This document outlines the policies and procedures for the New Ulm Community Access Television (NUCAT). NUCAT's mission is to provide local programming and TV production training to the New Ulm community. They offer free classes on camera use, video editing, and studio production to certify community members to use NUCAT facilities and equipment. Eligible users include New Ulm residents, non-profits benefiting New Ulm, and neighbors of the local school district. Prohibited content includes commercials, obscene material, and lottery promotions. Users must follow conduct standards and care for equipment properly.

Welcome to NUCAT! Our mission is to provide you with a voice on the medium of cable access television
and to enhance the New Ulm community with more local programming than ever before!
NUCAT staff is here to:
• Provide you with the TV production training, facilities, and equipment necessary to effectively
communicate your ideas to fellow community residents.
• Provide continuing education for trained NUCAT volunteers, and
• Raise awareness of NUCAT and build support among community members and organizations.
TV production classes offered @ NUCAT
Our free classes cover basic television production skills and are geared toward beginners with no television
experience. As you complete each class, you are then certified to use the applicable facilities and/or
equipment.
Introduction to NUCAT and Portable Camera class
New Ulm Community Access Television staff introduces you to what we have to offer and you will also learn
how to use all the equipment available for checkout!
Familiarize yourself with the Mini DV portable camera and related equipment while learning all the functions
necessary for recording quality video and audio. All class members participate with hands on experience.
Final Cut Video Editing class
Create your show on the computer! You’ll learn how to import video and audio into your project, place
different elements on your timeline, add transitions and graphics, and output to a variety of formats. All class
members participate in editing a class project.
Studio Production class
Receive basic hands-on training with studio cameras, the audio board, and the production switcher. You’ll
receive even more hands-on as the class works behind the scenes to make a production happen!
Eligible Users
• Residents of the City of New Ulm
• A non-resident working on behalf of a non-profit organization located in New Ulm, or at the discretion
of the Coordinator, a non-resident working on behalf of a non-profit organization that directly
benefits the New Ulm community. This category of user will require a letter from the non-profit
organization explaining the user’s affiliation with the organization and the nature of the requested
use of NUCAT services.
• A non-resident living within the physical boundaries of School District No. 88 through the “NUCAT
Neighbor” program. The annual membership fee for the “NUCAT Neighbor” program is $25.
• The use of the Community Bulletin Board program is at the discretion of the Coordinator for all eligible
users.
PROHIBITED PROGRAMMING
• Programs produced for hire
• Commercial programming and advertising
• Programs which are obscene or otherwise violate any local, state or
• Federal law
• Programs that promote a lottery
Standards of Conduct
NUCAT is a public facility. All behavior, language, and dress must at all times be appropriate for a public
place. See Prohibited Activities list on the last page.
Facility & Equipment Abuse Policy
• All users must be trained by NUCAT staff
• Use of equipment must be in accordance to the proper use of and care training

General Care
Camera Equipment
• Cameras must be kept in proper storage when not in use
• Use of cameras must be in accordance to proper use training
• Batteries and media must be removed from cameras when not in use
• Strike all tripods, place in storage case, and return to designated area
• All accessories must be returned to proper storage areas for audio and video supplies
• Damaged equipment must be reported to the Cable Access Coordinator immediately
Edit Suite
• No food or drink allowed in edit suite
• Computers must be properly powered on and shut down
• Keyboards, monitors, and mice must be kept clean
• Files must be kept on producer’s own external hard drive
• Producers are allowed forty hours of edit time per month contingent upon edit suite availability. (Can
be increased if an edit suite is available)
Standards of Conduct
New Ulm Community Access Television is a public owned facility. All behavior, language, and dress must at
all times be appropriate for a public place. NUCAT staff is responsible for the safe, economical, and
appropriate operation of this facility. All those using or visiting this facility must comply with NUCAT staff
instructions and orders at all times.
Prohibited Activities at NUCAT
The following is a list of prohibited activities within NUCAT premises; individuals found in violation of these
rules will not be allowed to remain on the premises, may suffer an immediate suspension of use, and may be
subject to further disciplinary action including fines.
• Unauthorized use or access to facilities or equipment.
• Engaging in conduct or use of equipment that may jeopardize health and safety of people or
property.
• Threats to persons or property.
• Intentional destruction of equipment.
• Unauthorized installation or downloading of any software on NUCAT computers.
• Violation of any federal, state, or local law, ordinance or regulation relating to conduct in public
buildings
• Loud or disruptive behavior.
• Failure to thoroughly clean up and neatly put away all equipment after using NUCAT facilities
• Eating, drinking, or smoking in non-designated areas.
• Feet shall be kept off chairs, equipment, and tables.
Limitation of Liability
While NUCAT will attempt to provide a safe, healthy, and comfortable environment for all while in and
around the facility, it does not assume any liability either express or implied for a violation of these rules that
results in harm to persons or property. NUCAT staff, the City of New Ulm, it’s Cable Communications
Advisory Board, Comcast, and New Ulm Telecom shall not be held liable in any way, shape or form for any
programming produced using NUCAT equipment and facilities by resident and nonresident producers. All
producers will be held liable for their programs and are solely responsible for any or all violations.
