Employee Health And Safety
Safety refers to the absence of accidents.
Stated differently, safety refers to the
protection of workers from the danger of
accidents.
Relative freedom from danger, risk, or threat
of harm, injury or loss to personnel and
property, whether caused deliberately or by
accident.

• To regulate working conditions in the factories.
• To ensure that the basic minimum requirements for health,
safety, welfare of the factory workers are provided.
• To regulate the working hours, leave, holidays, OT,
employment of children and women and young persons.

Improvement of productivity : If working conditions are not proper then the workers
cannot concentrate on their work and therefore both productivity and quality will suffer.
Reduction of absenteeism and turnover : Ill health forces workers to absent
themselves from their work. Sometimes they may be compelled to leave the company
to find a better workplace in another company. Hence, industrial health reduces
discontent and minimises absenteeism and labour turnover.
Reduction of industrial accidents : Healthy workers are less prone to accidents
which saves time and compensation payment arising in case of accidents. This also
raises the morale of employees.
Importance of employee health and safety
Better industrial relations : Industrial health reduces cost of operations and spoilage
leading to increased profits and bonus for the workers. Thus industrial conflicts are
reduced in the organisation.

Supervisors must :
> Monitor their workplaces frequently to identify unsafe or unhealthful conditions
> Take prompt action to correct hazardous conditions
> If a serious hazard is detected take immediate interim action to safeguard
employees
> Encourage employees to report unsafe or unhealthful conditions
> Seek suggestions from employees for improvement of workplace conditions
Investigate workplace accidents :
> Investigate workplace mishaps and take prompt corrective action necessary to
ensure the safety and health of employees
> Institute actions to prevent recurrence of accidents
Supervisors role in employees safety
Ensure employees are adequately trained to performthe work safely:
> Prior to permitting employees to work with machine tools ,chemicals ,powered machinery, electrical
systems, lasers and other such equipment ,or enter confined spaces ,operate forklift, works in elevating
locations or perform similar hazardous work ,they must receive specialised training. Contact the safety
office to obtain the requirements for such training.
> Inform employs of the procedure to follow in the event of an emergency
> Inform employees of any unique hazards in the workplace and how to identify them
> Inform employers of how to report unsafe or unhealthful conditions
> Inform employs of action to take in the event of a work-related injury
> maintain records of safety training provided such as lesson plan, rosters, list of audio visual and other
materials used
Ensure that employees perform work in a safe manner :
> Monitor employee behaviour to ensure that work is being performed safely
> Take prompt action to correct any unsafe or unhelpful actions or behaviour
Employees must :
1) Work safely to protect themselves and
others from injury and follow all OHS
instructions,for example ,Wearall
personal protective equipment provided.
Employers must:
1) Properly oreintate , train and
supervise staff to ensure safe work
practices are understood and
followed by all employees .
2) Report any 0HS issues, including
hazards, injury, illnesses and near
misses
2) Consult with all employees including
YW about decisions that will affect
safety in the workplace
Case Study
Samsung, the largest producers of electronic devices, was founded in 1938 by Lee
Byung Chull. It concentrates on the production industry electronics, including
semiconductor, memory chips, integrated system and appliances. Samsung has become
one of the most popular brands of producers, which produces around a fifth of total
exports in South Korea.
> By the end of 2015, ‘221 employees suffered from cancer and a rare condition after the
company’s work, of which 75 were fatal’ said by Banolim.
> The most typical example is the case of Hwang Sang-gi’s daughter Yu-Mi, Who died in 2007 at
age of 22.
> Due to the chemicals in the Samsung’s factory in south of Seoul, Yu was attacked by a
disease called acute myeloid leukaemia.
> Yu-Mi’s father Sang-Gi became one of the founders of Benolim, he spent seven year to shed
light on the use of carcinogens in the electronic equipment factory, especially semiconductor
equipment factory.
Internal factor-carcinogen
Luan(2012) pointed that Huffington Post believed that the chemicals used to
process wafers in chip factories of Samsung were linked with cancer. The world
Health Organisation(WHO) and the international agency for research on
cancer(IARC)(NHS,2015) have reported that there are estimated about 7% to
19% of cancers are because of the toxic material contact in daily life. As a
result, the chemical used in Samsung‘s factory would seemed to be the
carcinogen. These chemicals may have the potential to make cells become
cancer cells.
External factor- Work Environment
People who work in the Samsung factory are in a closed room,
with air-conditioning system to ensure the products are clean. This
kind of work environment will help the dangerous air to escape
anywhere and therefore it cannot be exhausted. This is because
the worker will not be poisoned by the toxic gas from chemicals.
However, the workers cannot get the fresh air when they are
working in the closed room.
Potential factor- The temptation of money
According to VTC NEWS(2014) , the workers had not filed a
complaint or sued Samsung; although there are 19,000 workers at
the Giheung factory were ill. The reason is that the company had
compensated huge number of money to withdraw the suit and keep
them silent. With the temptation of money, event may probably
disappear in the public, so that the company will ignore the death of
toxic workers.
1. Improving the working environment
Due to the accident workshop dust removal system for a long time not as
prescribed cleaning, aluminium dust accumulation and lead to dust removal
system and workshop series of explosions. According to ZHU (2013),company
need to ensure the clean and safe working environment for employees. Thus, it
is necessary to improve the working environment.
First of all, Kunshan City in-metal products LTd. Should control the
concentration of combustible dust in combustible materials, such as aluminium
dust ,the equipment with good sealing performance can be used in productions,
processing and storage.
Furthermore, if the equipment ,such as silo and hoist , has powder leakage and other
phenomena to timely maintenance, should be repaired in time to reduce or avoid dust
dispersion as far as possible.
Thirdly, the factory needs to installation of effective ventilation and dust removal
equipment , such as dust shaker , and strengthening of cleaning work in order to
eliminate the flammable dust suspended in the air and reduce the concentration of the
combustible dust in the combustible substance . Indeed to ensure that the combustible
dust is not within the limit of explosion concentration, and to prevent the explosion of
combustible dust fundamentally.
Last but not the least, factory have to eliminate ignition sources in the workplace. By
controlling and protection of ignition source in the workplace to avoid explosion of
ignition source and combustible material.
2. Avoid working overtime
According to article 36 ( State working hours system ), 38 ( The minimum guarantee for rest days)and 42
( Prohibition of illegal extensions of working hours) of the Labour Law of the People’s Republic of China (
2014), the working hours of workers are not more than eight hours per day and the average weekly
working hours are not more than 44 hours, the employer need to ensure that the labourer rest at least
one day per weak and the employer shall not extend the working hours of the workers in violation of the
provisions of this Law . The Kunshan factory seriously violated the provisions of labor law .
Therefore, the owner and manager of the factory must create a new work schedule in accordance with
law to ensure the legal rest time of the staff . In addition the local government to carry out strict
supervision . Furthermore ,the govt. accepts and encourages employees to inform any illegal situations
and provide corresponding rewards, make sure employee voice can be concerned and valued. If the
employee voice cannot be responses by govt. or company ,then the employee can use social media to
expose any illegal and unequal treatment that would endanger the health and safety of physiology and
psychology.
3. Using protective equipment
In order to protect the health of workers who are working in the dust,they
should wear the protective clothing . The protective garments are used to
enhance worker safety , they also have some negative impacts on worker
performance, heat stress as an example . As a result it would seem that
changing the working environment of Kunshan factory can be a
fundamental method to solve the health problem. Simultaneously the
workers also need to take some trainings about how to protect themselves
in the emergency .
So the Kunshan Factory should focus on health and safety training and
changing the working environment.
> Use non- hazardous materials
> Has operated the most advanced chemical management system and
stringent policy.
> Before being delivered to facilities, chemical substance is being analysed
on physical and chemical characteristics .
> The process of health and safety controls on storage,use,recycling and
disposal is being strictly regulated.
> Chemicals are stored outside the cleanroom and are transferred directly
to the equipment without contacting workers.
Samsung engineering strives to ensure improved health and safety for
everyone through the health and safety management system by following
four steps:
Set plans to execute health and safety
policies
as well as hit performance targets for
individual departments, sites and
vendors.
Comply with or implement work
standards and processes.
Audit safety compliance
and system efficiency
Improve the working
environment.

Reduction of absenteeism and turnover : Ill health forces workers to absent themselves from their work. Sometimes they may be compelled to leave the company to find a better workplace in another company. Hence, industrial health reduces discontent and minimises absenteeism and labour turnover. Reduction of industrial accidents : Healthy workers are less prone to accidents which saves time and compensation payment arising in case of accidents. This also raises the morale of employees. Ensure employees are adequately trained to performthe work safely: > Prior to permitting employees to work with machine tools ,chemicals ,powered machinery, electrical systems, lasers and other such equipment ,or enter confined spaces ,operate forklift, works in elevating locations or perform similar hazardous work ,they must receive specialised training. Contact the safety office to obtain the requirements for such training. > Inform employs of the procedure to follow in the event of an emergency > Inform employees of any unique hazards in the workplace and how to identify them > Inform employers of how to report unsafe or unhealthful conditions > Inform employs of action to take in the event of a work-related injury > maintain records of safety training provided such as lesson plan, rosters, list of audio visual and other materials used Ensure that employees perform work in a safe manner : > Monitor employee behaviour to ensure that work is being performed safely > Take prompt action to correct any unsafe or unhelpful actions or behaviour
  • 13. Employees must : 1) Work safely to protect themselves and others from injury and follow all OHS instructions,for example ,Wearall personal protective equipment provided. Employers must: 1) Properly oreintate , train and supervise staff to ensure safe work practices are understood and followed by all employees . 2) Report any 0HS issues, including hazards, injury, illnesses and near misses 2) Consult with all employees including YW about decisions that will affect safety in the workplace
  • 15. Samsung, the largest producers of electronic devices, was founded in 1938 by Lee Byung Chull. It concentrates on the production industry electronics, including semiconductor, memory chips, integrated system and appliances. Samsung has become one of the most popular brands of producers, which produces around a fifth of total exports in South Korea. > By the end of 2015, ‘221 employees suffered from cancer and a rare condition after the company’s work, of which 75 were fatal’ said by Banolim. > The most typical example is the case of Hwang Sang-gi’s daughter Yu-Mi, Who died in 2007 at age of 22. > Due to the chemicals in the Samsung’s factory in south of Seoul, Yu was attacked by a disease called acute myeloid leukaemia. > Yu-Mi’s father Sang-Gi became one of the founders of Benolim, he spent seven year to shed light on the use of carcinogens in the electronic equipment factory, especially semiconductor equipment factory.
  • 16. Internal factor-carcinogen Luan(2012) pointed that Huffington Post believed that the chemicals used to process wafers in chip factories of Samsung were linked with cancer. The world Health Organisation(WHO) and the international agency for research on cancer(IARC)(NHS,2015) have reported that there are estimated about 7% to 19% of cancers are because of the toxic material contact in daily life. As a result, the chemical used in Samsung‘s factory would seemed to be the carcinogen. These chemicals may have the potential to make cells become cancer cells.
  • 17. External factor- Work Environment People who work in the Samsung factory are in a closed room, with air-conditioning system to ensure the products are clean. This kind of work environment will help the dangerous air to escape anywhere and therefore it cannot be exhausted. This is because the worker will not be poisoned by the toxic gas from chemicals. However, the workers cannot get the fresh air when they are working in the closed room.

Potential factor- The temptation of money According to VTC NEWS(2014) , the workers had not filed a complaint or sued Samsung; although there are 19,000 workers at the Giheung factory were ill. The reason is that the company had compensated huge number of money to withdraw the suit and keep them silent. With the temptation of money, event may probably disappear in the public, so that the company will ignore the death of toxic workers.

Improving the working environment Due to the accident workshop dust removal system for a long time not as prescribed cleaning, aluminium dust accumulation and lead to dust removal system and workshop series of explosions. According to ZHU (2013),company need to ensure the clean and safe working environment for employees. Thus, it is necessary to improve the working environment. First of all, Kunshan City in-metal products LTd. Should control the concentration of combustible dust in combustible materials, such as aluminium dust ,the equipment with good sealing performance can be used in productions, processing and storage.

Furthermore, if the equipment ,such as silo and hoist , has powder leakage and other phenomena to timely maintenance, should be repaired in time to reduce or avoid dust dispersion as far as possible. Thirdly, the factory needs to installation of effective ventilation and dust removal equipment , such as dust shaker , and strengthening of cleaning work in order to eliminate the flammable dust suspended in the air and reduce the concentration of the combustible dust in the combustible substance . Indeed to ensure that the combustible dust is not within the limit of explosion concentration, and to prevent the explosion of combustible dust fundamentally. Last but not the least, factory have to eliminate ignition sources in the workplace. By controlling and protection of ignition source in the workplace to avoid explosion of ignition source and combustible material.

Avoid working overtime According to article 36 ( State working hours system ), 38 ( The minimum guarantee for rest days)and 42 ( Prohibition of illegal extensions of working hours) of the Labour Law of the People’s Republic of China ( 2014), the working hours of workers are not more than eight hours per day and the average weekly working hours are not more than 44 hours, the employer need to ensure that the labourer rest at least one day per weak and the employer shall not extend the working hours of the workers in violation of the provisions of this Law . The Kunshan factory seriously violated the provisions of labor law . Therefore, the owner and manager of the factory must create a new work schedule in accordance with law to ensure the legal rest time of the staff . In addition the local government to carry out strict supervision . Furthermore ,the govt. accepts and encourages employees to inform any illegal situations and provide corresponding rewards, make sure employee voice can be concerned and valued. If the employee voice cannot be responses by govt. or company ,then the employee can use social media to expose any illegal and unequal treatment that would endanger the health and safety of physiology and psychology.
  • 22. 3. Using protective equipment In order to protect the health of workers who are working in the dust,they should wear the protective clothing . The protective garments are used to enhance worker safety , they also have some negative impacts on worker performance, heat stress as an example . As a result it would seem that changing the working environment of Kunshan factory can be a fundamental method to solve the health problem. Simultaneously the workers also need to take some trainings about how to protect themselves in the emergency . So the Kunshan Factory should focus on health and safety training and changing the working environment.
