What is the African Peer Review Mechanism (APRM)? Why was it created? What are its historical antecedents? What are its implementation achievements, challenges and opportunities? Where will it take Africa, if faithfully implemented? These were the overarching questions that prompted the holding of the workshop on “APRM Best Practices and Lessons Learned” by the APRM Support Section, Governance and Public Administration Division (GPAD), of the United Nations Economic Commission for Africa (ECA). As a strategic partner in the implementation of this innovative and bold continental governance initiative, ECA has been at the forefront of both the conceptualization and implementation of the APRM. Almost ten-years into its implementation, it was timely to hold such a strategic event. The Ad Hoc Expert Group Meeting (AEGM) brought together eminent African scholars and academics involved in governance, development and democratization issues in Africa; practitioners and consultants in the various aspects of the operation of NEPAD and the APRM, as well as those who had been closely involved in the initial stages of the crafting, structuring and implementation of the APRM. The purpose of the meeting was to discuss the background Concept Paper commissioned by the APRM Support Section of ECA, while the specific objectives included: to promote a better understanding of the significance of the APRM process in the trajectory of African political and development thinking; and to examine the implications and impact of the review processes on the various stakeholders, and the experiences gained so far of Africa’s governance systems and development in general.

Considered to be the most innovative and important element of African Union’s NEPAD initiative, the African Peer Review Mechanism (APRM) was launched in March 2003 to address governance challenges facing Africa including systemic issues such as political rigidity characterized by executive dominance, political exclusion, especially in the executive and legislature, economic governance and conflicts, pointing to an urgent need to improve all aspects of good governance in the continent. The mechanism is the first of its kind in Africa, indeed in the world, that takes a comprehensive view of all the aspects of a country’s governance system. This is why some analysts have observed that the APRM has the real potential of playing a decisive role in “collective self-governance” thereby unleashing the continent’s economic and political energies for sustainable development. One of the most significant achievements of the APRM to date has been its ability to diagnose systemic and structural issues that confront most African States in their governance systems. These are issues that require a holistic approach in the search for solutions because of the wider impact they have on the quality of governance in all its dimensions. Thus, the APRM country process has unveiled some major systemic issues that hamper governance, one of which is managing diversity.

This is an Executive Summary of a report of the 1st Annual Review of the implementation of Uganda‟s Africa Peer Review Mechanism (APRM) National Programme of Action. It was spearheaded by the Uganda APRM National Governing Council and it covers the period between 1st July 2008 and 30th June 2009. The Annual Progress Review report is part of the requirement for countries that have successfully been peer reviewed to present a report on the progress made in the implementation of the three-year APRM National Programme of Action.

The purpose of this parliamentary document is to review the state of implementation of the African Peer Review Mechanism (APRM), in particular the National Programme of Action (NPoA), and the role that civil society can play in ensuring that the NPoA is comprehensively implemented. The document assesses this important concepts and processes in the context of the Developmental State, illustrating the potential of APRM to foster and propel States towards achieving this status through building and gainfully utilizing important partnerships with civil society. The paper examines the World Bank and IMG-sponsored Poverty Reduction Strategy Papers (PRSPs) as a comparable approach to governance mechanisms, from which lessons can be drawn. It also underscores the unique architecture, concepts and principles in the APRM process that avoid some of the potential pitfalls that beset PRSP and other existing governance mechanisms in Africa. The paper further looks at some of the strategies that civil society has employed in various APRM country processes and which strategies have worked well and can be improved. It then addresses challenges that civil society organizations (CSOs) have faced in the pursuit of good governance through the APRM process. The prospects for future CSO participation and use of the NPoA as a tool for constructing as a Developmental State are also propounded in the paper, with a view of informing policymakers on areas that may need strengthening and re-orientation.

This Report is the Third Annual Progress report submitted by the National African Peer Review Mechanism - Governing Council (NAPRM-GC) to the APR Panel. The Report covers the period January – December 2008 and provides an overview of Ghana’s progress in implementing the National Programme of Action. The period under review will witness an election which will transfer power from one government to another government. This comes as a result of the current government having successfully served two consecutive 4-‐year terms. The election will be an acid test to the steadfastness of governance institutions in the country, particularly for the Electoral Commission and security institutions as well as for political parties. These institutions have to date performed creditably and it is the hope and wish of Ghanaians that they continue to do so.

Membership of the APRM is voluntary and open to all member countries of the African Union (AU). The process of accession usually starts with a country’s expression of interest to become a member of the APRM, which is then followed by the signing of a Memorandum of Understanding (MoU) between the country and the APRM Forum at any of the Biannual AU/APRM Summits. The MoU was adopted in March 2003 in Abuja, Nigeria.

The APRM Base document envisages four distinct organizational components and five stages of the APRM, with a number of processes both at country and continental level. Some of these critical processes include the conduct of technical assessments by the APR Partner Institutions as part of the APRM. This paper elaborates briefly on the mandate, structure and role of each of these organizational components of the APRM. It also elaborates on the stages of the APR process that are identified in the APRM base document and presents some ideas on the funding of the APRM.

I would like express gratitude to the HSA for their 20 years of tireless advocacy for improving pigs' welfare. Their efforts have empowered those seeking alternatives to carbon dioxide stunning. Over nearly 30 years, I've worked on animal welfare friendly stunning applications, particularly regarding stunning/slaughtering using nitrogen foam, and I believe I've found the definitive answer. The industry originally adopted large-scale carbon dioxide stunning to optimize food production, reduce costs, and lower meat prices, which is only feasible with parallel processing (simultaneously stunning groups of pigs) rather than serial processing (stunning each pig individually). Electrocution is not viable for large-scale operations due to this need for parallel processing. Therefore, a replacement gas that lacks carbon dioxide's detrimental properties is needed, but only a few gases are suitable. Additionally, the application of an alternative gas must adhere to several fundamental principles: a) Applicability of the methods for stunning and killing pigs, including their scalability for large-scale application. b) Description of the technical. c) Animal welfare consequences associated with specific techniques, including welfare hazards (ABMs), animal-based indicators (ABIs), preventive and corrective measures, and the sufficiency of scientific literature in describing these consequences. d) Applicability under field conditions. Introducing a novel application for large-scale pig slaughter is complex and time-consuming before it can be expected, especially given the substantial economic and financial impact for the industry. However, there is hope on the horizon. The alternative gas is nitrogen, and the application is based on using high-expansion foam filled with 100% nitrogen, applied in a closed container. Within a minute, all air is displaced by the foam, after which the container is sealed, and the foam is broken down with a powerful nitrogen pulse. This ensures that the foam does not affect the stunning process; the entire process can be visually and electronically monitored, and the residual oxygen level in the container is consistently below 2%. The container dimensions are identical to the gondolas used in the globally implemented carbon dioxide gondola system. The integration of nitrogen foam technology into European regulation EU1099/2009 is nearing completion. All scientific and technical procedures have been submitted to the EU Commission, with finalization awaiting the presentation of EFSA's scientific opinion to the Commission and subsequent approval for inclusion. This final phase is anticipated to occur during the general meeting slated for June 2024. This marks the first step toward replacing carbon dioxide in 25 years. Wildlife trafficking impacts a very wide range of species of wild animals, plants and fungi, traded locally for domestic use and to international markets. It encompasses a diverse range of commodities, including those used for food, medicine, construction, adornment, display and keeping as live specimens. It includes trafficking in contravention of laws governing large volume and high value natural resource trade sectors, such as those producing timber and fisheries goods. Although sometimes perceived as somehow distinct from other wildlife trade sectors, most food fisheries still come from wild sources, and most timber comes from natural forests rather than plantations, including from illegal sources (Box 2.1). In practice, most of the analysis in this and previous editions of the World Wildlife Crime Report focuses on the trafficking of species subject to trade regulation under CITES.

On March 31, 2023 the US National Pork Board validated a study by Todd Williams, of Pipestone Veterinary Services, based on the use of high expansion nitrogen foam for the large-scale depopulation of all classes of swine, utilizing Livetec Systems Nitrogen Foam Delivery System (NFDS). The high expansion foam produced by the Livetec Systems NFDS surrounds the animal in large bubbles filled with nitrogen with a base expansion ration of between 300 and 350 to 1, as mentioned on the information provided by the producer of the firefighting foam. The Livetec technology, based on using Compressed Air Foam (CAF) filled with nitrogen instead of air for depopulating pigs, emerges within a critical landscape. The complexities of implementing effective emergency depopulation strategies for livestock, particularly swine, present multifaceted challenges. Livetec's approach relies on high expansion firefighting foam, aiming to euthanize pigs by submerging them in foam. The Livetec system's claims about the effectiveness of nitrogen-filled high expansion foam for depopulating market pigs lack substantial evidence upon analysis. The discrepancy between the actual foam produced during field trials and the promised high expansion foam, coupled with the absence of concrete proof supporting the method's efficacy, discredits the technology's claims.

Austerity measures 2025-28 will reduce benefits, increase poverty and result in financial distress in families.
