• I have identified major methodological errors in and suggested such corrections to BEA methodology
and practice:
2. o Reclassification of revenue from interest rate cash flow hedging from gains/losses to operating
revenue, which allows application of higher tax rates to these revenues and unlocks billions of
dollars of additional tax revenue for the Department of the Treasury without levying new taxes or
increasing existing taxes;
o Correction of principles of consolidation of limited partnerships as sources or recipients of
foreign direct investments, and thus overhaul of identification of corporate parents and beneficial
owners, of their classification & domicile;
o Elimination of archiving procedure which is saving for BEA significant amount of time, labor,
materiel, and expenses.
