EMPLOYMENT HISTORY:
2002-Present, BLACKHAWK MANAGEMENT CORPORATION. Information Technology
Senior Consultant. Mr. Leach was responsible for planning, scheduling, and implementing
issuance activities for the Common Access Card (CAC) - the new DoD identification card.
He drafted the concept of operations (CONOPS) document that delineated how CAC mass
issuance was implemented and initiated and maintained an issuance tracking spreadsheet. He
also deployed to select Air Force facilities to participate in mass issuance and hardware
installations to support CAC implementation. He was involved in the planning and
implementation of new initiatives including CAC PIN Reset, UMP/PIP, Certificate Validation
services, an infrastructure assessment tool and middleware tech refresh, to name a few. He is
currently involved in the development, testing, fielding and support of emerging Public Key
Infrastructure (PKI) programs and utilities designed to better secure Department of the Air
Force information systems, including Smart Card Logon and Online Certificate Status
Protocol. He performs procedures necessary to ensure the safety of information systems
assets and to protect systems from intentional or inadvertent access or destruction. He also
ensures that the user community understands and adheres to necessary procedures to maintain
2. security. He holds credentials and certification as an Air Force Registration Authority and
Key Recovery Agent, DEERS/RAPIDS Verifying Official and Alternate Token Trusted
Agent. He is the AF PKI System Program Office Lead of the Electronic Certificate Issuance
Integrated Capabilities Team. He is CompTIA Security+ certified.
1992-2002, PRIVATE INDUSTRY. Customer Service. Mr. Leach was involved in a myriad
of Customer Service and Facilities Management activities and also performed additional
duties as the OSHA Administrator for a large automobile dealership in San Antonio.
1990-1992, UNITED STATES AIR FORCE. Operations Officer, 690th Electronic Security
Wing, Berlin, Germany. Mr. Leach led over 200 officers, noncommissioned officers, and
airmen in one of the most productive, lucrative, and highly decorated line-of-sight operations
in Europe. He supervised the cessation of mission, logistic dismantlement, and transfer of
residual mission from one operating area to another. He initiated a joint operations effort with
the British Royal Air Force until the eventual cessation of all mission activities in Berlin.
1987-1990, UNITED STATES AIR FORCE. Headquarters, Electronic Security Command,
Chief, Airborne and Remoted Operations Branch. Mr. Leach oversaw the operations of all
remoted operations units in ESC. He participated in and helped author an ESC Tiger Team
report to determine areas of ESC support to DoD's counterdrug operations. He directed the
command's operational training programs, including the development of a Signals Intelligence
Analyst career progression path and Cryptologic Linguist language enhancement and
maintenance program.
1979-1987, UNITED STATES AIR FORCE. Signal Intelligence Officer. Mr. Leach served
in various operational and training assignments with the RC-135/RIVET JOINT, TAC's RF-4
Tactical Electronic Reconnaissance (TEREC) system, and was an instructor in the Signals
Intelligence Officer training course.
1967-1979, UNITED STATES AIR FORCE. Cryptologic Linguist. Mr. Leach served in the
US Air Force Security Service as a voice processing specialist. He applied his knowledge and
linguistic capabilities to fulfill foreign area specialties applications.
PERSONAL: Mr. Leach is married with two grown children. Excellent health. Completed
service in the US Air Force and retired with the rank of Major. Reads and speaks Chinese
Mandarin at a working level. Current SECRET clearance.
