L1 – THE FUNDAMENTALS OF SITE
MANAGEMENT
EACR 4415
FACILITY MANAGEMENT 11
INTRODUCTION
 The aim of construction site management is to find solutions to put up buildings in the cheapest, fastest and safest way possible, whilst
adhering to the construction drawings, building regulations and the clients wishes
 Site management planning also helps identify problems that may occur during contruction, and to estimate the costs relating to the
preliminary works
 To do this, the following information is required:
 Site layout – showing the layout of the plot, existing buildings, utility networks, etc and the proposed buildings
 Plans and sections of the proposed buildings
 General descriptions of the buildings/project, engineering surveys, etc
 Locations of utility lines etc
 Working drawings and specifications
 BoQs
 Contract conditions
 Schedule of works
 Site management issues
 Cost estimates for the temporary works and site setup e.g. cost of temporary roads, temporary buildings, dewatering etc
EACR 4415
FACILITY MANAGEMENT 12
PRE-CONSTRUCTION - SITE ANALYSIS
 The physical characteristics of the site and its immediate /surrounding environment will influence
a building's design and construction
 A site analysis is therefore required from a very early stage, even before design is undertaken.
 The main purpose of the site analysis is to identify and reduce/mitigate the risks associated with
the development such:
 Legal features e.g. ownership,
 Planning features e.g. Current use, future use, change of use etc
 Site features
 Soil characteristics
EACQ 3111
SITE MANAGEMENT 13
SITE ANALYSIS
 The site analysis will be useful for:
 Client – get assurance that the site is suitable for the proposed project
 Architect – locate the best position and orientation for the building(s)
 Engineers – design of foundations, M&E services etc
 Contractor – site logistics, safety, etc
 Environmental consultants – environmental issues
 Planner – approvals, etc
 ??
EACQ 3111
SITE MANAGEMENT 14
SITE ANALYSIS
 Sequence of site analysis:
 Desktop study
 Site visit
 Site surveys
EACQ 3111
SITE MANAGEMENT 15
DESKTOP RESEARCH
 Information required:
 Ownership and legal boundaries
 Land ownership; change of use, titles, deed plans, etc
 Rights of way, lights, support from adjoining properties
(parties wall);
 Legal easements; rights of tenants etc
 Ground conditions
 Soil and sub-soil conditions
 Survey maps, geological surveys, aerial photography
 Existing buildings/structures
 Wayleaves – electricity, telephones, water, underground
cables, pipes etc
 Contamination, environmental, flooding risks, etc
 Planning and regulatory information
 Site history e.g. previous owners and developers;
planning records; etc
 Other information
 Infrastructure providers – power, water, sewerage,
telecoms, etc
EACQ 3111
SITE MANAGEMENT 16
SITE VISIT
 Visual inspection; careful observations
 Approval for site reconnaissance, especially if invasive
investigations are required e.g. water levels in marshy areas
 Sketch the site, use google maps
 Existing buildings and structures; their condition etc
 Site boundaries; adjacent buildings, party walls, hazards etc
 Site logistics – within the site and externally
EACQ 3111
SITE MANAGEMENT 17
SITE SURVEYS
 Topographic surveys – land surveyor
 Condition surveyors - building surveyor
 Photographic and video surveys, drone surveys, etc
 Geotechnical surveys – geological, hydrological, hydrogeolocal…
 Soil investigations – trial pits, boreholes, etc
EACQ 3111
SITE MANAGEMENT 18
SITE ANALYSIS REPORT
 The results of all these activities is then presented in a site analysis report:
 What does a site analysis report contain?
 We shall focus on this for the assignment
EACQ 3111
SITE MANAGEMENT 19
POST CONTRACT - SITE SETUP
 Site planning is essential to ensure safe and smooth flow of work
 Site handover
 Legal possession
 Site security
 Site setup
 Safe access for personnel, plant, vehicles especially if large cranes, HGV etc is required
 Firefighting equipment, emergency access
 Storage and waste
 Plant and material storage to protect from weather, theft and site operations
 Samples – panels, materials, etc
 Waste reduction and waste disposal
 Temporary weather protection
 For workers, building materials, building works
 Protection stage by stage eg foundations, floors etc and eventually the whole building
EACQ 3111
SITE MANAGEMENT 20
POST CONTRACT - SITE SETUP
 Services and accommodation
 Office space
 Comfort facilities
 Power, water, foul drainage etc for construction
 Security and safety
 Site security – perimeter fencing, security staff,
 Movement of materials in and out of site
 Safety of site workers, site visitors and general public
 Legal requirements on health and safety
 Statutory requirements
 Building regulations
 Planning conditions
 Environmental conditions
 Other requirements from regulatory bodies – NCA,
EACQ 3111
SITE MANAGEMENT 21
LEVELLING AND SETTING OUT
 Establish the exact positions of buildings and various floor / datums levels
 Thus requires surveying and measuring on site the building lines, levels for footings, road levels, floor levels
 Ordinance survey record benchmarks can be used for accuracy as well as grid reference lines
 Building lines and reduced levels
 For complex projects, site layouts are done for each stage of the works as the site will change at each
step
 Site setup stage
 Excavation works
 Foundation works
 Frame installations works
 Etc
 External works
