CUTSACROSSSTATEFROMTODAY
Vikas Sharma
Jaipur: With the in-
creasing heatwave in
the state, the govt has
now started power cuts
for one at the divisional
headquarters and for
two hours at district
headquarters also.
The government is
constantly taking feed-
back from the officials
and discussing the con-
dition of the power pro-
duction plants and the
coal supply
.
Energy Min Bhanwar
S Bhati on Wednesday
discussed the supply
system in detail with
the Discom officials.
Compared to last year,
the demand for electric-
ity has increased by
33%. But due to the
shortage of coal, the
production could not in-
creased accordingly, he
informed.
Meanwhile, BJP State
president Satish Poonia
said that people are suf-
fering due to undeclared
power cuts. He said that
power cuts in the states
were because of the mis-
managementof thestate

Rathore, protested out-
side the water supply
department’s office and
demanded to make the
system smoother.
In Jaipur’s Chaksu,
about half a dozen BJP
councillors reached the
office of Chaksu Water
Supply dept and protest-
ed by breaking earthen
pots. Due to non-availa-
bility of AEN and JEN
in the office, a demand
was made to solve the

by sitting outside office.
Meanwhile, in Hin-

es marked another

ber of cases in Jaipur in
the last 2 months.
On Tuesday, 50 cases
were reported, with 30

242 on Wednesday.
There is big jump in the
cases as on April 16 only
8 cases were reported.

The positivity rate
has doubled in just two
days since 30 cases were

contested case related

major development oc-
curred on Wednesday

Police had filed a case
in 2021 during Covid
lockdown under SC/ST

However, the High
Court stayed action on
the FIR. On Wednesday,
a hearing was conduct-
ed in the court of Jus-
tice Narendra Singh

Court quashed the in-
terim order of the stay
.
Meanwhile, Addi-
tional Police Commis-

informed in a press con-
ference that four offic-
ers conducted investi-
gation in the case and
as soon as the stay on

“There are 21 cases
filed in the entire state

demanding reappointment, fell sick during
the protest on the 27th day on Wednes-
day. They were admitted to SMS hospital.
The agitating candidates threatened to
intensify their movement against the state
government and said that the agitation
will be spread across the state if their
demands are not met. Meanwhile, one of
the candidates appeared in the guise of
Mahatma Gandhi in the dharna and other
candidates sat on keens in front of him.
The act was to symbolize their plight.

COURT ORDER ON
CURBING HATE?
fter the Supreme
Court’s warning the
Uttarakhand govern-
ment swung into ac-
tion to stop the dhar-
ma sansad where Muslim bash-
ing is preached as a new dharma.
Lefttoitself,thestategovernment
may have allowed the event to be
held as it did in the past. It is this
silence and perceived complicity
on the part of various govern-
ments, including the one at the
Centre, on blatantly hate-filled
speeches that 108 former bureau-
crats have written a letter to
Prime Minister Narendra Modi
to break his “deafening silence”
over the issue. Not just speeches,
they also expressed concern over
“escalation of violence against
the minority communities, espe-
cially Muslims”. They called this
escalationof violenceagainstmi-
norities in BJP-ruled states a
“frightening new dimension”.
The PM may or may not order
a halt to such acts but how long
will governments shirk their
constitutional duty is what re-
quires serious consideration,
especially when some courts
also go soft on perpetrators. It
seems SC is the only saviour.
A
he much-awaited
public offering of
the Life Insurance
Corporation of In-
dia has set in mo-
tion the Union government’s
exercise to meet its disinvest-
ment target of Rs 65,000 crore.
On offer are 22.13 crore shares
worth3.5percentof thecorpo-
ration’s capital base. With the
offloading of 3.5 percent the
government aims to make
around Rs 21,000 crore to-
wards its fiscal requirement.
ThisislowerthantheRs50,000
crore planned earlier. The
stock market’s choppy state
dissuaded the government
from selling even 5 percent of
its stake which would have
raised around Rs 30,000 crore.
However, coming after Air In-
dia, the LIC divestment has
confirmed the government’s
commitment towards privati-
sation of some of its assets.
The government has had
to cut its estimate on pro-
ceeds from stake sale to Rs
78,000 crore this year, lower
than the projected Budget es-
timate of Rs 1.75 lakh crore.
Two public sector banks are
on the government’s to-be-
sold list. It is still not certain
if the government will be
able to meet even its scaled-
down disinvestment target
but it surely is striving for it.
The divestment process is
necessary for the government
to cover its estimated fiscal
deficit of 6.4 percent in 2022-
23. Revenue from divestment
is the cushion which the gov-
ernment needs against rising
fuelpricesandinflationwhich
are predicted to spike further
as the Ukraine war drags on.
Given the turbulent state
of the market and reduced
appetite of investors there is
doubt over the kind of wel-
come investors will give to
the LIC IPO even though it is
bigger and better than the
Paytm IPO.

Now premise superim-

these very initiatives for the

able in Decentraland and
Geeks are selling plots, gar-

vetted in their virtual socio-
political construct, and
meshed it up as a virtual

Ostensibly again, it dawns
that facade behind this drool-
worthy visual endeavour
hides sinister plan of terror
groups with their foothold in
decentral and, armed with
detailed maps of the vista, to
train their cadres and sleep-
er cells in simulation exer-

Welcome to Metaverse. Be-
ing marketed as heady con-
coction of new-age technolo-
gies like 3D VR, Augmented
Reality, AI, Internet Of
Things, Edge Computing, the
Blockchain, Crypto-assets
like Nonfungible tokens and
Creator hubs, is out there for
money to be made as Web-3.0
conceptually evolves. But its
dark alleys and backstreets
may soon be soon inundated
by wicked digitization, mani-
festing as frauds, money
laundering especially of ter-
ror groups, child exploita-
tion, dis-information and
cyber attacks.
This un-policed territory
needs urgent attention of
policy makers to induce equi-
librium, lest it is manifested
with cartels, terrorists and
otherfringeelements.Aview-
ing of Steven Spielberg’s di-
rected 2018 movie ‘Ready
Player One’ is essential to
bring the clairvoyant effort
and import of the phenome-
non. The use of gaming plat-
forms as conduits of cryptic
messages by modern-day
criminals (and even ISIS’s
documented use of video
games for covert communica-
tion and recruiting youth) is
so rampant that it has been
laid bare in subaltern cultur-
al exposition in the popular
hindi movie ‘Suryavanshi’.
We will also not want sex
slaves to be traded by traffick-
ers over metaverse surrepti-
tiously in digital avatars, se-
cure in crypto-asset transac-
tions, neither pedophile pred-
ators using anonymity and
innovation by offsetting real
and virtual world at choice,
scouting gullible victims, as
an extension of dark web.
How does one statutorily
regulate this scenario, bal-
ancing innovation with regu-
lation. The writ of a country
runs large on every inch of
the soil through its Constitu-
tion, Major Criminal acts like
CrPC IPC, Revenue Acts
and right upto the innocuous-
looking The Treasure Trove
Act 1888 where every dime
found under the soil or act
conducted over it is fully ac-
countable to the rule of law.
How does one define the juris-
diction of metaverse in simi-
lar comprehensive manner?
Are the current laws of finan-
cial regulation, money laun-
dering, IT Act and others of
the ilk sufficient to regulate
this ecosystem? What inter-
national mechanism will
have to put up in place for
countering deviant offshoots
of metaverse?Action against
dark web operated cartels
was recently possible only by
concerted stings orchestrated
by FBI, Interpol EU police
forces in multi-country, mul-
ti-continent operations.
Self regulation will call for
concerted effort of all stake-
holders. In the Connect Con-
ference where Mark Zucker-
berg introduced his refur-
bished endeavour-META, he
extolled that “meta is going
all the way on open standards
and interoperability” and
“privacy and safety net need
to be built into the metaverse
fromthedayone”;butthepre-
vious conduct of Facebook to
enforce user integrity has
been Achilles heel for the
wholeconceptof digitaltrust.
The brand new Data Pro-
tection Bill on the anvil and
the forthcoming amend-
ments to refurbish the Major
Acts- CrPC, IPC Evidence
Act provides opportune time
to suggest policy interven-
tions to create the elusive
safety net. The writ of sover-
eign must run large- under,
on and above the ground.
Every vista in real world and

tected secure. Pleasant

New Delhi: Is the
Bharatiya Janata Party
going to focus solely on
North India and Hindi
speaking regions? In
view of the controversy
that started over Hindi,
it is believed that the
BJP has given up its
hope of expansion in
the states of South In-
dia. It is feeling that ex-
cept Karnataka, noth-
ing can happen in other
states at least in 2024
elections. Therefore, an
attempt has been made
to maintain its edge in
the states of the Hindi
belt and to consolidate
it more. Keep in
mind that there are a
little more than two
hundred seats in the
Hindi-speaking states
of North India, out
of which close to 90
per cent of the seats
are with the BJP and
its allies.
If BJP manages to
retain these seats, 2024
will be a cake walk be-
cause apart from the
Hindi belt states- Uttar
Pradesh, Uttarakhand,
Himachal Pradesh, Bi-
har, Jharkhand, Ra-
jasthan, Madhya
Pradesh, Chhattisgarh
and Delhi and Hary-
ana, the BJP is confi-
dent of winning all the
seats in Gujarat. Adi-
tionally, if it gets some
seats in Maharashtra,
Karnataka and West
Bengal, then it will get
majority. Possibly be-
cause of this, the de-
bate of Hindi has aris-
en and as the crescendo
to oppose Hindi in the
South would increase,
it will help the BJP to
strengthen its position
in North India and in
the Hindi belt.

ARENA OF CONFLICT
Mumbai (Agencies):
Maharashtra's ruling
Maha Vikas Aghadi
(MVA) hit out at the
Centre and Prime Min-
ister Narendra Modi
after he on Wednesday
pointed fingers at the
State Government for
pushing up petrol-die-
sel prices.
Leading the attack
from the front, Chief
Minister Uddhav
Thackeray reiterated
that despite being the
highest contributor to
the national exchequer,
Maharashtra has been
given step-motherly
treatment by the
Centre.While Maha-
rashtra gets only 5.5 per
cent of Central taxes, it
contributes as high as
38.3 per cent in direct
taxes, 15 per cent of
GST which is the high-
est in the country
. If di-
rect taxes and GST are
combined, Maharash-
tra is a leading state in
giving taxes. Yet, even
today, we are waiting to
get our Rs 26,500 GST
share, Thackeray said.
State Congress presi-
dent Nana Patole's pos-
er was what happened
to the Bharatiya Janata
Party's promise in 2014
to reduce petrol price to
Rs 40, but now, it has
more than tripled.
Since the time of
Atal Behari Vajpayee, a
Re 1/litre Road Develop-
ment Cess was being
collected, it went upto
Rs 2 during the tenure
of UPA PM Manmohan
Singh, and under the
present Modi govern-
ment, it stands at Rs 18/
litre, besides a Rs 4 agro
cess, he said.
He pointed out that
the Centre always hikes
cess instead of excise,
but when the rates are
reduced, only excise is
slashed,aswasdonedur-
ing the recent elections
in five states - since all
the states are entitled to
a certain revenue share
- thus depriving the
states of their due share.
Nationalist Congress
Party Minister
Chhagan Bhujbal
slammed the Centre for
repeatedly raising fuel
prices and then blam-
ing the states while not
reimbursing the GST
dues of the states.
Thackeray also said
that the MVA has re-
peatedly asked the
Centre to expand
the narrow defi-
nitions of the
NDRF criteria to
help victims of
disasters, though
the state has con-
tributed more than
the stipulated
amount.

New Delhi: The ongo-
ing politics in Maha-
rashtra and other parts
of the country has also
increased the concern
of Shiv Sena. Bulldozer
politics and the politics
of recitation of Hanu-
man Chalisa are taking
a toll on Sena’s own
brand of politics. Party
leaders are feeling that
if this politics of BJP
continues, then the core
Hindu vote of Shiv Sena
will veere away from it.
Its allies Congress and
NCP will not suffer
much because their po-
litical ground is far
from Mumbai and there
already exists a precon-
ceived notion about
them. But Shiv Sena
has not given up its Hin-
dutva agenda yet.
That is why the Shiv
Sena is worried about
the politics of Raj
Thackeray and Navneet
and Ravi Rana reading
Hanuman Chalisa or
distributing free loud-
speakers in Mohit
Kamboj’s temples.
Meanwhile, an NCP
leader has written a let-
ter to the Central Gov-
ernment seeking per-
mission to offer Namaz
outside the Prime Min-
ister’s residence in
Delhi which is in re-
sponse to the politics of
reading Hanuman
Chalisa in front of the
Chief Minister’s resi-
dence. Shiv Sena is con-
cerned that the issue of
Hanuman Chalisa ver-
sus Namaz should not
embroil the party’s im-
age in line with that of
NCP and Congress and
Shiv Sena should not
be called ‘Namazwadi
Party’. That is why its
leaders want this dis-
pute to end in some
way. But it looks like
this controversy will
not end as it is believed
that soon the cacopho-
ny of Hijab and Halal
meat will also start in
Maharashtra.
Shiv Sena may have set itself in BJP’s ‘political trap’!

SUPREME COURT TO BEGIN FINAL HEARING ON
PLEAS CHALLENGING SEDITION LAW ON MAY 5
New Delhi: The Supreme Court on Wednesday directed the
Centre to file its response by the end of the week on a batch
of pleas challenging the constitutional validity of the sedition
law. A three-judge bench of Chief Justice NV Ramana and
justices Surya Kant and Hima Kohli said it would commence
the final hearing in the matter on May 5 and would not
entertain any request for adjournment. We direct the Centre
to file reply by end of this week. Reply to the affidavit be
filed by Tuesday. List the matter for final disposal without
any adjournment on May 5, the bench said. The top court
also noted in its order that senior advocate Kapil Sibal will
lead the arguments from the petitioner’s side in the matter.
During the hearing, senior advocate Sanjay Parikh said the
plea filed by PUCL has not been listed.
CBI MOVES DELHI HC AGAINST TRIAL COURT ORDER
ON WITHDRAWAL OF LOC AGAINST AAKAR PATEL
New Delhi : The CBI Wednesday challenged before
the Delhi High Court the trial court order directing the
withdrawal of the lookout circular against Amnesty Inter-
national India Board chair
Aakar Patel in connection
with a case for the alleged
violation of the Foreign Con-
tribution (Regulation) Act,
The investigating agency
told the court that it was not
against the relief granted to
Patel and its grievance was directed towards the reason-
ing adopted by the trial court and apprehended that the
same would be used against it in other cases.
New Delhi: Minister of State for Electronics and IT
Rajeev Chandrasekhar said on Wednesday that despite
the Twitter board accepting Elon Musk’s $44 billion
takeover offer, the Indian guidelines for social media
platforms will not change in order to protect users’
data privacy and safeguard them from any harm.
Speaking at the ‘Raisina Dialogue 2022’ here. “Despite
Elon Musk’s takeover of Twitter, IT guidelines gov-
erning the social media platforms remain the same.
Social media needs to go beyond mere criminality and
also expand focus on user harm,” Chandrasekhar said.
New Delhi: The ED on Wednesday said it has attached
funds worth Rs 6.17 crore of various fintech compa-
nies in a case linked to dishing out mobile-app based
loans at exorbitant interest rates to gullible people
during the Covid-19 crisis. A provisional order to
attach the money was issued under the PMLA, it said.
“The accused, along with Chinese nationals, opened
various companies in the name of various persons for
the purpose of illegal transactions, issuing loans and
raising investments through mobile apps like Cash
Master, Cashin, Rupee Menu etc,” the ED said.
New Delhi (PTI): Lok Sabha Speaker Om Birla on
Wednesday held a bilateral meeting with his Maldivian
counterpart Mohamed Nasheed, stressing that regular

tary diplomacy between the two

New Delhi: The Su-
preme Court on
Wednesday asked the
Centre why it cannot
release AG Perarivalan
who has served 36 years
of his life term in the
Rajiv Gandhi assassina-
tion case, noting that
the government took a
bizarre stand that the
Tamil Nadu governor
had forwarded the deci-
sion of the state cabinet
of releasing the convict
to the President, who is
the competent authori-
ty to take a call on the
mercy plea.
The apex court said
when people who have
served lesser periods
are being released, then
why can't the Centre
agree on releasing him.
The Tamil Nadu gov-
ernment said the Cen-
tre is only trying to un-
settle the settled posi-
tion in law.
The top court said
that prima facie it finds
the governor's decision
to be wrong and against
the constitution as he is
bound by the aid and
advice of the state cabi-
net and it strikes a blow
on the federal structure
of the constitution.
A bench of Justices
LN Rao and BR Gavai
told additional solicitor
general KM Nataraj, ap-
pearing for the Centre,
to seek proper instruc-
tion in a week or it will
accept the submission
of Perarivalan and re-
lease him following the
decision of this court.
Nataraj said that in
certain situations, the
President is the compe-
tent authority and not
the governor especially
when a sentence of
death has to be com-
muted to life.
The bench told the
law officer that the con-
vict has served 36 years
in prison and when peo-
ple who have served
lesser periods are being
released, then why can't
the Centre agree on re-
leasing him.

At the upper end of
the price band the gov-
ernment will garner
around Rs 21,000 crore.

is through an offer-for-
sale (OFS) route, the
government is looking
to divest its 3.5 per cent
stake in the insurer by
selling 22.13 crore

Focus should be on stopping the
fighting: Jaishankar on Ukraine
New Delhi (PTI): The
best way to deal with
the conflict in Ukraine
would be to focus on
“stopping the fighting
and getting the talk-
ing” to move forward,
and India’s position on
the crisis is best placed
to advance such an ap-
proach, External Af-
fairs Minister S Jais-
hankar said on
Wednesday.
His comments came
in response to a ques-
tion at an interactive
session at the Raisina
Dialogue, India’s pre-
mier foreign policy
and geo-economics
conference.
Jaishankar on Tues-
day countered criti-
cism of India’s posi-
tion on Russia’s ac-
tions in Ukraine, say-
ing Western powers
have been oblivious to
the pressing challeng-
es in Asia including
last year’s develop-
ments in Afghanistan.
“We spent a lot of
time yesterday on
Ukraine and I have
tried to explain what
our views are but also
explained that in our
minds the best way for-
ward is to focus on stop-
ping the fighting, get-
ting the talking and
finding ways of moving
forward. We think our
choices, our positions
are best placed to ad-
vance that,” he said.
India has not yet pub-
licly condemned the
Russian attack on
Ukraine and has been
calling for the resolu-
tion of the conflict
through dialogue and
diplomacy
.
In his address, Jais-
hankar talked about
India’s 75-year-long
journey after Inde-
pendence and high-
lighted how the coun-
try played a key role in
promoting democracy
in South Asia.
Reflecting on areas
where India came up
short, the external af-
fairs minister listed a
lack of adequate atten-
tion to human resourc-
es and manufacturing.

Jaipur: Twitter ap-
pears to be the new bat-
tlefield for those em-
broiled in politics in the
state. Now, a new ‘war
of the words’ has
sparked off between
BJP state president Sat-
ish Poonia and Chief
Minister Ashok Ge-
hlot’s OSD Lokesh
Sharma.
Satish Poonia took a
dig at the government
over the power cut and
attached newspaper
cuttings, said “Cutting
off the power is the eas-
iest way to hide the fail-
ure. How will farmers
and industries function
without electricity?”
On this, Lokesh Shar-
ma gave the example of
Bharatiya Janata Party
ruled states and he too
shared news related to
power cuts in newspa-
pers and replied, “Does
the same thing apply to
the states like Uttar
Pradesh, Madhya
Pradesh, Haryana
etc...? Many states of
the country are facing
the same situation of
energy crisis.
In Madhya Pradesh,
there was a power fail-
ure during the speech
of the Chief Minister.
The problem is in many
places, don’t put it on
Rajasthan only

Karauli: Former Dep-
uty CM Sachin Pilot
was on a one-day visit
to the Karauli district
on Wednesday. Pilot de-
parted from New Delhi
by Janshatabdi Ex-
press and reached Gan-
gapur City by 4:15 pm.
Further, he reached
Khobpura village of
Sapotara by road where
he attended the mar-

AICC IT cell coordina-
tor Vishal Meena. On
reaching Khobpura,
Congress functionary
workers greeted him.
Interestingly, Pilot was
welcomed by a floral
garland of 51 kg.
On the way, Pilot was
given a grand welcome
at various places by
Congress workers led
by Women Congress
District President Van-

other supporters. He

Yogesh Sharma
Jaipur: The All India
Congress Committee’s
Chintan Shivir has put
all important programs
and appointments of
the Rajasthan Congress
on hold and therefore,
the wait for the third
list of political appoint-
ments has been extend-
ed, for which several
senior leaders were
waiting.
On December 29 last
year, due to the third
wave of Corona, the
public hearing program
in the PCC or the ‘man-
tri darbar’ was post-
poned, which has not
started again yet. How-
ever, now the list of par-
ticipants of the Chintan
Shivir is being pre-
pared.
Political appoint-
ments were conducted
on a large scale in the
Gehlot government
wherein new and old
faces were adjusted ac-
cording to preference.
Also, the leader of the
organization got prefer-
ence. But still some
prominent leaders and
workers were not given
‘placements’ in appoint-
ments. However, it
seems that they will
have to wait a long time
to get the appointment.
Interestingly, the
names of the remaining
district presidents have
not been announced yet
and meanwhile, the pro-
cess of organization
election is going on.
Amongst all this, brain-
storming is going on as
to who will be part of
the Chintan Shivir from
Rajasthan. It is believed
that only a limited num-
ber of leaders from Ra-
jasthan will be given an
invite for the shivir.
Notably, while State
Congress officials are
also not ready to speak
on whether the mantri-
darbar (minister’s
court) will be held again
at the state Congress
headquarters for the
public hearing of the
workers, the party
workers are continu-
ously waiting for the
start of public hearing
for the last 4 months so
that their works can be
disposed off on priority
.
Now it is being said
that after the Chintan
Shivir, the proceedings
of the minister’s court
will start in the PCC.
PCC officials say that
the schedule of public
hearing is ready but the
decision has to be taken
by the leadership. How-
ever, at present the PCC
is engrossed in the par-
ty’s Chintan Shivir and
the State Congress
Committee is now
working to make the
camp successful and
historic.

‘Fuelled up’ on fuel price hike,
Gehlot hits back at Modi’s jibe!

z On November 4, 2021, the Central Govern-
ment had reduced the excise duty on petrol by
Rs 5 and diesel by Rs 10 per liter

z In May 2020, during the Covid lockdown, the
Central Government had reduced the excise
duty on petrol by Rs 10 and on diesel excise
duty was increased by Rs 13 per liter

z The amount of excise duty increased in Covid,
was not reduced completely, VAT of the states
is levied on the excise duty of the Centre

z By reducing the excise duty, the VAT auto-
matically gets reduced, due to reduction in
excise duty on 4 November 2021, the Raj govt
automatically reduced VAT by Rs 1.80 per liter
on petrol and Rs 2.60 per liter on diesel

z To give relief to the common man, the state
govt on 17 November 2021 reduced VAT on
petrol by 4.96% and on diesel by 6.70%, due
to this reduction made 3 times

z There was a revenue loss of about Rs 6,300
crore per year, but the PM only mentioned the
revenue loss of 6,000 crore of Karnataka and
3500-4000 crores of Gujarat

z Karnataka and Gujarat would probably have
been mentioned in view of the upcoming as-
sembly elections there

❍ EXPLAINING TECHNICALITIES, CM
ASHOK GEHLOT STATES...
First India Bureau
Jaipur: CM Ashok Ge-
hlot on Wednesday
, took
a jibe at PM Narendra
Modi on his appeal to
opposition ruled states
to reduce heavy taxes
on petrol and diesel in
the state and compared
petrol and diesel in Ra-
jasthan with BJP-ruled
MP. Taking a dig at PM
Narendra Modi’s ap-
peal, Gehlot said that
PM might have called
Bhopal as Jaipur.
“In the meeting held
by PM Modi with the
Chief Ministers regard-
ing Covid, PM Modi ob-
jected that excise duty
was cut by the Central
Government but many
states did not reduce
VAT which did not ben-
efit the public.
The Prime
Minister
took the
name of
Ja i p u r
but want-
ed to give
that message
only to the BJP ruled
states because even to-
day the prices of petrol
 diesel in Bhopal are
higher than in Jaipur.
Perhaps by mistake in-
stead Bhopal, he said
Jaipur,” CM said.
In May 2014, when Narendra Modi became the Prime Minister, excise duty
was Rs 9.20 per liter on petrol and Rs 3.46 per liter on diesel, but today excise
duty is Rs 27.90 per liter on petrol and Rs 21.80 per liter on diesel. During the
UPA government, the states used to get their share of excise duty, but now the share of
the states has been continuously reduced to just a few paise per liter, so the states are
forced to increase their VAT. —Ashok Gehlot, Chief Minister
Jaipur: Chief Minister Ashok
Gehlot said that while the
Centre had not reduced the
excise duty at that time.
Two days after this, in the
budget of 2021-22, a new
cess of Rs 4 on diesel and
Rs 2.5 per liter on petrol
was imposed in the name
of Agriculture Infrastructure
and Development. Due to
this, the people of Rajasthan
could not get the benefit of
reducing VAT by 2%.

Jaipur: The politics
around Eastern Ra-
jasthan Canal project
shows no signs of end-
ing any time soon and
with a major meeting of
all Rajasthan MPs,
chaired by Union Jal
Shakti Minister and
Jodhpur MP Gajendra
Singh Shekhawat in
Jaipur on Thursday,
Chief Minister Ashok
Gehlot has once again
fired salvos at Shekha-
wat and stressed that
the MPs have never put
any stress on needs of
Rajasthan.
In a series of tweets,
Gehlot further added, “I
hope that tomorrow
BJP MPs will pass a
proposal for the stalled
projects of Rajasthan
by the Center and send
it to the central leader-
ship of their party and
the central govern-
ment. In the last tenure,
our government had
started work from Sar-
mathura to Gangapur
via Karauli, Chauth Ka
Barwara to Ajmer via
Tonk, Ratlam to Dun-
garpur via Banswara
which was stopped after
the Modi government
came to power. In 2013,
the foundation of
MEMU Coach Factory
was also laid at Rupa-
heli in Bhilwara, whose
work was stopped by
the Modi govt. The eyes
of the people of the
state are on tomorrow’s
meeting because every-
one wants to know what
their MPs will say if the
work of these schemes
is stopped?”
Rajasthan is a desert
state. There is not a sin-
gle perennial river here.
The village and the
Dhani are far and wide.
CM Gehlot ups the ante on
Shekhawat’s ‘all MP meet’!
GEHLOT STRESSES
ON THE ERCP
On the ERCP, the chief
minister said, “The
public is also looking at
the 10 MPs of 13 districts
of the East Rajasthan
Canal Project (ERCP) that
the Prime Minister him-
self had promised to give
it a national project twice.
Despite this, this life-giv-
ing project of 13 districts
has not been made a
national project. Now it is
to be seen whether these
MPs are able to raise the
demand for the rights
of ERCP in this meeting
tomorrow or not.”
SHEKHAWAT TO
HOLD A MEET WITH
RAJ LS MPs TODAY
Union Jal Shakti Minis-
ter will hold a meeting
with LS MPs over JJM at
Hotel Jaimahal Palace in
Jaipur from 10 am to 2
pm during which the of-
ficers of central and state
govs will also be present.
Union Jal Shakti Minister has called a
meeting for JJM in Jaipur in which all
the MPs have been called. People sent
NDA MPs twice from all the Lok Sabha seats,
but it is very sad that till today these MPs, in-
cluding four Union Ministers, have never put
pressure on the central government to protect
the interests of the state.

The government is constantly taking feed- back from the officials and discussing the con- dition of the power pro- duction plants and the coal supply . Energy Min Bhanwar S Bhati on Wednesday discussed the supply system in detail with the Discom officials. Compared to last year, the demand for electric- ity has increased by 33%. But due to the shortage of coal, the production could not in- creased accordingly, he informed. Meanwhile, BJP State president Satish Poonia said that people are suf- fering due to undeclared power cuts. He said that power cuts in the states were because of the mis- managementof thestate government. First India Bureau Jaipur: With power cri- sis and increasing heat, severalareasinthestate are also facing water shortage leading to pro- tests by the residents. In Balotra’s Pachpadra town, agitated women under the leadership of their Sarpanch Pooja Rathore, protested out- side the water supply department’s office and demanded to make the system smoother. In Jaipur’s Chaksu, about half a dozen BJP councillors reached the office of Chaksu Water Supply dept and protest- ed by breaking earthen pots. Due to non-availa- bility of AEN and JEN in the office, a demand was made to solve the drinking water problem by sitting outside office. Meanwhile, in Hin- don City of Karauli for- mer MLA Rajkumari Jatav demonstrated with BJP workers at the Water Supply dept demanding drinking water supply. First India Bureau Jaipur: The Covid cas- es marked another jump on Wednesday and rose to 59 in 24 hours of which 46 were recorded in Jaipur. This is the maximum num- ber of cases in Jaipur in the last 2 months. On Tuesday, 50 cases were reported, with 30 in Jaipur. The number of active cases rose to 242 on Wednesday. There is big jump in the cases as on April 16 only 8 cases were reported. Meanwhile, 20 patients were cured of corona on Tuesday . The positivity rate has doubled in just two days since 30 cases were reported on 25 April whereas on 27 April 59 cases were reported. First India Bureau Jaipur: In the highly contested case related to misbehavior with ACP Sandhya Yadav, a major development oc- curred on Wednesday when RTI activist and firebrand advocate Go- vardhan Singh was ar- rested from outside the High Court. The Sadar Police had filed a case in 2021 during Covid lockdown under SC/ST Act and obstruction in official work. However, the High Court stayed action on the FIR. On Wednesday, a hearing was conduct- ed in the court of Jus- tice Narendra Singh Dhadha wherein the Court quashed the in- terim order of the stay . Meanwhile, Addi- tional Police Commis- sioner Ajaypal Lamba informed in a press con- ference that four offic- ers conducted investi- gation in the case and as soon as the stay on arrest was lifted, Singh was arrested. “There are 21 cases filed in the entire state including this case against Singh. FR has been filed in many cas- es. One more person has been named ac- cused in this case,” said Lamba. There is an additional requirement of 3 to 4 thousand MW electricity per day, but we are getting only 10 percent power. Due to the difference in the availability and demand of electricity, the power crisis has increased in the state. —Bhanwar Singh Bhati, Energy Minister Amid coal crisis govt announces power cuts at Divisional HQ, District HQ and civic bodies across the state BJP will protest in front of every GSS in the state from 9 am to 11 am on April 29 against power cuts: Poonia RAJ MAY GET OVER COAL CRISIS SOON DR KIRODI MEETS VISHVENDRA SINGH There seems to be a ray of hope at the end of the dark coal tun- nel for Rajasthan. Prepara- tions are being made on war footing by RVUNL in this regard. CMD RK Sharma himself is monitoring the mining process at PEKB. It is expected that the state would get 9 rakes of coal daily from the phase-II mining. Rajya Sabha MP Dr. Kirodi Lal Meena met Vishven- dra Singh, Tourism Minister and Minister in-charge of Dausa district and discussed various issues including water problem. As the police came to know that Dr. Kirori is in Civil Lines then messag- es were relayed on wireless to be alert as he is known for protesting on roads. TOP TWEETS WHY DO GOVTS WAIT FOR APEX COURT ORDER ON CURBING HATE? fter the Supreme Court’s warning the Uttarakhand govern- ment swung into ac- tion to stop the dhar- ma sansad where Muslim bash- ing is preached as a new dharma. Lefttoitself, thestategovernment may have allowed the event to be held as it did in the past. It is this silence and perceived complicity on the part of various govern- ments, including the one at the Centre, on blatantly hate-filled speeches that 108 former bureau- crats have written a letter to Prime Minister Narendra Modi to break his “deafening silence” over the issue. Not just speeches, they also expressed concern over “escalation of violence against the minority communities, espe- cially Muslims”. They called this escalationof violenceagainstmi- norities in BJP-ruled states a “frightening new dimension”. The PM may or may not order a halt to such acts but how long will governments shirk their constitutional duty is what re- quires serious consideration, especially when some courts also go soft on perpetrators. It seems SC is the only saviour. A he much-awaited public offering of the Life Insurance Corporation of In- dia has set in mo- tion the Union government’s exercise to meet its disinvest- ment target of Rs 65,000 crore. On offer are 22.13 crore shares worth3.5percentof thecorpo- ration’s capital base. With the offloading of 3.5 percent the government aims to make around Rs 21,000 crore to- wards its fiscal requirement. ThisislowerthantheRs50,000 crore planned earlier. The stock market’s choppy state dissuaded the government from selling even 5 percent of its stake which would have raised around Rs 30,000 crore. However, coming after Air In- dia, the LIC divestment has confirmed the government’s commitment towards privati- sation of some of its assets. The government has had to cut its estimate on pro- ceeds from stake sale to Rs 78,000 crore this year, lower than the projected Budget es- timate of Rs 1.75 lakh crore. Two public sector banks are on the government’s to-be- sold list. It is still not certain if the government will be able to meet even its scaled- down disinvestment target but it surely is striving for it. The divestment process is necessary for the government to cover its estimated fiscal deficit of 6.4 percent in 2022- 23. Revenue from divestment is the cushion which the gov- ernment needs against rising fuelpricesandinflationwhich are predicted to spike further as the Ukraine war drags on. Given the turbulent state of the market and reduced appetite of investors there is doubt over the kind of wel- come investors will give to the LIC IPO even though it is bigger and better than the Paytm IPO. All this is not so distant future, out from the game theory . Welcome to Metaverse. Be- ing marketed as heady con- coction of new-age technolo- gies like 3D VR, Augmented Reality, AI, Internet Of Things, Edge Computing, the Blockchain, Crypto-assets like Nonfungible tokens and Creator hubs, is out there for money to be made as Web-3.0 conceptually evolves. But its dark alleys and backstreets may soon be soon inundated by wicked digitization, mani- festing as frauds, money laundering especially of ter- ror groups, child exploita- tion, dis-information and cyber attacks. This un-policed territory needs urgent attention of policy makers to induce equi- librium, lest it is manifested with cartels, terrorists and otherfringeelements.Aview- ing of Steven Spielberg’s di- rected 2018 movie ‘Ready Player One’ is essential to bring the clairvoyant effort and import of the phenome- non. The use of gaming plat- forms as conduits of cryptic messages by modern-day criminals (and even ISIS’s documented use of video games for covert communica- tion and recruiting youth) is so rampant that it has been laid bare in subaltern cultur- al exposition in the popular hindi movie ‘Suryavanshi’. We will also not want sex slaves to be traded by traffick- ers over metaverse surrepti- tiously in digital avatars, se- cure in crypto-asset transac- tions, neither pedophile pred- ators using anonymity and innovation by offsetting real and virtual world at choice, scouting gullible victims, as an extension of dark web. What inter- national mechanism will have to put up in place for countering deviant offshoots of metaverse?Action against dark web operated cartels was recently possible only by concerted stings orchestrated by FBI, Interpol EU police forces in multi-country, mul- ti-continent operations. Self regulation will call for concerted effort of all stake- holders. In view of the controversy that started over Hindi, it is believed that the BJP has given up its hope of expansion in the states of South In- dia. It is feeling that ex- cept Karnataka, noth- ing can happen in other states at least in 2024 elections. Therefore, an attempt has been made to maintain its edge in the states of the Hindi belt and to consolidate it more. Keep in mind that there are a little more than two hundred seats in the Hindi-speaking states of North India, out of which close to 90 per cent of the seats are with the BJP and its allies. If BJP manages to retain these seats, 2024 will be a cake walk be- cause apart from the Hindi belt states- Uttar Pradesh, Uttarakhand, Himachal Pradesh, Bi- har, Jharkhand, Ra- jasthan, Madhya Pradesh, Chhattisgarh and Delhi and Hary- ana, the BJP is confi- dent of winning all the seats in Gujarat. Adi- tionally, if it gets some seats in Maharashtra, Karnataka and West Bengal, then it will get majority. Possibly be- cause of this, the de- bate of Hindi has aris- en and as the crescendo to oppose Hindi in the South would increase, it will help the BJP to strengthen its position in North India and in the Hindi belt. ARENA OF CONFLICT Mumbai (Agencies): Maharashtra's ruling Maha Vikas Aghadi (MVA) hit out at the Centre and Prime Min- ister Narendra Modi after he on Wednesday pointed fingers at the State Government for pushing up petrol-die- sel prices. Leading the attack from the front, Chief Minister Uddhav Thackeray reiterated that despite being the highest contributor to the national exchequer, Maharashtra has been given step-motherly treatment by the Centre. While Maha- rashtra gets only 5.5 per cent of Central taxes, it contributes as high as 38.3 per cent in direct taxes, 15 per cent of GST which is the high- est in the country . If di- rect taxes and GST are combined, Maharash- tra is a leading state in giving taxes. Yet, even today, we are waiting to get our Rs 26,500 GST share, Thackeray said. State Congress presi- dent Nana Patole's pos- er was what happened to the Bharatiya Janata Party's promise in 2014 to reduce petrol price to Rs 40, but now, it has more than tripled. Since the time of Atal Behari Vajpayee, a Re 1/litre Road Develop- ment Cess was being collected, it went upto Rs 2 during the tenure of UPA PM Manmohan Singh, and under the present Modi govern- ment, it stands at Rs 18/ litre, besides a Rs 4 agro cess, he said. He pointed out that the Centre always hikes cess instead of excise, but when the rates are reduced, only excise is slashed,aswasdonedur- ing the recent elections in five states - since all the states are entitled to a certain revenue share - thus depriving the states of their due share. Nationalist Congress Party Minister Chhagan Bhujbal slammed the Centre for repeatedly raising fuel prices and then blam- ing the states while not reimbursing the GST dues of the states. Thackeray also said that the MVA has re- peatedly asked the Centre to expand the narrow defi- nitions of the NDRF criteria to help victims of disasters, though the state has con- tributed more than the stipulated amount. Bulldozer politics and the politics of recitation of Hanu- man Chalisa are taking a toll on Sena’s own brand of politics. Party leaders are feeling that if this politics of BJP continues, then the core Hindu vote of Shiv Sena will veere away from it. Its allies Congress and NCP will not suffer much because their po- litical ground is far from Mumbai and there already exists a precon- ceived notion about them. But Shiv Sena has not given up its Hin- dutva agenda yet. That is why the Shiv Sena is worried about the politics of Raj Thackeray and Navneet and Ravi Rana reading Hanuman Chalisa or distributing free loud- speakers in Mohit Kamboj’s temples. Meanwhile, an NCP leader has written a let- ter to the Central Gov- ernment seeking per- mission to offer Namaz outside the Prime Min- ister’s residence in Delhi which is in re- sponse to the politics of reading Hanuman Chalisa in front of the Chief Minister’s resi- dence. Shiv Sena is con- cerned that the issue of Hanuman Chalisa ver- sus Namaz should not embroil the party’s im- age in line with that of NCP and Congress and Shiv Sena should not be called ‘Namazwadi Party’. That is why its leaders want this dis- pute to end in some way. But it looks like this controversy will not end as it is believed that soon the cacopho- ny of Hijab and Halal meat will also start in Maharashtra. Shiv Sena may have set itself in BJP’s ‘political trap’! New Delhi: The Su- preme Court on Wednesday asked the Centre why it cannot release AG Perarivalan who has served 36 years of his life term in the Rajiv Gandhi assassina- tion case, noting that the government took a bizarre stand that the Tamil Nadu governor had forwarded the deci- sion of the state cabinet of releasing the convict to the President, who is the competent authori- ty to take a call on the mercy plea. The apex court said when people who have served lesser periods are being released, then why can't the Centre agree on releasing him. The Tamil Nadu gov- ernment said the Cen- tre is only trying to un- settle the settled posi- tion in law. The top court said that prima facie it finds the governor's decision to be wrong and against the constitution as he is bound by the aid and advice of the state cabi- net and it strikes a blow on the federal structure of the constitution. A bench of Justices LN Rao and BR Gavai told additional solicitor general KM Nataraj, ap- pearing for the Centre, to seek proper instruc- tion in a week or it will accept the submission of Perarivalan and re- lease him following the decision of this court. Nataraj said that in certain situations, the President is the compe- tent authority and not the governor especially when a sentence of death has to be com- muted to life. The bench told the law officer that the con- vict has served 36 years in prison and when peo- ple who have served lesser periods are being released, then why can't the Centre agree on re- leasing him. Yogesh Sharma Jaipur: The All India Congress Committee’s Chintan Shivir has put all important programs and appointments of the Rajasthan Congress on hold and therefore, the wait for the third list of political appoint- ments has been extend- ed, for which several senior leaders were waiting. On December 29 last year, due to the third wave of Corona, the public hearing program in the PCC or the ‘man- tri darbar’ was post- poned, which has not started again yet. How- ever, now the list of par- ticipants of the Chintan Shivir is being pre- pared. Political appoint- ments were conducted on a large scale in the Gehlot government wherein new and old faces were adjusted ac- cording to preference. Also, the leader of the organization got prefer- ence. But still some prominent leaders and workers were not given ‘placements’ in appoint- ments. However, it seems that they will have to wait a long time to get the appointment. Interestingly, the names of the remaining district presidents have not been announced yet and meanwhile, the pro- cess of organization election is going on. Amongst all this, brain- storming is going on as to who will be part of the Chintan Shivir from Rajasthan. It is believed that only a limited num- ber of leaders from Ra- jasthan will be given an invite for the shivir. Notably, while State Congress officials are also not ready to speak on whether the mantri- darbar (minister’s court) will be held again at the state Congress headquarters for the public hearing of the workers, the party workers are continu- ously waiting for the start of public hearing for the last 4 months so that their works can be disposed off on priority . Now it is being said that after the Chintan Shivir, the proceedings of the minister’s court will start in the PCC. PCC officials say that the schedule of public hearing is ready but the decision has to be taken by the leadership. How- ever, at present the PCC is engrossed in the par- ty’s Chintan Shivir and the State Congress Committee is now working to make the camp successful and historic. First India Bureau Jaipur: CM Ashok Ge- hlot on Wednesday , took a jibe at PM Narendra Modi on his appeal to opposition ruled states to reduce heavy taxes on petrol and diesel in the state and compared petrol and diesel in Ra- jasthan with BJP-ruled MP. Taking a dig at PM Narendra Modi’s ap- peal, Gehlot said that PM might have called Bhopal as Jaipur. “In the meeting held by PM Modi with the Chief Ministers regard- ing Covid, PM Modi ob- jected that excise duty was cut by the Central Government but many states did not reduce VAT which did not ben- efit the public. The Prime Minister took the name of Ja i p u r but want- ed to give that message only to the BJP ruled states because even to- day the prices of petrol diesel in Bhopal are higher than in Jaipur. Perhaps by mistake in- stead Bhopal, he said Jaipur,” CM said. In May 2014, when Narendra Modi became the Prime Minister, excise duty was Rs 9.20 per liter on petrol and Rs 3.46 per liter on diesel, but today excise duty is Rs 27.90 per liter on petrol and Rs 21.80 per liter on diesel. During the UPA government, the states used to get their share of excise duty, but now the share of the states has been continuously reduced to just a few paise per liter, so the states are forced to increase their VAT. —Ashok Gehlot, Chief Minister Jaipur: Chief Minister Ashok Gehlot said that while the Centre had not reduced the excise duty at that time. Two days after this, in the budget of 2021-22, a new cess of Rs 4 on diesel and Rs 2.5 per liter on petrol was imposed in the name of Agriculture Infrastructure and Development. Due to this, the people of Rajasthan could not get the benefit of reducing VAT by 2%. Govt reduced VAT by 2% on fule on 29 Jan, 2021: Gehlot A 3-day sports competition will be held on CM Ashok Gehlot’s birthday on May 3 CM Ashok Gehlot First India Bureau Jaipur: The politics around Eastern Ra- jasthan Canal project shows no signs of end- ing any time soon and with a major meeting of all Rajasthan MPs, chaired by Union Jal Shakti Minister and Jodhpur MP Gajendra Singh Shekhawat in Jaipur on Thursday, Chief Minister Ashok Gehlot has once again fired salvos at Shekha- wat and stressed that the MPs have never put any stress on needs of Rajasthan. In a series of tweets, Gehlot further added, “I hope that tomorrow BJP MPs will pass a proposal for the stalled projects of Rajasthan by the Center and send it to the central leader- ship of their party and the central govern- ment. In the last tenure, our government had started work from Sar- mathura to Gangapur via Karauli, Chauth Ka Barwara to Ajmer via Tonk, Ratlam to Dun- garpur via Banswara which was stopped after the Modi government came to power. In 2013, the foundation of MEMU Coach Factory was also laid at Rupa- heli in Bhilwara, whose work was stopped by the Modi govt. The eyes of the people of the state are on tomorrow’s meeting because every- one wants to know what their MPs will say if the work of these schemes is stopped?” Rajasthan is a desert state. There is not a sin- gle perennial river here. The village and the Dhani are far and wide. CM Gehlot ups the ante on Shekhawat’s ‘all MP meet’! GEHLOT STRESSES ON THE ERCP On the ERCP, the chief minister said, “The public is also looking at the 10 MPs of 13 districts of the East Rajasthan Canal Project (ERCP) that the Prime Minister him- self had promised to give it a national project twice. Despite this, this life-giv- ing project of 13 districts has not been made a national project. Now it is to be seen whether these MPs are able to raise the demand for the rights of ERCP in this meeting tomorrow or not.” SHEKHAWAT TO HOLD A MEET WITH RAJ LS MPs TODAY Union Jal Shakti Minis- ter will hold a meeting with LS MPs over JJM at Hotel Jaimahal Palace in Jaipur from 10 am to 2 pm during which the of- ficers of central and state govs will also be present. Union Jal Shakti Minister has called a meeting for JJM in Jaipur in which all the MPs have been called. People sent NDA MPs twice from all the Lok Sabha seats, but it is very sad that till today these MPs, in- cluding four Union Ministers, have never put pressure on the central government to protect the interests of the state. —Ashok Gehlot, Chief Minister Gajendra Singh Shekhawat
