2. Introduction
The law is the normative and institutional human
behavior in society inspired by principles of justice,
whose base are social relations that determine its
content and character. In other words, are behaviors

interaction and to settle international conflicts

Justice has been defined by history as the moral virtue that

establishment of a public authority can to promulgate and
enforce, in this sense, the regency administration or as rough
beginning, comes from citizens and is exercised on behalf of the
Republic and by the authority of the law, through the organs that
make the judiciary.
