Director of Finance and Administration
Core Functions and Responsibilities
1. To act as the Chief Financial and Administrative Officer for the school district.
2. Plan, co-ordinate, direct and provide leadership in financial and administrative and operational
services, including: budget & accounting, pupil transportation, building maintenance, and
information services. Provides direct supervision to many non-teaching staff
3. Key consultant to the Superintendent in all non-educational programs and systems. Participate
as a member of the senior team to develop and implement policies and procedures, goals and
objectives.
4. Develop and monitor long term/ Short Term plans for the District.
5. Work closely with the District Education Council and attend all DEC meetings as a key member
of the management team.
6. Provide financial expertise in consultation with the Superintendent and District Education
Counsel with the development and ongoing reporting requirements of the District Expenditure
plan and balancing the Budget within policy guidelines.
7. Implement all district council and ministerial policies and guidelines
8. Assist Managers in development of short term and long term goals for their respective
departments.
9. Provide guidance and support to school administrators and administrative assistants in all
matters relating to support service areas and to help them plan and review operations in
relation to District goals and objectives.
10. Acts as liaison with the Department of Education Early Childhood Development and other
departments and agencies including Office of the Comptroller.
11. Work collaboratively with Human Resources in relation to non-educational employee issues –
grievances, performance monitoring, and employee discipline.
12. Work closely with community groups (home and school, PSSC, parents, municipal) to foster
relationships to help improve our school facilities but especially in relation to school
playgrounds and playfields.
13. Work closely with vendors with service providers (cafeteria providers, snow plow contractors,
etc.) to ensure service commitments are met and the District is receiving best value for the cost
incurred.
14. Assist the Department of Education Early Childhood Development by volunteering to sit on
various committees (i.e. negotiating committee, labour management, etc.).
15. Responsible for administration of all reciprocal agreements with Municipalities for community
use of schools.
2. 16. Providing support to inquiries from other departments and agencies. Provides assistance in the
gathering of information for special projects across government.
17. Mediation and conflict resolution with our public and with employee groups.
18. Contract mediation and interpretation of contracts to ensure district interests are being
protected.
19. To ensure a continuous learning environment for support staff through training and professional
development opportunities.
20. To respond to media enquiries and to attend public information forums when required.
21. Acts as Designated Officer for the school district for the Public Interest Disclosure Act.
22. Acts as the Coordinator for the Right to Information and Protection of Privacy Act.
23. The timely mediation with public concerns. This timeliness would be lost if we were to take on
other functions or other districts. In the case of small and medium districts we tend to know the
majority of people in the communities or we share a common bond with them, thus we tend to
use this to our advantage when we are trying to mediate issues with parents and others.
