Seeking Solutions Together with our Customers
Collaboration was the theme of the day at the Port of
Durban’s Customer Conference on 25 August, opened by
TNPA’s Chief Executive, Richard Vallihu.
The purpose of the event was to share insights in the
interests of improving the port to meet the changing needs
of local and international port users.
“Transport infrastructure remains the key for performance
in the transport sector,” said Vallihu citing the three top
logistics constraints as: efficiency of ports and harbours,
cost of transport and ineffective processes and systems.
Vallihu said Transnet was tackling these challenges head
on via the Transnet Market Demand Strategy and various
Operation Phakisa projects.
“TNPA is on a journey to create a digitally smart, safe
and secure port system with the infrastructure and
capacity to promote growth, contribute to job creation
and bolster localisation, supplier development,
transformation and sustainable benefits for
communities. We are well aware that we
cannot do this without the support and
collaboration of our closest partners,
our customers,” he added.
The programme included a
presentation
on Port
Growth, Competitiveness and Trends by Durban Port
Manager, Moshe Motlohi as well as a presentation by TNPA’s
General Manager: Commercial and Marketing, Lauriette
Sesoko, in addition to presentations by K-Line (representing
the Container precinct), Bidvest (Dry Bulk), Vopak (Liquid
Bulk) and Toyota (Automotive).
Key Actions identified during the conference included:
• Getting loitering trucks off the road through the
development of a common user truck-stop for vehicles
awaiting service;
• Implementing a traffic plan;
• Removing gates and access controls that restrict the
free-flow of traffic to berths in the TPT ‘caged area’;
• Resolving the problem of dual (municipality and TNPA)
authority over road infrastructure; and
• Encouraging lease consolidation.
In her concluding remarks TNPA Chief Operating Officer,
Phyllis Difeto said: “Our strategies are not
meant to be top-down approaches – but
rather a collaborative approach that juggles
operational needs with the demands of
regulation and overall sustainability.”

2. DURBAN PORT OPERATORS LAUDED FOR EXCELLENCE
“The strength of TNPA’s relationships with licenced terminal operators is central to TNPA’s role as a self-regulating authority
that is mandated to execute operational oversight and monitor compliance in the port. TNPA introduced these awards to
recognise operators’ compliance with the stringent standards we have set,” explained Durban Port Manager, Moshe Motlohi.
Licenced operators were adjudicated in the categories of Best Safety Performer, SHE Compliance, Transformation, Best
Performing Terminal Operator, Best Performing Ship Repairer, as well as Best Performing and Most Improved Shipping Lines.

BEST SAFETY PERFORMER AWARD
This award recognises the highest standards of safety
through adherence to reporting requirements as per licence,
quality of reporting and implementation of corrective action.

Congratulations to our winners in the TNPA Port of Durban Customer Awards, which took place at the Durban
International Convention Centre on Thursday, 25 August.
3. To improve port efficiency through increased productivity and operations oversight TNPA introduced Terminal Operator
Performance Standards (TOPS) three years ago as part of its licencing conditions. Following on their success, Marine Operations
Standards (MOPS) have since been issued.
“TNPA’s next focus will be on the roll-out of Rail Operator Standards (ROPS), which will be piloted at the Port of Durban, as well as
Hauler Operator Standards (HOPS),” Motlohi added.

This award is based on the volume growth percentage per
licence – as reflected in the TOPS year 3 vs TOPS year 2 data.
Unfortunately no terminal had achieved a positive volume
growth rate in the Container Precinct.

Precinct, and judged in terms of safety record, investment,

4. New Port Engineer
The Port of Durban has pleasure in announcing the appointment of Port Engineer,
Malefetsane Setaka, who has joined us from Transnet Capital Projects (TCP).
Malefetsane holds a Master’s Degree in Port and Coastal Engineering, a Bachelor’s Degree in
Civil Engineering and has over 11 years’ experience in port and coastal engineering including
port planning. He has also been involved in a variety of projects which include design of port
and coastal infrastructure.
Prior to joining TCP in 2014, he was Coastal Structures Engineer for Worley Parsons RSA
(Pty) Ltd. He had previously spent seven years with Prestedge Retief Dresner Wijnberg (Pty) Ltd, starting as a Graduate
Engineer and rising to Senior Engineer.
At TCP Malefetsane gained experience in leading a strategic division responsible for the efficient and effective delivery of
engineering solutions for the execution of capital projects, as Acting Technical Director – Ports.
New Senior Operations Manager for Point & Leisure Precinct
The Port of Durban also welcomed on board Lwandile Mabuza, Senior Operations Manager:
Point & Leisure Precinct.
Lwandile holds a Diploma in Business Studies and a B Comm from the University of KwaZulu-
Natal, as well as a Certificate in Leadership Development from the Wits Business School.
Her career began in the shipping industry as an intern with Ocean Africa Container Lines in
2004, where she was also a mentee of WISTA.
Lwandile joined Hamburg Sud, South Africa in 2005 and became the first African to
undertake their International Management Development Programme in Hong Kong, which
taught the training and management processes of the Hamburg Sud organisation in South Africa and Hong Kong. She also
underwent practical training in logistics, operations and international trade.
In 2008 Lwandile was appointed Customer Services Manager for Hamburg Sud South Africa before being promoted to Trade
Manager – Area Africa.
She has also held the positions of Programme Manager for the eThekwini Maritime Cluster and Deputy Manager – Logistics
for the Department of Economic Development and Tourism.
Lwandile joins us from Transnet Port Terminals where she was involved in corporate strategy, including the development of
the TPT diversification strategy.
Acting Ship Repair Manager
Sylvia Siyo has been appointed Acting Ship Repair Manager in the Ship Repair Precinct,
following the secondment of Erwin Scheepers to the Transnet Operation Centre for six
months.
Sylvia’s tenure at Transnet, which extends over 16 years, began with her apprenticeship at
Transnet Engineering after completing her NTC4 in Electrical Engineering. She went on to
gain a B Tech in Business Management (2010) and is now in the final year of her Master’s
degree in business leadership through UNISA.
Since 2012 Sylvia has been Deputy Dockyard Manager at TNPA’s Workshop 24. Prior to that she spent two years with
Transnet Engineering: Coach Business as Customer Service Manager, six years with Transnet Rail Engineering: Locomotive
Maintenance as a Technical Supervisor, and five years with Spoornet as a diesel electric artisan.
Sylvia brings a strong technical background, management skills and solid experience to the role.
