Election Day Registration Process
1. Ask voter for name (Power pt pg 46, ManuelPgs 78 & 79)
2. Check for name on Absentee Election Day Registrants for Polling Place list.(power pt pg 47)
3. Ask voter for address
4. Verify they are NOT in the Greeter's list. If on the list, send voter to pink books (Rosters).
5. Confirm voter is in the correctpolling place using the Precinct Finder. We are 1-3.
6. Have voter complete top of Voter Registration Application (VRA).
A. Identify voter's type of Proofof Residence (pg 81& pg 85 & Colorful pg s 164&165)
a. Current ID= See Column 2 (B) notes below for help & (Manuel pgs 81&8 2)
b. ID + a bill= See Column 3 ©notes below for help or pg 82&86
c. Notice of Late Registration =See Column 4 (D) notes below for help or s , pgs 82, 88 &166
d. Valid Registration in Same Precinct =See Column 4 (D) notes below for help or pg 82 &88
e. Vouching =See Column 4 (D) notes below for help &orpgs 82 & 83
B. VRA Questions 1 & 2-verify voter marked "Yes" to both
C. VRA Question 4-Verify home address against proofs ofresidence
D. VRA Question 5-is blank
E. VRA Question 6-Birth date (Not today), SchoolDistrict one & Hennepin Co.
F. VRA Question 7-verify at least one option is complete
G. VRA Question 8- verify voter signs & dates VRA
H. EJ Under Column 1 Write 1, 3, 1 and YOUR INITIALS
I. If voter is in correct place Go to 8, if not Go to 7.
7. If not in the correct polling place,
A. Explain where they need to go and that they may need proofof residence.
i. Write polling placebuildingname and address on scratch paper
ii. The closestaddress to geta DL is 3980 Central Ave NE, Columbia Heights,open 8am
to 4:30pm · (763)789-4326
B. Send a VRA and Colorful, 2-sided Category proofs (pgs164&165) with them.
C. Use the Record of Attempted Registration Form to track how manypeople we need to
turn away(pg 90)
8. Verify New Registrant's Green Rosterpage is numbered, has today's date and the
Ward/Precinct (pg 79 & 84)
9. EJ Print voter's name, address, and date of birth on New Registrants Green Roster.
10.Point out Oath to Voter
11.Have voter sign Green Roster saying "please sign in the signature spaceline #____. When
you sign, you are affirming the oath at the top of the page." (pg 79)
12.Hand them a receipt and direct them to Demo Table.
13.Keep the application with the appropriate Green Roster (in front coverflap)
Column 2 (B) (pg 85): Current Driver's License (DL), Tribal or MN State ID
Check lower right corner of DL for "Status Check". If yes, call me (Pg 72 Challenge)
In column 2, Write Current ID# and check Type of ID box

Column 3 © (pg 85-86): Require 2 Proofs of Residence No college rosters in 1-3.
Category A= Picture with Current Name Proof
Category B and C =Current Address Proof-may be paper or electronic
See the 2nd-side of colorful Category Proofs Page (pg 165) for acceptable documentation.
Proofs must be between 30 days prior to today and 30 days after today. (SEE Handout for Date Range)
A Under Column C, Write Document Type—Xcel elec bill, rent statement, AT&T cell provider, etc.
B Under Column C, Write state (IF driver’s license) and the ID# of photo ID
C Under Column C, check type of photo ID presented.
D Go back to 8
Column 4 (D): Other Proofs of Residence Employee Vouchers N/A in 01-03
Vouching Proof (V=Vouching)
Notice of Late Registration Proof (L=Late)
Valid Registration in Same Precinct Proof (P=Previous)
(V) The voucher: 1.Must be a registered voter who attests to a new registrant's address (pg 79)
2. May have registered on Election Day as long as they were not vouched for.
3. May vouch for up to 8 voters in one election
4. Voucher MUST complete Voucher Form IN YOUR Presence! (you witness)
A. Verify the voucher is recorded on the Precinct List of Persons Vouching Form & has not used up their 8
available vouches (pg 89)
B. Verify voucher prints name, home address, phone # and new voter's name on the voucher form (pg 83)
C. Verify Boxes 1 or 2 are marked on voucher form (back side of VRA)
D. Copy any available voucher ID# from the Greeter's List or Pink Books
E. Voucher signs voucher form, EJ Signs and dates the Voucher Form as wittness.
F. Under Column D, check Vouched for
G. Under Column D, copy the voucher's ID#
H. Go back to 8
(L) If using L option, the voter may have attempted to register before Election Day, but missed getting into the
Pink books. Then, the voter may use this Notice as a stand-alone Proof of Residence
Under Column 4, check Late Notice box. (See Letter Example Pg 166)
Under Column 4 ID# line: either write the Voter ID# from the notice of late registration letter
Go back to 8
(P) If using the P option, the voter is currently registered in the precinct but changed names or moved within the same
Precinct. Their Voter ID# serves as Proof of Residence—no additional documentation is needed.
Under Column 4 (D), check Previous Registration in Same Precinct box
Under Column 4 (D), copy their Voter ID# from the Pink Roster or Greeters List.
