Swisscontact is an independent Swiss foundation promoting economic, social, and environmental
development. Swisscontact's objective is to open up pathways out of poverty for people in developing
countries through broad-based economic development. ln its various projects Swisscontact facilitates
access to skills development programmes, fosters competitive entrepreneurship, creates access to local
financial services, and promotes sustainable use of resources. Employing around 900 people, Swisscontact
works in more than 29 countries. The foundation's headquarters is in Zürich.
Friedrich Schulleri has worked for Swisscontact from l June 20L4to 30 November 2015 as Country
Director in Niamey, Niger.
The duties of Friedrich Schulleri as Country Director Niger included
o Overall responsibility for all Swisscontact projects in Niger - from project start, through project
implementation to project conclusion
r Effect administrative tasks for the projects within Niger such as ensuring institutional registration,
adherence of activities to the country's laws and regulations, institutional operations such as bank
accounts, premises, contracts and SextANT set up
¡ Responsible for HR planning, budgeting and recruitment in collaboration wíth the project
managers
o Ensuring that Swisscontact's Code of Conduct and Project Manuals are available and understood
by all Swisscontact employees within the country
¡ Overall responsible for accounting, i.e. ensuring funds to implement the projects are available by
timely requisitioning, monthly balancing of bank statements and accounts.
¡ Responsible for the timely monthly dispatch of accounting documentation to Head Office
o Responsible for organizing and effecting the audit process twice yearly in collaboration with Head
Office and the audit company
o Responsible for the documentation, filing and archiving for all contracts, partnersh¡p agreements,
accounting documents, HR and project documents
¡ Responsible for planning and organizing internal and external evaluations according to
Swisscontact's regulations and the stipulations laid out in the contracts with other sponsors
. Represent Swisscontacts interests in Niger towards public authorities, partner organizations and
other stakeholders

Project Manager Skills Development Projects
o Plan, manage and implement the projects according to the approved plans and budgets for
projects sponsored by Swisscontacts Development Program and other sponsors
o Management of the project according to Swisscontacts mission, regulations and aims
o lnnovative development of the intervention area by the development of new products that can
be replicated within and beyond the region
r ldentifying Swisscontacts partner organizations and negotiating partnership agreements or
Memoranda of Understanding
¡ Timely narrative and financial reporting according to the Swisscontacts regulations and project
contracts of other sponsors.
o Ensure complete and timely project documentation at all times
¡ Monitor project implementation with all partner organizations
¡ Monitor budget and ensure cash availability for project implementation according to Swisscontact
and other sponsors regulations
r Evaluate new projects and requests HR resources and other investments where appropriate
o lnitiate approved recruitment/procurement processes with all the necessary administrative
requirements such as contracts, insurance and induction
¡ Provide leadership and support for the employees of the Niger office
¡ Establish job descriptions and appraisals for all direct reports
o Recommendations for the further training of direct reports
¡ Contract consultants where necessary
o Where necessary provide leadership and support for external consultants, advisors, short-term
experts a nd interns/trainees
Business development
¡ Market intelligence and assessment of opportunities
o Being alert for information on tenders and other opportunities for potential new projects, project
budget enhancements and project extensions for Swisscontact with regards to financial services,
skills development and SME development in the region
o Assessing of such opportunities in collaboration with the head business development and regional
director
o Active support in drawing up expressions of interest, concept notes and proposals by providing
content and documentation where necessary
Specific tasks
o Providing backstopping and leadership to other Swisscontact projects in the area of skills
development within the region and beyond

Friedrich Schulleri was responsible for several projects funded by SDC, EU and LED in the field of skills
development and labor market insertion" in Niamey, Niger.
During his work he made efficient use of his profound knowledge in the field of development
cooperation and skills development and was always willing to broaden his expertise in order to adapt
it to new demands.
We knew Friedrich Schulleri as a highly engaged, motivated and responsible team leader. His
outstanding characteristics were a very structured and conscientious way of working and a high
degree of specialist skill. He knew how to set priorities properly and worked independently and
therefore accomplished his goals efficiently. Friedrich Schulleri has worked very prudently,
conscientiously and precisely. We were satisfied with his performance in every way.
ln implementing projects, Friedrich Schulleri knew how to prioritize correctly in order to achieve the
targets set. Even for difficult challenges in a very fragile context and with major security concerns he
found and implemented very effective solutions and achieved good results. His behavior towards his
superiors, employees, clients and partners was always loyal and correct.
Friedrich Schulleri is leaving Swisscontact for a new professional challenge. We regret his departure
