  1. 1. The ETP brings together a range of partners focused on supporting the energy transition in Southeast Asia including: A Roadmap for EE Financing in the Philippines 25 November 2022
  2. 2. 2 About ETP A unique consortium bringing stakeholders into one partnership To mitigate the global impacts of climate change and deliver on the 2030 Agenda, partnership and collaboration are critical. ETP engages in collaborative multi-stakeholder partnerships to combine financial and technical resources, coordinate ongoing programmes in the region, lead dialogues with energy experts and expand knowledge to boost leadership and financing for energy transition. We work with a variety of partners, from the UN family to governments, philanthropies, private sector, utilities, educational institutions, think tanks and civil society to advance climate action.
  3. 3. 3 ETP Strategic Outcomes Our work Aligning EE/RE policies with climate commitments We provide high level technical advisory support to improve RE and EE policies, regulations and laws. We work towards aligning energy policy targets with climate action commitments. De-risking EE/RE investments We aim to unlock large-scale renewable energy investments by national and international financial institutions, while increasing de-risking of projects and making them bankable. Expanding sustainable resilient infrastructure - smart grids We provide technical solutions to expand smart grids, enable evidence-based planning for national grid systems, and provide capacity building for grid operators. Knowledge, skills, awareness and capacity development We develop platform/s to foster knowledge . We build technical and technology expertise through education programmes and establish state-of-the art centres of excellence.
  4. 4. 4 Philippines In the Philippines, ETP is providing technical assistance to the Government to develop results-based vision for energy transition through a comprehensive and prioritized regulatory matrix. ETP is responding to three separate Energy Transition Council Rapid Response Facility requests to upgrade ancillary services, optimize renewable energy in energy mix, and modernize grid technology to achieve NDC and Renewable Energy targets. ETP supports coordination among government agencies and arranges the next development partners round table ETP Programme in the Philippines Battery energy market mechanism De-risking investments in renewable energy New and Emerging Renewable Energy - MRE, MSP Tool, OSW Permitting Energy Regulatory Updates Updated RE, EE regulations and Grid Codes to meet the NDC requirements Integration of BESS in the electricity spot market Partnership Agreement with PEMC and ERC Smart Grid Diagnostics and Roadmap Analyze the technical and investments required to upgrade to a smart grid
  5. 5. 5 Roadmap for EE Financing in the Philippines To map out beneficial activities by which to engage the broader group of development partners that are also working to address EE financing issues in the country
  6. 6. 6 Framework for the Roadmap on EE Financing: Policy Palette Source: Dunstan, Langham, and Ison (2009) Regulations and mandated activities against which energy stakeholders must comply with Financial and other incentives for favourable consideration of EE project implementation Based on information, awareness raising, capacity and facilitation initiatives, as well as subsidized audits and advise and developing tools and guidance documents
  7. 7. 7 Recommended activities for the Roadmap on EE Financing Market push ➔ Provide support to DOE in the implementation of EE&C Act vis-a-vis engagement with the finance sector ➔ Identify linkages of the EE&C Act with regulations related to the banking sector ➔ Include representatives from the finance sector i.e. BSP as members of the IAEECC ➔ Set clear targets for EE lending by FI's ➔ Establish utility obligation or 'white certificate' scheme
  8. 8. 8 Recommended activities for the Roadmap on EE Financing Market pull ➔ Establish a revolving fund through concessional loan for industrial upgrades, building upon DBP's E2SAVE Program and supported by pilot projects ➔ Develop a finance scheme that would reduce the upfront cost of efficient appliances i.e. on-bill financing model in cooperation with utilities and financed by commercial lenders ➔ Provide de-risking instruments such as first loss guarantee for ESCOs, crowd-in funding for commercial finance, and energy savings insurance ➔ Explore the potential for Super ESCOs
  9. 9. 9 Recommended activities for the Roadmap on EE Financing Market lift ➔ Create a program targeted towards FI’s top management to be better informed on EE financing scheme and manage their perception of its risks ➔ Create a local network of EE project development professionals by supporting FI training on EE project development and financing to build their confidence on EE projects
  10. 10. 10 Timeline of implementation Short term (3-6 months) Support BSP to articulate its EE finance objectives Facilitate BSP joining the IAEECC and support the Committee's finance goals Support FI training on EE project development and financing (energy auditing, monitoring and verification, energy management, other training) Host meetings for both awareness and cross-sector business matching Medium Term (6-12 months) Develop a revolving fund with concessional finance and underpinned by public demonstration projects Pursue on-bill financing programmes with selected utilities and banks Longer term (12 months+) Support for utility obligation and 'white certificate' schemes Explore potential for a public super-ESCO Develop an energy savings insurance product (with a local insurance counterparty) IAEECC - Inter-agency Energy Efficiency and Conservation Committee
