he Gujarat High
Court has ordered
that inter-faith mar-
riages without al-
lurement or cheating
“cannot be termed as marriages
for unlawful conversion. In an
interim order the court said that
six sections of the state’s love
jihad law “cannot be allowed to
stand”. The sections struck
down include 6A, which says
those accused of forcing a mar-
riage for the purpose of conver-
sion must prove otherwise. It
contravenestheIndianEvidence
Act of 1872 which puts the onus
of proof on the complainant.
Various other courts, includ-
ing the Supreme Court, have
ruled against the conspiracy of
religious conversions through
inter-faith marriages. In the
case of Hadiya and Shafin Ja-
han the Supreme Court over-
turned the Kerala High Court
judgment annulling their inter-
religious marriage. The Union
Home Ministry also reportedly
clarified in 2020 that love jihad
is not recognized by the Centre
and not defined by any law. Yet
various BJP-ruled states have
passed anti-conversion laws to
clamp down on individuals’ free-
dom to choose life partners.

ight years ago, in
May 2013, a Su-
preme Court
Bench called the
Central Bureau of
Investigation (CBI) a “caged
parrot” which speaks in the
voice of its political masters.
The top court was not alone
in questioning the CBI’s cred-
ibility over its investigations
into the infamous Coalgate
(coal scam) under the UPA
government. Samajwadi Par-
ty president Mulayam Singh
Yadav who is reported to have
said, “It’s not easy to fight
with the government. It has a
thousand hands and can use
CBI and put any one in jail.”
Late Union minister Arun
Jaitley said that the “CBI has
lost its credibility”, consider-
ing “enormous amounts of
misuse of political clout”.
Except for the ruling party
,
the CBI’s real masters, noth-
ing has changed as far as the
agency’s perception goes. Ear-
lier it was UPA, now it is the
BJP
, but many feel that the
caged parrot continues to
“speak in its master’s voice”.
Quite a few states have begun
to withdraw the general con-
sent to the CBI to investigate

In its order on Tuesday
, the
Madras High Court gave a
slew of directions to the Cen-
tral government aimed at
freeing the “caged parrot” for
its better functioning. The
ordersaidthattheCBIshould
be made a statutory body like
the Election Commission of
India and the CAG.
Is anything likely to
change as it may suit the Cen-
tral government to keep the
CBI under its control.

he global advertising sector
shrank to 583 Billion US$ in
2020, after increasing steadi-
ly for 11 years. The industry
is on track for a rebound in
2021, and a significant pro-
portion of the rebound is ex-
pected to be in digital video.
This expected growth in digi-
tal video advertising contin-
ues a longer trend of market-
ers diverting investments
from their broadcast budgets
to their firms’ digital adver-
tising initiatives-primarily
digital video advertising.
However, this shift of in-
vestments from TV to digital
video advertising is not with-
out its pitfalls. First, the law
of diminishing returns is
expected to affect marketing
investments in the digital
video market. Second, while
digital video advertisements
exhibit a high return on in-
vestment (ROI), TV has sig-
nificantly higher reach than
digital video, and therefore
can have a higher impact. In
a paper published in Journal
of Advertising Research in
2019, I and my co-authors,
Nazrul Shaikh and Niva
Shreshta, investigate the rel-
ative effectiveness of TV and
digital video advertisements.
We analyzed a US restau-
rant chain, and a US.food and
beverage brand’s investments
in advertising in TV and on-
line media. With a dynamic
model,wefocusedontheeffec-
tiveness,efficiency
,andsatura-
tion of digital video advertis-
ing compared to television ad-
vertising with the same crea-
tives deployed across both. To
estimate effectiveness of me-
dia investments, the model
needs to take into account the
way advertising affects con-
sumers recall and the subse-
quent impact on a brand’s
sales. This idiosyncratic be-
havior of advertising is taken
into account by the following
parameters in a model:
Retention Rate: The reten-
tion rate is a measure of the
stickiness of the advertise-
ment. It is used to infer how
long an advertisement seen
today will influence a per-
sons’ purchasing decision in
the future.
Ad-Stock: The ad-stock or
“goodwill” is a latent con-
struct that is defined as “the
impact advertising has over
time on sales and aware-
ness”. It links media execu-
tion measured in terms of
GRPs and the retention rate.
Saturation: The saturation
effect is based on the princi-
ple of diminishing returns
beyond a specific level of ex-
posure to an advertisement.
The saturation model allows
us to capture various non-
linear relationships (includ-
ing saturation and s-shaped)
that are hypothesized be-
tween the dependent variable
(e.g., product sales) and the
ad-stock.
The media investments are
linked to the outcome of in-
terest such as sales, footfalls,
revenue, etc., to estimate how
investments in different me-
dia’s impact the products’
sales or the footfalls to a res-
taurant etc. – this model pro-
vides the effectiveness of the
investments.
Along with effectiveness,
efficiency also needs to be as-
sessed. Efficiency is defined
as the incremental sales, foot-
falls, or revenue attributable
to $ spent on the media. One
of the common metrics used
to measure efficiency is the
return on investment (ROI) -
the incremental profit attrib-
utable to a media per $ spent
on that media. It is important
to evaluate both effectiveness
and efficiency simultaneous-
ly when evaluating and com-
paring the performance of
across media types. A spe-
cific media type could be
very effective in driving foot-
falls and sales, but a costly
media buy can lead to a sup-
pressed ROI.
In the current levels of in-
vestments (with digital vide-
os at 1.5% of television
spend), we find that digital
video advertising leads to a
higher ROI than television,
and is more efficient (seven
times more) in driving addi-
tional footfalls to the restau-
rant than television. But to
estimate the impact of me-
dia, we need to consider how
many people a particular me-
dia has the potential to reach.
We chart this maximum po-
tential and saturation of tel-
evision and digital videos in
the figure below.

scenario and funds not being
a constraint, television can
generate 4 times the number
of footfalls as compared to
digital videos.

Therefore, as the funds be-
hind digital videos increase,
the effectiveness is expected
to decrease rapidly.
It is likely that the high
ROI and effectiveness of digi-
tal videos is due to its higher
retention rate, which arises
from consumers’ engage-
ment in the transaction/con-
tent on the internet (looking
for, and watching a specific
video) and better demo-
graphic targeting. The faster
saturation (and thus the lim-
it of the usefulness of adver-
tising using digital videos)
arises from the limited reach
that advertising using digital
videos has because of the
chosen media as well as be-
cause of niche targeting. As
firms widen the target base,
reach increases and while
saturation would also be lat-
er, the effectiveness of digital
videos would drop. There-
fore, television might still
hold the key in todays’ world
as it still reaches a much
larger audience and has a sig-
nificantly higher “maximum
potential” as compared to
digital video advertisements.

The culture and ar-
chitecture of Ra-
jasthan has admirers
all over the world. In
some cases, people
from various countries
have invested in the de-
velopment of tourism
in the state, after com-
ing across the state’s
heritage.
One such individual,
identified as Nadine Le
Prince has now written
a letter to CM Ashok
Gehlot seeking help in
saving a haveli she in-
vested heavily in. The
French national has
said that she purchased
the haveli in Fatehpur
in 1999, and “with con-
siderable efforts and
expenses running into
crores of rupees, re-
stored the haveli in
these years.”
She further claims
that her neighbor is il-
legally engrossed in
land filling outside the
haveli and raising the
grand level by up to six
feet, due to which the
entrance will get
blocked and there
would be no ingress or
egress into the haveli.
“In monsoon time all
the water and mud will
come inside and will
damage the restored
frescos classified as
heritage! He is doing il-
legal work to depose me
from my haveli because
he knows that I am in
France since the begin-
ning of the pandemic
and will not be able to
come to Fatehpur,” the
letter states.
Meanwhile, photos of
the ongoing work have
also been attached with
the letter while request-
ing the Chief Minister
to take necessary ac-
tion.

Court-monitored CBI
probe in cases of rape,
murder: HC orders
Kolkata: The Calcutta
High Court on Thurs-
day called for a court-
monitored Central Bu-
reau of Investigation
(CBI) probe into the
cases of murder and
rape that allegedly took
place during post-poll
violence in West Ben-
gal. The other cases will
be investigated by a
Special Investigation
Team (SIT), the court
ordered.
“All cases as per re-
port of NHRC commit-
tee where allegations
are about murder of
person or crime against
women regarding rape
or attempt to rape shall
be referred to CBI for
investigation,” the
court said. The court
ordered the state to
hand over all records of
cases to the CBI so that
it can carry out the in-
vestigation.

two petitions challeng-
ing the constitutionali-
ty of Freedom of Reli-
gion (Amendment) Act,
2021, the Gujarat High
Court Thursday as in-
terim relief stayed the
operation of several
sections of the Act, in-
cluding the provision
that termed interfaith
marriage an ingredient
of forceful conversions.
The amended act
came into force on June
1, and till date, three
cases have been filed
under it, according to
submissions made by
advocate general Kamal
Trivedi.

Tonk: A case of triple talaq has
come to light where the victim met
SP Om Prakash and has demanded
necessary action by giving a mem-
orandum. SP Om Prakash has also
assured of legal action soon. The
victim Afreen told that her maternal
home is in Gol Mohalla New Bilal
Colony, Tonk. She got married
about one and a half years ago to
Urooj Irfan. After a few months of
marriage, her husband and in-laws
started beating her every now and
then for dowry. A case is already
registered in the Mahila police
station for the same.
Jaipur: A case of acid attack on
a 15-year-old girl was reported
on Thursday in Jaipur. The
victim’s brother-in-law threw
acid on her. Kardhani police
station in-charge Rajesh Bafna
is investigating the case. She is
admitted at the SMS Hospital.
The accused is absconding.
According to the victim’s state-
ment, the incident happened
on August 17 when the victim’s
brother-in-law came to her
house and asked her to come
along with him.

Dholpur: A man was killed and eight
others injured in firing during a
group clash in Dholpur on Thursday.
The incident occurred in Sone ka
Gurja village in Badi sadar police
station where two rival groups, one
led by Deshraj and the other by
Banwari, clashed over an old dispute
related to Sarpanch elections. During
the clash, firing took place which left
Omveer, who was from Deshraj side,
dead. Eight others received injuries
and were admitted to the Badi govt
hospital. The accused absconded
and they are being searched, SHO

ion Minister Bhupen-
dra Yadav pointed to the
BJP team sitting on the
stage in Kishangarhbas
and said that under the
leadership of this team,
BJP will form govern-
ment in 2023. Notably,
senior party leaders
like state president Sat-
ish Poonia and Rajen-
dra Rathore were pre-
sent on the stage. More-
over, in Bhiwadi, Yadav
praised the welfare
schemes of Vasundhara
Raje’s last tenure.

In Rajasthan, he said

up with Congress rule
and people are ready to
vote out the party.
“We could not form
the government in Ra-
jasthan. We lost with a
narrow margin but it
caused loss to the peo-
ple of Rajasthan,” he
said.
At the same time, he
attacked the Congress
party saying it is being
collapsed in the coun-
try due to its dynasty
politics while the BJP
is only the party which
has an internal democ-
racy.
Yadav said that BJP
always worked to de-
liver good governance.
He said that PM
Modi transformed pol-
itics in seven years but
the mentality of the
Congress party did not
change.
On the uproar in the
Parliament and the in-
appropriate behavior
of the opposition mem-
bers on the Pegasus is-
sue, Yadav said that
democracy cannot be
held hostage and mort-
gaged.
“If Congress people
want to do the right
thing then they should
come with logic,” he
said.
Yadav said that BJP
is the only party in the
country which has in-
ternal democracy and
has huge mass support.
“BJP is not the party
of any individual; it is
the party of ideology.
That ideology is very
strong and our workers
are committed to the
ideology and work for
the nation with passion
in their hearts,” Yadav
said.
“In the last seven
years, the Modi govern-
ment has ensured that
no section or class is
left out and develop-

HC asks state

Finance Commission has been elected as the
President of the Institute of Economic Growth
(IEG) Society, at a meeting of the general body
on August 16, the society said on Thursday.Ac-
cording to a statement issued by IEG, the name
of Singh was suggested for consideration of the
General Assembly of the IEG by Dr Manmohan
Singh. Manmohan Singh had served as the
President of IEG since 1992 and has been closely

have turned as appre-
hensive about career
progression as their
counterparts in the
Central Board of Di-
rect Taxes (CBDT).
Gone are the days
when IRS officers of
CBIC considered them-
selves luckier than
their colleagues in the
CBDT in this matter.
CBIC officials’ latest
apprehension is said to
be rooted in the wide-
spread speculation
about the supplanting
of the linear career
progression policy
with the current trend
in the CBDT whereby
board members have
been getting post-re-
tirement extensions or
getting re-appointed on
contract as was done in
the case of Sushil
Chandra, P C Modi, S K
Gupta, and others. Sus-
picion of IRS (ITC)
cadre officers recently
got intensified by the
rumour of an outgoing
Member meeting some-
one at the top via an-
other one at the top.
While this may be good
for retiring officers, it
has a negative cascad-
ing impact down the
line, denying officers
their natural career
growth presumed on
the basis of extant
rules and regulations.
So far, the new manage-
ment style of reap-
pointing retiring offi-
cials has been an ex-
ception. The fear is ex-
ception may become
the rule as it did in the
CBDT.
It is pointed out that
two CBIC Members
Sandeep Mohan Bhat-
nagar (Member, Cus-
toms) and O P Dadhich
(Member, Investiga-
tion) will retire in the
next 10 days.
Bhatnagar will be
completing his extend-
ed one-year term this
month-end whereas
Dadhich’s first formal
retirement may mate-
rialize in ten days in
case he is not reap-
pointed.
There is persisting
speculation about
their continuation
even though the selec-
tion interview against
the arising vacancies
has already taken
place in the mid of
July.
Over 15 senior IRS
(ITC) officers were
interviewed. Since no
announcements have
been made about who
may fill the arising va-
cancies, officials are
nervous and have been
wondering whether
politics will play its
role in the due appoint-
ments to the board-lev-
el positions.

court-monitored CBI
probe into the incidents
of post-poll violence in
West Bengal  stated
that Constitutional obli-
gations of state do not
get vested in EC during
the process of elections.
“Civil or police ad-
ministration is under
the control of the Elec-
tion Commission during
the process of elections
only to ensure free and
fair elections. That does
not mean that the police
stop discharging its nor-
mal duties to control law
and order,” the High
court said about the
ECI’s role. HC observed
arguments run contrary
to stand of State where
it claimed that number
of FIRs were registered
up to May 03, 2021, for
post-poll violence and
otherwise also for nor-
mal crime in the state
the police was duty-
bound to maintain law
and order and register
FIRs and not EC. “State
cannot be allowed to
blow hot and cold at the
same breath. There is
nothing placed on re-
cord by the state that
even normal law and or-
der, and registration of
criminal cases comes
within the purview of
EC,” HC ruled.

gravel by mining lease
holders are confirmed
into eRawanna (electron-
ic transit passes) by
weighing it at any weigh-
ing station.
This results in possi-
bilities of illegal trans-
portation of gravel and
loss of revenue to the
state, he added. Agrawal
said according to provi-
sions of the Rajasthan
Minor Mineral Conces-
sion Rules 2017, any
mineral cannot be trans-
ported by the miner
without a valid transit
pass. For this, it is neces-
sary to get an eRawanna
(online transit pass) is-
sued. However, the pro-
cess is subverted when
miners get the gravel at
a weighing station of
their choice and easily
have an eRawanna is-
sued, he said.

The rebel candidates
are set to contest elec-
tions which will be held
in Bharatpur, Dausa,
Jaipur, Jodhpur, Sawai
Madhopur and Sirohi
districts in three phases
on August 26, 29 and
September 1.
Efforts were made by
the party MLAs and
other leaders to per-
suade the rebel candi-
dates to withdraw nom-
ination, but the exercise
remained futile and
now the presence of the
rebel candidates will af-
fect the party candi-
dates.
However, the ruling
party is not taking any
steps to take action
against the rebel candi-
dates.
Many state Congress
leaders have also indi-
cated that the party will
not take any discipli-
nary action against the
rebel candidates.
The party leaders be-
lieve that if the rebel
candidates win, then
the party will bring
them back to the party’s
fold which will help in
forming the board.
At the same time, if
the party takes action
against the rebels at the
moment and if they
win, then they will go to
the BJP at the time of
forming the board.
The rebel candidates
may not come to the
court of Congress and
go to the court of BJP
or other parties. That
is why the Congress
party has made a strat-
egy of not taking ac-
tion against the rebels
and under the new
strategy, after the elec-
tion results, the exer-
cise of forming the
board will start.

Jaipur: Chief Minister

day, said the Covid-19
situation is completely
under control in the
state with the recovery
rate of being above 99
per cent. For the last
few weeks, the number
of new Covid cases in
the state has remained
around 20. In the
month of August, there
has not been a single
death due to COVID-19
across the state which
is quite satisfactory,
Gehlot tweeted. He said
at present, there are
only 153 active cases in
the state and the recov-
ery rate is more than 99
per cent. This shows
the Covid pandemic
is completely under
control at present in the
state. It is in our hands
to keep the situation
under control, he said.
The Chief Minister said
it is necessary to follow
the Covid protocol so
that the third wave of
the pandemic does not
come. Meanwhile, 12
coronavirus positive
cases were reported in
the state on Thursday.
With new positive cas-
es, the number of active
cases rose to 153. No
death was reported.So
far, a total of 9,53,981
persons have tested
positive with 9,44,874

lihood Protection Act
 got it passed by the

ment of India on May
1, 2013.
Under this, 123 lakh in
the country  4,75,000
street vendors in Delhi,
who should have got
the certificate i.e. the
license. But Delhi is
one of the four states,
where not even a
single license has been
issued. Talking about
the entire country, in-
stead of 123 lakh, only
22 lakh people have
received the license.
By law, no street vendor
can be removed until a
survey is completed and
a license is issued, but
they are being displaced
in every corner of the
country.

ell Bottom is a spy action thrill-
er film that is inspired by real-
life hijacking events in India
during the 1980s.
The hero of the film is Anshul (Ak-
shay Kumar, a secret agent codenamed
Bell Bottom who is married to an
MTNL employee (Vaani Kapoor). An-
shul loses his mother in a hijack inci-
dent which inspires him to become a
RAW agent. During a hijack incident,
Anshul convinces Indira Gandhi
(played by Lara Dutta) that she should
not allow Pakistan to negotiate with
the hijackers and that the Indian agen-
cies will handle the situation. Anshul
leads the team from the front to
shatter the motives of the hijack-
ers (backed by ISI) who hijack and take
the Indian airlines plane to UAE. As
expected from the hero in the film, An-
shul completes his mission in UAE and
manages to get back the hostages along
with the bad men back to the Indian soil
fulfilling his mission.

IndiraGandhi.Thetwistrightattheendof
the film about Vaani Kapoor’s character
may impress the viewer but there is noth-
ing much to talk about her acting in the
film. Huma Qureshi is a total waste in the

TOP TWEETS ANOTHER HIGH COURT STRIKES AT LOVE JIHAD LAW PROVISIONS he Gujarat High Court has ordered that inter-faith mar- riages without al- lurement or cheating “cannot be termed as marriages for unlawful conversion. In an interim order the court said that six sections of the state’s love jihad law “cannot be allowed to stand”. The sections struck down include 6A, which says those accused of forcing a mar- riage for the purpose of conver- sion must prove otherwise. It contravenestheIndianEvidence Act of 1872 which puts the onus of proof on the complainant. Various other courts, includ- ing the Supreme Court, have ruled against the conspiracy of religious conversions through inter-faith marriages. In the case of Hadiya and Shafin Ja- han the Supreme Court over- turned the Kerala High Court judgment annulling their inter- religious marriage. The Union Home Ministry also reportedly clarified in 2020 that love jihad is not recognized by the Centre and not defined by any law. Yet various BJP-ruled states have passed anti-conversion laws to clamp down on individuals’ free- dom to choose life partners. T ight years ago, in May 2013, a Su- preme Court Bench called the Central Bureau of Investigation (CBI) a “caged parrot” which speaks in the voice of its political masters. The top court was not alone in questioning the CBI’s cred- ibility over its investigations into the infamous Coalgate (coal scam) under the UPA government. Samajwadi Par- ty president Mulayam Singh Yadav who is reported to have said, “It’s not easy to fight with the government. It has a thousand hands and can use CBI and put any one in jail.” Late Union minister Arun Jaitley said that the “CBI has lost its credibility”, consider- ing “enormous amounts of misuse of political clout”. Except for the ruling party , the CBI’s real masters, noth- ing has changed as far as the agency’s perception goes. Ear- lier it was UPA, now it is the BJP , but many feel that the caged parrot continues to “speak in its master’s voice”. Quite a few states have begun to withdraw the general con- sent to the CBI to investigate cases.Non-BJP-ruledstatesof Punjab, Jharkhand Kerala, Maharashtra, Rajasthan, ChhattisgarhandWestBengal were among those withdraw- ingtheirconsenttotheagency . In its order on Tuesday , the Madras High Court gave a slew of directions to the Cen- tral government aimed at freeing the “caged parrot” for its better functioning. The industry is on track for a rebound in 2021, and a significant pro- portion of the rebound is ex- pected to be in digital video. This expected growth in digi- tal video advertising contin- ues a longer trend of market- ers diverting investments from their broadcast budgets to their firms’ digital adver- tising initiatives-primarily digital video advertising. However, this shift of in- vestments from TV to digital video advertising is not with- out its pitfalls. First, the law of diminishing returns is expected to affect marketing investments in the digital video market. Second, while digital video advertisements exhibit a high return on in- vestment (ROI), TV has sig- nificantly higher reach than digital video, and therefore can have a higher impact. In a paper published in Journal of Advertising Research in 2019, I and my co-authors, Nazrul Shaikh and Niva Shreshta, investigate the rel- ative effectiveness of TV and digital video advertisements. We analyzed a US restau- rant chain, and a US.food and beverage brand’s investments in advertising in TV and on- line media. With a dynamic model,wefocusedontheeffec- tiveness,efficiency ,andsatura- tion of digital video advertis- ing compared to television ad- vertising with the same crea- tives deployed across both. To estimate effectiveness of me- dia investments, the model needs to take into account the way advertising affects con- sumers recall and the subse- quent impact on a brand’s sales. This idiosyncratic be- havior of advertising is taken into account by the following parameters in a model: Retention Rate: The reten- tion rate is a measure of the stickiness of the advertise- ment. It is used to infer how long an advertisement seen today will influence a per- sons’ purchasing decision in the future. Ad-Stock: The ad-stock or “goodwill” is a latent con- struct that is defined as “the impact advertising has over time on sales and aware- ness”. It links media execu- tion measured in terms of GRPs and the retention rate. Saturation: The saturation effect is based on the princi- ple of diminishing returns beyond a specific level of ex- posure to an advertisement. The saturation model allows us to capture various non- linear relationships (includ- ing saturation and s-shaped) that are hypothesized be- tween the dependent variable (e.g., product sales) and the ad-stock. The media investments are linked to the outcome of in- terest such as sales, footfalls, revenue, etc., to estimate how investments in different me- dia’s impact the products’ sales or the footfalls to a res- taurant etc. – this model pro- vides the effectiveness of the investments. Along with effectiveness, efficiency also needs to be as- sessed. Efficiency is defined as the incremental sales, foot- falls, or revenue attributable to $ spent on the media. One of the common metrics used to measure efficiency is the return on investment (ROI) - the incremental profit attrib- utable to a media per $ spent on that media. It is important to evaluate both effectiveness and efficiency simultaneous- ly when evaluating and com- paring the performance of across media types. A spe- cific media type could be very effective in driving foot- falls and sales, but a costly media buy can lead to a sup- pressed ROI. In the current levels of in- vestments (with digital vide- os at 1.5% of television spend), we find that digital video advertising leads to a higher ROI than television, and is more efficient (seven times more) in driving addi- tional footfalls to the restau- rant than television. But to estimate the impact of me- dia, we need to consider how many people a particular me- dia has the potential to reach. We chart this maximum po- tential and saturation of tel- evision and digital videos in the figure below. THE FIGURE INDICATES THAT z The maximum potential from television is approxi- mately four times higher than that from digital videos. Therefore, in the best case scenario and funds not being a constraint, television can generate 4 times the number of footfalls as compared to digital videos. z The incremental footfalls driven by the digital videos show very early saturation. Therefore, as the funds be- hind digital videos increase, the effectiveness is expected to decrease rapidly. It is likely that the high ROI and effectiveness of digi- tal videos is due to its higher retention rate, which arises from consumers’ engage- ment in the transaction/con- tent on the internet (looking for, and watching a specific video) and better demo- graphic targeting. The faster saturation (and thus the lim- it of the usefulness of adver- tising using digital videos) arises from the limited reach that advertising using digital videos has because of the chosen media as well as be- cause of niche targeting. As firms widen the target base, reach increases and while saturation would also be lat- er, the effectiveness of digital videos would drop. There- fore, television might still hold the key in todays’ world as it still reaches a much larger audience and has a sig- nificantly higher “maximum potential” as compared to digital video advertisements. Court-monitored CBI probe in cases of rape, murder: HC orders Kolkata: The Calcutta High Court on Thurs- day called for a court- monitored Central Bu- reau of Investigation (CBI) probe into the cases of murder and rape that allegedly took place during post-poll violence in West Ben- gal. The other cases will be investigated by a Special Investigation Team (SIT), the court ordered. “All cases as per re- port of NHRC commit- tee where allegations are about murder of person or crime against women regarding rape or attempt to rape shall be referred to CBI for investigation,” the court said. The court ordered the state to hand over all records of cases to the CBI so that it can carry out the in- vestigation. Gone are the days when IRS officers of CBIC considered them- selves luckier than their colleagues in the CBDT in this matter. CBIC officials’ latest apprehension is said to be rooted in the wide- spread speculation about the supplanting of the linear career progression policy with the current trend in the CBDT whereby board members have been getting post-re- tirement extensions or getting re-appointed on contract as was done in the case of Sushil Chandra, P C Modi, S K Gupta, and others. Sus- picion of IRS (ITC) cadre officers recently got intensified by the rumour of an outgoing Member meeting some- one at the top via an- other one at the top. CBIC Board-level position: Claimants nervous about reappointment trend Constitutional obligations of state don’t get vested in EC during polls New Delhi: CalcuttaHC on Thursday ordered a court-monitored CBI probe into the incidents of post-poll violence in West Bengal stated that Constitutional obli- gations of state do not get vested in EC during the process of elections. “Civil or police ad- ministration is under the control of the Elec- tion Commission during the process of elections only to ensure free and fair elections. That does not mean that the police stop discharging its nor- mal duties to control law and order,” the High court said about the ECI’s role.
