“His strong interpersonal and
communicative skills cultivatedlasting
professional relationships with
multiple joint and interagency
partners. Of particular note, SSgt
Carper has an extraordinary
understanding of how every asset –
land, sea or air – can be applied
effectively towards a larger
counterinsurgency fight. His ability to
visualize second- and third-order
effects to get aheadof the enemy
thought process is a noteworthy talent,
as is his ability to teach that though
process to those around him – peer,
subordinate and superior alike.”
Thomas Scanzillo, Major
U.S. Army Special Forces
“I have known Mr. Carper since July
of 2012. I have worked with him on
multiple CAS trips as well as in the
training of multiple MQT students at
the 321st STS. Mr. Carper is one of
the most dedicated instructors Ihave
worked with. He has spent countless
hours of his own time off duty to
assist with the training of MQT
students at the 321st STS. This
includes his weekends. I have never
heard him say no when there is a
question that relates to training at
odd hours. He is an extremely
motivated and knowledgeable
instructor. He is the type of guy who
always has the answer, and if doesn’t
he will get it to you in a timely
manner. It’s rare to find someone with
the amount of dedication Mr. Carper
brings to the 321st
STS.”

During SSgt Carper’s most recent
deployment I personally witnessed, on
multiple occasions, his ability to
employ creative air power solutions to
complex problem sets while supporting
unconventional forces in highly non-
permissive environments. SSgt
Carper’s principled personal resolve,
never quit attitude, and extensive
command and control experience
ultimately led to a series of
organizational successes through the
implementation of non-kinetic
capabilities leveraged in a unique
effects-basedmanner.
Glenn Wilderman, TSgt
USAF Battalion NCOIC
“Mr. Carper has a can-do attitude.
His operational tempo never allows
him the luxury of turning down
training. Mitch never has to be asked
to put more time into his work, and
on every level requires himself to go the
extra mile at all times”. “Bottom
line, Mitch has one of the best work
ethics and is one of the most
knowledgeable instructors I’ve met.”
