B. Formulation of the Local Research Ethics Review Committee
A meeting was held to address the need for the Formulation of the Local Research Ethics
Committee of the Ilocos Sur Polytechnic State College – Tagudin Campus, Tagudin, Ilocos Sur
on January 6, 2020 at the Graduate School Conference Room. Dr. Esmeralda A. Burton, the
coordinator for Research Services presided the meeting with the respective Deans of the different
Programs/Colleges.

ISPSC-Tagudin Research Ethics Review Committee
The Local Research Ethics Review Committee of the Ilocos Sur Polytechnic State
College – Tagudin Campus is the body tasked to govern the ethics of research across ISPSC-
Tagudin. In line with the institution’s pursuit of its research function, the committee ensures that
researches of the College are of the highest standards of integrity and ethical accountability. The
primary task of the Committee is identifying and assessing the risks and the potential benefits of
research, as well as providing guidance for the responsible conduct of research.
After due deliberation of the task and functions, the Local Research Ethics Review
Committee is composed of the following positions:

C. Call for the Submission of the Updated Research Agenda per Program
In response to the findings and suggestions of the internal auditors along the area of
Research, the Coordinator for Research Services called for the submission of the updated
Research and Development Agenda from all Research Program Heads with the list of all
conducted researches along each R&D Agendum.
A special meeting was conducted with the permission of the Campus administrator, Dr.
Ederlina M. Sumail on March 6, 2020 (Friday) at 3:00PM at the Audio-Visual Room for the
possible crafting of an Institutionalized Research Journal and to discuss other research related
matters. The following are the significant ideas/suggestions noted during the meeting:
1. Research Journal to be mandatory of every College
2. Creation of the Technical Working Group
3. Funding for Production and Publication
4. Strengthening Research in the Academe thru Locale In-house Review

D. College of Arts and Sciences Research Colloquium 2020
In support to the vision of the Ilocos Sur Polytechnic State College, the College of Arts
and Sciences organized a Research Colloquium which was held at the ISPSC CAS Multi-Media
Room, Tagudin, Ilocos Sur on February 28, 2020 with the initiative of CAS Research and
Extension Office, headed by Engr. Jacqueline G. Gumallaoi.
The said colloquium would have not been a success without the strong support of the
College Dean, Dr. Ernest D. Padiwan and the Campus Admistrator, Dr. Ederlina M. Sumail.
Likewise, support from the CAS Faculty and affiliates were evidently shown through their active
participation in the proposal presentations and in the support system as well.
The College of Arts and Sciences aimed to develop the research capabilities of students
and instructor in the fields of language teaching, psychology, mathematics and social sciences to
improve the quality of life. This research colloquium specifically aimed at the following
objectives:
1. To direct and align the presented research proposals with the College research
agenda;
2. To develop research-oriented faculty and students of ISPSC; and
3. To critique constructively proposals with potential to quality research studies.
Part I of the program activities was short talks and lecture on three specific topics that
faculty and student researchers must be familiar of to maximize their writing potential. The
following were the topics presented by their respective speakers:
a. ISPSC Research Agenda and Priorities - Dr. Esmeralda A. Burton
b. CAS Research Agenda - Engr. Jacqueline Gumallaoi
c. ISPSC Research Format - Dr. Geraldine Reyes
Part II of the activity was the presentation and critiquing of research proposals. There
were two simultaneously sessions conducted- faculty category and student category. For the
student category, there were eleven (11) successfully defended research proposals and thirteen
(13) for the faculty category. The faculty research proposals were paneled by the Dean of the

college, coordinator for research, senior researcher and senior statistician while four (4) program
heads panelled the students’ research proposal.
