The State of Colorado is committed to the development of alternative power resources and wanted to quantify potential from small hydropower systems. In 2016, the CO Energy Office teamed with AmecFW to assess statewide energy opportunities within water delivery systems where PRVs reduce water pressure. Developing the inventory with ArcGIS tools enabled powerful visualization and analytics, and a customized geoportal enables water providers to interactively enter and extract information on a map.
Presentation made at 2017 Esri International GIS User Conference.
These are the things we think about regarding feasibility…
Cost of site assessment and engineering study for feasibility are probably the largest hurdles
-lack of data and disconnected pieces of info are time consuming to research and make any real sense out of it
-not a very fast return on investment – estimated a 10 year return
Colorado cares because there’s a lot of opportunity to gain electric power from these resources
Most focus has been on ag areas but in recent years with innovations in tech for these small generators, the focus is shifting to more municipally based
The handbook is a detailed guide on anything you really want to know about small hydropower
Covers permitting, FERC, etc.
Provide FERC application support – the CEO will actually help you setup the FERC applications
The state, in short offers a number of grants and very low cost loan opportunities
They want this to work so they are willing to help
The Colorado small hydro power assn and a number of other small assn’s the state helps coordinate (co-ops)
Throw it to Carrie to discuss the PRV initiative
