Mumbai: Even as the
dates for the local body
elections, of which the
Brihanmumbai Munic-
ipal Corporation (BMC)
is the biggest civic body
,
are yet to be announced,
it seems that the ruling
coalition in Maharash-
tra has found a political
‘launchpad’ for a narra-
tive to ensure the coali-
tion’s victory through
CAG audit of the BMC
under MVA govern-
ment.
The audit is aimed at
probing the allegations
of scam in purchase of
medicines and running
of covid centres. Inter-
estingly, although the
current government’s
aim may be to malign or
at least project a percep-
tion that a tarnished
government was in
power, but it is not Ud-
dhav Thackeray who
can be surrounded di-
rectly on the issue, rath-
er the BMC Commis-
sioner Iqbal Singh Cha-
hal.
And here is why Cha-
hal, and not Uddhav, is
in the line of fire, at
least in preliminary au-
dit. But first let us un-
derstand what actually
is there to hold the sudit
for? The allegation by

New Delhi: GST reve-
nue collected for the
month of October was
the second-highest ever,
next only to the April
2022 collection. In Octo-
ber, Rs 1,51,718 crore
were collected by the
government. Out of
this, CGST amounted to
Rs 26,039 crore, SGST to
Rs 33,396 crore, IGST to
Rs 81,778 crore (includ-
ing Rs 37,297 crore col-
lected on import of
goods) and cess to Rs
10,505 crore (including
Rs 825 crore collected
on import of goods).

Sena faction on Tues-
day asked whether the
Morbi bridge collapse
should be termed as
an “act of fraud, con-
spiracy or a mere ac-
cident”. It also assert-
ed that the Gujarat
government cannot
shirk its responsibili-
ty for the loss of lives
in the accident.
When a similar inci-
dent took place in West
Bengal in 2016, Prime
Minister Narendra
Modi had slammed that
state government and
called it an act of God,
said an editorial in the
Thackeray camp’s
mouthpiece ‘Saamana’.
The Marathi daily
also questioned the
quality of renovation
of the Morbi suspen-
sion bridge, which was
opened for the public
four days before it col-
lapsed.
The suspension
bridge on the Machchhu
river in Gujarat’s Morbi
city collapsed on Sun-
day evening, killing 134
people, a senior police
official had said earlier.
“Will the lives lost
come back? The com-
pany responsible for
the maintenance of the
bridge should be
probed, but the Gujarat
government cannot
shirk its responsibili-
ty,” stated the editorial
in ‘Saamana’.
Should this incident
be termed as an act of
fraud, a conspiracy or a
mere accident? it
asked.
Was the bridge reno-
vation completed or
not? How did the bridge
get overloaded (with
people)? There are sev-
eral questions and the
Gujarat government
has to answer each of
them. Even the Centre
cannot ignore its re-
sponsibility, said the
editorial.
If the bridge renova-
tion was not done prop-
erly, why was it reo-
pened for the public?
asked the Marathi pub-
lication’s editorial.
Police on Monday
arrested nine persons,
including four from
the Oreva group that
was managing the sus-
pension bridge, and
filed a case against
firms tasked with
maintenance and op-
eration of the British-
era structure.

ments before Sunday
evening’s deadly col-
lapse, showing the
bridge snapping in a
few seconds, taking
down scores of visitors
seen walking on the
swaying structure
which had reopened six
days ago after exten-
sive repair but sans a
fitness certificate.

Satara: During his
two-day visit to Dare
in Mahabaleshwar
taluka, Chief Minis-
ter Eknath Shinde
took stock of the
tourism development
related projects in
M a h a b a l e s h w a r,
Panchgani and other
tourism spots in Sat-
ara district, includ-
ing the religious
places and pilgrim-
age sites.
Addressing media-
persons, Shinde called
for provision of facili-
ties at tourist sites in
the district. “Tourists
visit various spots in
the district in large
numbers and so, they
should be provided fa-
cilities at these places.
Besides Mahabalesh-
war and Panchgani, the
number of visitors at
all the ‘C’ grade tourist
spots is increasing and
so they should also be
given all facilities for
the comfort of tour-
ists,” he said.
Stating that there is
scope for tourism devel-
opment in the district,
he had asked the local
administration to pre-
pare a blueprint for fur-
ther boosting tourism.

Dare village and gave
information about de-
velopmental works un-
derway at various tour-
ist and religious sites.

is a paucity of funds
that will be required to
remedy for setting up
facilities for these pil-
grims. Around 27 ‘C’
grade tourist spots in
Mahabaleshwar and
Panchgani will be in-
cluded in this plan.

tion with the tourism
development plan put
together by the district
administration, CM
Shinde said that it
must create employ-
ment for locals and as-
sured that funds will be
provided for erecting
facilities for tourists.

lakh each to the fami-
lies of pilgrims killed
in an accident in
Solapur district late
on Monday night.
According to offi-
cials, the chief minister
contacted the district
administration and in-
structed them to admin-
ister proper treatment
to the injured. He has
also directed an imme-
diate inquiry into the
accident, said officials.
On Monday night,
seven pilgrims were
killed and five others
injured after a speeding
SUV hit a group of 32
Warkaris (pilgrims)
near Sangole town in
Solapur district.

Maha GST collection
rises to `23,037 cr in
Oct; retains top spot

Mumbai: Maharash-
tra has retained its
top spot in the Goods
and Services Tax
(GST) collection for
October across the
country.
Thestate’sGSTcollec-
tion increased to
Rs23,037 crore in Octo-
ber2022againstRs21,403
crore in September 2022,
ariseof Rs1,904crore.In
October 2021, the state’s
GST collection was
Rs19,355 crore.
According to a state
finance department of-
ficial, the rise in state
GST collection once
again shows that the
economy’s recovery is
gaining momentum es-
pecially after the down-
turn during the COV-
ID-19 pandemic.
“Besides, the filing of
GST returns is high in
Mumbai and the rest of
Maharashtra as the
state has been the
growth engine. The rise
in collection is also be-
cause the headquarters
of many companies are
situated in Mumbai.
The ongoing festive sea-
son has also contribut-
ed majorly in increase
in the GST collection,”
the official said.
Maharashtra’s State
GST collection was
Rs18,863 crore in Au-
gust, Rs22,219 crore in
July, Rs22,341 crore in
June, Rs20,313 crore in
May and Rs27,495 crore
in April.
The state GST (SGST)
continues to be the ma-
jor contributor of tax
revenue as it contrib-
utes over 42.59%, fol-
lowed by taxes on sales,
trades 20.19% and
stamp duty and resigna-
tion fees 15.48%.
In 2022-23, the SGST
is estimated to be the
largest source of its
own tax revenue (47%).
The SGST revenue in
2022-23 is estimated at
Rs1,19,900 crore, which
is an increase of 11%
over the revised esti-
mates of 2021-22.
Across India, the
gross GST revenue col-
lected in the month of
October 2022 is Rs
1,51,718 crore of which
CGST is Rs26,039 crore,
SGST is Rs33,396 crore,
IGST is Rs81,778 crore
and Cess is Rs10,505
crore.

signboards in the Marathi
language in the Thane dis-
trict, a Labour Department
official said on Tuesday.

on Tuesday appeared before the Mumbai police in con-
nection with a cheating case
related to a Slum Rehabilita-
tion Authority project in Dadar.
She reached Dadar police
station with her legal team and
was interrogated for more than
two hours, said an official.
Speaking to reporters after her visit, Pednekar said, “I
have responded to the questions posed by the police
and told them about some allegations that are false.”
Mumbai: The state government will issue a white paper
on some mega projects going out of the state and if any
steps were taken by the previous MVA government to
retain them in the next 30 days,
said Industries Minister Uday
Samant in Mumbai on Tuesday.

Mumbai: Sensitizing
errant four-wheeler
drivers and co-pas-
sengers will be the
focus of police as the
rule to strap on seat
belts in cars in Mum-
bai comes into force
from Tuesday, said a
traffic police official.
Last month, the
Mumbai police had
issued a notification
saying it will be manda-
tory for the driver and
co-passengers to wear
seat belts from Novem-
ber 01.
The traffic police of-
ficial on Monday said
action will be taken
against violators.
“While taking action
against motorists and
co-passengers, our fo-
cus will be to sensitize
the drivers and co-pas-
sengers found not wear-
ing seat belts,” he said.
The traffic police
have been directed to
take action against the
drivers not wearing
seat belts, the official
said, adding that they
will issue warnings to
the passengers of four-
wheelers which do not
have rear seat belts.
Police will ask the
owners of such cars to
install the rear seat
belts, he said.
As per provisions of
the Motor Vehicles
(Amendment) Act, who-
soever drives a motor
vehicle without wear-
ing a safety belt or car-
ries passengers not
wearing seat belts shall
be punished.
Meanwhile, the new
seat belt rule has re-
ceived criticism from
stakeholders such as
taxi, bus and truck driv-
ers, among others.
While many have
sought more time to fix
seat belts in their vehi-
cles saying the 15-day
period was not suffi-
cient, taxi and heavy
vehicle drivers have
cited practical issues.
Taxi drivers have point-
ed out that while only
two seat belts are avail-
able in the rear seat,
three passengers are al-
lowed. Meanwhile,
truck drivers said many
heavy vehicles do not
have a seat belt installed
even for the driver or
their helpers.

Steel Deck, which
weighs as much as six
Boeing aircraft, offi-
cials said on Tuesday
.
“It is a significant
milestone that team
MMRDA has reached in
the MTHL (project). The
teams are moving in
sync with our catch-up
plan towards commis-
sioning the project by
nextyear-end,”MMRDA

The MTHL project
will link south Mumbai
withNaviMumbaitown-

ing authority for the
21.8km six-lane MTHL
project, financed by the
Japan International Co-
operation Agency

completed, it would be
the longest sea bridge in
India and would cater to
70,000 vehicles daily

The longest Ortho-
tropic Steel Deck (OSD),
launched on Monday
evening, of package-1
of about 20km-long
Trans-Harbour link, is
180m long and weighs
2,400 metric tons, as
heavy as five-six Boeing
aircraft, the MMRDA
said in a release.
This is the 14th Or-
thotropic Steel Desk out
of the total 38 OSDs to
be erected as part of the
project, it said.
It is the second 180m
long OSD of package-1
which was launched on
Monday evening. The
first one was launched
on April 1 this year, the
MMRDA said.
The OSD is a steel
deck superstructure
that has lesser self-
weight than concrete or
composite. However, it
will carry the vehicular
load more efficiently
and improve the load-
carrying capacity of
the bridge as compared
to the concrete super-
structure for a similar
span, the release said.

Pune: As many as 42 pas-
sengers of a state transport
bus had a narrow escape
after it caught fire in Pune
city on Tuesday. The inci-
dent took place at around
11.30 am at Shastri Chowk
in Yerawada area when

Pune from Yavatmal, a fire
official said. The bus driver
and conductor saw smoke

police on Tuesday seized
drugs worth Rs85 lakh
from Wadala area after re-
ceiving a tip off regarding a
consignment being brought
to the area. According to
the police, a team was
formed and a trap was laid
on Monday night. At around
11 pm, the cops spotted
a man on a bike and they
stopped him for checking
which led to a recovery
of around 16.186 kilos of
charas. The total value of
the seized charas is around
Rs 85 lakh in the market.

Control Bureau (NCB)
has recovered 1.431kg of

Rs60 lakh in multiple
seizures in Mumbai and
arrested four people. The
NCB’s Mumbai zonal unit
has neutralized a local drug
trafficking cartel, which
was active in Mumbai and
adjoining areas. Acting on
a tip-off, a NCB team laid
a trap and apprehended a
local distributor with 36gm
of mephedrone on the inter-
vening night of October 21
and 22 in Mumbra area.
CIVIC BODY ANNOUNCES 10% WATER CUT IN
MUMBAI BETWEEN NOVEMBER 01 AND 10
Mumbai: The Brihanmumbai Municipal Corporation (BMC)
on Monday announced 10% water cut in the city from
November 01 to 10, to carry out some urgent repair work
at a weir in neighbouring Thane district. The civic body in
an order said that the pneumatic gate system installed at
Pise weir was in urgent need of repairs and the work will
be carried out from November 1 to 10. “During this period,
water supply to Mumbai Metropolitan region and BMC
water supply to Thane and Bhiwandi Municipal Corporation
will be affected. Therefore, 10% water cut will be imposed
during the above mentioned period in Mumbai,” said BMC.

collisions, particular-
ly involving the Vande
Bharat Express, the
railways tasked the
Railway Protection
Force (RPF) with the
responsibility of se-
curing the securing
railway properties.
The RPF has identi-
fied several vulnerable
locations and is asking
villagers around the
railway tracks to keep
their cattle away and
safe.
The new semi-high-
speed Mumbai-
Ahmedabad train was
damaged thrice in a
month after running
over cattle.
According to Western
Railway Chief Public
Relations Officer Sumit
Thakur, villagers near
the railway lines, where
such incidents take
place, are being coun-
selled not to let their cat-
tlegrazenearthetracks.
“There are chances of
the animals getting on
the tracks and being run
over by speeding trains.
Also, dumping of gar-
bage along the railway
tracks is a problem, as it
attracts cattle,” he said.
Instances of cattle be-
ing run over by trains
have adversely affected
rail operations, increas-
ing the possibility of ac-
cidents, including de-
railments.
“The RPF has stepped
up awareness and sensi-
tizationcampaignsatall
theselocations.Sofar,in
2022, they have conduct-
ed 1,023 awareness ses-
sions at vulnerable loca-
tions. Besides, about 50
meetings have been
conducted with sar-
panchs of all villages
neartherailwaytracks.”
Thakur said.
The RPF is also
working in close
coordination with local
administration and
city police to prevent
the movement of stray
cattle near tracks.
“Western Railway is
also taking stringent ac-
tion against people
whose cattle are found

minal at Mazgaon in

Pvt Ltd, will use a new
catamaran ‘Nayan XI’.
It has a seating capacity
of 140 passengers on the
lower deck and 60 on the
upper business class
deck, said a spokesper-
son of the company

(MbPT) Chairman, Ra-
jiv Jalota, and other of-
ficials were present for
the launch.
With this service,
passengers can reach
Mandwa within 35 to
40 minutes from the
domestic cruise termi-
nal at the cost of Rs400
for the lower deck
and Rs450 for upper
deck for a one-way jour-
ney, he said.
The service from do-
mestic cruise terminal
to Mandwa will be avail-
able at 10.30 am, 12.50
pm and 3.10 pm, while
from Mandwa to the ter-
minal at 11.40 am, 2 pm
and 4.20 pm. Passengers
can buy tickets at the
terminals and also book
them online through
MyBoatRide.com.
The catamaran is lux-
urious and completely
air-conditioned, with
two washrooms on the
upper and four on the
lower deck. The catama-
ran has a top speed of 22
knots. But it will sail at

girl died while playing
hide-and-seek in an el-
evator in Mankhurd
on Friday evening.
The deceased, identi-
fied as Reshma Khara-
vi, stuck her head par-
tially into the square
opening of a lift door
when it was her turn
to find her playmates.
The lift, which had
been made operational
just five days prior, de-
scended and hit her
head. The girl’s family
members have accused
the housing society’s of-
ficialsof negligence,say-

despite being asked to
cover the opening.

Sathe Nagar, had come
with her two younger
brothers to visit her
grandmother Savita Wa-
ghari—whoresideswith

Vishal (12), Reshma’s
cousin, who had gone
into hiding, came to see
what was wrong after
hearing an unusual
sound. He was stunned
to find Reshma trapped
and ran home to seek
help. The family then
rushed to her rescue
but the lift door was
found to be jammed and
it took them almost 15
minutes to unhinge it.
Reshma was rushed
to the nearby Shatabdi
Hospitalbutsuccumbed
to her injuries. Accord-
ing to the post-mortem,
which was conducted at
the civic-run Rajawadi
hospital at Ghatkopar,
she had suffered head
and neck injuries.

Ramnagar (Agencies): At least 12 persons were ar-
rested for attempting religious conversions of tribals in
Kanakapura taluk of Ramnagar
district, police said on Tuesday.
According to police, after gather-
ing specific inputs, a team of its
personnel conducted raids and
made the arrests. Police said
that the arrested 12 persons
were making arrangements for a mass religious conversion
of Hindu tribals in the region. The arrested persons were
being grilled by the police.

death at Hebbanahalli village in Hassan district on Tuesday.
The deceased farmer has been
identified as Manu (34). The inci-

New Delhi: State-owned
CIL on Tuesday said its
coal production increased
by 17.4% to 351.9 million
tonnes (MT) in the April-
October period of the
ongoing fiscal. The com-
pany’s coal output in the
corresponding period of
last fiscal was 299.6 MT,
Coal India Ltd (CIL) said
in a filing to BSE. The coal
production by the maha-
ratna firm also increased
to 52.9 MT last month,
over 49.8 MT of coal
production in the corre-
sponding month of

Petrol,diesel demand in October highest in 4 months

New Delhi: The sales of
petrol and diesel sales in
India jumped to a four-
month high in October, as
the festive season brought
back demand that had been
quelled by extended mon-
soon rains, preliminary
industry data showed on
Tuesday
.
Petrol sales soared 12.1%
to 2.78 million tonnes in Oc-
tober, as compared to 2.48
million tonnes of consump-
tion in the same month last
year. Sales were 16.6%
higher than in COVID-
marred October 2020 and
21.4% more than in pre-
pandemic October 2019.
Demand, which had
dipped 1.9% month-on-
month in September, was
up 4.8%higher.
Diesel, the most used
fuel in the country, posted
a 12% rise in sales in Octo-
ber to 6.57 million tonnes,
when compared to the
same month last year.
Consumption was up
6.5% over October 2020 and
13.6% higher than pre-
COVID 2019.
FESTIVE SEASON PROPELS
New Delhi (PTI): Jet fuel (ATF) price on
Tuesday was hiked by 4.2% but that of
commercial LPG used in non-residential es-
tablishments such as hotels and restaurants
was cut by `115.5 per 19-kg cylinder re-
flecting global energy trends. ATF price was
hiked by `4,842.37 per kilolitre, or 4.19%,
to `120,362.64 per kl in the national capital.
This reverses a 4.5% cut in jet fuel prices
affected last month. Separately, the oil firms reduced the price of
a 19-kg commercial LPG cylinder to `1,744 from `1,859.50 in
the national capital.

20,000 units in October 2022.
The company,

recorded a four-fold growth over
daily run rate during Navratras,
and ten times on Vijayadashami,
the company said. It has been
producing 1,000 units a day

India will assume the
Presidency of the G20 for
one year from December 1,
2022. G20 is a grouping of
developed and developing
nations accounting for 85%
of the global GDP, 75% of
international trade, and
two-thirds of the world
population.
Speaking at a panel dis-
cussion, Nageswaran said
India is assuming presi-
dency of G20 at a crucial
time when the world is fac-
ing multiple headwinds.
“Under these circum-
stances, the objective of the
Indian Presidency will be
to focus on key issues of
macroeconomic vulnera-
bilities in the near term,
which deal with food and
energy insecurities arising
partly because of long
standing under investment
in energy infrastructure
but also because of near
term geopolitical develop-
ments,” he said.
Besides, he said, efforts
would have to be made on
evolving a global consen-
sus to deal with virtual as-
sets like cryptocurrencies.
“The entire idea of the
presidency would be to
identify consensus-based
solution, accelerating the
scale and scope of the re-
sponse of the global com-
munity, trans-border chal-
lenges such as regulation
of virtual assets, dealing
with cross border remit-
tances, and also the issue
of global capital flows and
how to create buffers and
safety nets for developing
countries that get affected
by spillovers from policies
of developed nations,” he
said.
The other focus area
would be strengthening of
multilateral institutions in
terms of governance, capi-
tal and resources as they
serve development needs
of countries as well as glob-
al challenges, he said.

government’s paddy pro-
curement for the central
pool rose 12% to 170.53
lakh tonnes till October
of the ongoing 2022-23
kharif marketing season,
according to the food
ministry data.
Higher quantities of
paddy were purchased
from Punjab, Haryana and
Tamil Nadu.
Normally, paddy pro-
curement begins immedi-
ately after the withdrawal
of the Southwest monsoon
from October onwards.
However in southern
states, especially in Kerala
and Tamil Nadu, it begins
from September.
The government aims to
procure 771.25 lakh tonnes
of paddy in the 2022-23 kha-
rif marketing season (Oc-
tober-September). The ac-
tual procurement stood at
record 759.32 lakh tonnes
in the previous kharif mar-
keting season.
According to the official
data, the overall paddy buy-
ing has increased to 170.53
lakh tonnes till October 31.

according to a monthly sur-
vey released on Tuesday

The seasonally-adjusted
SP Global India Manufac-
turing Purchasing Manag-
ers’ Index (PMI) was up
from 55.1 in September to
55.3 in October. The Octo-
ber PMI data pointed to an
improvement in overall op-
erating conditions for the
16th straight month.
“The Indian manufac-
turing industry again
showed signs of resilience
in October, with factory or-
ders and production rising
strongly despite losing
growth momentum,” Pol-
lyanna De Lima, Econom-
ics Associate Director at
SP Global Market Intelli-
gence, said. Firms were
able to secure additional
work in October, taking the
current sequence of
growth to 16 months, the
survey said, adding that
overall, factory orders in-
creased at an above-trend
pace that was nonetheless
the weakest since June.

lar on Tuesday. At the interbank

currency, registering a rise of 22

Power consumption

1.64% to 114.64 billion units
in October compared to the
year-ago period, according
to government data.

faction to complete case compilation and formulate salient issues within 4 weeks

preme Court will hear
a batch of petitions
filed in connection
with the Maharashtra
political crisis by the
two warring factions
of Shiv Sena—each led
by Uddhav Thackeray
and Chief Minister
Eknath Shinde—on
November 29.
A five-judge Constitu-
tion bench, headed by
Justice DY Chandra-
chud, on Tuesday asked
lawyerstocompletecom-
pilation of the case and
formulate its salient is-
sues for consideration.
The bench, comprising
Justices MR Shah,
Krishna Murari, Hima
Kohli, and PS Narasim-
ha, also said that advo-
cates Javed Ur Rehman
and Chirag Shah, repre-
senting each faction,
shall act as nodal coun-
sel and will carry out
this exercise within a
period of four weeks.
Earlier, the top court
had allowed the Election
Commission of India to
decide which faction be-
tween Uddhav Thacker-
ay and Chief Minister
Eknath Shinde will be
recognized as the “real”
Shiv Sena, and to be al-
lotted the “bow and ar-
row” poll symbol.
In August, a three-
judge Supreme Court
bench had referred to a
five-judge Constitution
bench the issues in-
volved in the petition
filed by the rival Shiv
Sena groups. The three-
judge bench had also
said that some of the is-
sues involved in the Ma-
harashtrapoliticalcrisis
could require a larger
Constitutional bench for
consideration.
It had also asked the
Speaker of the Maha-
rashtra Legislative As-
sembly
,RahulNarwekar,
not to take any action on
the new disqualification
notices issued against
members of Shiv Sena.
On June 29, the top
court had given a go-
ahead to the June 30 Ma-
harashtra Assembly
floor test. The bench had
refusedtostaytheMaha-
rashtragovernor’sdirec-
tion to the then Chief
Minister Uddhav Thack-
eray to prove his major-
ity support on the floor
of the House on June 30.
After the apex court’s
order, Uddhav Thacker-
ay announced his resig-
nation as the CM and
Shinde was later sworn
in to the post.
There are various pe-
titions pending before
the apex court filed by
both factions of Shiv
Sena. For example, the
Thackeray-led faction
had approached the top
court, challenging Gov-
ernor Bhagat Singh Ko-
shiyari’s decision to in-
vite Eknath Shinde to
form the government.

stances put before
them by the law-
yers concerned,
were untrue.
The HC noted that
the untrue state-
ments made by the
advocates had led to
certain remarks be-
ing made by the
bench against the
tribunal.
The division
bench, comprising
of Justices GS Patel
and Gauri Godse,
found it difficult to
express the “extent
of dismay and disap-
pointment” at the
way in which the ad-
vocates for the origi-
nal claimants con-
ducted themselves in
the appeal filed be-

The HC rejected
the application filed
by the organization
seeking two girls to

phans. However, the
court allowed the
organization to ap-
proach a competent
authority that “may
make due inquiry
and take decision on
the application of
the organization for
declaration as an
‘abandoned child’.”
The authority has
been asked to take
the decision by No-
vember 14, 2022.

Mumbai: Salil Desh-
mukh, the elder son of
former Maharashtra
home minister Anil
Deshmukh, was grant-
ed bail on Tuesday af-
ter he appeared before
a special court in con-
nection with a money
laundering case.
A special court,
designated to hear
cases related to the
Prevention of Money
Laundering Act
(PMLA), had issued a
summons in February
to Salil after the En-
forcement Directorate
(ED) submitted its
charge sheet in the case.
Salil was arraigned as
an accused in the case.
After appearing before
the court, he stated that
the accusations against
him were “absolutely
unfounded”.

Chief Minister Dev-
endra Fadnavis on
Tuesday directed the
Maharashtra state
Police Housing and
Welfare Corporation
(MSPHC) to complete
work on police sta-
tions and personnel
residences in the state
on a priority basis. He
also made it clear that
necessary funds
would be made avail-
able for these pro-
jects.
During a review
meeting with MSPHC
officials, Fadnavis said,
“In the initial phase,
undertake necessary
work in hand and make
it a priority to complete
it on time.”
He suggested devis-
ing construction plans
in a manner that the
space available is fully
utilized. “There will be
no shortage of funds for
the construction of po-
lice houses. Mumbai
needs a new jail now
and the project requires
at least 10 acres of land.
The local corporation
should decide on the
place and begin con-
struction,” said the
deputy CM.
Currently, work on
police stations and
quarters for personnel
is underway. Of these,
15 projects will be trans-
ferred while 10 projects
will be completed in six

UDDHAV FACTION Calls on Guj govt to take responsibility for loss of lives in mouthpiece ‘Saamana’ First India Bureau Mumbai: The Uddhav Thackeray-led Shiv Sena faction on Tues- day asked whether the Morbi bridge collapse should be termed as an “act of fraud, con- spiracy or a mere ac- cident”. It also assert- ed that the Gujarat government cannot shirk its responsibili- ty for the loss of lives in the accident. When a similar inci- dent took place in West Bengal in 2016, Prime Minister Narendra Modi had slammed that state government and called it an act of God, said an editorial in the Thackeray camp’s mouthpiece ‘Saamana’. The Marathi daily also questioned the quality of renovation of the Morbi suspen- sion bridge, which was opened for the public four days before it col- lapsed. The suspension bridge on the Machchhu river in Gujarat’s Morbi city collapsed on Sun- day evening, killing 134 people, a senior police official had said earlier. “Will the lives lost come back? The com- pany responsible for the maintenance of the bridge should be probed, but the Gujarat government cannot shirk its responsibili- ty,” stated the editorial in ‘Saamana’. Should this incident be termed as an act of fraud, a conspiracy or a mere accident? it asked. Was the bridge reno- vation completed or not? How did the bridge get overloaded (with people)? There are sev- eral questions and the Gujarat government has to answer each of them. Even the Centre cannot ignore its re- sponsibility, said the editorial. If the bridge renova- tion was not done prop- erly, why was it reo- pened for the public? asked the Marathi pub- lication’s editorial. Police on Monday arrested nine persons, including four from the Oreva group that was managing the sus- pension bridge, and filed a case against firms tasked with maintenance and op- eration of the British- era structure. Video footage emerged of the mo- ments before Sunday evening’s deadly col- lapse, showing the bridge snapping in a few seconds, taking down scores of visitors seen walking on the swaying structure which had reopened six days ago after exten- sive repair but sans a fitness certificate. Maha GST collection rises to `23,037 cr in Oct; retains top spot First India Bureau Mumbai: Maharash- tra has retained its top spot in the Goods and Services Tax (GST) collection for October across the country. Thestate’sGSTcollec- tion increased to Rs23,037 crore in Octo- ber2022againstRs21,403 crore in September 2022, ariseof Rs1,904crore.In October 2021, the state’s GST collection was Rs19,355 crore. According to a state finance department of- ficial, the rise in state GST collection once again shows that the economy’s recovery is gaining momentum es- pecially after the down- turn during the COV- ID-19 pandemic. “Besides, the filing of GST returns is high in Mumbai and the rest of Maharashtra as the state has been the growth engine. The rise in collection is also be- cause the headquarters of many companies are situated in Mumbai. The ongoing festive sea- son has also contribut- ed majorly in increase in the GST collection,” the official said. Maharashtra’s State GST collection was Rs18,863 crore in Au- gust, Rs22,219 crore in July, Rs22,341 crore in June, Rs20,313 crore in May and Rs27,495 crore in April. The state GST (SGST) continues to be the ma- jor contributor of tax revenue as it contrib- utes over 42.59%, fol- lowed by taxes on sales, trades 20.19% and stamp duty and resigna- tion fees 15.48%. In 2022-23, the SGST is estimated to be the largest source of its own tax revenue (47%). The SGST revenue in 2022-23 is estimated at Rs1,19,900 crore, which is an increase of 11% over the revised esti- mates of 2021-22. Across India, the gross GST revenue col- lected in the month of October 2022 is Rs 1,51,718 crore of which CGST is Rs26,039 crore, SGST is Rs33,396 crore, IGST is Rs81,778 crore and Cess is Rs10,505 crore. The traffic police have been directed to take action against the drivers not wearing seat belts, the official said, adding that they will issue warnings to the passengers of four- wheelers which do not have rear seat belts. Police will ask the owners of such cars to install the rear seat belts, he said. As per provisions of the Motor Vehicles (Amendment) Act, who- soever drives a motor vehicle without wear- ing a safety belt or car- ries passengers not wearing seat belts shall be punished. Meanwhile, the new seat belt rule has re- ceived criticism from stakeholders such as taxi, bus and truck driv- ers, among others. While many have sought more time to fix seat belts in their vehi- cles saying the 15-day period was not suffi- cient, taxi and heavy vehicle drivers have cited practical issues. Taxi drivers have point- ed out that while only two seat belts are avail- able in the rear seat, three passengers are al- lowed. Meanwhile, truck drivers said many heavy vehicles do not have a seat belt installed even for the driver or their helpers. When completed, it would be the longest sea bridge in India and would cater to 70,000 vehicles daily . The longest Ortho- tropic Steel Deck (OSD), launched on Monday evening, of package-1 of about 20km-long Trans-Harbour link, is 180m long and weighs 2,400 metric tons, as heavy as five-six Boeing aircraft, the MMRDA said in a release. This is the 14th Or- thotropic Steel Desk out of the total 38 OSDs to be erected as part of the project, it said. It is the second 180m long OSD of package-1 which was launched on Monday evening. The first one was launched on April 1 this year, the MMRDA said. The OSD is a steel deck superstructure that has lesser self- weight than concrete or composite. However, it will carry the vehicular load more efficiently and improve the load- carrying capacity of the bridge as compared to the concrete super- structure for a similar span, the release said. The RPF has identi- fied several vulnerable locations and is asking villagers around the railway tracks to keep their cattle away and safe. The new semi-high- speed Mumbai- Ahmedabad train was damaged thrice in a month after running over cattle. According to Western Railway Chief Public Relations Officer Sumit Thakur, villagers near the railway lines, where such incidents take place, are being coun- selled not to let their cat- tlegrazenearthetracks. “There are chances of the animals getting on the tracks and being run over by speeding trains. Also, dumping of gar- bage along the railway tracks is a problem, as it attracts cattle,” he said. Instances of cattle be- ing run over by trains have adversely affected rail operations, increas- ing the possibility of ac- cidents, including de- railments. “The RPF has stepped up awareness and sensi- tizationcampaignsatall theselocations.Sofar,in 2022, they have conduct- ed 1,023 awareness ses- sions at vulnerable loca- tions. Besides, about 50 meetings have been conducted with sar- panchs of all villages neartherailwaytracks.” Thakur said. It has a seating capacity of 140 passengers on the lower deck and 60 on the upper business class deck, said a spokesper- son of the company . New Delhi: The Supreme Court on Tuesday issued notice on an appeal challenging a Gauhati High Court verdict, which upheld the validity of As- sam Madrassa Education (Provincialization) Act, 1995 (repealed by the Act of 2020) and all con- sequential government orders, including the notification dated Feb- ruary 12, 2021. A bench sought a response from the Assam government and others. The plea, filed through advocate Adeel Ahmed, contended that high court has er- roneously observed that the petitioner madras- sas being government schools, and wholly maintained by the state through provincialization are hit by Article 28(1) of the Constitution of India and as such, cannot be permitted to impart religious instruction. Bengaluru: The Karnataka High Court has ordered issuance of notice to all con- cerned authorities in a PIL against illegal electric fences causing death of elephants and other wild animals in the State. The company had sold a total of 1,38,335 units in the same month last year. To- tal domestic passenger vehicle sales were at 1,47,072 units in October as compared to 1,17,013 units in the year-ago month, registering a growth of 26%. Sales of mini segment cars grew to 24,936 units. —PTI MARUTI SALES RISE 21% TO 167,520 UNITS IN OCTOBER New Delhi: State-owned CIL on Tuesday said its coal production increased by 17.4% to 351.9 million tonnes (MT) in the April- October period of the ongoing fiscal. The com- pany’s coal output in the corresponding period of last fiscal was 299.6 MT, Coal India Ltd (CIL) said in a filing to BSE. Petrol,diesel demand in October highest in 4 months First India Bureau New Delhi: The sales of petrol and diesel sales in India jumped to a four- month high in October, as the festive season brought back demand that had been quelled by extended mon- soon rains, preliminary industry data showed on Tuesday . Petrol sales soared 12.1% to 2.78 million tonnes in Oc- tober, as compared to 2.48 million tonnes of consump- tion in the same month last year. Sales were 16.6% higher than in COVID- marred October 2020 and 21.4% more than in pre- pandemic October 2019. Demand, which had dipped 1.9% month-on- month in September, was up 4.8%higher. Diesel, the most used fuel in the country, posted a 12% rise in sales in Octo- ber to 6.57 million tonnes, when compared to the same month last year. Consumption was up 6.5% over October 2020 and 13.6% higher than pre- COVID 2019. FESTIVE SEASON PROPELS New Delhi (PTI): Jet fuel (ATF) price on Tuesday was hiked by 4.2% but that of commercial LPG used in non-residential es- tablishments such as hotels and restaurants was cut by `115.5 per 19-kg cylinder re- flecting global energy trends. ATF price was hiked by `4,842.37 per kilolitre, or 4.19%, to `120,362.64 per kl in the national capital. This reverses a 4.5% cut in jet fuel prices affected last month. Separately, the oil firms reduced the price of a 19-kg commercial LPG cylinder to `1,744 from `1,859.50 in the national capital. JET FUEL PRICE HIKED BY 4.2 PER CENT, COMMERCIAL LPG RATES CUT BY ` 115.5 ‘EPFO COVERAGE TO BE EXPANDED TO 10 CRORE SUBSCRIBERS’ New Delhi: Union Labour Minister Bhupender Yadav on Tuesday said retirement fund body EPFO’s coverage will be expanded to 10 crore subscribers from the existing level of 6.5 crore. Yadav said, “EPFO social security schemes ambit will be expanded. It will be increased from 6.5 crore subscribers to 10 crore.” He also launched the EPFO Vision 2047 document. According to the ‘Gold Demand Trends Q3 2022’ report by WGC, the total demand stood at 168 tonnes during the July-September quarter of 2021. In value terms, gold demand grew by 19% to ` 85,010 crores during the third quarter of 2022, compared to `71,630 crores in the corresponding period of 2021. —PTI CEA outlines focus of G20 under India New Delhi (PTI): Chief Economic Adviser (CEA) V Anantha Nageswaran on Tuesday said India’s G20 presidency would focus on key issues concerning mac- roeconomic vulnerabilities in view of the ongoing global turmoil, besides food and energy security . India will assume the Presidency of the G20 for one year from December 1, 2022. G20 is a grouping of developed and developing nations accounting for 85% of the global GDP, 75% of international trade, and two-thirds of the world population. Speaking at a panel dis- cussion, Nageswaran said India is assuming presi- dency of G20 at a crucial time when the world is fac- ing multiple headwinds. “Under these circum- stances, the objective of the Indian Presidency will be to focus on key issues of macroeconomic vulnera- bilities in the near term, which deal with food and energy insecurities arising partly because of long standing under investment in energy infrastructure but also because of near term geopolitical develop- ments,” he said. Besides, he said, efforts would have to be made on evolving a global consen- sus to deal with virtual as- sets like cryptocurrencies. “The entire idea of the presidency would be to identify consensus-based solution, accelerating the scale and scope of the re- sponse of the global com- munity, trans-border chal- lenges such as regulation of virtual assets, dealing with cross border remit- tances, and also the issue of global capital flows and how to create buffers and safety nets for developing countries that get affected by spillovers from policies of developed nations,” he said. The other focus area would be strengthening of multilateral institutions in terms of governance, capi- tal and resources as they serve development needs of countries as well as glob- al challenges, he said. She said at the G20 forum India is con- stantly maintaining its po- sition and voicing the con- cerns of emerging markets and low- and middle-in- come countries. “Particularly at a time when we are also facing the collateral spillovers which are unintended ... Higher quantities of paddy were purchased from Punjab, Haryana and Tamil Nadu. Normally, paddy pro- curement begins immedi- ately after the withdrawal of the Southwest monsoon from October onwards. However in southern states, especially in Kerala and Tamil Nadu, it begins from September. The government aims to procure 771.25 lakh tonnes of paddy in the 2022-23 kha- rif marketing season (Oc- tober-September). The ac- tual procurement stood at record 759.32 lakh tonnes in the previous kharif mar- keting season. According to the official data, the overall paddy buy- ing has increased to 170.53 lakh tonnes till October 31. The seasonally-adjusted SP Global India Manufac- turing Purchasing Manag- ers’ Index (PMI) was up from 55.1 in September to 55.3 in October. The Octo- ber PMI data pointed to an improvement in overall op- erating conditions for the 16th straight month. “The Indian manufac- turing industry again showed signs of resilience in October, with factory or- ders and production rising strongly despite losing growth momentum,” Pol- lyanna De Lima, Econom- ics Associate Director at SP Global Market Intelli- gence, said. Firms were able to secure additional work in October, taking the current sequence of growth to 16 months, the survey said, adding that overall, factory orders in- creased at an above-trend pace that was nonetheless the weakest since June. At the interbank foreign exchange market, the lo- cal currency opened at 82.74 and witnessed a high of 82.59 and a low of 82.79. It finally settled at 82.59 against the American currency, registering a rise of 22 paise over its previous close. Power consumption grows marginally to 114.64 billion units in October this year New Delhi (PTI): India’s power consumption grew 1.64% to 114.64 billion units in October compared to the year-ago period, according to government data. The power consumption rose only marginally in Oc- tober, mainly due to inces- sant unseasonal rains which kept the mercury levels low and reduced the use of cooling appliances. However, experts said power consumption and de- mand will further increase in the coming months due to use of heating appliance especially in the northern part of the country , and im- provement in economic ac- tivities on account of the beginning of the new rabi crop season. The farmers use electricity to run tube- wells for irrigation for new crops. In October last year, power consumption was 112.79 BU.

A five-judge Constitu- tion bench, headed by Justice DY Chandra- chud, on Tuesday asked lawyerstocompletecom- pilation of the case and formulate its salient is- sues for consideration. The bench, comprising Justices MR Shah, Krishna Murari, Hima Kohli, and PS Narasim- ha, also said that advo- cates Javed Ur Rehman and Chirag Shah, repre- senting each faction, shall act as nodal coun- sel and will carry out this exercise within a period of four weeks. Earlier, the top court had allowed the Election Commission of India to decide which faction be- tween Uddhav Thacker- ay and Chief Minister Eknath Shinde will be recognized as the “real” Shiv Sena, and to be al- lotted the “bow and ar- row” poll symbol. In August, a three- judge Supreme Court bench had referred to a five-judge Constitution bench the issues in- volved in the petition filed by the rival Shiv Sena groups. The three- judge bench had also said that some of the is- sues involved in the Ma- harashtrapoliticalcrisis could require a larger Constitutional bench for consideration. It had also asked the Speaker of the Maha- rashtra Legislative As- sembly ,RahulNarwekar, not to take any action on the new disqualification notices issued against members of Shiv Sena. On June 29, the top court had given a go- ahead to the June 30 Ma- harashtra Assembly floor test. The bench had refusedtostaytheMaha- rashtragovernor’sdirec- tion to the then Chief Minister Uddhav Thack- eray to prove his major- ity support on the floor of the House on June 30. After the apex court’s order, Uddhav Thacker- ay announced his resig- nation as the CM and Shinde was later sworn in to the post. There are various pe- titions pending before the apex court filed by both factions of Shiv Sena. For example, the Thackeray-led faction had approached the top court, challenging Gov- ernor Bhagat Singh Ko- shiyari’s decision to in- vite Eknath Shinde to form the government.
