ICT Integrated Teacher Education 
for SCERTs of South India

Strengthening DIETs, through ICT integration 
adopting COP approach
Possible ideas for the next 3 years 
Gurumurthy, IT for Change
Autonomy and institutional character required of 
DIETs by the 12 TE Plan
• The Institution must emerge as an autonomous Institution, with EACH 
DIET defining and evolving its particular institutional character. The DIET 
must cease to function as the district arm of the SCERT.
• By focusing on and developing a core identity around either Teacher 
Professional Development or School Improvement, the Institution can 
acquire overall direction.
• Adequate infrastructure befitting a key District level institution as well as 
finances to carry out a variety of activities are also an imperative for 
Institutional recovery.
• Breaking out of the current insularity by more vibrant involvement with 
NGOs and institutes of higher education through various collaborations is 
imperative.
Key focus areas: 
• (a) District specificity and orientation in their overall activities: in particular 
in areas such as district specific material development, research and action­
reseach programmes for special groups in the District.
– District wise ‘local wings’ for local priorities (Karnataka experience)
• (b) Linkages and Support to teacher professional development—secondary, 
elementary & preschool
• (c) Linkages and methods of academically monitoring and supervising school 
improvement/school development.
– Connecting to elementary education subject areas (Karnataka 
experience)
• (d) Serving as a Education Resource Centre.
Possibilities for a 3 year plan
Based on work in Karnataka STF­KOER Programs
• ICT Infrastructure at State, DIET and school levels 
–Free and Open Source Software (1000’s of  tools, pedagogical 
applications, upgrades, no virus, free of cost, single installation)
• Subject Teacher Forum program – learning communities by subject 
for teachers 
• Creation of subject wise OER (KOER)
Possibilities for a 3 year plan
Based on work in Karnataka TE­COP Program
• Integrating ICT in DIETs for supporting faculty learning – self learning
• Integrating ICTs for COP – peer learning, for intra­institutional and inter 
institutional learning
• Institution work planning and work monitoring
• Teacher education planning and monitoring
• Documenting and publishing work and resources
–Curricular resources, training resources and research
• Connecting formally to the working of the DIET through SCERT guidelines
• SCERT orientation and capacity building
Collaboration across South India SCERTs
Sharing the work to be done, across SCERT’s to promote ICT 
integration for quality TE
• ICT Text book for school education and classroom integration
• Subject Teacher Forums (professional learning communities)
• OER in state languages 
• TE­COP
• DIET institutional integration 
• School complex
