Here are the performance measures for pavement, as they appeared in the Jan. 5, 2015 proposed rule entitled "National Performance Management Measures; Assessing Pavement Condition for the National Highway Performance Program and Bridge Condition for the National Highway Performance Program"; specifically
".The FHWA proposes in this NPRM a measure for State DOTs to use to assess pavement condition that satisfies the criteria above and is based on data within the HPMS, including: IRI, rutting for asphalt surfaced pavements, faulting for jointed concrete surfaced pavements, and Cracking Percent. The FHWA proposes pavement condition measures that would reflect the predominant condition represented by each of these HPMS data elements. The four proposed measures to assess pavement condition are: (1) Percentage of pavements on the Interstate System in Good condition; (2) Percentage of pavements on the Interstate System in Poor condition; (3) Percentage of pavements on the NHS (excluding the Interstate System) in Good condition; and (4) a Percentage of pavements on the NHS (excluding the Interstate System) in Poor condition."
