/notices.
 Dealing with public complaints.
 Provision and medical attendance/treatment of all employees of the Authority and
arrangement for reimbursement of medical charges to the employees.
 Procurement and distribution equipment and other items of store.
 Any other duty assigned by Director General.
 The functions and responsibilities of the Finance Directorate are to exercise
vigilance in respect of expenditure incurred from MDA funds and maintenance of
accounts thereof.
 The main objects of Finance Directorate are that sanctions for expenditure
properly accorded under rules for which the funds exist. In the case of receipts, it
is to be ensured that sums due are regularly recovered and checked against
demand, and the sums received are duly brought to credit in the accounts. Finance
Directorate is maintaining the accounts of World Bank projects in the Double
Entry System of accounts.
 A Computer Branch is working under the supervision of Director Finance to
computerize the preparation of Pay Bills and accounts of works etc.
Responsibilities
The responsibilities of Director Finance and Administration are given in the
following:
 Service Rules and Regulations.
 Recruitment policy.
 Constitution of Selection/Promotion Boards.
 Creation of posts.
 Disciplinary cases.
o Independent disposal within delegation
o Processing for consideration by DG
 Maintenance of personal record/files/services books/ACRs.
 Arranging medical facilities to staff of MDA.
 To control and coordinate the working of Administration, Transport and Public
Relations wings.
 Welfare of employees of MDA.
 Eradication of corruption.
 Public complaints and their disposal.
 Overall administrative control of all the Branches of MDA in respect of all affairs.
 Any other duties assigned by the DG MDA.
 Preparation of Authority Budget.
 Obtaining ADP and other grants.
 Maintenance of accounts to ensure.
o That same vigilance is exercised in respect of expenditure incurred from
MDA funds as a person of ordinary prudence would exercise in respect of
amounts from his own pocket
o That money borrowed on the security of allocated funds is expended on
those objects only for which money is borrowed
o That no authority exercises powers of sanctioning expenditure or passes
orders which are directly or indirectly to its own advantage
o That no Authority sanctions any expenditure which is likely to involve at a
later date expenditure beyond its own powers of sanction
o That funds to cover an expenditure are available and sanction of
Competent Authority exists
 Timely reconciliation of accounts.
 Scrutiny of financial aspects, draft paras, losses and other financial irregularities
requiring orders of the Authority/Director General.
 Classification of expenditure and receipts.
 Proposals involving new expenditure including works expenditure.
 Scrutiny of purchases and contracts.
 Finalization of accounts and recoveries of dues.
 Compilation and revision of Procedure Manuals of the Authority.
 To deal with the Public Accounts Committees.
 Preliminary Audit of expenditure and receipts.
 Banking of funds.
2.2 ENGINEERING DIRECTORATE
Engineering Directorate of MDA comprises following divisions: -

The functions of Engineering Division-1 are:
 Development of MDA Housing Schemes.
 Construction of roads.
 Development of Katchi Abadis.
 Maintenance of MDA controlled roads.
 Maintenance of road making machinery.
 Maintenance of MDA vehicles.
DIVISION-2
Engineering Division-2 performs the following functions
 Development and maintenance of MDA Parks.
 Construction of roads.
 Presently working on mega projects like Northern Bypass and other road projects under
the CM Package.
DIVISION-3
Engineering Division-3 fulfills the following responsibilities:
 Construction of bypass roads and intersections.
 Maintenance of MDA Housing Schemes.
 Development and maintenance of MDA Parks.
 Maintenance of MDA buildings.
2.3 TOWN PLANNING DIRECTORATE
FUNCTIONS / RESPONSIBILITIES
The primary functions / responsibilities of Town Planning Directorate MDA are:
 Site selection, site analysis, planning and designs of new area development scheme such
as housing, recreation, commercial etc.
 Preparation of part plans, site plans and location plans in MDA/MIT schemes.
 Demarcation of individual plots, delivery of possession and preparation of possession
documents in MDA/MIT schemes.
 Approval of building plans of various types on MDA controlled roads, MDA/MIT
schemes and MDA approved private housing schemes.
 Processing and issuing of clearance certificate and NOCs for petrol pumps.
 To process and deal with cases of completion certificates of MDA approved building
plans.
 To periodically suggest improvement/modification in the building regulations for the
MDA controlled area.
 Provision of record relating to the MDA approved building plans and land use conversion
cases to various courts of law, anti-corruption establishment, NAB, FIA, HUD & PHE
Punjab and other such institutions and to citizens as per law.
 To process and ensure disposal of cases relating to land use
conversion/commercialization as per rules.
 To keep strict vigilance and take suitable measures against violations.
2.4 ESTATE AND LAND MANAGEMENT
FUNCTIONS
The Director Estate and Land Management performs the following functions:
 Acquisition of land as per requirement of Town Planning.
 Allotment of residential plots.
 Auctioning of commercial sites and gardens.
 Renting of commercial sites and petrol pumps.
 To make arrangements to protect MDA properties.
 Recovery of dues.
 To acquire the land for various schemes as per requirement.
 To recover Authority's dues.
 To grant extensions in Building Periods on payments of prescribed surcharge in
accordance with the instructions, orders and policy enforce from time to time.
 To supervise the Legal Branch of MDA working under the management of Deputy
Director Legal MDA.
 To sign agreements for sale and exemption of all types of plots in accordance with
instructions, orders and policy enforced from time to time.
 To sign agreements for sale of residential/commercial plots in accordance with the
instructions, orders and policy enforced from time to time.
 To sign sale deeds in respect of shops and plots in accordance with the instructions,
orders and policy enforce from time to time.
 To accord sanction of excess area at the time possession and to recover the dues in
accordance with the Government's policy in vogue.
 To cancel the exemption of any plot in case of violation/breach of any term or condition
of the agreement in respect of such plot.
 To revive the exemption of any plot in accordance with the instructions, orders and
policy enforce from time to time.
 To allow transfers of exempted plots in accordance with the instructions, orders and
policy enforce from time to time.
 To permit extension in the period for payment of the Authority's dues, subject to payment
of surcharge at prescribed rates and up to six months in all.
 To sanction rebates of development charges in accordance with the instructions, orders
and policy enforced from time to time.
RESPONSIBILITIES
The responsibilities of Director Estate and Land Management are listed hereunder:
 To supervise the work of Directorate.
 To coordinate the work of different branches of the Directorate.
 To make allotment of plots in various schemes under the allotment policy.
 To auction commercial site/residential in various housing schemes.
 To sign agreement with the allottees of all type to complete and contract.
 To grant extensions in Building Periods on payment of prescribed surcharge.
 To cancel the sale or exemption of any plot, shop or other property and to forfeit the
whole or part of dues paid thereof.
 To review the sale or exemption of any plot, shop or other property.
 To allow transfer of allotted exempted or auctioned plots, shops and other property.
 To permit extension in period for payment of the Authority dues on prescribed rates of
interest.
 To sanction rebates of development charges in accordance with instructions/policy.
 To allow refund when the auction purchasers does not succeed.
 To supervise the recovery campaign.
2.5 TRAFFIC ENGINEERING AND TRANSPORTATION
FUNCTIONS
The functions of Traffic and Transportation Directorate are stated below:
 Topographic Surveys for Preparation of Geometric Designs.
 Topographic Surveys for Improvement of Road Infrastructure.
 Topographic Surveys of Intersections of Multan City.
 Identification, Designing, Preparation and Coordination of Geometric Designs for
Improvement of Road Infrastructure of Road Including Intersections of Multan City.
 Topographic Surveys of MDA Housing Schemes for Planning / Designing.
 As-Built Topographic Surveys of Different MDA Housing Schemes after Development.
 As per Site Topographic Surveys of Private Housing Schemes and Land Sub Divisions
on the request of Urban Planning Directorate MDA.
 Traffic Management of Multan City.
 Issuance of NOC Regarding Traffic Impact Assessment study of Non-Residential
Buildings.
 Coordination with Director Engineering MDA Regarding Geometric Design of Roads
And Intersection Along with execution of the Projects Related to Traffic Engineering &
Transportation Planning Taken up by MDA.
 Coordination with City Traffic Police and other Government Departments for
Improvement and Traffic Management of Multan City.
 Guidance to LAC Branch MDA in the Land Acquisition Process of Development
Projects.
 Following and Implementing any other Directions Given by Additional Director General
/ Director General, MDA.
2.6 INFORMATION TECHNOLOGY DIRECTORATE
Responsibilities of this branch include: arrangements of meetings of MDA's
Governing Body; inter-directorate meetings; arrangement of inter-directorate meetings;
implementation of decisions taken in the meetings; inter-directorate coordination; coordination
with district government and provincial departments; and to deal with general affairs especially
those related to the human resource of MDA. Headed by an Assistant Director, the Computer
Cell is responsible of all the IT jobs of the institution vis-à-vis development of in-house software,
training to the staff, preparation of multimedia briefs and various IT related jobs requested from
time to time from other branches.

The achievements of Computer Cell are highlighted in the following:

 Installation of CCTV.
 Bulk SMS Service.
 Implementation of Citizen Feedback Monitoring Programmer.

2.7 LEGAL DIRECTORATE
Headed by an Director Legal , this branch is entrusted to keep all the
record of legal cases related to all directorates of MDA , allocation of legal advisors for
MDA cases , Pursuance of cases in High courts , Supreme court of Pakistan , provision of
legal advice to different directorates of MDA for important cases.

2.8 ENFORCEMENT DIRECTORATE
This branch takes care of MDA lands and estate. To evict the encroachers, they
execute summary trial and later prosecute them to MDA Magistrate; demolishing of illegal
constructions (constructions being raised without MDA's approval and take action against
developers that launch housing colonies in MDA area without approval. This branch has support
of police and magisterial powers for conducting operations of Encroachments within jurisdiction
of Multan .

2.9 ARCHITECTURE DIRECTORATE
This branch takes care of Design/Specifications of Building plans under Building
& Zoning Regulations 2020, and MDA Building and Zoning Regulations . To evict the Tout
mafia they checked stamps/signatures of verified architects and Firms dully Enlisted by MDA so
that illegal practices maybe avoided. Only Listed Architects one time verified from PCATP can
work with MDA.

2.10 URBAN PLANNING DIRECTORATE

 Approved and monitor the approved schemes.
 Monitor the development work i.e. electricity, sewerage, water supply and road works in
housing schemes with the help of concerned departments.
 To exercise effective development control through monitoring / regulation of Private
Housing Schemes in District Multan and Land Sub Divisions (LSDs) in MDA controlled area.

Since the creation of MDA, following Rules & Regulations have been framed & adopted;
 Private Housing Scheme Regulations 1981 (Repealed).
 Land Sub Division Policy 1997 (Repealed).
 Punjab Private Site Development Schemes Rules, 2005 (Repealed).
 Land Sub Division Policy 2007 (Repealed).
 Punjab Private Housing Schemes & Land Sub Division Rules, 2010 (Repealed).
 Punjab Development Authorities Private Housing Scheme Rules 2021 (Presently in vogue).
CHAPTER 3 DUTIES OF INVESTIGATOR IN URBAN PLANNING DIRECTORATE
I am appointed in this Directorate since 17-0-2018, during my posting in the Urban Planning
Directorate MDA I learnt the practical skills of conducting surveys, monitoring of development
works pertaining to sewerage systems , road networks , electrification , horticulture and construction
of boundary wall of housing schemes , I also learnt to prepare parawise comments of court cases and
writ petitions, departmental file work , surveys conducting through Geographic information system
and other digital equipments , redressal of grievances of general public , calculations of fines and fee
of housing schemes , calculation of commercialization fee, and other tasks assigned by competent
authority.
Following are the duties needs to be performed by Investigator of Urban Planning Directorate: -
 Trace and take action against illegal housing schemes/Land sub divisions within MDA's
jurisdictions.
 Regularized the illegal housing schemes/LSD's.
 Approval and cancellation of housing schemes/Land sub divisions.
 Monitor the development work i.e. electricity, sewerage, water supply and road works in
housing schemes with the help of concerned departments.
 To exercise effective development control through monitoring / regulation of Private housing
schemes/Land sub divisions.
 Calculation of commercialization fee.
 Redressal of grievances of general public.
 Provision of data to Anti-corruption Establishment, NAB, FIA, office of the Ombudsman Punjab,
Deputy Commissioner and Commissioner Office or any other department.
 Being part of inquiries / investigations / meetings of Anti-corruption Establishment, NAB, FIA.
 To conduct surveys conducting through Geographic information system and other digital
equipments.
 Appear before Civil Courts, Special Courts, High Court and Supreme Court.
 Performing of tasks assigned by Competent Authority.

EXECUTIVE SUMMARY MULTAN DEVELOPMENT AUTHORITY, MULTAN Established on October 22, 1976 under the Punjab Development of Cities Act, Multan Development Authority (MDA) is a successor body of Multan Improvement Trust (MIT), that was established in 1944 under Punjab Town Improvement Act, 1922. The scope of MIT was limited to residential and commercial schemes located in municipal boundaries which was then called city area. MDA's area of jurisdiction spreads over 560 km² covering almost all important establishments like Bahaud din Zakariya University (BZU), Pak Arab Fertilizers and Industrial Estate, and others. The prime responsibility of MDA is to evolve policies and programs relating to launch new housing schemes, residential development of the city and important engineering projects. MDA has been launching a number of developmental projects especially in housing sector consisting of more than 30,000 plots of various sizes and utility. Multan Development Authority has staffed many skilled personnel from different disciplines. The Urban Development Wing of MDA is administratively divided into six directorates i.e. Directorate of Town Planning; Directorate of Engineering; Directorate of Estate and Land Management; Directorate of Finance and Administration; Directorate of Urban Planning; and Directorate of Traffic and Transportation Planning having an overall strength of 635 employees. VISION MDA strives to be an accountable and people-friendly principal planning and development vehicle of the Multan, aiming at providing and continuously improving metropolis- vide development works, facilities and services of acceptable standards to all. MDA attempts to turn Multan into an "attainable city" with combined support of people, private sector and different level of the Government, where overwhelming majority enjoys convenient, healthful and satisfied living. It further seeks to enable Multan to position itself to meet the challenges of the future and to seize opportunities in an effective, efficient, equitable and sustainable manner

CHAPTER 1 INTRODUCTION OF THE AUTHORITY FUNCTIONS OF AUTHORITY The Authority performs the following functions:  Section 2 (a): To establish an Agency to perform one or more of its functions under the Development of Cities Act, 1976  Section 3 (3): To acquire, hold and transfer property both moveable and immoveable and may, by its name sue or be sued subject to provisions of the Act.  Section 7 (1): To exercise under powers, subject to the provisions of the Act and any rules framed there under, as may be necessary for carrying out the purposes of the Act.  Section 7 (2): To initiate and maintain a continuous process of comprehensive development planning for the area with the objective of preparing a development plan.  Section 7 (2): To update periodically such a development plan and coordinate its implementation by the Authority or Government Agencies within the area.  Section 7 (2): To develop, operate and maintain water supply, sewerage and drainage system within the area.  Section 7 (2): To prepare Annual Development Programme for the area, ensure compliance of the Annual Development Programme with priorities established in the Development Plan after its preparation and evaluation performance under the Annual Development Programme at the end of each year  Section 7 (2): To establish, maintain and periodically revise as necessary planning controls and building regulations for the area. o To provide appropriate urban design and protect public safety. o To ensure compliance with the Development plan after its preparation.  Section 7 (2): To prepare, implement and enforce schemes for environmental improvements, housing, urban renewal including improvements and re-development, solid waste disposal, transportation and traffic, health and education facilities and preservation of objects or places historical, archaeological, scientific, cultural and recreational importance.
  • 8.  Section 7 (2): To take any steps or adopt any measures for the face lifting and beautification of the area.  Section 7 (2): To acquire property, both moveable and immovable.  Section 7 (2): To sell, lease, exchange or otherwise dispose of any property vested in it.  Section 7 (2): To undertake any works and incur any expenditure.  Section 7 (2): To procure machinery, instruments or any other material required by it.  Section 7 (2): Enter into contracts.  Section 7 (2): Cause studies, surveys, experiments, technical researches or contribute towards the cost of any such studies, surveys, experiments or technical researches made by any other Agency.  Section 7 (2): To issue interim development order for the area for which a scheme is under preparation and restrict or regulate by general or special order, any change in the use of land and alteration in building structure and installation.  Section 7 (2): To seek and obtain advice and assistance for preparation of any scheme from the Government Agency or person and such Agency or person shall give the advice and assistance sought by the Authority to the best of its ability, knowledge and judgment and the additional expenditure, if any involved in giving such advice or assistance shall be borne by the Authority.  Section 7 (2): To establish an Agency/Agencies and entrust to it such powers and function as it may deem fit with the approval of the Government.  Section 8: To delegate, by general or special order to the Director General or a Committee constituted under Section 10 or a member or an officer of the Authority any of its powers, duties or functions under the Act, subject to such conditions as it may think fit to impose.  Section 9: To appoint such officers, advisors, experts, consultants and employees, as it considers necessary for the efficient performance or its functions on such terms and conditions as it may deem fit.
  • 9.  Section 10: To constitute such financial, technical and advisory Committees as may be deemed necessary for carrying out the purposes of the Act and may delegate such powers and assign such functions to such committees.  Section 12 (1): To prepare schemes, in such form and in such manner as may be prescribed, for the area or nay part thereof and execute or have them executed in the prescribed manner.  Section 12 (5): To give concurrence to any planning or development scheme prepared by any person or local council or Government Agency, under the Punjab Local Government Act, 1975 within its area.  Section 15 (I): To undertake any works not carried out by a Government Agency to whom the Authority has given a directive under Section 14 and, in this behalf, to exercise all the powers of the defaulting Agency for the execution of such works.  Section 19: To undertake improvements of the area and any part thereof and to check, replace, eliminate, remove, demolish, conserve, re-settle or re-locate the sources of environmental pollution such as milk cattle, horses or other animals, vehicles exhaust, industrial waste, solid waste congestion, blight and slums, etc.  Section 19: On the provision of alternate accommodation or compensation to be determined in accordance with the provisions in chapter VI, to any person evicted from the premises owned by him.  Section 20: To undertake beautification of the area or part thereof, in any manner, it deems fit, or prepare schemes and prescribe environmental standards to be adopted by the Government Agencies or persons or direct any Government Agency or persons to undertake any improvements or activities for beautification of the area or part thereof.  Section 21 (1): To exercise powers of a Local Authority for the purpose of borrowing money with the previous permission of the Government for the schemes and projects of the Authority.  Section 21 (2): To borrow money, or raise funds by issuing bonds or debentures or otherwise, for carrying out the purposes of the Act in consultation with the Finance

Department Government of the Punjab, at such rate of interest, as may be approved by the Government.  Section 23 (I) and (II): To assess and levy with previous consent of Government betterment fee upon the property owners whose property values have increased, or will increase, because of a scheme executed by the Authority.  Section 26 (1) and (2): To form a fund to be known as the Authority Fund which shall rest in the Authority and shall be utilized by the Authority in connection with its functions under the Act including the payment of salaries and re-numerations to the members, officers, servants, experts and consultants of the Authority.  Section 26 (4): To keep such sums, as may prescribed, in current account of any scheduled Bank, and any amount in excess of the said amount, with the permission of Federal Government as the case may be, shall be invested in Government securities, Government sponsored governing schemes etc.  Section 27: To raise adequate funds from time to time with the previous consent of the Government to meet the cost of it schemes by imposing rates, fee and other charges.  Section 28 (1): To use ground water resource within the area.  Section 28 (2): To permit installation of a tube-well for commercial purposes, at such within the area, as may be notified in the official gazette by the Authority.  Section 28 (3): To levy fees on the person who have installed or may install tube-wells, for commercial purposes, within its jurisdiction.  Section 30: To approve the Annual Budgets of the Authority and its Agencies prior to the submission of these budgets to the Government for final approval.  Section 31: To appoint qualified Auditors with the approval of Government for pre-audit or concurrent audit of account of the Authority and its Agencies .  Section 34: To authorize an officer to make complaint, in writing, in respect of any offence punishable under this Act to the competent Court to take cognizance of that offence.
  • 11.  Section 35: To approve the Annual Report on the activities of the Authority prior to its submission to Government.  Section 36: To make recovery of any sum due to the Authority from or any sum wrongly paid by the Authority to any person under the Act.  Section 38: To eject summarily the authorized occupants from any land or property vested in the Authority and to use such force for ejectment as may be necessary.  Section 44: To make regulations, subject to the provisions of the Act and the rules framed there under, as may be necessary to carry out the purposes of the Act.  Section 46: To exercise all functions and powers with regard to the formulation, sanction and execution of schemes and all functions here to performed by the Improvement Trust. FUNCTIONS AND POWERS OF DIRECTOR GENERAL, MDA The functions and powers of Director General are detailed as follows:  To prepare schemes for the area, or any part thereof, in respect of any of the matters, duties and functions specified in Sections 7, 19 and 20 (Section 12(1) read with Sections 7, 19 and 20).  To approve schemes for which Government loans or grant is required and whose provisional estimated cost does not exceed Rs. 20 Lacs and for which no Government loan or grant is required and whose provisional estimated cost does not exceed Rs. 1 Crore.  To publish the sanctioning of all approved schemes in the official Gazette and to proceed with their execution .  To approve, within the area of the Authority, planning and development schemes of private persons, local bodies and Government agencies subject to the provision that such schemes are not in conflict with either.  To exercise, under section13, the same powers for amendment and modification of schemes as exercised under Section 12 for their preparation, approval and notification.
  • 12.  To acquire property in accordance with the provisions of Section 24 and 23 of the Act, and, where Government agencies or autonomous, semi-autonomous and local bodies are involved, through negotiations, for the schemes and projects of the Authority .  To cause removal of any works obstructing the execution of any of the projects or schemes of the Authority and its agencies.  To declare any locality within the area of the Authority to be a controlled area and to issue in respect of such locality all such orders as may be necessary for the prevention of haphazard growth, encroachments and unauthorized constructions .  To coordinate the implementation of the Development Plan with the Multan Municipal Corporation and other Government agencies including autonomous and semi-autonomous bodies  To prepare the budget for the approval of the Authority and the Government.  To prepare the Annual Development Programmer, within the framework of the Development Plan (as and when prepared) for the approval of the Authority .  To maintain the funds of the Authority in accordance with the provisions of Section 26 (4).  To approve exemption of residential plots in accordance with the policy prescribed by the Government or the Authority for each scheme.  To approve auction, sales of plots, in favor of the highest bidders, provided the highest bids are not less than the reserve prices.  To allot residential plots .  To hold ballots for allotments of plots in the public quota in cases where the number of applications exceed the number of available plots.  To allot the flats and quarters constructed by the Authority as per provisions of the schemes under which they are constructed and/or in accordance with the orders, instructions and policy, enforce from time to time.  To lease the shops, markets, petrol pump sites and other properties of the Authority as per provisions of the schemes under which such properties are constructed, developed or
  • 13. acquired, and/or in accordance with the orders, instructions and policy enforce from time to time.  To make appointments including transfers and promotions to the posts up to BPS-19, The constitution of Selection / Promotion Committees for appointment of posts in different grades as per provisions of Regulations.  To create and abolish all posts up to BPS-19 and below, subject to the condition that creation of posts is made against the projects/schemes covered in the approved budget of MDA according to the yardstick approved by the Government.  To enforce and collect the rates, fees and charges levied by the Authority with the approval of the Government.  To issue manuals of instructions to regulate the activities of the Authority subject to the conditions that they are not inconsistent with the Act, the Rules and Regulations, and prior approval of the Government is obtained before issue of any manual of instruction that differs, in any significant or substantial manner for a comparable manual of instruction of the Government.  To coordinate the policies, plans programmers’ budgets, salary structures, staffing levels and other activities of the Authority and its Agencies and in this behalf to do exercise all powers to ensure such coordination.  To grant increments/advance increments, allow crossing of efficiency bars and to sanction honorarium to the Authority's employees who are in BPS-19 and below.  To suspend, hold departmental inquiries and impose minor and major penalties under the Punjab Government Servants Efficiency and Discipline Rules, 1975 as applicable to Multan Development Authority in respect of its employees in BPS-19 and below.  To hear appeals against a major penalty as defined the Punjab Government Servants Efficiency and Discipline Rules, 1975 as applicable to Authority regarding all categories of employees of the Authority in NPS-16 where the order imposing major penalty has been passed by an officer of the Authority other than the Director General.
  • 14.  To hire building for officers/residences as provided for Category-I Officer of delegation of powers (corrected up to 1975).  To sign contracts on behalf of the Authority except International Contracts.  To sanction all kinds of leaves (which, in the absence of a provision for the contrary includes leave ex-Pakistan) except study leave and special disability leave to all employees of the Authority up to BPS-19.  To sanction expenditure on items specifically shown in the budget estimates up to any limit.  To invest from time to time in Government Treasury Bills of such moneys as are not required for immediate expenditure.  To sanction all types of advances to the Authority's employees subject to the Budget Allocation.  To sanction re-appropriation of funds within minor heads.  Acceptance of tenders, full powers.  To sanction all auction sales of land belonging to the Authority to the highest bidder provided the sale proceeds are not less than the reserve price fixed by the Authority.  To sanction sale of the Authority's property by auction.  To sanction investigation of claims of Authority's servants for arrears of pay and allowances etc. o To initiate, defend or withdraw from legal proceeding under this Act. o To compound any offence under the Ordinance. o To admit, compromise or withdraw any claim under the Ordinance. o To appoint council and to obtain such legal advice and assistance as he may from time to time deem necessary or expedient to obtain or as may be desired by the Authority to obtain, for any of the purpose referred to in the fore-going sub item (i) to (iii) of this item, or for securing the lawful exercise or discharge of any
  • 15. power or duty vested in or imposed upon the Authority or any officer or servant of the Authority.  To cancel the bargains and forfeit the whole or part of the earnest money on account of breach of conditions of sale, refund excess payment and to revive the bargains subject to the policy of the Authority.  To declare surplus or unserviceable any store, vehicle machinery material, furniture or other moveable property of the Authority  Full powers to sanction expenditure on Audit Fee.  To accord technical sanction and accept tenders in case where power to do so has not been delegated to subordinate officers  To sanction sale of surplus or unserviceable property, either through auction or by inviting sealed tenders to the highest bidders, provided the highest process received in the auction or tender are not less than the reserve price  To issue notices and pass orders in respect of violations against the provisions of the Damaged Area Act, 1952. Public Relations Branch This branch has to bring public outreach and liaison of MDA in media and other public forums. Headed by Public Relations Officer, this branch keeps watch on all the newspaper to collect daily news about MDA and WASA and its functionaries, keeps interaction with newspapers; disperses advertisements of MDA in different newspapers and flashes media coverage to MDA's ongoing projects. 2. One Window Cell Operation Opened in January 2000, this cell provides all the services of MDA to the general public at one front reception desk vis-à-vis: allotment of plots; payments; delivery of possession; execution of sale agreement; issuance of Entitlement Performa (EM Performa); issuance of proprietary rights/sale deeds; sanction of building plans; issuance of NOC for transfer of plots, issuance of site plan; sanction of private housing scheme; and NOC for private housing schemes. The public complaints are also received and redressed at this desk.
  • 17. 3. Medical Branch Headed by a licensed physician as Medical Officer, this branch is dedicated to diagnose the health problems related to MDA and WASA employees. Referring them to consultants and or for laboratory tests, if so required and prescribing the medicine. MDA has a number of medicine stores in different corners of the city which provide medicine to the employees as per MO’s prescription. This branch totally supports employees and their family. 4. Judicial Court The judicial court in MDA is working in accordance with the provision of The Punjab Development of Cities Act, 1976. The court, headed by a judicial magistrate, (on deputation in MDA) imposes penalty on the individuals/parties involved in violation of building bylaws; encroachments; illegal commercial use of residential properties; illegal private housing schemes; and if any developer has not completed development works in an approved private housing schemes. Town Planning Directorate and Land Control Branch of MDA are the prosecuting branches that make complaints to judicial courts. 5. Headquarter / Design Cell This branch conducts engineering surveys for developmental projects. They also prepare traffic management plans, traffic engineering proposals, geometric designs, road safety plans, pedestrian safety plans and other engineering related jobs. This branch keeps coordination between various formations of engineering directorate, checking of contractor’s progress and review of contractor’s bills on behalf of Director Engineering MDA. 6. Motor Transport Branch This branch is responsible to maintain MDA’s fleet. They have to acquire POL to get repair of MDA vehicles. They are responsible to sell the old vehicles on auction and buy new one when needed. Headed by a Motor Transport Officer (BS-16), this branch is supported by a number of official drivers and mechanics of different disciplines. .
  • 18. 7. Land Acquisition Branch This branch is headed by Land Acquisition Collector, an official from Revenue Department on deputation. He is supported by number of patwaris and a girdawar to run the business of land acquisition. This branch is responsible to acquire land for MDA's developmental projects. Conduction of surveys to prepare the list of owners and addresses from revenue record, serving upon them the notices under Land Acquisition Act and announcing payment award are its main responsibilities.

CHAPTER 2 DIRECTORATES OF MDA, MULTAN 2.1 Finance and Administration Functions The functions of Directorate of Finance and Administration performed under supervision of its Director are enlisted below:  Preparation of Service Rules and Regulations/office procedure.  Recruitment of staff.  Maintenance of personnel record/files/service books.  Maintaining discipline in the Authority.  Enforcement of Civil Servant Conduct Rules and Efficiency and Discipline Rules.  Making arrangement for holding Authority meetings and preparation of agency and minutes of Authority meetings.  Inspection of annual stock taking.  Maintenance of library.  Planning and implementation of publicity programme/issuance of ballots/advertisements/notices.  Dealing with public complaints.  Provision and medical attendance/treatment of all employees of the Authority and arrangement for reimbursement of medical charges to the employees.  Procurement and distribution equipment and other items of store.  Any other duty assigned by Director General.  The functions and responsibilities of the Finance Directorate are to exercise vigilance in respect of expenditure incurred from MDA funds and maintenance of accounts thereof.  The main objects of Finance Directorate are that sanctions for expenditure properly accorded under rules for which the funds exist. In the case of receipts, it is to be ensured that sums due are regularly recovered and checked against demand, and the sums received are duly brought to credit in the accounts. Finance Directorate is maintaining the accounts of World Bank projects in the Double Entry System of accounts.
  • 20.  A Computer Branch is working under the supervision of Director Finance to computerize the preparation of Pay Bills and accounts of works etc. Responsibilities The responsibilities of Director Finance and Administration are given in the following:  Service Rules and Regulations.  Recruitment policy.  Constitution of Selection/Promotion Boards.  Creation of posts.  Disciplinary cases. o Independent disposal within delegation o Processing for consideration by DG  Maintenance of personal record/files/services books/ACRs.  Arranging medical facilities to staff of MDA.  To control and coordinate the working of Administration, Transport and Public Relations wings.  Welfare of employees of MDA.  Eradication of corruption.  Public complaints and their disposal.  Overall administrative control of all the Branches of MDA in respect of all affairs.  Any other duties assigned by the DG MDA.  Preparation of Authority Budget.  Obtaining ADP and other grants.  Maintenance of accounts to ensure. o That same vigilance is exercised in respect of expenditure incurred from MDA funds as a person of ordinary prudence would exercise in respect of amounts from his own pocket o That money borrowed on the security of allocated funds is expended on those objects only for which money is borrowed
  • 21. o That no authority exercises powers of sanctioning expenditure or passes orders which are directly or indirectly to its own advantage o That no Authority sanctions any expenditure which is likely to involve at a later date expenditure beyond its own powers of sanction o That funds to cover an expenditure are available and sanction of Competent Authority exists  Timely reconciliation of accounts.  Scrutiny of financial aspects, draft paras, losses and other financial irregularities requiring orders of the Authority/Director General.  Classification of expenditure and receipts.  Proposals involving new expenditure including works expenditure.  Scrutiny of purchases and contracts.  Finalization of accounts and recoveries of dues.  Compilation and revision of Procedure Manuals of the Authority.  To deal with the Public Accounts Committees.  Preliminary Audit of expenditure and receipts.  Banking of funds. 2.2 ENGINEERING DIRECTORATE Engineering Directorate of MDA comprises following divisions: - DIVISION-1 The functions of Engineering Division-1 are:  Development of MDA Housing Schemes.  Construction of roads.  Development of Katchi Abadis.  Maintenance of MDA controlled roads.  Maintenance of road making machinery.  Maintenance of MDA vehicles.

DIVISION-2 Engineering Division-2 performs the following functions  Development and maintenance of MDA Parks.  Construction of roads.  Presently working on mega projects like Northern Bypass and other road projects under the CM Package. DIVISION-3 Engineering Division-3 fulfills the following responsibilities:  Construction of bypass roads and intersections.  Maintenance of MDA Housing Schemes.  Development and maintenance of MDA Parks.  Maintenance of MDA buildings. 2.3 TOWN PLANNING DIRECTORATE FUNCTIONS / RESPONSIBILITIES The primary functions / responsibilities of Town Planning Directorate MDA are:  Site selection, site analysis, planning and designs of new area development scheme such as housing, recreation, commercial etc.  Preparation of part plans, site plans and location plans in MDA/MIT schemes.  Demarcation of individual plots, delivery of possession and preparation of possession documents in MDA/MIT schemes.  Approval of building plans of various types on MDA controlled roads, MDA/MIT schemes and MDA approved private housing schemes.  Processing and issuing of clearance certificate and NOCs for petrol pumps.  To process and deal with cases of completion certificates of MDA approved building plans.  To periodically suggest improvement/modification in the building regulations for the MDA controlled area.
  • 23.  Provision of record relating to the MDA approved building plans and land use conversion cases to various courts of law, anti-corruption establishment, NAB, FIA, HUD & PHE Punjab and other such institutions and to citizens as per law.  To process and ensure disposal of cases relating to land use conversion/commercialization as per rules.  To keep strict vigilance and take suitable measures against violations. 2.4 ESTATE AND LAND MANAGEMENT FUNCTIONS The Director Estate and Land Management performs the following functions:  Acquisition of land as per requirement of Town Planning.  Allotment of residential plots.  Auctioning of commercial sites and gardens.  Renting of commercial sites and petrol pumps.  To make arrangements to protect MDA properties.  Recovery of dues.  To acquire the land for various schemes as per requirement.  To recover Authority's dues.  To grant extensions in Building Periods on payments of prescribed surcharge in accordance with the instructions, orders and policy enforce from time to time.  To supervise the Legal Branch of MDA working under the management of Deputy Director Legal MDA.  To sign agreements for sale and exemption of all types of plots in accordance with instructions, orders and policy enforced from time to time.  To sign agreements for sale of residential/commercial plots in accordance with the instructions, orders and policy enforced from time to time.  To sign sale deeds in respect of shops and plots in accordance with the instructions, orders and policy enforce from time to time.
  • 24.  To accord sanction of excess area at the time possession and to recover the dues in accordance with the Government's policy in vogue.  To cancel the exemption of any plot in case of violation/breach of any term or condition of the agreement in respect of such plot.  To revive the exemption of any plot in accordance with the instructions, orders and policy enforce from time to time.  To allow transfers of exempted plots in accordance with the instructions, orders and policy enforce from time to time.  To permit extension in the period for payment of the Authority's dues, subject to payment of surcharge at prescribed rates and up to six months in all.  To sanction rebates of development charges in accordance with the instructions, orders and policy enforced from time to time. RESPONSIBILITIES The responsibilities of Director Estate and Land Management are listed hereunder:  To supervise the work of Directorate.  To coordinate the work of different branches of the Directorate.  To make allotment of plots in various schemes under the allotment policy.  To auction commercial site/residential in various housing schemes.  To sign agreement with the allottees of all type to complete and contract.  To grant extensions in Building Periods on payment of prescribed surcharge.  To cancel the sale or exemption of any plot, shop or other property and to forfeit the whole or part of dues paid thereof.  To review the sale or exemption of any plot, shop or other property.  To allow transfer of allotted exempted or auctioned plots, shops and other property.  To permit extension in period for payment of the Authority dues on prescribed rates of interest.  To sanction rebates of development charges in accordance with instructions/policy.  To allow refund when the auction purchasers does not succeed.  To supervise the recovery campaign.

  • 27. 2.8 ENFORCEMENT DIRECTORATE This branch takes care of MDA lands and estate. To evict the encroachers, they execute summary trial and later prosecute them to MDA Magistrate; demolishing of illegal constructions (constructions being raised without MDA's approval and take action against developers that launch housing colonies in MDA area without approval. This branch has support of police and magisterial powers for conducting operations of Encroachments within jurisdiction of Multan . CHAPTER 3 DUTIES OF INVESTIGATOR IN URBAN PLANNING DIRECTORATE I am appointed in this Directorate since 17-0-2018, during my posting in the Urban Planning Directorate MDA I learnt the practical skills of conducting surveys, monitoring of development works pertaining to sewerage systems , road networks , electrification , horticulture and construction of boundary wall of housing schemes , I also learnt to prepare parawise comments of court cases and writ petitions, departmental file work , surveys conducting through Geographic information system and other digital equipments , redressal of grievances of general public , calculations of fines and fee of housing schemes , calculation of commercialization fee, and other tasks assigned by competent authority.
