European Union and its Partner

What is CASEP?

• The overall objective is to contribute to the increased security,
reliability and efficiency of energy supplies in the Central Asian
countries and thereby to improve the preconditions for regional
integration of efficient and sustainable energy systems and increased
cooperation with EU countries
• The purpose is to assist in the set-up of the necessary policy,
regulatory and institutional mechanisms enabling the penetration of
renewable energy sources in the energy mix of the beneficiary
countries as well as increasing the energy efficiency at national level ….
in accordance with each country priorities

4. Overall opportunities
Cooperation on EE/RES could become common topic and opportunity for
all countries of CA:
• For countries not so rich with energy resources – important to reduce
demand for energy (less need to build new generation capacities) and to
balance it with supply in efficient and suitable way, but for countries that
are rich with energy resources – possibility to save energy and be able to
export it
• Beneficiary Countries have remote settlements with severe climatic
conditions (in high mountainous, desert areas), energy supply to which is
problematic: such settlements either are not covered by the electricity
grid or electricity supply is limited especially in the winter season
• Development of RES types which are using relatively simple technologies
(e.g. for Solar water heating) or have a multiple effect (e.g. Biogas:
energy and organic fertilizer) could be sustainable solutions

5. Overall challenges in promoting EE and RES

• The five Central Asian countries differ from each other in terms of
their development stages, income level and institutionally how
governments manage the energy sector and the pricing of energy and
heat to consumers
• Institutional set-up and preconditions for promoting of EE and RES in
the Beneficiary Countries are different
• Institutional set-up is not the most appropriate for the promotion of
EE, especially at the end-user level, as well as small/medium size RES
projects
• Beneficiary Countries lack efficient and sustainable enforcement
mechanisms – including national programs and platforms (including
awareness raising) for bundling of EE/RES projects and presenting
them to IFIs for financing

6. Improvement of EE
• CASEP main emphasis is on promoting of Demand side management
(DSM) to improve energy efficiency, in Beneficiary Countries
• A more dynamic and inter-institutional set-up is required for such EE
DSM project implementation, including following considerations:
 Large number of small-scale projects requires moving from project-
by-project based approach to a program approach => assistance in
preparation/up-dating of the National Energy Saving Program
(NESP)
 The involvement of numerous stakeholders requires effective inter-
institutional cooperation => assistance in development of
institutional models for implementation of the NESP
 Municipal level involvement in energy sector development planning
is required => assistance in development of Sustainable Energy
Action Plans at municipal level (Covenant of Mayors initiative)

7. Promotion of RES

• CASEP puts an emphasis on introduction of sustainability criteria in RES
policy planning and implementation
• Different set-up is needed for making RES projects, especially small-scale
projects, sustainable:
 Similarly to the EE set-up, moving from a project-by-project approach
to a program approach is required => assistance in preparation/up-
dating of the National Strategy on RES
 Similarly to the EE set-up, effective inter-institutional cooperation is
required
 Many RES projects offer additional solutions by integrating EE
aspects (e.g. Integrated solar energy components in EE boiler
houses) and thus the active cooperation/coordination of EE and RES
programs should be ensured

• Depending on the CASEP – Beneficiary Country dialogue, priorities as
well as general development trends, a country specific approach is used
• Agreed focus for work with each Beneficiaries
 Kazakhstan – on request
 Kyrgyzstan – programmatic approach to establish EE/RES focus
 Tajikistan – programmatic approach to establish EE/RES focus
 Turkmenistan – on request
 Uzbekistan – on request

Opportunities for regional cooperation in promoting EE and RES
• Interstate Committee for Sustainable Development (ICSD) consists of 15
members; 3 per country
• Mandate of the ICSD Central Asian Regional Centre for Renewable
Energy (CA RC RE) includes task to facilitate coordination of Central Asian
states in development of Renewable Energy, advanced technologies and
use of Renewable Energy Sources and “Best-Practice” in RES
• ICSD capacity assessment and dialogue with ICSD resulted in
recommendations to extend its scope of activities by inclusion of
sustainable energy in overall promotion of sustainable development
• ICSD has a very good potential to become a regional platform for regional
cooperation, exchange of information and lessons learnt in promoting EE
and RES in the region
