1. INTRODUCTION
• The Indian Council of Historical Research (ICHR) is an autonomous organization under the Ministry of Education ,
Government of India.
• It was established by the Ministry of Education and Social Welfare, Govt. of India on 27th March 1972 on the
recommendation of a working group which was setup by the Government of India in December 1971.
• ICHR was registered under Societies Registration Act ( Act XXI of 1860) being an act for registration of Literary,
Scientific and Charitable Societies of India.
• The Centre of ICHR is in Delhi with Three other Regional Centres- Western Regional Centre (WRC) in Pune
(Maharashtra), Southern Regional Centre (SRC) in Bengaluru (Karnataka), and North East Regional Centre in Guwahati
(Assam).
2. ORGANIZATIONAL STRUCTURE
THE COUNCIL OF ICHR CONSISTS OF THE FOLLOWING MEMBERS:
• An eminent historian nominated by the Government of India who shall be the Chairman of the Council.
• Eighteen historians nominated by the Government of India.
• Representative of the UGC.
• Director General, Archaelogical Survey of India.
• Director General, National Archives of India.
• The council Secretariat is headed by the Member Secretary who functions as the Chief Executive Officer (CEO) for
implementation of decisions.
• The council mainly consists of two Committees- the Administrative Committee and the Research Projects Committee.
• Other committees of ICHR are Study Grant Committee; Junior Research Fellowship Committee;
Foreign Travel Grants Committee; the Sources Committee(Ancient, Medieval and Modern);
Publications Committee; Library Committee; Administrative Reforms Committee; Advisory
Committee on Martyrs Project; Economic History Committee; Advisory Committee on 1857
Project.
• During the year 2015-16 the ICHR received a total sum of Rs. 1938.87 lakh from the Ministry of
Human Resource Development as a financial grant.
3. VISION/MISSION
• The development and adoption of the new historical methods have a relevance not only for the study of history but in
improving and updating techniques and methods of Social Sciences and Humanities also.
• Giving a proper direction to historical research, encouraging and fostering objectives and scientific writing of history is
being increasingly recognized in the country.
• It covers history in its broader aspect including the history of art, literature and philosophy and related subjects such as
archaeology, numismatics, epigraphy the historical study of manuscripts. It also promotes the study of any subject with a
strong historical bias and content.
• It assists to promote Scientific research in history and also associates with universities and research institutes not only in
India but abroad also.
4. AIMS AND OBJECTIVES
According to Memorandum of Association (MOA), aims and objectives of ICHR are as follows:
• The primary aim and objective of the ICHR is to promote and give directions to historical research and to encourage the
objectives and scientific writing of history.
• To review the process of historical research from time to time and indicate the new areas where research needs to be especially
promoted.
• To sponsor historical research programmes and assist institutions and organisations which are engaged in historical research.
• Provide technical assistance to individuals or institutions for the formulation of historical research programme and to support
institutional arrangements for training in research methodology.

• To develop and support centres for documentation and reference Service on historical research.
• To maintain a National Register of research workers in history and their fields of specialization.
• To coordinate research activities in the field of historical research.
• To organize , sponsor and support seminars, workshops and conferences for the promotion and utilization of
historical research.
• To encourage the production of popular literature which would foster an objective understanding of India’s
cultural heritage.
5. FUNCTIONS
• It provides fellowship and financial assistance to the young teachers in colleges, universities and registered research organizations , as
well as to senior research scholars who might need financial support.
• It brings historians together by providing financial assistance for holding symposia, seminars, workshops etc. for exchanging views
related to history.
• It provides publication Subsidy to the seminars, conference proceedings and journals so that these publications may reach to research
scholars.
• It maintains three regional centres namely ICHR North-East Regional Centre (Guwahati), ICHR Southern Regional Centre (Bangalore)
and ICHR Western Regional Centre which also maintains Library-cum-Documentation Units enriched with research materials for the
benefit of scholars and students of their respective regions.
• It maintains a large and expanding Library-cum-Documentation Centre with facility of DELNET and J-STOR at the Headquarters at
New Delhi exclusively for researchers and scholars.
• It provides online bookshop also.
A) FELLOWSHIP AND GRANTS:
• National Fellowship: National Fellowships are offered by the Chairman, with the consultation of Research Project
Committee members to eminent scholars.
• Gurukul Fellowship: This fellowship is consisted of two components :
Guru- An eminent and renowned senior scholar in Indian history and culture with an outstanding experience of excellence
in the subject would be called Guru. He should preferably be 70 years of age or above.
Disciple-A meritorious young scholar who will be named as ‘disciple’ of the Guru, must have obtained Ph.D. or equivalent
from a recognized University.
• Senior Academic Fellowship: Senior Fellowships are awarded to the senior scholars who have done quality work and have
publications in the form of books and papers in professional journals.
• Post Doctoral Fellowship: Post Doctoral Fellowships are awarded to scholars who have completed their
research work, having been awarded their PhD and desire to work on approved research themes at institutions
of excellence under the guidance of a senior scholar.
• Junior Research Fellowship: Candidates who are registered in recognized Universities in PhD programme in
History or its allied subjects are eligible to apply for the Fellowship.
• Research Projects Grant: . A Researcher awarded Ph.D in History and its allied subjects or have done
equivalent Research work may apply for Research Projects grant for which the RPC organises presentation-
cum-interview twice (June and December ) in a year.
• Foreign Travel Grant: Cost of travel and of maintenance abroad may be provided to a citizen of
India wishing to study at archives, museums, libraries or private collections abroad for collection of
source material, or to take part in a workshop, seminar or conference abroad for presenting a paper
related to History, or to receive training in a specialized branch of History.
• Seminars / Workshops / Conferences Grant: The Research Projects Committee may award grants for
seminars, workshops, academic conferences /Symposia/ Lecture concerned with specific themes of
History to individual scholars.
• Contingency Study- cum-Travel Grant: The ICHR may award Contingency (Study-cum-Travel)
grant to an Indian citizen, or to a non-Indian, to assist him in pursuing research on History within
India.
• Publication Subsidy:The Research Projects Committee may award subsidies for publication of the
following categories of works relating to History:-
• a) doctoral thesis
• (b) monograph and other research work
• (c) proceedings of seminar/symposium/conference
• (d) critically edited/ translated source material
(e) bibliographical and documentation work
(f) Journal
(g) any other research-oriented work
(h) translation into any Indian language or into English of an important work on History
B) PUBLICATIONS OF ICHR:
• Publication of Annual Report
• Publication of research works which are commissioned by the Council.
• Publication of books on Indian History translated into various Indian languages.
• Publication of two Journals-The Indian Historical Review (IHR) in English (listed in Thomson Reuters
Citation Index) is among the most prestigious publications of ICHR. and Itihas (SHODH PATRIKA) (Hindi
Journal of History.)
• Publication of Newsletter in English language.
C) INTERNATIONAL AND NATIONAL COLLABORATION-
• Comparative studies as well as in-depth studies by Indian Scholars will require the ability of the scholars in collaboration
with foreign scholars to access archives. Collaboration of ICHR with different countries are as follows:
1. Indo-German Collaboration
2. Indo-UK Collaboration
3. Indo-Japan Collaboration etc.
• The ICHR , in collaboration with similar bodies like ICSSR, ICPR, and UGC and NGO etc. can play a major role in
facilitating future interchanges by organizing international and national seminars and promotion of Joint research
programmes.
6. LIBRARY AND DOCUMENTATION CENTRE
• The ICHR Library cum Documentation Centre serves as a major knowledge hub to support research objectives and the
needs of other units of ICHR. The Library cum Documentation Centre was established in 1972.
• It maintains an appropriate collection of print and electronic materials; provide access to electronic databases and texts.
• It selects, collect, create, organize, preserve, manage and provide access to information sources in print, non- print and
digital forms.
• The library continues to add digital processes and services to its traditional work with books and other physical materials.
• Besides other reference materials, 35,000 articles from important history journals available in the ICHR collection are
successfully indexed and available for reference through their library software for the scholars.
• ICHR Library enables scholars to easily discover the resources they need and to obtain a copy of
these resources, either directly or via DELNET inter-library lending system.
• It has been serving the academic world with digitization of microfilms by converting reading
material into the digital form.
7. ACTIVITIES OF THE REGIONAL CENTRES OF
ICHR
• It organises seminars, workshop, Conferences, Lecture Series Programme, Meetings , Books
exhibition etc.
• It encourages young scholars in the field of history.
• It brings the historians of the different regions together for interactive exchanges of ideas on issues
of history.
• It serves as a link between the historians of the different regions (National and International
communities).
• It collaborates with the Universities and other institutions of research on various academic
programmes .
8. CONCLUSION
The Government of India (now, MHRD) on 27th March 1972 founded the ICHR on the
recommendation of a Working Group set up by the Government of India in December 1971. The
primary objective of the Council is to promote and give direction to historical research and to
encourage and foster objective and scientific writing of history. Enhancing the academic standard of
the output of ICHR activities has been the foremost objective. The Council organizes
national/international level seminars and workshops on the themes of historical significance. It
maintains a well equipped Library-cum-Documentation Centre with facilities of DELNET and J-
STOR at the Headquarters at New Delhi. The Council runs three regional centres .These centres have
been actively involved in helping scholars carry out their research by providing library infrastructure
and organizing regional and state level seminars, symposia, workshops, exhibitions, etc.

ICHR Council Promotes Historical Research

INTRODUCTION • The Indian Council of Historical Research (ICHR) is an autonomous organization under the Ministry of Education , Government of India. • It was established by the Ministry of Education and Social Welfare, Govt. of India on 27th March 1972 on the recommendation of a working group which was setup by the Government of India in December 1971. • ICHR was registered under Societies Registration Act ( Act XXI of 1860) being an act for registration of Literary, Scientific and Charitable Societies of India. • The Centre of ICHR is in Delhi with Three other Regional Centres- Western Regional Centre (WRC) in Pune (Maharashtra), Southern Regional Centre (SRC) in Bengaluru (Karnataka), and North East Regional Centre in Guwahati (Assam).

ORGANIZATIONAL STRUCTURE THE COUNCIL OF ICHR CONSISTS OF THE FOLLOWING MEMBERS: • An eminent historian nominated by the Government of India who shall be the Chairman of the Council. • Eighteen historians nominated by the Government of India. • Representative of the UGC. • Director General, Archaelogical Survey of India. • Director General, National Archives of India. • The council Secretariat is headed by the Member Secretary who functions as the Chief Executive Officer (CEO) for implementation of decisions. • The council mainly consists of two Committees- the Administrative Committee and the Research Projects Committee.
  • 5. • Other committees of ICHR are Study Grant Committee; Junior Research Fellowship Committee; Foreign Travel Grants Committee; the Sources Committee(Ancient, Medieval and Modern); Publications Committee; Library Committee; Administrative Reforms Committee; Advisory Committee on Martyrs Project; Economic History Committee; Advisory Committee on 1857 Project. • During the year 2015-16 the ICHR received a total sum of Rs. 1938.87 lakh from the Ministry of Human Resource Development as a financial grant.

VISION/MISSION • The development and adoption of the new historical methods have a relevance not only for the study of history but in improving and updating techniques and methods of Social Sciences and Humanities also. • Giving a proper direction to historical research, encouraging and fostering objectives and scientific writing of history is being increasingly recognized in the country. • It covers history in its broader aspect including the history of art, literature and philosophy and related subjects such as archaeology, numismatics, epigraphy the historical study of manuscripts. It also promotes the study of any subject with a strong historical bias and content. • It assists to promote Scientific research in history and also associates with universities and research institutes not only in India but abroad also.

AIMS AND OBJECTIVES According to Memorandum of Association (MOA), aims and objectives of ICHR are as follows: • The primary aim and objective of the ICHR is to promote and give directions to historical research and to encourage the objectives and scientific writing of history. • To review the process of historical research from time to time and indicate the new areas where research needs to be especially promoted. • To sponsor historical research programmes and assist institutions and organisations which are engaged in historical research. • Provide technical assistance to individuals or institutions for the formulation of historical research programme and to support institutional arrangements for training in research methodology.   • 8. • To develop and support centres for documentation and reference Service on historical research. • To maintain a National Register of research workers in history and their fields of specialization. • To coordinate research activities in the field of historical research. • To organize , sponsor and support seminars, workshops and conferences for the promotion and utilization of historical research. • To encourage the production of popular literature which would foster an objective understanding of India’s cultural heritage.

FUNCTIONS • It provides fellowship and financial assistance to the young teachers in colleges, universities and registered research organizations , as well as to senior research scholars who might need financial support. • It brings historians together by providing financial assistance for holding symposia, seminars, workshops etc. for exchanging views related to history. • It provides publication Subsidy to the seminars, conference proceedings and journals so that these publications may reach to research scholars. • It maintains three regional centres namely ICHR North-East Regional Centre (Guwahati), ICHR Southern Regional Centre (Bangalore) and ICHR Western Regional Centre which also maintains Library-cum-Documentation Units enriched with research materials for the benefit of scholars and students of their respective regions. • It maintains a large and expanding Library-cum-Documentation Centre with facility of DELNET and J-STOR at the Headquarters at New Delhi exclusively for researchers and scholars. • It provides online bookshop also.

A) FELLOWSHIP AND GRANTS: • National Fellowship: National Fellowships are offered by the Chairman, with the consultation of Research Project Committee members to eminent scholars. • Gurukul Fellowship: This fellowship is consisted of two components : Guru- An eminent and renowned senior scholar in Indian history and culture with an outstanding experience of excellence in the subject would be called Guru. He should preferably be 70 years of age or above. Disciple-A meritorious young scholar who will be named as ‘disciple’ of the Guru, must have obtained Ph.D. or equivalent from a recognized University. • Senior Academic Fellowship: Senior Fellowships are awarded to the senior scholars who have done quality work and have publications in the form of books and papers in professional journals.
  • 11. • Post Doctoral Fellowship: Post Doctoral Fellowships are awarded to scholars who have completed their research work, having been awarded their PhD and desire to work on approved research themes at institutions of excellence under the guidance of a senior scholar. • Junior Research Fellowship: Candidates who are registered in recognized Universities in PhD programme in History or its allied subjects are eligible to apply for the Fellowship. • Research Projects Grant: . A Researcher awarded Ph.D in History and its allied subjects or have done equivalent Research work may apply for Research Projects grant for which the RPC organises presentation- cum-interview twice (June and December ) in a year.
  • 12. • Foreign Travel Grant: Cost of travel and of maintenance abroad may be provided to a citizen of India wishing to study at archives, museums, libraries or private collections abroad for collection of source material, or to take part in a workshop, seminar or conference abroad for presenting a paper related to History, or to receive training in a specialized branch of History. • Seminars / Workshops / Conferences Grant: The Research Projects Committee may award grants for seminars, workshops, academic conferences /Symposia/ Lecture concerned with specific themes of History to individual scholars. • Contingency Study- cum-Travel Grant: The ICHR may award Contingency (Study-cum-Travel) grant to an Indian citizen, or to a non-Indian, to assist him in pursuing research on History within India.
  • 13. • Publication Subsidy:The Research Projects Committee may award subsidies for publication of the following categories of works relating to History:- • a) doctoral thesis • (b) monograph and other research work • (c) proceedings of seminar/symposium/conference • (d) critically edited/ translated source material
  • 14. (e) bibliographical and documentation work (f) Journal (g) any other research-oriented work (h) translation into any Indian language or into English of an important work on History
  • 15. B) PUBLICATIONS OF ICHR: • Publication of Annual Report • Publication of research works which are commissioned by the Council. • Publication of books on Indian History translated into various Indian languages. • Publication of two Journals-The Indian Historical Review (IHR) in English (listed in Thomson Reuters Citation Index) is among the most prestigious publications of ICHR. and Itihas (SHODH PATRIKA) (Hindi Journal of History.) • Publication of Newsletter in English language.

C) INTERNATIONAL AND NATIONAL COLLABORATION- • Comparative studies as well as in-depth studies by Indian Scholars will require the ability of the scholars in collaboration with foreign scholars to access archives. Collaboration of ICHR with different countries are as follows: 1. Indo-German Collaboration 2. Indo-UK Collaboration 3. Indo-Japan Collaboration etc. • The ICHR , in collaboration with similar bodies like ICSSR, ICPR, and UGC and NGO etc. can play a major role in facilitating future interchanges by organizing international and national seminars and promotion of Joint research programmes.
  • 17. 6. LIBRARY AND DOCUMENTATION CENTRE • The ICHR Library cum Documentation Centre serves as a major knowledge hub to support research objectives and the needs of other units of ICHR. The Library cum Documentation Centre was established in 1972. • It maintains an appropriate collection of print and electronic materials; provide access to electronic databases and texts. • It selects, collect, create, organize, preserve, manage and provide access to information sources in print, non- print and digital forms. • The library continues to add digital processes and services to its traditional work with books and other physical materials. • Besides other reference materials, 35,000 articles from important history journals available in the ICHR collection are successfully indexed and available for reference through their library software for the scholars.
  • 18. • ICHR Library enables scholars to easily discover the resources they need and to obtain a copy of these resources, either directly or via DELNET inter-library lending system. • It has been serving the academic world with digitization of microfilms by converting reading material into the digital form.

ACTIVITIES OF THE REGIONAL CENTRES OF ICHR • It organises seminars, workshop, Conferences, Lecture Series Programme, Meetings , Books exhibition etc. • It encourages young scholars in the field of history. • It brings the historians of the different regions together for interactive exchanges of ideas on issues of history. • It serves as a link between the historians of the different regions (National and International communities). • It collaborates with the Universities and other institutions of research on various academic programmes .
  • 20. 8. CONCLUSION The Government of India (now, MHRD) on 27th March 1972 founded the ICHR on the recommendation of a Working Group set up by the Government of India in December 1971. The primary objective of the Council is to promote and give direction to historical research and to encourage and foster objective and scientific writing of history. Enhancing the academic standard of the output of ICHR activities has been the foremost objective. The Council organizes national/international level seminars and workshops on the themes of historical significance. It maintains a well equipped Library-cum-Documentation Centre with facilities of DELNET and J- STOR at the Headquarters at New Delhi. The Council runs three regional centres .These centres have been actively involved in helping scholars carry out their research by providing library infrastructure and organizing regional and state level seminars, symposia, workshops, exhibitions, etc.
