SUMMARY OF QUALIFICATIONS
Mr. Morse is a skilled design professional with more than 46 years of experience operating professional service businesses. He
provided professional services to the Transportation Industry as a designer, developer, and planner of Cargo Handling and
Packaging Systems, Passenger Rail Express Services, Transportation Logistics Systems, and Passenger Rail Tour Operations.
Additionally, he also provided professional services to the Energy Services and Lighting Industries as a designer, developer, and
manufacturer of Lighting Systems, Lighting Products and Control Systems. One of his endeavors included a unique product line
of “Visual Enhancement Products”™ for new, as well as after-market architectural lighting systems. As a UL listed manufacturer,
his firm created a series of energy efficient after-market lighting products, for use by nationally recognized clients and original

His academic background began with college level studies in Music, Architectural Design, and Mechanical Engineering at
Monterey Peninsula College. Additional studies were pursued in the military as an intelligence specialist at USASA Electronics
Intelligence School. After receiving an honorable discharge from the US Army, for four years of service during the Vietnam War

PROFESSIONAL EXPERIENCE
Principal Systems Designer — Intercity Rail Express Project — Shelby, Montana 11/98 to present
Created and designed a rail express system for Smith Consulting LLC as a “Rural Economic Development Project” funded by the
(USDA) US Department of Agriculture as a rural development grant, administrated by the (OCD) Office of Community
Development, and private sector businesses. This project will utilize Amtrak Express as its “Line Haul Carrier” in conjunction
with Shelby Re-load, a warehousing, freight forwarder, and Watkins Shepherd, a national (OTR) “Over-the-Road” trucking and
consolidation company during Phase 1 of its operations. The project is recognized and approved by both the Senate and House
Transportation Committees, including the Amtrak Advisory Committee. It also has the endorsement of the Honorable Senators
Conrad Burns Republican, and Max Bacus Democrat of Montana. Both of these Senators have championed the project in
Washington DC. The project operations are due to startup 4th Quarter of 1999.
Manager Rail Express Services — GST Corporation — Seattle, Washington, 1996-1997
Project management and development were provided as an employee of NYK’s subsidiary, GST Corporation, an (IMC)
“Intermodal Marketing Company” for their new Rail Express Service. GST became a client of Amtrak Express. GST President
Lanny Vaughn took a bold step in developing this project. Amtrak at that time was embroiled in political backlash from the
railroad industry and was not able to sustain its service commitments and GST shelved the project. As the rail express system
becomes established, it is quite possible that GST will be back as a willing transportation partner.
Principal Systems Designer — Amtrak Express Enhancement Project — Seattle, Washington, 1995-1996
Created and designed a new “National Rail Express System” which utilized America’s passenger rail system as a “Line Haul
Carrier” in certain designated “Service Lanes”, operating as a bridge carrier between airfreight and (OTR) “Over the Road”
trucking consolidators. The rail express system was developed by David Morse & Associates Inc. for the National Railroad
Passenger Corporation — Amtrak. This service is presently utilized by Amtrak’s “Intercity Rail Services”, a “Strategic Business
Unit” of Amtrak headquarted in Chicago, IL which operates all passenger trains from coast to coast, connecting to the “North
East Corridor” and “Amtrak West” on the West coast.

As President of David Morse & Associates Inc., the company incorporated and expanded its activities into international sales,
project management, and technological development. The firm diversified its scope of activities by exploring new international

As a young gifted musician who started playing at age three, by 1957 had already had eight years of playing in various youth
orchestras and public school bands, as well as the University of Washington Symphony and Chamber Orchestra as principal
bassoonist. Played saxophone with “The Casuals”, a popular music group. In 1957, started professional musical career playing
with “John Stone & the Adventurers” at KJR radio station, the top popular music radio station in Seattle. Also played with a
