The internship program organized over two dozen events for interns, including tours of the Portsmouth Marine Terminal and meetings with business leaders. The tour of the marine terminal showed fully automated cranes and how the terminal has innovated and brought in new customers from around the world. In the assessors' office, residential assessors measure newly constructed homes and ensure accurate taxation as construction progresses. Commercial assessors use multiple methods and have more paperwork due to complex properties. The single condo assessor will likely be replaced with assessors covering condos in their areas, as condo units are often replicas requiring only initial measurements.
1. City of Chesapeake Assessors’
Office/HRACRE Internship
Program
Christopher Mooring
2. HRACRE
• over two dozen events that the program had set up for the interns
• Mall in Hampton, with economic developer for the city of Suffolk, a
Port Tour of the Portsmouth Marine Terminal, and a meeting with
John Wheeler at the HRACRE conference
• Interns were able to listen to successful business professionals tell us
their stories of success
• Told us the most important lessons about their respected fields
• Allows us ask questions and pick their brain
3. Port tour at Portsmouth Marine Terminal
• The technology that marine terminal had implemented was
breathtaking
• Included fully automated cranes, which are some of only of its kind in the world
• The business side of the terminal is what really caught my eye
• Since the 1990’s the terminal has continued to grow and innovate
• They are constantly looking to bring new customers to the terminal
from all over the world
• This year alone they have brought multiple businesses who from the
west coast who are looking to penetrate new markets
4. Assessors’ Office- residential
• Usually assessors start off in the residential area and work their way
up to commercial appraising
• working in the residential field there is much higher volume of work,
new neighborhoods are constantly being built
• The assessor will check on the construction frequently to see how far
on long the building is in its construction
• Once a building is about 55% the assessor will “put it on” which
means that the owner will start to be taxed accordingly
5. continued
• The assessor will eventually go into to their house to get their
measurements
• Each assessor measure a little bit different from the other
• the assessor must use other houses that are the most similar to the
house they have just measure to determine the correct value of the
house
• This can be very tricky depending on the house
6. Assessors Office- Commercial
• Commercial appraisers are usually the most experienced in the office
• This is because they have to use multiple methods to determine the
correct value of the particular property
• There also much more paperwork that has to be done by commercial
assessors
• This makes the job much more difficult
• They also have obtain information about the construction in different
ways
7. Assessors’ Office- Condos
• There was one condo appraiser in the office who was asked to cover
the whole city
• However, the office will most likely soon make each assessor cover the condos
in their area
• Condos are very similar to doing residential work
• The condo assessor will often times have hundreds of units to
measure and put on at once
• But a lot of the time they are replicas of one another so the appraiser
will only have to do the main measurements once
