been long since the re-
bellion in Rajasthan,
when an attempt was
made to destabilise the
Gehlotgovernment,and
nowyetanotherattempt
hasbeenmadetothwart
the credibility of Gehlot
government by hatch-
ing a criminal conspira-
cy and linking the Hath-
ras gangrape and mur-
der to Rajasthan.
The ‘relevant’ politi-
cal circles in the desert
state are abuzz with the
word that few BJP lead-
ers in Jaipur and New
Delhi and also one or
two renowned Congress
rebels as well as a sec-
tion of powerful media
in Jaipur and New Del-
hi, are also behind this
attempt to malign the
government. It is said
that these individuals
have a knack for creat-
ing such troubles for
the ruling dispensation
and now they are trying
to link Hathras with
rape incidents in Baran
and Sawai Madhopur.
However, apparently,
more than the principal
opposition party - BJP
- a few disgruntled Con-
gress leaders, in close
association with media
are seen to be a part of
this exercise.
Truth be told, there is
not even a remote con-
nection between Baran
and Sawai Madhopur
incidents yet attempts
are being made. In the
horrific Hathras inci-
dent, the dalit girl was
gang raped, her tongue
cut off and later she was
murdered. After this,
the UP Police, at dead of
night, conducted the
cremation of the girl
and not even the family
of the victim was al-
lowed to see her. When
Rahul and Priyanka
were going to meet the
family members, they
were stopped in Greater
Noida and manhandled
by the cops.
However, in a com-
plete departure to the
‘handling’ of the matter
by the UP government,
in Rajasthan, Chief
Minister Ashok Gehlot
gave an open invitation
to opposition leaders
both from state capital
as well as national capi-
tal to visit Baran and
find the truth for them-
selves. Gehlot went on
to stress that the secu-
rity of any visiting
leader would be the re-
sponsibility of the state
government.

tussle with cops who re-
fused to let Gandhi pass,
citing orders banning
large gatherings amid
coronavirus concerns,
and shoved him to the
ground in the chaos that

RECOMMENDS CBI PROBE
Lucknow: The alleged rape and murder of a 20-year-old
woman in Uttar Pradesh’s Hathras will be investigated
by the CBI, the Yogi Adityanath government said this
evening. “Chief Minister @myogiadityanath Ji has
ordered the CBI to conduct a probe into
the entire Hathras case,” the UP Chief
Minister’s office tweeted. The ruling
BJP, which is under pressure over its
apparent inability to prevent horrific
crimes against women - at least
two more assaults and rapes
have been reported from the
state since the Hathras case -
had earlier dismissed pro-
tests by the opposition
as a “political stunt”.

Ashok Gehlot led Con-

law and order, BJP state
president Satish Poonia
on Saturday said that
the state has become a
capital of crimes where
the criminals are roam-
ing free and crime
against women has in-
creased.
He said that the par-
ty will hold a ‘Halla
Bol’ demonstration at
the district headquar-
ters on October 5. “The
rate of crime against
women has increased.
This is not a mere po-
litical allegation but
the data of NCRB,”
Poonia said.
He said that in the last
20 months, during the
rule of Ashok Gehlot,
the graph of crime in-
creased. Gehlot, who
holds the home portfo-
lio, has failed in con-
trolling the crime in
the state, he tweeted.
Poonia said that
during the ‘Halla Bol’
protests, the party will
seek intervention of
the Governor for doing
a review of the poor
law and order in the
state. Deputy leader of
opposition Rajendra
Rathore asked when
the state government
will wake up. “The
state government has
failed in controlling

jasthan on Saturday.
The polling was held for
the post of Sarpanch
and Panch in 1028 Gram
Panchayats in 21 dis-
tricts for the post of Sar-
panch and Panch.
The final voting per-
centage was 84.67 per-
cent, according to a
spokesperson of the
state election commis-
sion. Highest voting per-
centage of 92.75 was re-
corded in Ramsar Pan-
chayatSamitiinBarmer
district while Kurabad
panchayat samiti in
Udaipur recorded the
lowest voting percent-
age of 77.10. The state
election commission
had issued guidelines

on Saturday. First phase

including two minor
sisters were drowned
in two separate inci-
dents in Rajasthan’s
Dungarpur and
Bhilwara district.
Archana (12) and her
younger sister Kinjal
(10) had gone to take
bath in an anicut in

tion where they
drowned. The bodies
were fished out and
shifted to a hospital for
postmortem.
In Bhilwara, two men
were drowned in Bagore
town. Suresh Raiger
and Sukhwal, both la-
bourers, were taking
bath in Mahasatya ani-
cut where they slipped
into deep water and
drowned. The bodies
were handed over to
family members after
postmortem,policesaid.

Jaipur: The National
Commission for Wom-
en (NCW) members
Shyamla S Kunder
and Raju Desai have
reached Jaipur to
look into 16 cases of
rapes in the state.
Kunder said that
NCW had discussed
the cases with state
DGP through VC and
had asked for an ‘ac-
tion taken’ report. She
said the team had
come to the state after
it didn’t receive the
report from the DGP,
which is worrisome.
NCW members said
that there are some
cases not registered
by the state police,
which are not on re-
cord. They said people
hesitate in getting
their cases registered
due to fear of blow
back from the power-
ful perpetrators of
crime against women.
Rajul Desai raised
questions on the atti-
tude of state govt, that
stops them from talk-
ing to media giving
section 144 as the rea-
son. Desai counter
questioned the state
ministers participat-
ing in various public
functions despite sec-
tion 144. She said the
mere arrests of the
accused was of no sig-
nificance in rape cas-
es and the fast-tracked
justice is of ultimate
importance. She de-
clared that the daugh-
ters of the state were
unsafe.
The NCW members
met DGP Bhupendra
Singh and raised
questions on the
working of the police
in the rape cases.
They also expressed
dissatisfaction on
pending appoint-
ments to the State

COVID-19 would still “go
away.” Over time, Trump
said, “You’ll develop herd
– like a herd mentality. It’s
going to be – it’s going to be
herd-developed, and that’s
going to happen.”
What Trump was refer-
ring to, and misnamed, is
herd immunity, which a
population develops when
so many of its members are
infected by or vaccinated
against a given contagion
that a bulwark of resist-
ance counters the conta-
gion’s spread. But to base a
pandemic-response strate-
gy on the assumption that
herd immunity is inevita-
ble – vaccine or no vaccine
– is to afford a virus a path
of least resistance. That
was the case in Sweden,
where policymakers decid-
ed to forego lockdowns and
business closures in favor
of more lenient advisories
on mask-wearing and so-
cial distancing.
Unsurprisingly, Swe-
den’s subsequent COVID-19
infection and fatality rates
were among the world’s
highest. Moreover, the
Swedish economy contract-
ed by 8.6% in the second
quarter of 2020 compared
to the previous three
months – an important out-
come to note given the em-
phasis that many propo-
nents of herd immunity
place on reviving economic
growth. One such support-
er is Scott Atlas, a recently
appointed pandemic advis-
er to Trump who has advo-
catedfortheso-calledSwed-
ish model on Fox News.
“We like the fact that
there’s a lot of cases,” At-
las said in one interview.
“That’s exactly how we’re
going to get herd immuni-
ty, population immunity.”
Although Atlas has no epi-
demiological credentials
or experience, he does
seem to have the ear of the
president – as evidenced by
the latter’s remarks on
“herd mentality.” On Au-
gust 31, Trump made simi-
larly pointed – yet evasive
– comments to Fox News’s
Laura Ingraham. “Once
you get to a certain num-
ber, we use the word herd,
right?” he said. “Once you
get to a certain number, it’s
going to go away.”
With SARS-CoV and
MERS-CoV, the culprits of
the last two lethal corona-
virus epidemics, long-term
research was too sparse
and underfunded to verify
their capacity for reinfec-
tion. But two scientific
case studies – one on a pa-
tient in Hong Kong, and
another (still undergoing
peer review) on a patient
in Nevada – have already
confirmed that the SARS-
CoV-2 virus that causes
COVID-19 can reinfect an
individual.
These studies show that
our immunity to coronavi-
ruses is alarmingly short-
lived and quick to fade – a
disappearing act that
makes building protection
to SARS-CoV-2 difficult
enough for an individual,
much less an entire popula-
tion.
“The White House is no
longer even recommend-
ing that states do things to
stop the spread of this vi-
rus – things that just weeks
ago they were telling the
states they needed to do,”
Maddow said. “When it’s
not just what [Trump] is
saying, but what he’s do-
ing, we have to recognize
this as a huge deal.”

IN COVID-19 VACCINE
LIES PEOPLE’S HOPE
ith POTUS Donald Trump in the hospi-
tal with fever and breathing trouble af-
ter testing positive for Covid, efforts for
an early vaccine against the virus have
been intensified. President Trump had
repeatedly said that a vaccine will be ready for ap-
proval before the November 3 US elections. It
seems that the American pharma company Pfizer
could be in the final stages of data analysis, al-
though an apprehensive group of 60 American
scientists and health experts have urged Pfizer to
first meet safety standards before applying for
regulatory clearance.
Of the six vaccine candidates, including Pfiz-
er’s, Oxford University’s vaccine is also among the
front-runners. Its trial was briefly put on hold af-
ter a participant in the trial fell ill. Having over-
come the hurdle the vaccine, it was reported, could
be ready in the next three months with regulators
approving it by early next year. The European
Medicines Agency (EMA) has already started a
real-time review of data of the Oxford vaccine
trial. The vaccine is being co-produced by Astra-
Zeneca. The EMA real-time monitoring of data
means that the Oxford vaccine could be the first to
enter the European market.
After the setback in Britain Oxford vaccine trials
were halted in India as well, although they had been
running smoothly. Trials are now being done for the
vaccine’s safety and efficacy on about 30,000 partici-
pants from the UK, South Africa, Brazil, and India.
With Covid cases being reported from several
countries of the world and the fear of a second
phase of the virus, people’s hopes rest on the avail-
ability of a vaccine.

OVER YOGI GOVT
he ham-handed manner in which dis-
trict officials of Hathras handled the
alleged suicide and murder of a teen-
aged Dalit girl has left the Yogi Adity-
anath government has been left with egg
on its face. The embarrassment is more than when
infants died in the BRD Medical College due to lack
of oxygen supply in 2017 or when a Hindu outfit’s
workers led by Yogesh Raj and others shot dead
Inspector Subodh Kumar Singh in Bulandshahr in
2018. Yogi was then concerned more about the
cows, which were rumoured to have been slaugh-
tered, than the killing of a senior police officer. In
Gorakhpur Yogi made a scapegoat out of a Good
Samaritan and in the case of Bulandshahr the po-
lice officer’s widow couldn’t protest beyond a
point. Hathras’ case, however, is different.
Yogi may have been adjudged the best chief min-
ister in the country by a magazine but incidents
like Hathras show him as insensitive towards cul-
tural, religious, and emotional sensibilities. Had
this not been the case he would have suspended the
DM and SP of Hathras when they forcibly cremat-
ed the girl’s body at night and treated the hapless
family as terrorists.
The Congress has exploited the issue to its advan-
tage while the Bahujan Samaj Party and the Sama-
jwadi Party were conspicuous by their absence.
Even if it is short-lived, Priyanka Gandhi and Ra-
hulGandhiwonabigpoliticalvictoryastheyforced
the UP government to allow them to proceed to
Hathrasandmeetthebereavedfamilywhichinsists
that they were being forced to toe the official line.

“What can I do for you Mr

favour from you. I was natu-
rally surprised. “Go ahead”, I
said. “I would be most obliged
if you could give me a letter of
introduction to R.K Narayan. I
was told he is a friend of
yours.” I confessed that RK
Narayan and I were close
friends. “I will certainly do so.
Why do you wish to meet him.”
“ I want to get his permission
to make a film of his novel
“The Guide”. They met in Ban-
galore. A deal was struck. The
film was a big hit. Waheeda
Rehman was the heroine. Dev
the hero.
We now come to 1969. I was
then working in Indira Gan-
dhi’s Secretariat. It was late
summer. My office telephone
rang, “Natwarji, this is Dev
speaking. I am in Delhi, I want
to meet Indiraji. I need your
help.” He and I had met only
once. “she is extremely busy”.
“I only will take a few minutes.
I want to invite her to see my
new film “Prem Pujari” I will
arrange a special hall for her”.
“Devji this is a tall order, but I
will try.”
I spoke to Prime Minister.
She had met him during her
father’s time. “I will see him on
Saturday before lunch here in
South block. Not more than ten
minutes.” On the appointed
time on Saturday, I received
Dev Anand at gate number one
of South Block. I do vaguely
remember his attire. It was
non-filmy. The Prime Minister
was her charming self. About
watching the film, she said she
would think about it. Natwar
will let you know”
When the Prime Minister
and Dev Anand came out of her
office the corridors were full
with the staff and officers to
watch the Prime Minister
walking with Dev Anand. Obvi-
ously, word had got round
about the meeting.
As she was entering her car
she said to me, “Natwar you see
the film and let me know what
you think of it.”
Dev was naturally disap-
pointed when the Prime Minis-
ter’s schedule prevented her to
watch “Prem Pujari”. I told the
Prime Minister I liked the film
“but you will not”.
In 1975 London, Dev met me
at a well-known restaurant and
let me have it. He was in a foul
mood, “How can Jawaharlal
Nehru’s daughter do this to our
country. How can you defend
the Emergency? When I get
back to Bombay I shall start an
agitation against Indira Gan-
dhi. “Have you finished”, I
asked. He kept quiet. “I am not
enjoying what is happening. I
wrote to the Prime Minister. I
know what to say to our critics.
I do not know what to say to our
friends. It was impossible to
sell the emergency in England.
I got no reply.” The meeting
ended on a sour note.

‘Ready to waive interest ‘on
interest’ during moratorium’
New Delhi: Compound
interest accrued during
the six-month morato-
rium on repayment of
loans up to Rs two crore
taken by individuals
and MSME will be
waived, the Centre told
the Supreme Court in
an affidavit on Friday.
The moratorium was
announced as part of
measures to mitigate
economic hardships
caused by the Covid-19
pandemic and the lock-
down imposed to check
its spread in March.
The government made
the announcement in
the affidavit as a bunch
of petitions seeking a
waiver of accrual of in-
terest for the moratori-
um period are pending
before the court.
The affidavit, however,
said the waiver on con-
tractual interest on
loans cannot be waived
as it will lead to a huge
financial burden on
banks estimated to be
more than Rs 6 lakh
crore. “Union of India
has decided to continue
the tradition of hand-
holding the small bor-
rowers. The Govern-
ment has decided that
the relief on waiver of
compound interest dur-
ing the six-month mora-
torium period (March
1-August 31) shall be
limited to the most vul-
nerable category of bor-
rowers.”
The waiver will apply to
MSME/entity or indi-
viduals, who have taken
below Rs 2 crore educa-
tion loans, housing
loans, consumer dura-
ble loans, auto loans,
personal loans, profes-
sional, etc.
The Centre said the de-
cision was taken in the
interest of borrowers
and the banks, which
would unable to sustain

AIIMS report rules
cause of Sushant ’s
death as suicide
New Delhi: The All In-
dia Institute of Medical
Sciences’ (AIIMS) Fo-
rensic Medical Board,
which was formed to
look into Sushant Sin-
gh Rajput’s death case
has ruled out the mur-
der of the late actor in
its report. “We have
concluded our conclu-
sive report. It is a case
of hanging and death
by suicide,” Dr Sudhir
Gupta, AIIMS Forensic
Head told ANI on Sat-
urday. “There were no
injuries over the body
other than hanging.
There were no marks
of struggle/ scuffle in
the body and clothes of
the deceased,” said Dr
Gupta who is chairman
of the AIIMS Forensic
Medical Board com-
prising seven doctors.
The board has dis-
cussed its findings with
the Central Bureau of
Investigation, which is
investing the late ac-
tor’s death case.
“The presence of any
seductive material was
not detected by Bom-
bay FSL and AIIMS
toxicology lab. The
complete examination
of ligature mark over
the neck was consist-
ent with hanging,” he
added.
However, the medical
board has refused to
provide the details as
the case it is still sub-

India tops globally with
highest Covid recoveries
New Delhi: India con-
tinues to occupy the top
global position with the
maximum number of
COVID-19 recoveries
and accounts for 21 per
cent of the recovered
cases worldwide, while
its share in the total
cases stands at 18.6 per
cent, the Union Health
Ministry said today.
India has also main-
tained its global posi-
tion with one of the low-
est COVID-19 case fatal-
ity rates (CFR) when
compared to several
other countries.
While the global CFR
stands at 2.97 per cent
as on date, the compara-
tive figure for India is
1.56 per cent, it said.
The deaths per mil-
lion population in India
is one of the lowest in
the world. While the
global average is 130
deaths per million pop-
ulation, India is report-
ing 73 deaths per mil-
lion population, the
ministry said. The
number of people who
have recuperated from
the disease surged to
54,27,706, with 75,628 re-
covering in a span of 24
hours, pushing the na-
tional recovery rate to
83.84 per cent. “India
continues to occupy the
topglobalpositionasthe
country with the maxi-
mum number of recov-
eries,”theministrysaid.

sial case of an overhead
water tank in doctor’s
colony at DCM Ajmer
road is hitting the head-
lines once again. Soon
after the overhead tank
was constructed and
filled with water it was
leaking. The PHED vig-
ilance team on investi-
gation found four major
problems in the tank.
Firsly, there was leak-
age in the bottom, coni-
cal valve and vertical
wall of the tank. Sec-
ondly, the accused con-
tractor Kashmiri Lal
had not used the ap-
proved pump, soft seat-
ed valve, butterfly valve,
flow metre and water
level indicator. Thirdly,
the pipeline to the tank
was fitted without sec-
tional testing and was
found at much less than
the approved depth.
Fourthly, The work
was to be completed
within one year of the
work order released on
2nd July 2013 but was
unfinished until the in-
vestigation was done.
In the normal course
there had to be an action
against the guilty offic-
ers after the investiga-
tion report but since the
contractor was a rela-
tive of a, then in power,

called for other municipal bod-
ies to distribute masks on the
lines of Housing Board.

Jaipur: There is a
good news for the econ-
omy and particularly
for states. The past
month of September
2020 has registered
the highest Goods
and Service Tax
(GST) collection in
the current financial
year topping at ru-
pees 95,480 crores.
But what is more in-
teresting to note is
the fact that Ra-
jasthan is at the fore-
front of Goods and
Service Tax inflows
in the country
amounting to 17% in-
flows, followed by Ta-
mil Nadu at 15% when
compared for the same
time period of last
year, i.e September
2019.
The stellar perfor-
mance by ‘Team Ra-
jasthan’ in GST col-
lection means that

with state’s out-
standing perfor-
mance and is confi-
dent to perform even

The increase in rev-
enue collection from
GST indicates that the
economic activity is
picking up as lock-
down restrictions have
been eased. In fact in
September 2020, the
indirect tax collec-
tion is over 10%
higher than that of
August.
Furthermore, it is
4% more than the
collections for Sep-
tember 2019, when
the Corona induced
lockdown was no
where in picture. Inter-
estingly, this year Sep-
tember collection
marks only the second
time when revenue has
surged over Rs 90,000
crore mark, previous
best being collection
done in January 2020
when almost Rs 1.11
lakh crore were col-
lected, and it was after
January that the grad-
ual decline started oc-
curring.
It was in the
months of April and
May that the collec-
tions hit their worst
with only 32000 and
62,000 rupees col-
lected respectively.
We all face failure sometime or
the other but if we learn and use
that experience wisely then it is a
small victory of sorts.

portfolios or were

had also put tension

CHANGING
ATTITUDE
Once considered the
most powerful gen-
eral secretary in BJP
organization, Ram
Madhav’s departure
from JP Nadda’s new
team is surprising,
however Madhav sup-
porters argue that the
PM is going to include
him in his cabinet.
There are people from
the other stream, say-
ing that these days PM
is angry with Madhav,
for many reasons. A
Gulf country ambassa-
dor met PM and com-
plained about Madhav.
When he was in Assam,
he announced CM Sar-
bananda Sonowal as
the CM face in the up-
coming election, due to
which Hemant
Biswa Sarma
got so an-
noyed that
he refused
to contest
next elec-
tion. To

him the
PM
himself had to take ini-
tiative, and proposed to
include him in his cabi-
net. The PM is also be-
lieved to have disliked
the move by Madhav
when he met a busi-
nessman close to Mad-
hu Koda to topple He-
mant Soren’s govern-
ment in Jharkhand and
there were talks of
some transactions. Is
this the only reason
that Madhav is rebel-
ling. In his article pub-
lished in Indian Ex-
press newspaper on
Gandhi Jayanti,
he openly ex-
pressed his
views, and
wrote- ‘ Gan-
dhi respect-
ed his critics
while the dic-
tator did not
tolerate op-
p o -
sition. They live in their
cocoons, surrounded by
men and henchmen, the
same story was repeat-
ed from Hitler to Stalin.
These signs are bigger
and Madhav’s inten-
tions are even greater.

dent with Baran inci-
dent saying anyone can
go and know the ground
reality in Baran.
“BJP is comparing
Hathras incident with
Baran incident which is
condemnable. If a crime
has taken place then
anyone can go there and
know the ground reality.
We have not restricted
anyone’s movement and
have not stopped anyone
from visiting Baran,”
Sharma told reporters
during his Bhilwara
visit on Saturday.
He said that rape and
death of a girl in Hath-
ras was unfortunate and
conduct of officials was
condemnable.
“The police cremated
the body at night. What
the government wants
to hide?” He asked.
It was Sharma’s first
visit after becoming the
in-charge of Bhilwara
during which he
launched a mass aware-
ness movement against
corona. The minister
was welcomed by the
party workers and office
bearers at circuit house
and garlanded him. He
laterlaunchedthemove-
ment at Sharma Poly-
technic college.
“People have become
fearless and not follow-
ing the covid-related
guidelinesandprotocols
seriously. If people use
the mask for one month,
the corona spread will
be reduced significant-
ly,” he said.
Sharma said that the
government has fixed
corona investigation
rates in private labs and
hospitals as well and ac-
tion will be taken if any
hospital takes more
than fixed charges. Be-
fore reaching Bhilwara,
Sharma halted at Nasir-
abad and conducted a
surprise visit to the gov-
ernment hospital there.

It is said that these individuals have a knack for creat- ing such troubles for the ruling dispensation and now they are trying to link Hathras with rape incidents in Baran and Sawai Madhopur. However, apparently, more than the principal opposition party - BJP - a few disgruntled Con- gress leaders, in close association with media are seen to be a part of this exercise. Truth be told, there is not even a remote con- nection between Baran and Sawai Madhopur incidents yet attempts are being made. In the horrific Hathras inci- dent, the dalit girl was gang raped, her tongue cut off and later she was murdered. After this, the UP Police, at dead of night, conducted the cremation of the girl and not even the family of the victim was al- lowed to see her. When Rahul and Priyanka were going to meet the family members, they were stopped in Greater Noida and manhandled by the cops. However, in a com- plete departure to the ‘handling’ of the matter by the UP government, in Rajasthan, Chief Minister Ashok Gehlot gave an open invitation to opposition leaders both from state capital as well as national capi- tal to visit Baran and find the truth for them- selves. Kunder said that NCW had discussed the cases with state DGP through VC and had asked for an ‘ac- tion taken’ report. She said the team had come to the state after it didn’t receive the report from the DGP, which is worrisome. NCW members said that there are some cases not registered by the state police, which are not on re- cord. It’s going to be – it’s going to be herd-developed, and that’s going to happen.” What Trump was refer- ring to, and misnamed, is herd immunity, which a population develops when so many of its members are infected by or vaccinated against a given contagion that a bulwark of resist- ance counters the conta- gion’s spread. But to base a pandemic-response strate- gy on the assumption that herd immunity is inevita- ble – vaccine or no vaccine – is to afford a virus a path of least resistance. That was the case in Sweden, where policymakers decid- ed to forego lockdowns and business closures in favor of more lenient advisories on mask-wearing and so- cial distancing. Unsurprisingly, Swe- den’s subsequent COVID-19 infection and fatality rates were among the world’s highest. Moreover, the Swedish economy contract- ed by 8.6% in the second quarter of 2020 compared to the previous three months – an important out- come to note given the em- phasis that many propo- nents of herd immunity place on reviving economic growth. One such support- er is Scott Atlas, a recently appointed pandemic advis- er to Trump who has advo- catedfortheso-calledSwed- ish model on Fox News. “We like the fact that there’s a lot of cases,” At- las said in one interview. “That’s exactly how we’re going to get herd immuni- ty, population immunity.” Although Atlas has no epi- demiological credentials or experience, he does seem to have the ear of the president – as evidenced by the latter’s remarks on “herd mentality.” On Au- gust 31, Trump made simi- larly pointed – yet evasive – comments to Fox News’s Laura Ingraham. “Once you get to a certain num- ber, we use the word herd, right?” he said. “Once you get to a certain number, it’s going to go away.” With SARS-CoV and MERS-CoV, the culprits of the last two lethal corona- virus epidemics, long-term research was too sparse and underfunded to verify their capacity for reinfec- tion. But two scientific case studies – one on a pa- tient in Hong Kong, and another (still undergoing peer review) on a patient in Nevada – have already confirmed that the SARS- CoV-2 virus that causes COVID-19 can reinfect an individual. IN COVID-19 VACCINE LIES PEOPLE’S HOPE ith POTUS Donald Trump in the hospi- tal with fever and breathing trouble af- ter testing positive for Covid, efforts for an early vaccine against the virus have been intensified. President Trump had repeatedly said that a vaccine will be ready for ap- proval before the November 3 US elections. It seems that the American pharma company Pfizer could be in the final stages of data analysis, al- though an apprehensive group of 60 American scientists and health experts have urged Pfizer to first meet safety standards before applying for regulatory clearance. Of the six vaccine candidates, including Pfiz- er’s, Oxford University’s vaccine is also among the front-runners. Its trial was briefly put on hold af- ter a participant in the trial fell ill. Having over- come the hurdle the vaccine, it was reported, could be ready in the next three months with regulators approving it by early next year. The European Medicines Agency (EMA) has already started a real-time review of data of the Oxford vaccine trial. The vaccine is being co-produced by Astra- Zeneca. The EMA real-time monitoring of data means that the Oxford vaccine could be the first to enter the European market. After the setback in Britain Oxford vaccine trials were halted in India as well, although they had been running smoothly. Trials are now being done for the vaccine’s safety and efficacy on about 30,000 partici- pants from the UK, South Africa, Brazil, and India. With Covid cases being reported from several countries of the world and the fear of a second phase of the virus, people’s hopes rest on the avail- ability of a vaccine. W IN-DEPTH CONGRESS SCORES OVER YOGI GOVT he ham-handed manner in which dis- trict officials of Hathras handled the alleged suicide and murder of a teen- aged Dalit girl has left the Yogi Adity- anath government has been left with egg on its face. The embarrassment is more than when infants died in the BRD Medical College due to lack of oxygen supply in 2017 or when a Hindu outfit’s workers led by Yogesh Raj and others shot dead Inspector Subodh Kumar Singh in Bulandshahr in 2018. Yogi was then concerned more about the cows, which were rumoured to have been slaugh- tered, than the killing of a senior police officer. In Gorakhpur Yogi made a scapegoat out of a Good Samaritan and in the case of Bulandshahr the po- lice officer’s widow couldn’t protest beyond a point. Hathras’ case, however, is different. Yogi may have been adjudged the best chief min- ister in the country by a magazine but incidents like Hathras show him as insensitive towards cul- tural, religious, and emotional sensibilities. Had this not been the case he would have suspended the DM and SP of Hathras when they forcibly cremat- ed the girl’s body at night and treated the hapless family as terrorists. The Congress has exploited the issue to its advan- tage while the Bahujan Samaj Party and the Sama- jwadi Party were conspicuous by their absence. Even if it is short-lived, Priyanka Gandhi and Ra- hulGandhiwonabigpoliticalvictoryastheyforced the UP government to allow them to proceed to Hathrasandmeetthebereavedfamilywhichinsists that they were being forced to toe the official line. This is not new, but routine in UP,” Congress leader Azad told media. “The police is just a part, and the mentality of the leader is responsible for this,” he said. ‘Ready to waive interest ‘on interest’ during moratorium’ New Delhi: Compound interest accrued during the six-month morato- rium on repayment of loans up to Rs two crore taken by individuals and MSME will be waived, the Centre told the Supreme Court in an affidavit on Friday. The moratorium was announced as part of measures to mitigate economic hardships caused by the Covid-19 pandemic and the lock- down imposed to check its spread in March. The government made the announcement in the affidavit as a bunch of petitions seeking a waiver of accrual of in- terest for the moratori- um period are pending before the court. The affidavit, however, said the waiver on con- tractual interest on loans cannot be waived as it will lead to a huge financial burden on banks estimated to be more than Rs 6 lakh crore. “Union of India has decided to continue the tradition of hand- holding the small bor- rowers. The Govern- ment has decided that the relief on waiver of compound interest dur- ing the six-month mora- torium period (March 1-August 31) shall be limited to the most vul- nerable category of bor- rowers.” The waiver will apply to MSME/entity or indi- viduals, who have taken below Rs 2 crore educa- tion loans, housing loans, consumer dura- ble loans, auto loans, personal loans, profes- sional, etc. The Centre said the de- cision was taken in the interest of borrowers and the banks, which would unable to sustain this load. —Agencies New Delhi: Nobellaure- ateKailashSatyarthihas appealedtoPrimeMinis- terNarendraModitoend the crisis of justice for women and children, saying what is happen- ing to “our daughters” across India is a matter of national shame. The board has dis- cussed its findings with the Central Bureau of Investigation, which is investing the late ac- tor’s death case. “The presence of any seductive material was not detected by Bom- bay FSL and AIIMS toxicology lab. The complete examination of ligature mark over the neck was consist- ent with hanging,” he added. However, the medical board has refused to provide the details as the case it is still sub- judice. —ANI India tops globally with highest Covid recoveries New Delhi: India con- tinues to occupy the top global position with the maximum number of COVID-19 recoveries and accounts for 21 per cent of the recovered cases worldwide, while its share in the total cases stands at 18.6 per cent, the Union Health Ministry said today. India has also main- tained its global posi- tion with one of the low- est COVID-19 case fatal- ity rates (CFR) when compared to several other countries. While the global CFR stands at 2.97 per cent as on date, the compara- tive figure for India is 1.56 per cent, it said. The deaths per mil- lion population in India is one of the lowest in the world. While the global average is 130 deaths per million pop- ulation, India is report- ing 73 deaths per mil- lion population, the ministry said. The past month of September 2020 has registered the highest Goods and Service Tax (GST) collection in the current financial year topping at ru- pees 95,480 crores. But what is more in- teresting to note is the fact that Ra- jasthan is at the fore- front of Goods and Service Tax inflows in the country amounting to 17% in- flows, followed by Ta- mil Nadu at 15% when compared for the same time period of last year, i.e September 2019. The stellar perfor- mance by ‘Team Ra- jasthan’ in GST col- lection means that ACS (Finance) Niran- jan Arya, Secretary Finance (Revenue) Prithvi Raj and Chief commissioner commercial taxes (GST) Abhishek Bhagotia is upbeat with state’s out- standing perfor- mance and is confi- dent to perform even better during the current financial year, inspite of an ongoing corona rev- enue collection ‘roadblock’. The increase in rev- enue collection from GST indicates that the economic activity is picking up as lock- down restrictions have been eased. In fact in September 2020, the indirect tax collec- tion is over 10% higher than that of August. Furthermore, it is 4% more than the collections for Sep- tember 2019, when the Corona induced lockdown was no where in picture. Inter- estingly, this year Sep- tember collection marks only the second time when revenue has surged over Rs 90,000 crore mark, previous best being collection done in January 2020 when almost Rs 1.11 lakh crore were col- lected, and it was after January that the grad- ual decline started oc- curring. It was in the months of April and May that the collec- tions hit their worst with only 32000 and 62,000 rupees col- lected respectively.
