Main professional activities and responsibilities of these positions include:
Natural gas
 8 year experience strategic economic consultant for the Natural Gas Authority on
the subject of Israel's natural gas industry, including natural gas economic projects
management.
 The work included working with different factors in the Israeli Natural Gas sector,
Energy Ministry and Natural Gas Authority in particular including familiarity with
the work of the Natural Gas Authority.
 Natural gas distribution tenders - economic modeling for construction and operation
of natural gas distribution networks in Israel. The tenders preparations included
escorting five distribution tenders (Southern, Negev, Hedera and the valleys, Haifa
and Galilee)
 Establishing a venture for plants conversion to natural gas - an economic,
commercial and strategic venture for the conversion of about 30 plants to natural
gas - including – Prigat, Unidress, hospitals, Clalit Health Services, Taro, laundries,
etc.
 Escorting distribution tender in Jerusalem - including feasibility studies and techno -

 Gas Authority team member. The team was in charge of determining the price of
natural gas between Tamar to IEC - expert report that was submitted to the Israeli
Knesset Economics Committee.

 Assisting in monitoring the prices of natural gas transportation in Israel (INGL).
 Responsible on behalf of the Gas Authority for natural gas use implementation in

Resources regarding the regulation of the natural gas in Israel in distribution

3.  Ongoing consultation and thorough understanding in different aspects of the natural
gas market – CNG for industry, CNG for automobiles, cogeneration, regeneration,
burners, subsidies to remote consumers, etc.
 Macro-economic and strategic consulting regarding natural gas- government policy
consulting with an international firm (KEMA) regarding natural gas storage
regulation, taxation aspects, export opportunities, Notify Body and more.
 Taking part in an interoffice project between the Ministry of Energy and Water
Resources and the Ministry of economy regarding the regulation of certifications to
those dealing with natural gas.
 Promoting an interoffice project between the Ministry of Energy and Water
Resources, Ministry of economy and Negev and Galilee Development Ministry to
establish collages for natural gas engineers.
 The Jerusalem Development Authority- extensive economic examination regarding
the economic efficiency of connecting Jerusalem to the natural gas network in
Israel.

 Escorting the Israeli Airport Authority in the establishment of the Timna airport in
TURNKEY method.

 Escorting NTA's projects - Red line tenders estimations, economic consultant to the
Ministry of Transport in linking, planning tenders and execution.
 Escorting the Ministry of Public Security, the Israeli Police and the National Road
Safety Council A-3 speed cameras tender (BOT).
 Managing the “Protecting the Shores” project for the ministry of tourism and the
Dead Sea Preservation Government Company, including preparing tenders and

 Escorting the economic and tender aspects of PFI tenders of transferring hospitals
from diesel fuel to LPG. As a result of the tenders the hospitals cut millions of
shekels out of their expenses.
 The Hebrew University of Jerusalem- preparing the PFI tender for transferring the
university from diesel fuel to LPG. The tender included an option for natural gas.
Government and regulation
 Prime Minister's Office - Dinur Commission for Public Broadcasting in Israel in
order to conduct efficiency in IBA.
 Escorting Ministry of Economy's committee for foreign workers in order examine
the transition from franchises to foreign workers licenses in Israel.
 Escorting the Ministry of Religious Services in economic examinations in order to
reduce religious councils: from 138 councils to 28 clusters.
 Escorting the Government Companies Authority (GCA) in IMI privatization and
other companies - LORM, SHEKEM and Industrial Development Bank.
