● Governments distinguishing based on vaccination status is a reasonable policy
choice given:
○ Incremental strain unvaccinated can put on local healthcare
○ Higher propensity for spread amongst unvaccinated
● Therefore we recommend international travel be restricted to vaccinated
travellers
○ Treat minors as vaccinated
○ Treatment of medical exceptions to be determined by each country (no common definition)
○ Treatment of previous positive cases to be determined by each country (no common definition)
