It is about the transformation of comppetion into an added value which is in cooperation. The introduction of a common negotiator helps to move the inter relationships (local, national, global) from unreasonable assumption to r easonable assumption based o,n a join fact finding b uilding process, assessing date, correcting misconception and building an agenda for project management. It is moving the society from potential conflict to potential cooperation (SDG17)
