WHO – WHAT – HOW
WHO WE ARE
COWIs department ”Urban Planning and Transport” consists of approximately
65 employees located in three offices: in Aalborg, Aarhus and Vejle. In our daily
work we cooperate closely with our sister department in Lyngby. Together
we are about 130 committed and dynamic professionals with considerable
experience, and by far Denmark’s largest consultant within urban planning and
transport.
WHAT WE DO
We undertake a broad variety of planning and design assignments, ranging from
district planning of small-scale green field projects to major master planning of
large-scale conversions of industrial areas, with the constant aim of creating
sustainable solutions.
Master planning is one of our main competencies. We create visionary master
plans in a dynamic process with our clients, utilising the unique professional
environment in COWI, which allows us to integrate elements such as traffic
planning, environmental sustainability and considerations regarding construction
into a truly unified planning process.
We have four decades of planning experience and we are proud to present a
selection of our assignments in this Capacity Statement.
HOW WE DO IT
With increased focus on climate change, CO2-emission and other environmental
considerations sustainability has become one of the most important focus
areas – not least in our cities. More than half of the inhabitants of the world live
in urban areas and therefore, it is extremely important that we design our cities
and buildings in a sustainable way. A huge challenge in connection to sustain-
able urban development is to address both present and future needs, which are
dictated by resource scarcity and expected climate changes.
An interdisciplinary approach to sustainability is necessary, as it is only when so-
cial, environmental and financial considerations are integrated that we can make
cities work in a sustainable way. COWI advises both private and public clients
on how to integrate the different aspects of sustainability in urban development,
including energy, climate, environment and traffic. Different aspects of sustain-
ability can also be converted into financial key figures in order to ensure that the
chosen solutions are financially viable. COWI’s interdisciplinary approach is the
pillar in our work.

MASTERPLAN FOR
BAGAMOYO
COWI has developed a Special Economic Zone (SEZ) at
Bagamoyo for The Government of Tanzania. The SEZ will
include a modern port, an international airport, areas for
industries, tourism, trade, social services, residential areas
and essential logistical infrastructure and utility services.
A PLAN FOR ENVIRONMENTAL, SOCIAL AND ECONOMIC SUSTAINABILITY
The Master Plan for the Bagamoyo SEZ includes an initial Environmental and
Social Assessment of the site and a financial model is used to analyse the
financial viability of the project. Options for private sector involvement in the
development and financing of the SEZ, and specifically the industrial compo-
nent have been examined and proposed. For the industrial component of the
SEZ, the consultancy developed concept plans for future infrastructure needs.
A PLAN FOR INFRASTRUCTURE
The infrastructure concept plans includes e.g. roads, water and water treat-
ment, electricity and gas, street lighting and fencing as well as telecommunica-
tions.
A PLAN FOR IMPLEMENTATION
Finally, an implementation strategy was formulated. The guide contains key
actions to be performed, timeframes and milestones. The strategy will be a
15-year road map for the project.

DEVELOPMENT OF THE
FORMER CARLSBERG
BREWERY SITE
Carlsberg Properties hired COWI to act as process consult-
ant and project coordinator on the preparation of the plan-
ning basis for the new city quarter at the Carlsberg brewery
site in Valby, Copenhagen. COWI still contributes as a
consultant for transformation of the site.
A NEW CITY QUARTER REPLACES A HISTORIC BREWERY SITE
Greenhouses, winter gardens, swimming pools, densely built-up areas, solar
cells, open squares and experience centres – these are some of the elements
that are included in the winning proposal for a new Copenhagen city quarter at
the Carlsberg production site in Valby.
The winner – the Danish drawing office Entasis – was chosen in May 2007 from
a total of 221 international entries in the idea competition “Our city” arranged by
the Danish brewery company Carlsberg.

12,000 JOBS AND 2,000 HOMES
Carlsberg arranged the idea competition because the decision had been made,
that the company’s production would be moved from Valby to Fredericia by the
end of 2008. Only administrative, research and visitor activities remain in Valby.
When finished, the new city quarter will include about 12,000 jobs and 2,000
homes, and is expected to be finished in 10-15 years. The first spit to a new
building complex was taken in august 2013. The project consists of the
University College UCC, shops, offices and apartments – in all 82000 square
metres, including a high-rise building of 100 metres. Other projects are being
developed or planned.
This surely is an exciting city transformation. Without a doubt, this is the largest
and most exciting city conversion assignment that Denmark has seen in many
years. In addition to being centrally located in Copenhagen, the area is a national
treasure that holds considerable cultural history of Denmark. The vision for
Carlsberg is to create a close, living and throbbing city quarter in both new and
historical frames. As an architect, it is inspiring – and a rare pleasure – to work for
a Client that has a clear opinion on quality, aesthetics and ethics.
In order to launch the project, a general district plan was adopted for the entire
area. In this connection, Carlsberg Properties allied itself with COWI, who has
been acting both as sparring partner and process consultant for the preparation
of the preliminary review concerning initiation of the initial district plan, and as
project coordinator for the entire process.

FEASIBILITY STUDY FOR
DOHA BAY CROSSING
The project included a preliminary study of a new link between the northern and
southern parts of Doha. The possibility of constructing a combination of tunnels
and bridges across Doha Bay was looked into while considering engineering,
financial and aesthetic aspects.
The project included analyses of different traffic systems, including roads, metro
and trains, but also with a focus on master planning of city quarters near bridge
landings, bridge design, a new man-made island and architectonic concepts for
tunnel descents.

COMPETITION IN DOHA,
QATAR
In 2010 COWI along with Foster and Partners participated
in a design proposal for the Doha Bay Crossing Bridge
Competition in 2010.
The Doha Bay Crossing represents a project of national significance crossing
several kilometers of the most important waterfront in the State of Qatar. In
connection with the competition a proposal for transformation of an existing
port to a new urban area was developed.
The Urban Development area includes offices, residential housing, areas for
public purposes, recreation and berthing for cruise ships.

PACKAGE 21 –
LANDSCAPE DESIGN,
DOHA
COWI has developed a landscape and master plan incor-
porating conceptual design and a landscape project as well
as urban planning for a road section crossing Doha City.
UPGRADING ROAD STRUCTURE, LANDSCAPE AND URBAN ENVIRONMENT
The landscape and master plan includes an overall upgrade of the road struc-
ture in the centre of Doha city with focus on public transit and bicycle paths as
well as urban environment quality.
ANALYSIS AND CONCEPTUAL DESIGN
COWI has been responsible for analysis of urban space and conceptual design
of 18 kilometres of highway crossing the centre of Doha city. The proces,
analysis and the final design has been thoroughly reported and illustrated in 7
different studies.
Drawing material in different scaling – 1:2000/1:1000/1:500 defines principal
elements of design and the final design solutions, covering surfaces, urban
inventory, lighting and planting.
Drawing material covers all 18 kilometres of the specific section, side areas and
squares, including detailed solutions. A video presentation gives a supplemen-
tary introduction to the project in regard to traffic and landscape design and
solutions.

TRANSFORMATION OF
GELLERUP, AARHUS
The project involved a master plan for the city areas
Gellerupparken and Toveshøj in Aarhus. The purpose of the
master plan was to transform the area from a vulnerable
and monofunctional council house area, into a multifunc-
tional and attractive city quarter in Aarhus.
TRANSFORMING GELLERUP INTO A THRIVING URBAN AREA
In 2007, the city of Aarhus and the housing association Brabrand Boligforening
entered into an ambitious agreement to create a master plan for Gellerupparken
and Toveshøj. In overall terms, the master plan describes the in-depth physical
changes that are to transform the area into an attractive city quarter with thriv-
ing urban life, many different residents, a safe environment and an architecture
offering many experiences.
NEW INFRASTRUCTURE AND NEW FUNCTIONS
The master plan describes a new street from City West in the south to Bazar
West in the north, an inner ring street linking Gellerupparken and Toveshøj,
new cross side streets that open up the area towards Aarhus, as well as new
quarters, each with its own architectonic characteristics.

Furthermore, the plan describes a new mixed, commercial, institutional and
residential area along the ring road, a new park for sports and leisure activities,
new building, sales of homes, renovations and demolitions.
The draft master plan for Gellerupparken and Toveshøj is a vision where the city
of Aarhus and Brabrand Boligforening voice how the area is to be developed in
the future.
COLLABERATION BETWEEN THE CITY OF AARHUS AND BRABRAND
BOLIGFORENING
The master plan for Gellerupparken and Toveshøj is thereby the shared ambition
and political foundation of the city of Århus and Brabrand Boligforening.
It is to act as a solid basis in the processes to come in the next years when the
city of Aarhus and Brabrand Boligforening are to practically work to convert the
master plan into real projects and legally binding district plans.
COWI AS A SPARRING
PARTNER FOR THE TIVOLI
EDGE PROJECT
A NEW BUILDING UNITES THE CITY WITH THE OLD AMUSEMENT PARK
In 2008 the internationally famous amusement park Tivoli in Copenhagen hired
COWI to act as process consultant in relation to preparing the planning basis
for a new glass front onto the street Bernstorffgade. The first spit has yet to be
made.
The idea is that a new three-storey glass building along Tivoli’s façade facing
Bernstorffsgade is to unite the city and the old garden. This is the vision for the
Tivoli Edge Project, which has been drawn by the world-famous architectural
firm Pei Cobb Freed & Partners.
The Tivoli Edge will be characterised by an eye-catching glass façade mean-
dering along the pavement on Bernstorffsgade and by green roof terraces.
Moreover, the Tivoli Edge will contain cafes, restaurants, shops and other
service functions.
According to Tivoli, the building is to “present the unique, high-quality and
original qualities in every area, thereby creating impressive experiences for the
guests”.

COWI ASSISTS TIVOLI IN REALISING THE PROJECT
In order to launch the project, a general district plan has to be prepared. In this
connection, Tivoli has allied itself with COWI, who is to act as sparring partner
and process consultant for the preparation of the preliminary review concerning
initiation of the district plan. In addition, COWI is to prepare the basis for the
district plan – in close collaboration with Tivoli, Tivoli’s other consultants as well
as the Municipality of Copenhagen.
MANY BALLS IN THE AIR
Apart from Tivoli, many parties have an interest in the project, including the
municipality, the planning authorities, the citizens and a number of associations.
COWI’s role is to manage the process and keep track of the numerous dis-
cussions that will take place until a district plan proposal will be ready in the
beginning of 2009. The district plan will be finally approved by the end of 2009,
entailing that the first spit can be made in early 2010.
During the course of the project, COWI has also collaborated with the American
architectural firm on determining the most sustainable energy solutions. This
includes the use of solar energy, natural ventilation, storage of cold and heat in
the ground, and choice of glass for the façade.
RIJEKA GATEWAY
– URBAN AND HARBOUR
DEVELOPMENT
A whole new district is about to take shape in Rijeka,
Croatia, where an old harbour area will be rebuilt to include
a cultural centre, modern housing, a marina and shops.
A NEW CITY QUARTER IN THE HARBOUR AREA
The dilapidated harbour area of Rijeka will soon be transformed into a modern
housing, cultural and commercial district that will also feature a brand new ma-
rina facility and ferry terminal. This project is about to become a reality as COWI
and Gehl Architects collaborate to create a master plan, design guidelines and
tender documents for both the harbour authorities and the local authorities.
This major infrastructure project diverts harbour activities and traffic away from
the down town city area, making way for the urban developments. These
developments must be founded on user requirements and built to harmonise
with their environs, so they become a natural extension of the city’s existing
capacity.

MODERN APARTMENTS AND MARINA
The dilapidated harbour area of Rijeka, Croatia, will soon be transformed into a
modern housing, cultural and commercial district that will also feature a brand
new marina facility and ferry terminal. The site covers about17ha and is planned
to contain a total of 220,000 floorage m2 divided between cultural institutions,
shops, hotels, restaurants, offices and apartments. This project is about to be-
come a reality as COWI and Gehl Architects collaborate to create a master plan,
design guidelines and tender documents for Rijeka Port Authority. The focus
approach is to create and maintain public life to generate activities that make
Rijeka regain its previous tourist attractiveness. Client: Port of Rijeka Authorities
(2006- on going)
INTERNATIONAL DEVELOPERS
The project will attract international developers and their investment partners
whose responsibility it will be to manage the individual building projects. Binding
contracts will be secured with selected developers.
The objective of the assignment was to assist the Port of Rijeka Authority in the
selection af a private developer on a concession basis for the redevelopment of
the former port area in compliance with legislative and planning requirements.
Project services comprised the establishment of design guidelines – residential,
commercial and office real estate and a marina – identification of city planning
and legal framework, development of proposals for change of frameworks and
conformity to heritage requirements, liasing with city authorities, geological
surveys, establishment of transport and utility infrastructure needs, traffic plan-
ning, market analysis, preliminary costing of required investments and projections
for concession fee in tender.
BELGRADE’S HIDDEN
WATERFRONT
An ambitious urban development plan gives Belgrade the
chance to re-invent itself as an important port-of-call on the
Danube for business and leisure.
A RENEWED CONNECTION BETWEEN THE CITY AND THE WATERFRONT
In the central Belgrade an expansive harbour and industrial area prevent
residents and tourists from making use of the Serbian capital’s waterfront.
The Belgrade Danube Waterfront project seeks to change that. Initiated by the
privately owned port company, Luka Beograd, the project will gradually open
470 hectares of prime real estate for commercial and residential development.
COWI has been commissioned to oversee the process, which includes handling
the zoning and infrastructure issues that arise when designing a mini-metropolis
for 100,000 people.
The idea is to transfer some of the “spontaneity and openness” present in the
historic city centre to the dockyards.

SMALL NEIGHBOURHOODS AND A MIXED USE URBAN AREA
The project’s design team from Studio Daniel Libeskind and Gehl Architects have
organised the district in small neighbourhoods that have a mix of shops, offices,
luxury penthouses and affordable studio apartments.
“We’re adapting a mixed-use approach to avoid the mistakes made by other
European cities, where new developments resemble ghost towns at night,” says
Skjærbæk.
For the public, the first visible change on the waterfront will be the refurbishment
of the Metalci Building, the largest warehouse in the Balkan region, which will be
transformed to a public culture point, meeting place and shopping destination.
Due to the project’s scope, development could continue until 2040. But even
before then, the city will have become a destination for holiday boats and cruise
ships on the Danube, says Skjærbæk. The cruise ships will be calling the new
cruise terminal just next to the iconic tower with all kind of services.
“Belgrade has a fantastic history, but it is often overlooked,” says Skjærbæk.
“This project is a chance to bring it out of the shadow of cities further upstream.”
CONVERSION OF KERTE-
MINDE HARBOUR
COWI was awarded first prize in the architectural competi-
tion for conversion of Kerteminde Harbour. In July 2007, the
Municipality of Kerteminde arranged the competition, hop-
ing to gain inspiration and new ideas for how to realistically
develop the entire harbour area.
REUNION OF THE CITY AND THE WATER
The vision of the project reunites the city and the water by means of a number
of new culturally based, recreational city quarters. The original coast line will be
the spine of the new harbour city where part of the coast line will be uncovered
as a wide channel that forms the edge of the city, facing the new harbour island.
To the north, the coast line will be marked by a plantation belt which leads to
a large nature area. The old industrial harbour will be transformed into a new
harbour island, forming the basis of a development featuring new educational
institutions, diverse cultural offers and a culturally based industrial development.

NEW RECREATIONAL OPPORTUNITIES
East of the harbour island, a new isthmus will be established, providing a basis
for wellness and leisure. To the north will be established a number of recreational
leisure facilities and maritime stores, growing gradually less planned and more
natural-looking and ending at the nature area at Hindsholm.
CONVERSION OF THE
FORMER ETERNIT FAC-
TORY SIDE
Centrally located in Aalborg, the former Eternit factory site is
a vast no man’s land. The remaining cement-grey buildings
in the area and the scarred landscape featuring the steep
slopes and plateaus of the chalk pit relate part of Aalborg’s
industrial history as the city with a thousand chimneys.
A TRANSFORMATION SITE WITH A LONG HISTORY
In 2004/05, the last corrugated eternit sheet was packed and the industrial
production moved abroad after more than 100 years in Aalborg. Consequently,
the area now faces a transformation process from industrial area to versatile city
quarter in a unique landscape.
A NEW MULTI FUNCTIONAL CITY QUARTER
The master plan consists of a large residential area, a service and office area,
and design of the landscape with leisure facilities in the inner part of the old
chalk digging area. The plan is richly illustrated with 3D animations and digital
drawings that show how the buildings fit in to the very special landscape.

QUALITY PROGRAM AND A DISTRICT PLAN
The plan is followed by a quality program with guidelines for the design of the
buildings, the town equipment, lighting etc. Finally, the plan is legally laid down
through a district plan according to the Danish planning system.
SUSTAINABLE SOLUTIONS DUE TO CLIMATE CHANGE
Furthermore COWI has designed an integrated concept for handling rainfall in
means to create “a blue network”, with elements fitted to the overall landscape
plan as well as urban spaces.
The concept integrates highly innovative solutions and the cultural history of the
site with many remains of industrial history throughout 100 years.
This blue network will have a significant role in the transformation of the site, and
add important qualities to the new city quarter – both functionality and sustain-
ability,
KILDEPARKEN, AALBORG
– MASTER PLAN
COWI has prepared a master plan for the social housing
area Kildeparken in the eastern part of Aalborg, which
combines social efforts with a strong, sustainable profile.
AN INTERDISCIPLINARY PROCESS
The project included a number of design elements as well as participation in the
local resident involvement process. The project required strong, interdisciplinary
cooperation between traffic and town planners, designers, landscape archi-
tects, sewerage and drainage experts as well as an external architectural firm.
REVITALISATION OF MONOTONE RESIDENTIAL AREA
The project originated in a need for refurbishing many of the homes in the area,
as well as a need for social efforts. For a while, parts of Kildeparken were on
the Danish government’s programme committee’s list of ghettos and this led
to the decision that Kildeparken was to receive more than mere refurbishment.
Based on the programme board’s nine rules of thumb for physical changes in
crime-ridden residential areas that address both homes, other functions, urban
spaces and traffic structures, a number of measures were implemented that are
to render the area more varied and attractive to a broad target group.

NEW SYNERGIES IN THE SURROUNDING CITY QUARTERS
Besides the internal changes in the area, changes are also to take place in the
surrounding quarters and new synergies can be created between these quarters
and the transformation of Kildeparken. The most distinct feature is the construc-
tion of a new super hospital a few hundred metres south of Kildeparken. This
allows for the creation of a new profile for the eastern part of Aalborg, which is
strengthened by the planned establishment of a health-care centre in the south
part of Kildeparken.
LARGE-SCALE LOCAL RAINWATER MANAGEMENT
In addition to the many homes, Kildeparken also has large lawns without a
dedicated function that make up 60 percent of the site area. The ambition was to
disconnect the rainwater system in the quarter, which covers 2,500 homes, from
the municipal sewer system, and to manage all rainwater locally for the benefit of
the community and the recreational qualities of the area.
Through a number of green measures, a successful system was created, bring-
ing unique qualities and new functions to the quarter, while protecting adjacent
quarters from floods in case of extreme rainfall.
GREENLAND – OFF-
SHORE-ONSHORE
In connection with trial drilling in the area west of Disko
Island, Qaasuitsup Municipality in Northwest Greenland has
seen a significant increase in interest from companies want-
ing to set up in the municipality or use the municipal areas,
for instance for storage in relation to exploration activities.
At present, it is expected that the exploration activities will increase both in
the area west of Disko Island and in Baffin Bay. Due to the increase in activity,
Qaasuitsup Municipality wants to be abreast of the future demands of the oil
and gas industry. The municipality wants to offer attractive, onshore localiza-
tion possibilities, also in connection with any future expansion and production
phases.
Consequently, Qaasuitsup Municipality decided to carry out a preliminary
study to uncover the needs and wishes of the industry and on that basis select
locations and areas that are suited for ports and offshore related activities. The
preliminary study focuses especially on the onshore area needs of the offshore
industry and the derived consequences, assessed for three phases: the
exploration phase, the expansion phase and the production phase.
The preliminary study aims to enable the municipality to incorporate the
selected locations in the town plan and prepare the necessary planning basis
that allows the areas to be used for offshore activities, industry and homes.
Furthermore, the study is to be used to support the planning and decision-
making of the oil and gas companies regarding localization in the municipality.

MASTER PLAN FOR
SOUTHERN DENMARK
UNIVERSITY HOSPITAL
Over the next 20 years, the area around the University of Southern Denmark
(SDU) is to be transformed into a centre of research, education and health of
international dimensions - a direct result of Planning Strategy 2008’s vision of
Odense as a city of knowledge and education.
To ensure that the development considers the different interest in the area, the
Municipality of Odense has decided to prepare a master plan for the area. The
master plan is to set out the overall frames for use and layout of the area, and
create a plan that promotes synergy between the different interested parties
in the area, and to ensure possibilities for expansion and future-proof the plan
without negatively impacting the main landscape features of the area.
The master plan is the outcome of a collaboration between BKF, BMF and
COWI, and the process involved dialogues with representatives of the parties
involved to incorporate their wishes and needs in the plan to the extent pos-
sible. Once politically processed, subdistrict plans may be prepared, respecting
the principles of the master plan.

A FUTURE MULTIFUNCTIONAL CITY QUARTER
Preparation of a new draft master plan for an 18 ha area by the west coast
of Bahrain. The plan is based on traditional building architecture, but also
integrates new elements such as water channels. The proposal contains homes
that are, e.g., dense-low, open-low and multi-storey, as well as a municipal
centre area featuring administrative and commercial functions. Open areas and
the road infrastructure are key elements in the future city quarter.

WHITE MEAT CITY –
INITIARY STUDIES
The project is a feasibility study, featuring both an analysis
and a master plan for the White Meat City, which may be
used as the basis for preparation of a final masterplan for
the White Meat City, a realization strategy and subsequent
district plan.
The plans for the White City are to create an open and accessible urban
environment that is linked correctly to the activities in the surrounding city. A
“city in the city” with room for life - also during evenings, a time when the Meat
City has traditionally been empty and deserted.
The project contains five alternative models for how the White Meat City might
develop. For each of the five models, business cases/business models were set
up, showing that it is possible to ensure a sensible economy.
The purpose of the five plans is to form the basis for a political decision around
what to include in the White Meat City - including if, and, possibly, to what
extent, it should be possible to construct new homes in or around the White
Meat City.

CAPACITY STATEMENT MASTER PLANNING 5 WHO – WHAT – HOW WHO WE ARE COWIs department ”Urban Planning and Transport” consists of approximately 65 employees located in three offices: in Aalborg, Aarhus and Vejle. In our daily work we cooperate closely with our sister department in Lyngby. Together we are about 130 committed and dynamic professionals with considerable experience, and by far Denmark’s largest consultant within urban planning and transport. WHAT WE DO We undertake a broad variety of planning and design assignments, ranging from district planning of small-scale green field projects to major master planning of large-scale conversions of industrial areas, with the constant aim of creating sustainable solutions. Master planning is one of our main competencies. We create visionary master plans in a dynamic process with our clients, utilising the unique professional environment in COWI, which allows us to integrate elements such as traffic planning, environmental sustainability and considerations regarding construction into a truly unified planning process. We have four decades of planning experience and we are proud to present a selection of our assignments in this Capacity Statement. HOW WE DO IT With increased focus on climate change, CO2-emission and other environmental considerations sustainability has become one of the most important focus areas – not least in our cities. More than half of the inhabitants of the world live in urban areas and therefore, it is extremely important that we design our cities and buildings in a sustainable way. A huge challenge in connection to sustain- able urban development is to address both present and future needs, which are dictated by resource scarcity and expected climate changes. An interdisciplinary approach to sustainability is necessary, as it is only when so- cial, environmental and financial considerations are integrated that we can make cities work in a sustainable way. COWI advises both private and public clients on how to integrate the different aspects of sustainability in urban development, including energy, climate, environment and traffic. Different aspects of sustain- ability can also be converted into financial key figures in order to ensure that the chosen solutions are financially viable. We deliver services and decision tools in a wide range of areas (economics, management, planning, GIS, IT, property rights, surveying and land administration) – in its own right and for COWI’s four main sectors (Water and Environment, Railways, Roads and Airports, Buildings and Industry and Energy). Moreover the business unit has a large ISL mapping business with project activities all over the world, including the Middle East, Africa and Europe. COUNTRY Denmark CLIENT The Government of Tanzania YEAR 2012 CONSULTING SERVICE Masterplan Financial model Infrastructure Aspects of sustainability MASTERPLAN FOR BAGAMOYO COWI has developed a Special Economic Zone (SEZ) at Bagamoyo for The Government of Tanzania. The SEZ will include a modern port, an international airport, areas for industries, tourism, trade, social services, residential areas and essential logistical infrastructure and utility services. A PLAN FOR ENVIRONMENTAL, SOCIAL AND ECONOMIC SUSTAINABILITY The Master Plan for the Bagamoyo SEZ includes an initial Environmental and Social Assessment of the site and a financial model is used to analyse the financial viability of the project. Options for private sector involvement in the development and financing of the SEZ, and specifically the industrial compo- nent have been examined and proposed. For the industrial component of the SEZ, the consultancy developed concept plans for future infrastructure needs. A PLAN FOR INFRASTRUCTURE The infrastructure concept plans includes e.g. roads, water and water treat- ment, electricity and gas, street lighting and fencing as well as telecommunica- tions. A PLAN FOR IMPLEMENTATION Finally, an implementation strategy was formulated. The guide contains key actions to be performed, timeframes and milestones. The strategy will be a 15-year road map for the project.

COWI still contributes as a consultant for transformation of the site. A NEW CITY QUARTER REPLACES A HISTORIC BREWERY SITE Greenhouses, winter gardens, swimming pools, densely built-up areas, solar cells, open squares and experience centres – these are some of the elements that are included in the winning proposal for a new Copenhagen city quarter at the Carlsberg production site in Valby. The winner – the Danish drawing office Entasis – was chosen in May 2007 from a total of 221 international entries in the idea competition “Our city” arranged by the Danish brewery company Carlsberg.

CAPACITY STATEMENT MASTER PLANNING 9 12,000 JOBS AND 2,000 HOMES Carlsberg arranged the idea competition because the decision had been made, that the company’s production would be moved from Valby to Fredericia by the end of 2008. Only administrative, research and visitor activities remain in Valby. When finished, the new city quarter will include about 12,000 jobs and 2,000 homes, and is expected to be finished in 10-15 years. The first spit to a new building complex was taken in august 2013. The project consists of the University College UCC, shops, offices and apartments – in all 82000 square metres, including a high-rise building of 100 metres. Other projects are being developed or planned. This surely is an exciting city transformation. Without a doubt, this is the largest and most exciting city conversion assignment that Denmark has seen in many years. In addition to being centrally located in Copenhagen, the area is a national treasure that holds considerable cultural history of Denmark. The vision for Carlsberg is to create a close, living and throbbing city quarter in both new and historical frames. As an architect, it is inspiring – and a rare pleasure – to work for a Client that has a clear opinion on quality, aesthetics and ethics. In order to launch the project, a general district plan was adopted for the entire area. In this connection, Carlsberg Properties allied itself with COWI, who has been acting both as sparring partner and process consultant for the preparation of the preliminary review concerning initiation of the initial district plan, and as project coordinator for the entire process.

COUNTRY Qatar CLIENT Urban Planning and Development Authority, Doha, State of Qatar YEAR 2008 CONSULTING SERVICE Traffic, design and visualization FEASIBILITY STUDY FOR DOHA BAY CROSSING The project included a preliminary study of a new link between the northern and southern parts of Doha. The possibility of constructing a combination of tunnels and bridges across Doha Bay was looked into while considering engineering, financial and aesthetic aspects. The project included analyses of different traffic systems, including roads, metro and trains, but also with a focus on master planning of city quarters near bridge landings, bridge design, a new man-made island and architectonic concepts for tunnel descents.

COUNTRY Qatar CLIENT The Department of Transportation and Infrastructure Planning at the Ministry of Municipality and Urban Planning (MMUP) , State of Qatar YEAR 2010 COLLABORATION WITH Foster and Partners INTERNATIONAL COMPETITION IN DOHA, QATAR In 2010 COWI along with Foster and Partners participated in a design proposal for the Doha Bay Crossing Bridge Competition in 2010. The Doha Bay Crossing represents a project of national significance crossing several kilometers of the most important waterfront in the State of Qatar. In connection with the competition a proposal for transformation of an existing port to a new urban area was developed. The Urban Development area includes offices, residential housing, areas for public purposes, recreation and berthing for cruise ships.

PACKAGE 21 – LANDSCAPE DESIGN, DOHA COWI has developed a landscape and master plan incor- porating conceptual design and a landscape project as well as urban planning for a road section crossing Doha City. UPGRADING ROAD STRUCTURE, LANDSCAPE AND URBAN ENVIRONMENT The landscape and master plan includes an overall upgrade of the road struc- ture in the centre of Doha city with focus on public transit and bicycle paths as well as urban environment quality. ANALYSIS AND CONCEPTUAL DESIGN COWI has been responsible for analysis of urban space and conceptual design of 18 kilometres of highway crossing the centre of Doha city. The proces, analysis and the final design has been thoroughly reported and illustrated in 7 different studies. Drawing material in different scaling – 1:2000/1:1000/1:500 defines principal elements of design and the final design solutions, covering surfaces, urban inventory, lighting and planting. Drawing material covers all 18 kilometres of the specific section, side areas and squares, including detailed solutions. A video presentation gives a supplemen- tary introduction to the project in regard to traffic and landscape design and solutions.   • 16. TRANSFORMATION OF GELLERUP, AARHUS The project involved a master plan for the city areas Gellerupparken and Toveshøj in Aarhus. The purpose of the master plan was to transform the area from a vulnerable and monofunctional council house area, into a multifunc- tional and attractive city quarter in Aarhus. TRANSFORMING GELLERUP INTO A THRIVING URBAN AREA In 2007, the city of Aarhus and the housing association Brabrand Boligforening entered into an ambitious agreement to create a master plan for Gellerupparken and Toveshøj. In overall terms, the master plan describes the in-depth physical changes that are to transform the area into an attractive city quarter with thriv- ing urban life, many different residents, a safe environment and an architecture offering many experiences. NEW INFRASTRUCTURE AND NEW FUNCTIONS The master plan describes a new street from City West in the south to Bazar West in the north, an inner ring street linking Gellerupparken and Toveshøj, new cross side streets that open up the area towards Aarhus, as well as new quarters, each with its own architectonic characteristics. CAPACITY STATEMENT MASTER PLANNING 17 Furthermore, the plan describes a new mixed, commercial, institutional and residential area along the ring road, a new park for sports and leisure activities, new building, sales of homes, renovations and demolitions. The draft master plan for Gellerupparken and Toveshøj is a vision where the city of Aarhus and Brabrand Boligforening voice how the area is to be developed in the future. COLLABERATION BETWEEN THE CITY OF AARHUS AND BRABRAND BOLIGFORENING The master plan for Gellerupparken and Toveshøj is thereby the shared ambition and political foundation of the city of Århus and Brabrand Boligforening. It is to act as a solid basis in the processes to come in the next years when the city of Aarhus and Brabrand Boligforening are to practically work to convert the master plan into real projects and legally binding district plans.

COWI AS A SPARRING PARTNER FOR THE TIVOLI EDGE PROJECT A NEW BUILDING UNITES THE CITY WITH THE OLD AMUSEMENT PARK In 2008 the internationally famous amusement park Tivoli in Copenhagen hired COWI to act as process consultant in relation to preparing the planning basis for a new glass front onto the street Bernstorffgade. The first spit has yet to be made. The idea is that a new three-storey glass building along Tivoli’s façade facing Bernstorffsgade is to unite the city and the old garden. This is the vision for the Tivoli Edge Project, which has been drawn by the world-famous architectural firm Pei Cobb Freed & Partners. The Tivoli Edge will be characterised by an eye-catching glass façade mean- dering along the pavement on Bernstorffsgade and by green roof terraces. Moreover, the Tivoli Edge will contain cafes, restaurants, shops and other service functions. According to Tivoli, the building is to “present the unique, high-quality and original qualities in every area, thereby creating impressive experiences for the guests”.   • 19. CAPACITY STATEMENT MASTER PLANNING 19 COWI ASSISTS TIVOLI IN REALISING THE PROJECT In order to launch the project, a general district plan has to be prepared. In this connection, Tivoli has allied itself with COWI, who is to act as sparring partner and process consultant for the preparation of the preliminary review concerning initiation of the district plan. In addition, COWI is to prepare the basis for the district plan – in close collaboration with Tivoli, Tivoli’s other consultants as well as the Municipality of Copenhagen. MANY BALLS IN THE AIR Apart from Tivoli, many parties have an interest in the project, including the municipality, the planning authorities, the citizens and a number of associations. COWI’s role is to manage the process and keep track of the numerous dis- cussions that will take place until a district plan proposal will be ready in the beginning of 2009. The district plan will be finally approved by the end of 2009, entailing that the first spit can be made in early 2010. During the course of the project, COWI has also collaborated with the American architectural firm on determining the most sustainable energy solutions. This includes the use of solar energy, natural ventilation, storage of cold and heat in the ground, and choice of glass for the façade.

RIJEKA GATEWAY – URBAN AND HARBOUR DEVELOPMENT A whole new district is about to take shape in Rijeka, Croatia, where an old harbour area will be rebuilt to include a cultural centre, modern housing, a marina and shops. A NEW CITY QUARTER IN THE HARBOUR AREA The dilapidated harbour area of Rijeka will soon be transformed into a modern housing, cultural and commercial district that will also feature a brand new ma- rina facility and ferry terminal. This project is about to become a reality as COWI and Gehl Architects collaborate to create a master plan, design guidelines and tender documents for both the harbour authorities and the local authorities. This major infrastructure project diverts harbour activities and traffic away from the down town city area, making way for the urban developments. These developments must be founded on user requirements and built to harmonise with their environs, so they become a natural extension of the city’s existing capacity. CAPACITY STATEMENT MASTER PLANNING 21 MODERN APARTMENTS AND MARINA The dilapidated harbour area of Rijeka, Croatia, will soon be transformed into a modern housing, cultural and commercial district that will also feature a brand new marina facility and ferry terminal. The site covers about17ha and is planned to contain a total of 220,000 floorage m2 divided between cultural institutions, shops, hotels, restaurants, offices and apartments. This project is about to be- come a reality as COWI and Gehl Architects collaborate to create a master plan, design guidelines and tender documents for Rijeka Port Authority. The focus approach is to create and maintain public life to generate activities that make Rijeka regain its previous tourist attractiveness. Client: Port of Rijeka Authorities (2006- on going) INTERNATIONAL DEVELOPERS The project will attract international developers and their investment partners whose responsibility it will be to manage the individual building projects. Binding contracts will be secured with selected developers. The objective of the assignment was to assist the Port of Rijeka Authority in the selection af a private developer on a concession basis for the redevelopment of the former port area in compliance with legislative and planning requirements. Project services comprised the establishment of design guidelines – residential, commercial and office real estate and a marina – identification of city planning and legal framework, development of proposals for change of frameworks and conformity to heritage requirements, liasing with city authorities, geological surveys, establishment of transport and utility infrastructure needs, traffic plan- ning, market analysis, preliminary costing of required investments and projections for concession fee in tender.
  • 22. BELGRADE’S HIDDEN WATERFRONT An ambitious urban development plan gives Belgrade the chance to re-invent itself as an important port-of-call on the Danube for business and leisure. A RENEWED CONNECTION BETWEEN THE CITY AND THE WATERFRONT In the central Belgrade an expansive harbour and industrial area prevent residents and tourists from making use of the Serbian capital’s waterfront. The Belgrade Danube Waterfront project seeks to change that. Initiated by the privately owned port company, Luka Beograd, the project will gradually open 470 hectares of prime real estate for commercial and residential development. COWI has been commissioned to oversee the process, which includes handling the zoning and infrastructure issues that arise when designing a mini-metropolis for 100,000 people. The idea is to transfer some of the “spontaneity and openness” present in the historic city centre to the dockyards. CAPACITY STATEMENT MASTER PLANNING 23 SMALL NEIGHBOURHOODS AND A MIXED USE URBAN AREA The project’s design team from Studio Daniel Libeskind and Gehl Architects have organised the district in small neighbourhoods that have a mix of shops, offices, luxury penthouses and affordable studio apartments. “We’re adapting a mixed-use approach to avoid the mistakes made by other European cities, where new developments resemble ghost towns at night,” says Skjærbæk. For the public, the first visible change on the waterfront will be the refurbishment of the Metalci Building, the largest warehouse in the Balkan region, which will be transformed to a public culture point, meeting place and shopping destination. Due to the project’s scope, development could continue until 2040. But even before then, the city will have become a destination for holiday boats and cruise ships on the Danube, says Skjærbæk. The cruise ships will be calling the new cruise terminal just next to the iconic tower with all kind of services. “Belgrade has a fantastic history, but it is often overlooked,” says Skjærbæk. “This project is a chance to bring it out of the shadow of cities further upstream.”
  • 24. CONVERSION OF KERTE- MINDE HARBOUR COWI was awarded first prize in the architectural competi- tion for conversion of Kerteminde Harbour. In July 2007, the Municipality of Kerteminde arranged the competition, hop- ing to gain inspiration and new ideas for how to realistically develop the entire harbour area. REUNION OF THE CITY AND THE WATER The vision of the project reunites the city and the water by means of a number of new culturally based, recreational city quarters. The original coast line will be the spine of the new harbour city where part of the coast line will be uncovered as a wide channel that forms the edge of the city, facing the new harbour island. To the north, the coast line will be marked by a plantation belt which leads to a large nature area. The old industrial harbour will be transformed into a new harbour island, forming the basis of a development featuring new educational institutions, diverse cultural offers and a culturally based industrial development. To the north will be established a number of recreational leisure facilities and maritime stores, growing gradually less planned and more natural-looking and ending at the nature area at Hindsholm.
  • 26. CONVERSION OF THE FORMER ETERNIT FAC- TORY SIDE Centrally located in Aalborg, the former Eternit factory site is a vast no man’s land. The remaining cement-grey buildings in the area and the scarred landscape featuring the steep slopes and plateaus of the chalk pit relate part of Aalborg’s industrial history as the city with a thousand chimneys. A TRANSFORMATION SITE WITH A LONG HISTORY In 2004/05, the last corrugated eternit sheet was packed and the industrial production moved abroad after more than 100 years in Aalborg. Consequently, the area now faces a transformation process from industrial area to versatile city quarter in a unique landscape. A NEW MULTI FUNCTIONAL CITY QUARTER The master plan consists of a large residential area, a service and office area, and design of the landscape with leisure facilities in the inner part of the old chalk digging area. SUSTAINABLE SOLUTIONS DUE TO CLIMATE CHANGE Furthermore COWI has designed an integrated concept for handling rainfall in means to create “a blue network”, with elements fitted to the overall landscape plan as well as urban spaces. The concept integrates highly innovative solutions and the cultural history of the site with many remains of industrial history throughout 100 years. This blue network will have a significant role in the transformation of the site, and add important qualities to the new city quarter – both functionality and sustain- ability,

KILDEPARKEN, AALBORG – MASTER PLAN COWI has prepared a master plan for the social housing area Kildeparken in the eastern part of Aalborg, which combines social efforts with a strong, sustainable profile. AN INTERDISCIPLINARY PROCESS The project included a number of design elements as well as participation in the local resident involvement process. The project required strong, interdisciplinary cooperation between traffic and town planners, designers, landscape archi- tects, sewerage and drainage experts as well as an external architectural firm. REVITALISATION OF MONOTONE RESIDENTIAL AREA The project originated in a need for refurbishing many of the homes in the area, as well as a need for social efforts. For a while, parts of Kildeparken were on the Danish government’s programme committee’s list of ghettos and this led to the decision that Kildeparken was to receive more than mere refurbishment. Based on the programme board’s nine rules of thumb for physical changes in crime-ridden residential areas that address both homes, other functions, urban spaces and traffic structures, a number of measures were implemented that are to render the area more varied and attractive to a broad target group. CAPACITY STATEMENT MASTER PLANNING 29 NEW SYNERGIES IN THE SURROUNDING CITY QUARTERS Besides the internal changes in the area, changes are also to take place in the surrounding quarters and new synergies can be created between these quarters and the transformation of Kildeparken. The most distinct feature is the construc- tion of a new super hospital a few hundred metres south of Kildeparken. This allows for the creation of a new profile for the eastern part of Aalborg, which is strengthened by the planned establishment of a health-care centre in the south part of Kildeparken. LARGE-SCALE LOCAL RAINWATER MANAGEMENT In addition to the many homes, Kildeparken also has large lawns without a dedicated function that make up 60 percent of the site area. The ambition was to disconnect the rainwater system in the quarter, which covers 2,500 homes, from the municipal sewer system, and to manage all rainwater locally for the benefit of the community and the recreational qualities of the area. Through a number of green measures, a successful system was created, bring- ing unique qualities and new functions to the quarter, while protecting adjacent quarters from floods in case of extreme rainfall.

GREENLAND – OFF- SHORE-ONSHORE In connection with trial drilling in the area west of Disko Island, Qaasuitsup Municipality in Northwest Greenland has seen a significant increase in interest from companies want- ing to set up in the municipality or use the municipal areas, for instance for storage in relation to exploration activities. At present, it is expected that the exploration activities will increase both in the area west of Disko Island and in Baffin Bay. Due to the increase in activity, Qaasuitsup Municipality wants to be abreast of the future demands of the oil and gas industry. The municipality wants to offer attractive, onshore localiza- tion possibilities, also in connection with any future expansion and production phases. Consequently, Qaasuitsup Municipality decided to carry out a preliminary study to uncover the needs and wishes of the industry and on that basis select locations and areas that are suited for ports and offshore related activities. The preliminary study focuses especially on the onshore area needs of the offshore industry and the derived consequences, assessed for three phases: the exploration phase, the expansion phase and the production phase. The preliminary study aims to enable the municipality to incorporate the selected locations in the town plan and prepare the necessary planning basis that allows the areas to be used for offshore activities, industry and homes. Furthermore, the study is to be used to support the planning and decision- making of the oil and gas companies regarding localization in the municipality. CAPACITY STATEMENT MASTER PLANNING 31 MASTER PLAN FOR SOUTHERN DENMARK UNIVERSITY HOSPITAL Over the next 20 years, the area around the University of Southern Denmark (SDU) is to be transformed into a centre of research, education and health of international dimensions - a direct result of Planning Strategy 2008’s vision of Odense as a city of knowledge and education. To ensure that the development considers the different interest in the area, the Municipality of Odense has decided to prepare a master plan for the area. The master plan is to set out the overall frames for use and layout of the area, and create a plan that promotes synergy between the different interested parties in the area, and to ensure possibilities for expansion and future-proof the plan without negatively impacting the main landscape features of the area. The master plan is the outcome of a collaboration between BKF, BMF and COWI, and the process involved dialogues with representatives of the parties involved to incorporate their wishes and needs in the plan to the extent pos- sible. Once politically processed, subdistrict plans may be prepared, respecting the principles of the master plan. CAPACITY STATEMENT MASTER PLANNING 33 WHITE MEAT CITY – INITIARY STUDIES The project is a feasibility study, featuring both an analysis and a master plan for the White Meat City, which may be used as the basis for preparation of a final masterplan for the White Meat City, a realization strategy and subsequent district plan. The plans for the White City are to create an open and accessible urban environment that is linked correctly to the activities in the surrounding city. A “city in the city” with room for life - also during evenings, a time when the Meat City has traditionally been empty and deserted. The project contains five alternative models for how the White Meat City might develop. For each of the five models, business cases/business models were set up, showing that it is possible to ensure a sensible economy.
