1. ABOUT MVSD STUDENT SERVICES DEPARTMENT
The Mount Vernon School District Student Services Department serves approximately 950 students
from the ages of birth-21 beginning with our partnership with SPARC (Skagit Preschool and
Resource Center) through the Transitions Program for students 18-21 years of age. We offer
programs at every level that include pull-out and push-in resource room, self-contained program
options for students with Autism, Emotional/Behavior needs, Life-Skills and Transition class-
rooms. We support inclusion with General Education classrooms to the greatest extent possible. As
the largest school district in Skagit County, we work cooperatively with our neighboring districts.
Strong partnerships with Chinook Enterprises, Skagit Valley College and Northwest Career &
Technical Academy provide collaborative resources, job training and opportunities for our
students.
The Student Services Department is lead by a director and assistant director and supported by an
experienced clerical staff of an administrative secretary, a records secretary and a bilingual
secretary. Over 40 special education teachers, 35 specialists comprised of nurses, occupational
therapists, physical therapists, psychologists, speech language pathologists, teachers of the deaf
and visually impaired and assistive technology specialist and paraprofessional assistants serve our
students every day.
DIRECTOR’S PRIMARY RESPONSIBILITIES
Provide visionary educational leadership and posses a strong knowledge of special education
law and inclusive instructional models
Work collaboratively with principals, teachers and specialists to ensure high-quality instruction,
IEP compliance and monitor the development and implementation of all aspects of the special
education program process to support a range of services to students
Conduct ongoing needs assessments, collect and analyze data, use pertinent data to refine and
improve department operational functions and services and evaluate special education
program initiatives
Prioritize and utilize fiscal resources, time and expertise to address identified department goals
Work proactively with families in a culturally responsive manner to support the growth and
achievement of all students
Coordinate the implementation of federal and state grant applications and manage
appropriate IDEA grants
Plan, implement and facilitate professional development/in-services for school staff assigned
the responsibility of delivering and overseeing the special education services/process in their
buildings
Collaborate with principals and central office administrators regarding the discipline of
students with disabilities.
Communicate, mediate and problem solve with principals, teachers and support specialists
Collaborate and be an effective member of the district administrative team
ABOUT MOUNT VERNON SCHOOLS
Located in the seat of Skagit County 60 miles north of
Seattle, Mount Vernon is a growing and diverse school
district that serves close to 7000 students attending nine
schools grades kindergarten-12. Six elementary schools
provide educational programs for students through
grade 5. Two middle schools serve students in grades
6-8. Mount Vernon High School is home to students in
grades 9-12. A parent partnership style ALE program
serves approximately 300 students and we are the
fiscal agent to the Northwest Career & Technical
Academy that serves students in Skagit and Whatcom
Counties. With over 900 teachers, administrators and
support staff, the district is the third largest employer
in Skagit County.
Strong community support for our schools is a tradition in
Mount Vernon. In 2016, the district successfully passed a
$106 million bond. Funds will be used to replace
two elementary schools, add classroom space to
LaVenture Middle School, modernize the High School
Old Main building and replace the High School
Agriculture building to add classroom space for agricul-
ture, science, robotics, career and technical.
The district is committed to success for all students and
provides a wide range of high quality instructional
p r o g r a m s a n d e x t e n d e d l e a r n i n g
opportunities. Academic instruction includes remedial and
specially designed instruction for students with special
needs, enrichment programs for elementary students,
and advanced placement courses across a variety of
subjects at the high school level. Music instruction is
offered to students in grades K-12. Our award-winning
fine and performing arts programs of choirs, orchestra,
jazz, marching and mariachi bands compete and
perform at the local, regional and national level.
Community members contribute to the success of our
schools in many ways. District advisory committees and
school site councils include parents and other community
members in setting the direction for the district and our
schools. The VISITS (Volunteers In Schools Inspire
Today’s Students) program invites parents,
grandparents, students, and community members to
volunteer in schools in a variety of ways. In addition, we
have strong partnerships with our neighboring school
districts, service organizations, city and county
governments, community agencies and higher education
institutions that benefit our students and support our
district goals, vision and mission.

2. QUALIFICATIONS
Possess or be eligible for valid and appropriate Washington State Administrator’s Certificate
Master’s Degree in Educational Administration or related field
Successful experience engaging a culturally and socio-economically diverse community to
improve student learning
Successful experience as a an educator specialist
Ability to interpret and remain current on all federal, state and local mandates for special
education and Section 504 services to ensure compliance.
Ability to monitor, assist and evaluate IEP compliance
Supervise and evaluate staff to improve instruction and services to students
Manage human resources, time, and fiscal resources to accomplish student achievement goals
Positive, energetic, innovative, caring, approachable, with a healthy sense of humor
Bilingual/bicultural candidates encouraged to apply
CONTRACTUAL AGREEMENT
The Student Services Director is a 217-day contract position which begins July 1. Compensation is
based on the 2016-2017 administrator’s salary schedule and benefits for an elementary school
principal, $111,400.00-$125,831.00 annually.
