4. The nature of
administrative data
Administrative data is legally protected data.
Administrative data is available at granularity where there is
a risk that individuals can be identified.
Sharing this data must be done in a safe, transparent,
efficient, and ethical manner.
6. The need for the DEA
“…primary legislation should be
sought to provide a generic
legal gateway for research and
statistical purposes that enables
efficient access to, and linkage
between, administrative data
held by different government
departments, agencies and other
statutory bodies.”
7. Digital Economy Act 2017 Research Powers

public authorities to make information
available to researchers for the purpose
of research in the public interest”

The presentation will proceed in two parts,
The firsts section, I will be giving some context, what is the DEA, why it is needed, what is needed to comply and how we at UKSA help researchers comply
And in the second section, I will walk you through how to apply for data under the DEA
Administrative data is legally protected data, and government departments need a legal framework to share this data with researchers
It is available at such granularity, where there is a risk individuals can be identified.
Thus, sharing this data must be done in a safe, transparent, efficient, and ethical manner.
.
And here are afew examples of linked data that has been through the DEA, ,also datasets funded by ADR UK such as LEO, GUIE and the Data first linked datasets. Thus, the DEA has been a key enabler in making these data available to researchers through one governance route
We are appointed by parliament,
Introduce the RAP, professor paul boyle, emma Gordon, chief stats, reviewing their applications: balint

The DEA is also designed so that the researchers have upfront understanding of the application process.
- We have principles in COP but this is at high level and it is quite abstract
Hence this is why we give tools to researchers so that they can apply these principles in a concrete manner, like the application guidance on our website which uses real life examples to bring to life the requirements and demonstrate what UKSA looks for in order for research to be accredited.
We don’t just tell them what are the requirements, we show them how it is done.
Set expectations upfront with researchers on the accreditation process, thus making the process more efficient
And it is important that the application forms are filled in correctly and with enough detail.
This ensures that the project accreditation goes smoothly, and the UKSA can quickly assess your projects compliance with the DEA and make a decision on whether your project is approved.
There’s a responsibnility on researchers to fll it out in line with guiance
we dont interface with the researchers, its the job of the tre
