the issue
The main aims of the new Metz-Thionville Regional Hospital
were to optimise patient care and comfort, to rationalise the
organisation of care services and equipment, to enhance the
hospital’s security, and to liberate healthcare providers from time-
consuming tasks so that they can concentrate on patient care.

In 2007, work started on the new hospital, which is fully equipped
with the latest technologies and meets stringent environmental
standards (HQE). The design and build of the hospital anticipate
the future interconnection of the entire regional healthcare
system, enabling telemedicine and remote care solutions to
reduce costly hospital stays.
Today, the hospital is a key example of how healthcare ICT
innovations enable new levels of resource optimisation and
better patient care while improving medical performance, in a

Over 6,500 telephone access points linked to a virtual network;

ambulance contact were installed. The project used cutting-edge

Healthcare personnel can access digitised patient records from

Automatic guided trolleys for the delivery of linen, meals and
medicine stock management are used to reduce or eliminate
repetitive, low added value tasks to enable the hospital’s staff to

An enhanced security system has been installed to support
isolated hospital workers and maternity units, where new-born
babies are fitted with bracelets to complement the hospital’s
stringent monitoring and protection policies.
Patients can personalise the digital services during their stay, and

their rooms – including TV, email and social networking sites.

, a remote
monitoring system for patients implanted with a defibrillator.
From the comfort of their own home, patients benefit from a
regular monitoring of their defibrillator to check for device status
information that is transmitted directly to the physician’s office
for review.

The patient’s implanted device wirelessly transmits data to a
home monitor installed in the patient’s bedroom. The home
monitor then sends the data on to a centralized database
hosted by Orange.
Physicians can access the information, which is presented in
easy-to-read, standardised patient reports, from their computer

Shared Medical Imaging for healthcare

the issue
Patients often need to show their X-rays and other medical
images to health professionals outside the hospital – like
their General Practitioner or community doctor. Traditional
medical images on film are often misplaced or forgotten, and
are environmentally unfriendly. In addition, physicians need to
assess a patient’s progress by comparing new and archived
medical images.
the solution
The Groupement de Coopération Sanitaire des Systèmes
d’Information de Santé d’Île de France (GCS D-SISIF),
established in 2008 in order to develop interoperable and
shared information systems for public and private healthcare
establishments across the Paris region, contracted Orange to
develop and deploy a shared medical imaging solution.
The solution features a cloud-based, Software as a Service
(SaaS) architecture and enables health professionals from public
and private hospitals and clinics across the Paris region to
access a centrally stored Picture Archiving and Communications
System (PACS) and Radiology Information System (RIS).
how it works
Région Sans Film provides a means of consulting patients’
medical images via a cloud-based platform run by Orange
Business Services.
Following a scan or X-ray procedure, the patient is given a letter
with a unique access code to transmit to their doctor. Doctors
use this code – along with their healthcare professional ID card
and a microchip reader – to log-in to a central system and
access the patient’s file, images and notes from the radiologist
via the Internet as part of routine follow-up. They can also zoom
in and examine the images for themselves.
Patient data is securely transmitted between establishments and
is stored in Orange secure data centres, which are certified by
the Ministry of Health.

The system enables improved patient care, enhanced
accessibility of images for doctors, greater data security,
regulatory compliance in the management and storage of patient
health data, and cost reduction through the dematerialisation
of radiology films. It helps to reduce unnecessary or redundant
patient exams. And the pay-per-use access model helps to

an easy way to check the authenticity of
over-the-counter medicines
the issue
In Kenya, around half of the population buy their medicine
in good faith at a pharmacy, but about 30% of all medicines
sold in this way are substandard, counterfeit or untested. The
regular use of substandard or counterfeit medicines leads
to therapeutic failure or drug resistance; in many cases it
can lead to death. Kenyans need a quick, simple method of
checking that the medicines they are buying are genuine.

Through Orange’s partnership with mPedigree, medicine
shoppers can use a combination of a packaging code and
text messaging to check the authenticity of their medicine in
seconds.
how it works
Medicine packaging includes a code number hidden by a
removable strip. Customers scratch off the strip to reveal the
code, and then send it by text message to the free short code
number. Within ten seconds, the customer receives a reply
informing them if the medicine is genuine.

The drug authentication service helps to avoid the health risks
of using counterfeit medicine. It gives people the reassurance
of knowing that their medicine is genuine, and builds greater
trust between pharmacists and their customers while

the issue
Rapid access to reliable information via appropriate systems
is vital to assisting healthcare professionals in their work
and in providing quality healthcare services. However, such
infrastructure and systems are available only in major urban
centres and not in remote rural areas. The extended coverage
Orange offers throughout Mali provides new opportunities to
support healthcare programmes and, in particular, to implement
mHealth projects advocated by the Agence Nationale de
Télésanté et d’Informatique Médicale (ANTIM – the Malian
National Agency for Telemedicine). Setting up national initiatives,
with technological support from Orange, means that the
Ministry of Health’s PRODESS (Health and Social Development
Programme) objectives, under the UN Millennium Development
Goals, can be quickly achieved.

Following the success of its pilot mHealth projects and with
support from a fruitful partnership with Orange Mali, ANTIM
decided to extend this innovative solution across the whole
country, using mobile telephony to create a network of
healthcare professionals in rural communities.

Community healthcare workers are given a mobile phone
pre-loaded with a custom Java application along with a call,
text and data plan, in order to collect patient information,
and better coordinate prescriptions and appointments at
health centres. Within 3 years, more than 2,000 healthcare
professionals should benefit from this system.

This solution helps to address the lack of doctors in rural
areas, facilitates the collection of medical information for
quicker diagnosis and treatment and helps to fight against
prenatal, neonatal and infant mortality. Rural communities
will be connected to the health system via their healthcare
representative. As well as saving travel and admin time, this
system gives sick people and pregnant women vital access
to the care they need.

Mobile telemedicine projects allow healthcare professionals
in Botswana to collect patient health data and images,
which are sent via mobile devices to a specialist for remote
diagnosis. The programme, which is supported by Orange
Botswana, UPENN and the Ministry of Health, includes mobile
oral telemedicine, mobile cervical cancer screening, mobile
teledermatology and mobile teleradiology services.
