REPUBLIC OF THE PHILIPPINES
ILOCOS SUR POLYTECHNIC STATE COLLEGE
SANTA MARIA, ILOCOS SUR
OFFICE OF RESEARCH, EXTENSION & TRAINING
2nd QUARTER ACCOMPLISHMENT REPORT
(APRIL-JUNE 2019)
I. ACTIVITIES
a. Balik-Scientist Exit Conference and Send-Off Program
The ISPSC conducted series of researches monitoring the implementation and
compliance of the Local Government Units of Ilocos Sur of the Solid Waste Management Act or
RA 1003. Results indicated that there is a loose implementation of the provisions of the law, thus
expected threats from mismanagement of wastes in the communities are starting to manifest.
To determine the best follow-up approaches and actions that could be extended to the
communities as a follow-up of the programs the college has been implementing for the past 2
years, the Office of Research and Extension requested the services of an expert in Environmental
Science through the Balik-Scientist program of the Department of Science and
Technology.(DOST). The expert’s engagement lasted for 35 days and presented his
recommendations that could be of help to ISPSC RDE services.
b. Orientation, Planning & Team-Building Exercises
The Office of the Vice President for Planning, Information, Research and Extension
organized a 2 days Orientation, Planning & Team Building Exercises held at Aloha Nui Event
Center, Candon, Ilocos Sur on May 2-3, 2019. The issuance of new designations due to the
implementation of the newly approved ISPSC Organizational Structure (BOT Resolution # 1064,
dated March 18, 2019), makes it necessary for Officers to be oriented/re-oriented of their
functions and responsibilities. Likewise, to promote a harmonious relationship among Officers of
the PIRE unit, team-building and group-work activities that promote bonding was organized.
This activity is targeted to create a well-directed and harmonious working relationship among the
PIRE Officers and Staff.
c. CHED Anniversary Celebration Trade Fair
The Commission on Higher Education spearheaded the CHED Anniversary Celebration
cum S&T fora on May 5-10, 2019 at CHED Main Office, Manila. The SUC’s member agencies
exhibited their technologies in various sectors like agriculture, fisheries, food processing, metals
and engineering, industry, environmental and other technologies. As a member of the PASUC,
ISPSC joined the activity by attending and showcasing technologies as a product of our
researches conducted.
d. Search for Best Undergraduate and Graduate Thesis
One of the requirements for an academic degree of the college is the conduct of a
research to a student’s major field of study. A thesis is an intensive activity and an
accomplishment to be proud of by students. It teaches and train students valuable skills,

especially for those who are looking to further their education or go into a profession that heavily
require writing and researching skills.
In order to infuse in the mindset of students the culture of research and excellence, a
Search for Best Graduate and Undergraduate Thesis has been conducted yearly to evaluate
research findings through oral presentation and compete for the best thesis award. Moreover, this
undertaking will hone the capability and skill of the student researchers in oral presentation, and
articulation and lastly help the program to attain outcomes-based education.
It was held on May 21, 2019 at the Farmer’s Training Center, Sta. Maria, Ilocos Sur with
100 student participants from different Campuses of ISPSC.
e. ILAARRDEC Regional Student Congress
The 2019 ILAARRDEC Regional Student Congress was attended by the Director for
Research and Extension, Dr. Remely A. Sanidad, Head of SMART Farming Research Center,
Dr. Milagros O. Liberato and the student participants whom presented their research papers on
this activity. It was held on June 27, 2019 at Mariano Marcos State University, Batac City, Ilocos
