ABSTRACT
The Chesapeake Connection as deta iled in this report is a
compilation of investigative research that grew out of immense
curios ity. The seeds that germin ated the original pro vacative
inquiries had their roots set by the chance discovery of an
unusual series of UFO sightings on the western shores of the
Ches apeake Bay in Ann apolis, Mar y l and. Standard H UFON
fie
ld investigations created more questions than answers. What
were these s tr a n g e structured objects doing here in such
significant numbers and why did their extensive four hour visits
fail to elicit a military response?
The Annapolis Research and Study Group was born out of a
burning desire to find the reasons behind these intriguing
observations. The shocking discoveries that evolved out of the
fruits of our l abors continue to unfold almost daily. The
intense impact of what our findings reveal may forever change the
course of ufological investigations. Is the so called Cover-Up
so widespread and so intricately interwoven as to be almost
imperceivable?

I n T h e B e ginni ng, th e F l y ing Saucer phenomenon beca me a
rea l ity w ith r e ported s ightings by cred ible w itne s s e s in th e
s u m mer of 1 9 4 7 . The r eports by Kenneth Arnold on June 2 4 th and
United Ai r l i n e s p i l ots on July 4th w e r e the focus of m e d i a
attention a nd created a shroud around the events in and a round
Roswel l , New Mexico beginning on July 2nd. The s ightings there
and reports of a crash nearby set the stage for the evolution of
a cover-up .

The rea l ization by mi l itary officials that the crash remains
were in fact d ebr i s from one of those mysterious f ly ing disks was
evidence enough to i s sue an order of secrecy in the interests of
nationa l s ecur ity . Was it the product o f a f a i l ur e o f s o m e
experimenta l proj ect of our s ? Cou l d it b e German o r Sov iet or
Chinese? Whatever the source , we woul d not want anyone to know
that we had recovered the remains. M any questions wou ld have to
be answered. What caused the cra s h ? Were there identi f i abl e
bodies subs equently recovered? Were they human?

How The Flow Chart Works
The Anna pol is R e s e arch and S tudy Group has prepa r ed a f l ow
chart to provide an e a s i e r unde r s tanding of how we f e e l the
cover-up works. The Roswe l l , New Mexico crash in 1 9 4 7 represents
the f i r s t m a j o r p ub l ic r e l a t ions prob l e m regard i ng the f l y ing
d i s c pheno mena. From that p o i nt it became nec e s s ary to do two
things regarding the cover-up, finance it and administer it. The
Un ited States government and ·corporate A me r i c a d ivides the s e
responsibi l itie s .
On the government s ide the infant space program , which later
became the Nationa l Aeronautics and Space Administration channe l s
data t o and from " think tanks " , which deve lop pol icy and provide
recommendations . The public re l ations oriented NASA al igns space
exp loration advance s w ith precisely what studies indicate are the
average nationa l l eve l s of understanding and interest .
On the corporate s ide , fraterna l organi zations provide the
setting for the power e l ite to interface. The corporations a l so
channe l data to the " th ink tanks " , whose pol icy studies determ ine
the focus of the various research institutes. These research and
development institutes and l aboratories are equiped to derive and
develop any avai l ab l e al ien techno logies and data obtained from
c r a s h retreiva l operations i n c l ud ing b i o l og i c a l r e m a i n s . They
a l s o cou l d deve l op the techno l o g i e s obtained from a po s s ib l e
ongoing inter-ac t i on w i th extrate r r e s t r i a l beings. The end

Chesapeake Bay Bridge reported another harrow ing encounter whi le
on duty ther e at the b each i n 1 9 8 5 . He was making his usua l
rounds in the Park Service truck l ate one night when he observed
a l ig ht approa ch ing a l ong th e b ea ch w ithin view o f the bridge.
At first he thought s o meone w a s h o l d ing a l atern a nd wa l k ing
a l on g the beac h , bu t as the l i gh t g ot c l o s er he c o u l d s e e the
s p a c e between the ob j ec t and the sand. When h e f l a shed h i s
vehic l e spotl ight o n the obj ec t it suddenly accelerated to within
fifty feet of his l ocation. Shaken , he turned off the l ight and
the obj ect c on t i nu ed on i t s path a l o ng the waterf r on t unti l
disappearing out of s ight. He drove around to the other s ide of
the park b ut w a s unab l e to r e l oc a t e s ight of the obj ect. Af ter
f i l ing his report with the department, he subsequently requested
a transfer and is now re located to another park across the bay.
I n May of 1 9 7 3 two teenage boys were f i s hi ng on a Satu rday at
the banks of the Patuxent River across from Solomon ' s I s land near
the Naval A i r T e s t Center. Upon f i nd ing a huge f i s h f l oating
near the s ho re l i ne , one of the brothers ran home to get the
c a m e r a s o they cou l d take p i c t u r e � o f each other ho l d ing th i s
e n o r m o u s f is h up t o th e ca m e ra a s i f t hey actua l l y c aught a big
one. Moments after the boy · leit to get the ca mera , a large disc
shaped obj ect appeared across the river with over a dozen smal ler

I nto the summer of 1 9 8 8 the reports continued . Three South
County teenage gir l s were camping on the night of July 2 2nd. In
the predawn hours of the 2 3rd they w ere treated to a spectacu lar

On Augu s t 9 th , 1 9 8 8 Wi l l Ro s s i t e r and h i s w i f e w e r e h e aded
for Ocean City trave l ing on Route 5 0 s outh of Ca�bridge and just
east of Airey, Maryl and . At approximately 3 : 0 0 AM they noticed a
scatchy sound over the radio in their new Bl azer wh ich was tuned
to 5 3 0 A M , the r e a c h the beach t r af f i c i n f o r m a t i o n s t a t i on .
Whi l e trying t o tune out the nois e , the radio suddenly went dead
when Wi l l ' s wife first noticed the enormous disc cross ing above
the highway j u s t ahead of the m . I t ove r l apped the entire freeway

to normal . Two other vehic les were described by the witnesses ,
neither have been l ocated to date.

curved wings on t w o s id e s tha t was s ee n by m u l t i p l e ob server s

hel icopter l ike devices, l ights dancing in the sky and discs that
hove r e d . A Ba l t i m o r e h igh school s cfence c l a s s obs erved three
tr iangul a r shaped ob j e c t s in the company of the c l a s s teacher.

that she had other experiences. Another man reported that he w a s
awakened b y h i s cats which were annoying h i m . After checking on

h i m from a darkened corner of h i s bedroom. He remembers pu l l ing

Medevac unit heading for the hospita l and the occa s iona l traffic
he l icopters, the chopper traffic with its distinctive prop-w ash
had swe l l ed to an excess of f ive overfl ights per day. Trave l ing
cons i s te n t ly at 2 0 0 to 3 0 0 feet a l t i tu d e , the he l i copter s w e r e
n e a r l y a l ways heading e a s t o u t o v e r t h e bay. They w e r e u s ua l l y
dark gray or b l ack , markings were not a lways visib l e .
By m i d - s u m m e r o f 1 9 8 8 the t r a f f i c count w a s up t o e i gh t
f l i ghts per day w ith most headings to the east and an occas ional
f l ight head ing t o the w e s t . O n Ju l y 1 7t h a then r ec ord twenty
three h e l icopte r s c r i s scro s s ed t h e s ky l i n e i n a n e ig h t hour
period. From the community swi m m ing pool the dark choppers were
observed paddl ing back and forth a l l day. One woman l ooked up a s
t w o p a s s e d ove r , t h e e i grt a nd n i n th o f t h e day. S h e s h o o k her

The Annapo l i s Re s e arch a nd S tudy Group had been m e e t ing
info r m a l ly s in c e M ay of 1 9 8 8 . There w e r e two main top i c s o f
discuss ion, the UFOs and the mysterious hel icopter activity. No
one h a d a n exp l an a t i o n for t h e events and a l l w e r e beg i n n i ng to
get actively involved in solving the mysteries. During the last
S a t u r d ay i n J u l y o f 1 9 8 8 , r e s i d e n t s of the B roadneck area
observed a b lue and white he l icopter bearing a sea l on its door.
It was accompanied by two other choppers and tra i l ed by two Navy
f ighter j ets. One man thought it l ooked l ike a State Department
hel icopter , but he d idn ' t know about the black choppers .
Then a t a m e e t i ng of the group i n Au gu s t , a dark green
he l i copter bear i ng what appeared t o ' be a white t r i a ng l e on its
pa rt i a l l y opened d oo r c i r c l ed the r e s ea rche r ' s .hou s e where th e

east over the bay and t wenty m inutes later wou l d return a l ong the
s ame f l ight path heading west .
Even Bob Oech s l er noticed a marked increase in a l l types of
he l i co p t e r a c t ivity over h i s h o m e o n the South River , j u s t
s o u t we s t o f Annapo l i s . I n o n e four day p e r i od i n February o f
1 9 8 9 , m ore than t w o hundred hel icopters were col l ective ly counted
by m e mb e r s of h i s f a m i l y . Th e s k i e s above Annapo l i s a n d t h e

the Bay". We d iscovered that E l ectromagnetic Pul s e (EMP) Testing

further south at the P at ux e n t River Nava l Air Te s t C e n t e r a t
S o l o m on ' s I s l an d . Dr. M ac c abe e , a Navy P hy s i c i s t a n d M ar y l an d
State M UFON Directo r , indicated that a n EMP barge cal led EMPRESS
was used for degau s sing ships. EMPRESS we learned was a n acronym
for Electro M agnetic Pul s e Radiation Envir onment S i mu lator for
Ships. Degauss according to the d ictionary means to demagnetize
(as a ship for protection a g a i n s t m a gn e t ic m in e s ) by pa s s i n g a n
e lectric current through a coi l or coi l s a long o r a round the edge
