1. David Margison, DTRA CTR SME
David Margison is a proven leader and significant
contributor to sustainable systems design, strategic
planning and implementation for DTRA BTRIC
and CTRIC projects in multiple countries. He is a
strategic thinker with a proven capacity to think
broadly and strategically about an industry and
then apply fresh concepts to the company; he is a
cross-divisional champion who creates synergetic solutions that meet the
needs of key clients. He also has a proven track record in gaining
stakeholder buy-in and active participation in these projects.
Knowledge and Skills
In addition to Mr. Margison’s in-depth knowledge of DTRA’s CTR
Program he fully understands the international Global Health and
Security donor landscape and has experience with relevant international
agencies including CDC BioSurveillance, epidemiology, analytics, and
bioinformatics programs; USDA Plum Island and APHIS; and the
programs and practices of WRAIR and the USAMRIID; the Millennium
Challenge Corporation (MCC), WHO Global Disease Surveillance
programs, FAO/OIE Livestock Disease Surveillance programs, Canadian
Global Partnerships Program (GPP), UK Infectious Disease programs,
International Science and Technology Center (ISTC) programs, Nuclear
Threat Initiative (NTI) Global Health Programs, and World Bank related
programs.
Mr. Margison’s Capture and Proposal Management experience includes
managing proposal teams and all activities in the proposal process of
large, complex federal government bids from RFP/I/Q release to contract
award. He coordinated proposal efforts across URS/AECOM SBUs, teaming partners, subcontractors, contracts, legal,
tax, procurement, cost estimating, technical writers/SMEs, HR, and BD procedural compliance while ensuring
proposals are in accordance with FARs. He researched, developed, and delivered multi-divisional, multi-company
responses to USG Requests for Information (RFIs). Mr. Margison has contributed to dozens of BTRIC and CTRIC
TORPs responses with a proven track record of winning and executing new business.
He also has up-to-date knowledge and experience with Systems Engineering & Integration (SE&I) within the DoD
Acquisition Lifecycle framework (he completed the DoD Systems Acquisition Management & Systems Engineering,
EVMS, Defense Acquisition University, 2009
Mr. Margison has in-depth experience and knowledge of management
practices using IT. He spearheaded the review of 300+ cross-divisional
policies and harmonized them into 145 Project Execution Procedures
(PXPs) tailored for DTRA CTR contracts. He has led project-specific
adaptations of these PXPs for all URS overseas projects and has created
secure project portals as well as operations handbooks and trainings. In
March 2015 Mr. Margison completed an in-depth review, revision, and
harmonization of legacy AGS/AECOM procedures with URSFSII PXPs.
He is an inventor (provisional patent pending) of the DetectIT Mobile
BioDetector: a Field Deployable Solution for Rapidly Detecting Diseases and Transmitting Standardized (HL7)
Results in Real-Time. This project is essentially a mobile point-of-care system for limited resource settings and
highlights his core competencies: innovation, technical know-how, and bold leadership.

Experience
As a Software Development Manager for Black & Veatch Corporation
from 2004 to 2007, Mr. Margison led the design, development and
implementation of DTRA’s Electronic Integrated Disease Surveillance
System (EIDSS) throughout Georgia, Uzbekistan, Kazakhstan, and
Russia. In 2004 he was directed by DTRA to design, develop, and
implement a specialty security system for pathogen repositories in
Russia/FSU. Mr. Margison used a systems engineering approach that
resulted in a one-of-a-kind solution – the Pathogen Asset Control
System (PACS). His collaborative approach and ability to manage
multi-cultural, multi-disciplinary teams were keys to success due to the
diversity of stakeholders – from 65+ year old institute personnel in
aging labs to forward-leaning security specialists within the US DoD.
Mr. Margison collaborated with foreign ministries, institute officials,
US collaborators (in particular CDC) and other global experts
developing EIDSS. He also traveled throughout Central Asia and Russia conducting consultations to create a common
ground, built consensus, and a shared vision. He is a gifted and accomplished communicator with the ability to simplify
complex technical issues into terms easily understood by a diverse audience. Mr. Margison’s efforts resulted in Black
& Veatch winning a Sole Source Contract in 2006 worth over $100M and employing 100+ FTEs currently.
As a key member of the URS/AECOM CTR team between 2007 and 2016, Mr. Margison contributed to virtually all
BTRIC & CTRIC ID/IQ, RFI and TORP capture and proposal responses, provided operational support as DpM or
Project Engineer as required, was responsible for supporting all CIT aspects of CTRIC/BTRIC projects overseas and
for Quality Management Systems for DTRA projects. He designed and developed the URS mobile bioDetector
solution – aimed at filling a gap in US biosurveillance capabilities. He performed in-country assessment trips for all
BTRIC proposals, gaining valuable insights into CTR programmatic challenges and lessons learned. His seven years
on-the-ground CTR experience combined with his up-to-date knowledge of the international Global Health & Security
programs will be of considerable value in successfully winning and
implementing CTRIC III projects in any foreign country.

URS/AECOM (WON), Technical Lead on BTRIC ID/IQ for URS/AECOM
