 Mandate:
– Strengthen health workforce management to
achieve improved health outcomes
– builds on the successes and lessons learnt
from HRH Capacity Bridge & FUNZOKenya

HRH Kenya Results Framework
SP 1: Improve quality of training and increase the number of
graduating health workforce
Benefit: Health worker training colleges have increased numbers
of well-trained graduates who are responsive to Kenya’s disease
burden.
SP 2: Improve leadership, management and governance of health
workforce at the county level.
Benefit: National and county leadership have efficient HRH
management systems to address workforce challenges including
reduction of staff shortages.
SP 3: Optimize data use for effective HRH decision making at national
and county level.
Benefit: National and county can make HRH decisions based on
market-driven data and disease epidemiology to achieve improved
health outcomes.

HOW DOES AEF WORK?
– AEF aims at providing
affordable loans to
trainees in mid-level
medical training
institutions to increase
access to fees to
students with challenges
in raising tuition fees
– AEF loans are provided
at low interest rates (4%)
to cover tuition fees.
– Need-based loan
– Exceptional need, as
defined by the loans
oversight board
– 1-year grace period
– 10-year repayment

About HRH Kenya Mechanism Overview  Period: Sept. 27, 2016 – Sept. 26, 2021  Mandate: – Strengthen health workforce management to achieve improved health outcomes – builds on the successes and lessons learnt from HRH Capacity Bridge & FUNZOKenya Projects  Partners: IntraHealth International, Strathmore Business School, Amref Health Africa  Value: $ 32m (from $ 37m)

HRH Kenya Results Framework SP 1: Improve quality of training and increase the number of graduating health workforce Benefit: Health worker training colleges have increased numbers of well-trained graduates who are responsive to Kenya’s disease burden. SP 2: Improve leadership, management and governance of health workforce at the county level. Benefit: National and county leadership have efficient HRH management systems to address workforce challenges including reduction of staff shortages. SP 3: Optimize data use for effective HRH decision making at national and county level. Benefit: National and county can make HRH decisions based on market-driven data and disease epidemiology to achieve improved health outcomes.

HOW DOES AEF WORK? – AEF aims at providing affordable loans to trainees in mid-level medical training institutions to increase access to fees to students with challenges in raising tuition fees – AEF loans are provided at low interest rates (4%) to cover tuition fees. – Need-based loan – Exceptional need, as defined by the loans oversight board – 1-year grace period – 10-year repayment

Strategic Plans • Supported - Kenya Methodist University(KeMU) & Outspan Medical Training College (MTC) to develop 2018-2027 costed strategic plans • Priority Infrastructure include:- • School of medicine & health science complex • Teaching hospital • Anatomical laboratory • Tuition blocks • Student hostels & recreation facilities Launch of Outspan MTC Strategic plan

FUNDING INSTRUMENTS • Tenwek College of Health Sciences - proposal to expand Classrooms expansion & library - KES 35 Million • Pwani University - PPP concept to establish Teaching & Referral Hospital(PUTRH)- KES 24 Billion • Convened financiers forum with commercial banks and potential investors
