OBJECTIVE: My passion is to systematically analyze, strategize,
and implement a disciplined approach to driving opportunities
through the capture gateways with a maximum PWIN. I use my
unique combination of talents to analyze RFI/Q/Ps, develop
whitepapers, design innovative solutions, and write compelling
proposals that lead to the proposed solutions being implemented
upon Award. $1B won over the past 10 years.
KNOWLEDGE & SKILLS: Mr. Margison’s Capture and Proposal
Management experience includes managing proposal teams and all
activities in the proposal process of large, complex federal
government bids from RFP/I/Q release to contract award. He
coordinated proposal efforts across URS/AECOM SBUs, teaming
partners, subcontractors, contracts, legal, tax, procurement, cost
estimating, technical writers/SMEs, HR, and BD procedural
compliance while ensuring proposals are in accordance with FARs.
He researched, developed, and delivered multi-divisional, multi-
company responses to USG Requests for Information (RFIs). Mr.
Margison has contributed to dozens of proposals with a proven track
record of winning and executing new business. See attached Past
Performance write-up for list of customers, proposals, and results.
Utilizing his 25 years designing, developing, and deploying complex
IT systems for state, federal, and foreign governments, Mr.
Margison develops and describes in the proposals leading-edge
solutions for the client that: improve efficiency; reduce cost;
enhance transparency; or add extra value. During the proposal
phase he develops prototypes of the solutions mapped to key
business processes that can ‘demonstrate’ the capability we are
selling to the client.
He also has up-to-date knowledge and experience with Systems
Engineering & Integration (SE&I) within the DoD Acquisition Lifecycle framework (he completed the DoD
Systems Acquisition Management & Systems Engineering, EVMS, Defense Acquisition University, 2009)
Mr. Margison has in-depth experience and knowledge of management practices using IT. He spearheaded the
review of 300+ cross-divisional policies and harmonized them into 145 Project Execution Procedures (PXPs)
tailored for DTRA CTR contracts. He has led project-specific adaptations of these PXPs for all URS overseas
projects and has created secure project portals as well as operations handbooks and trainings. In March 2015
Mr. Margison completed an in-depth review, revision, and harmonization of legacy AGS/AECOM procedures
with URSFSII PXPs.
He is an inventor (provisional patent pending) of the DetectIT Mobile
BioDetector: a Field Deployable Solution for Rapidly Detecting
Diseases and Transmitting Standardized (HL7) Results in Real-
Time. This project is essentially a mobile point-of-care system for
limited resource settings and highlights his core competencies:
innovation, technical know-how, and bold leadership.
Mr. Margison is a gifted and accomplished communicator with the
ability to simplify complex technical issues into terms easily
understood by a diverse audience.

WORK EXPERIENCE
URS / AECOM (2007-2016)
Capture/Proposal Manager & IT Program Manager
Capture/Proposal Management: Technical lead for Capture
and Proposals efforts within the Global Field Services (GFS)
group. Lead the cross-divisional IT solutioning for all bids
involving IT systems development or support. Managed
proposal teams and all activities in the proposal process of
large, complex federal government bids from RFP/I/Q release
to contract award. Coordinated proposal efforts across URS
SBUs, teaming partners, subcontractors, contracts, legal, tax,
procurement, cost estimating, technical writers/SMEs, HR, and
BD procedural compliance while ensuring proposals are in
accordance with FARs. Researched, developed, and delivered
multi-divisional, multi-company responses to USG Requests for

Technology Innovation: Created innovative IT solutions that
supports URS GFS services delivered to Federal clients. Led
the development of prototypes, custom demo websites, presentations, and whitepapers which provided
mission-centric solutions to Federal customers. Was the go-to man for key presentations/briefings to Federal
agencies to demonstrate the innovative use of technology which meets their requirements while reducing risk
and cost.
IT Operations & Support: Responsible for overseeing all IT
operational and support issues for 10-12 concurrent OCONUS
projects (~30M each). For each project led the design and
implementation of the IT infrastructure, site security plan,
telecommunications, backup/recovery plan, hardware and software
requirements/procurement/installation/testing/support.
Quality Management Systems: Led the adaptation and
harmonization of over 300
legacy policies into a
program-wide set of 145

international projects. Led the design, development, implementation
and maintenance of a secure project portal for International
program-wide and project-specific PXPs. Led the project-specific
adaptations for all International projects. Support activities involved

systematic project execution approach, based on decades of
corporate experience overseas has been recognized by URS

3. Black & Veatch Moscow, Russia (2004-2007)
Software Development Lead / Product Manager
• Led the formation & development of a product-based business unit within Black & Veatch, managing
the life of BV Software Products (concept->market), consolidating BV’s position as a global leader in
Health Information Systems.
• Led the design, development, and implementation of US DoD bio-surveillance systems throughout
Georgia, Uzbekistan, Kazakhstan, and Russia with hands-on throughout the entire system/software
development lifecycle. The system is now deployed to 9+ countries with thousands of end-users, and
led to B&V winning a USG Sole Source Contract worth over $100M, employing 100+ FTEs currently.
• Grew a team of 3 developers into a fully functioning business unit with 35 FTEs in under 3 years,
winning a Sole Source contract worth over 100M dollars and currently employing 100+ FTEs.
• Conceptualized and realized a shared vision for Black & Veatch’s Global Software Product Portfolio:
the Electronic Integration Disease Surveillance System (EIDSS) and the Pathogen Asset Control
System (PACS) in alignment with the business development strategy by providing leadership,
technical guidance, mentoring and hands-on assistance throughout the entire Software Development
Lifecycle (SDLC)
• Collaborated with foreign ministries, institute officials, CDC and other global experts developing an
electronic integrated human and animal disease surveillance that was compatible with WHO and OIE
reporting requirements (IHR 2005), was adaptable to recipient-state rules and regulations, and could
be cost-effectively deployed to resource poor regions.
• Successfully worked with teams of local nationals to ensure that local recipient state staff were fully
trained on the requirements needed to operate, maintain, and sustain the systems.
• Designed, developed, and implemented a specialty security system for pathogen repositories in
Russia/FSU. Utilized a systems engineering approach which resulted in a one-of-a-kind solution – the
Pathogen Asset Control System (PACS). My collaborative approach and ability to manage multi-
cultural, multi-disciplinary teams were keys to success due to the diversity of stakeholders – from 65+
year old institute personnel in aging labs to forward leading security specialists within the US DoD. I
established the blueprint for successfully implementing PACS at an institute, tailoring PACS to comply
with Former Soviet Union Rules & Regulations along with site-specific Standard Operating
Procedures.
